Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which
applications will be submitted. Dr. Jim
Guikema, Associate Vice President for
Research, is the internal coordinator for
limited submission programs. Please
notify him at 785-532-6195, email:
guikema@ksu.edu, by the Internal due

14-2 NCR-SARE Research and
Education Preproposals (USDA)
SARE, Sustainable Agriculture Research
and Education, is a competitive grants program funded by USDA-NIFA for the
North Central Region (NCR) which
includes Illinois, Indiana, Iowa, Kansas,
Michigan, Minnesota, Missouri, Nebraska,
North Dakota, Ohio, South Dakota, and
Wisconsin. NCR-SARE strengthens rural
communities, increases farmer/rancher
profitability, and improves the environment by supporting research and education. There are no specific priority areas in
the 2012 Call for preproposals, but preproposals must address issues of sustainable
agriculture of current and potential importance to the North Central Region. Successful projects should contribute to the
Vol. 20, No. 14
following NCR-SARE broad-based outcomes: a) improving the profitability of
farmers and associated agricultural businesses, b) sustaining and improving the
environmental quality and natural
resources base on which agriculture
depends, c) enhancing the quality of life
for farmers/ranchers, rural communities,
and society as a whole.

ARTS & HUMANITITES
14-3 Preservation and Access
Research and Development Grants
(NEH)
Preservation and Access Research and
Development grants support projects that
address major challenges in preserving
or providing access to humanities collections and resources. These challenges
include the need to find better ways to
preserve materials of critical importance
to the nation’s cultural heritage—from
fragile artifacts and manuscripts to analog recordings and digital assets subject
to technological obsolescence—and to
develop advanced modes of searching,
discovering, and using such materials.
Applicants should define a specific problem, devise procedures and potential
solutions, and explain how they would
evaluate their projects and disseminate
their findings. Project results must serve
the needs of a significant segment of
humanists. 20110519-PR (GG 2/22/11)

EDUCATION
14-4 Personnel Development to
Improve Services and Results for
Children With Disabilities (ED)
The purposes of this program are to 1)
help address State-identified needs for
highly qualified personnel—in special
education, related services, early intervention, and regular education—to work
with children, including infants and toddlers, with disabilities; and 2) ensure that
those personnel have the necessary skills
and knowledge, derived from practices
that have been determined through scientifically-based research and experience,
to be successful in serving those children. CFDA 84.325D (FR 4/13/11)

14-5 Educational Opportunity
Centers (ED)
The purpose of the EOC Program is to
provide information regarding financial
and academic assistance available for
individuals who desire to pursue a program of postsecondary education; to provide assistance to these individuals in
applying for admission to institutions at
which a program of postsecondary education is offered, including assistance in
preparing necessary applications for use
by admissions and financial aid officers;
and to improve the financial and economic literacy of participants. The competitive priority is projects that are
designed to address the needs of militaryconnected students. For purposes of this
notice, military-connected student means
a) a child participating in an early learning program, a student in preschool
through grade 12, or a student enrolled in
postsecondary education or training who
has a parent or guardian on active duty in
the uniformed services or b) a student
who is a veteran of the uniformed services, who is on active duty, or who is the
spouse of an active-duty service member.

14-6 Source Attribution of Radiative
Forcing in Chemical Transport Models
(EPA)
The U.S. Environmental Protection
Agency (EPA), Office of Research and
Development (ORD), is seeking applications proposing research on expanding
adjoint methods in chemical transport
models to account for source attribution
of radiative forcing from short-lived climate forcers. Applications may address
methods for tracking how emissions of
aerosols and their precursors as well as
precursors of tropospheric ozone affect
radiative forcing and air quality.

14-7 ROSES 2011: Origins of Solar
Systems (NASA)
The Origins of Solar Systems program
solicits basic research proposals to conduct scientific investigations related to
understanding the formation and early
evolution of planetary systems and to provide the fundamental research and analysis necessary to detect and characterize
other planetary systems. These investigations may involve analytical and numerical modeling, laboratory research, and
observational studies in the following
areas: star formation and the relationship
to planetary system formation, solar nebula processes, accumulation and dynamical evolution, analysis of primitive
materials, and the detection and charac-

14-8 Domestic Nuclear Detection
Office-National Science Foundation
Academic Research Initiative (ARI)
(NSF)
The ARI is a joint Domestic Nuclear
Detection Office (DNDO) and National
Science Foundation (NSF) program seeking novel cross-cutting research that will
enable the nation’s ability to prevent and
respond to nuclear or radiological threats.
This year’s solicitation topics will encompass two broad areas. First are investigations in new technologies, concepts or
approaches to enhance the Global Nuclear
Detection Architecture (GNDA) that in
turn will lead to improved capabilities for
the detection and interdiction to aid in the
effective response and recovery from
nuclear or radiological events at the local,
state and Federal level, to include investigations in nuclear forensics. NSF 11-530

Analyzing the Tree of Life (AVAToL)
(NSF)
The Assembling, Visualizing, and Analyzing the Tree of Life (AVAToL) activity
supports novel and transformative
approaches to the development of an integrated and robust tree of life, as well as
visualization and analysis on a dynamic
tree of life. This will take place through
the Ideas Lab development and review
process. Participants selected through an
open application process will engage in
an intensive five-day residential workshop to generate project ideas through an
innovative, real-time review process.
New multidisciplinary teams will form
during this workshop to engage in creative problem solving directed at outstanding problems concerning the tree of
