Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which
applications will be submitted. Dr. Jim
Guikema, Associate Vice President for
Research, is the internal coordinator for
limited submission programs. Please
notify him at 785-532-6195, email:
guikema@ksu.edu, by the Internal due
date listed in the Funding Bulletin (FB
9-3) or by at least two months prior to
the sponsor deadline if you wish to submit to a limited submission program.

GENERAL
9-1 EPSCoR First Awards (KS/
EPSCoR)
The source of funding for First Awards is
Kansas NSF EPSCoR, which receives its
funding from the National Science Foundation and Kansas Technology Enterprise
Corporation (KTEC). The First Award program helps early career faculty become
competitive for funding from the research
directorates at the National Science Foundation by: 1) encouraging early career faculty to submit proposals to the NSF as
soon as possible after their first faculty
appointment, and 2) by accelerating the
pace of their research and the quality of
their subsequent proposals. Eligible to
apply is any individual tenure track faculty
member at Kansas State University, University of Kansas, or Wichita State University who: is within the first three years of
his/her faculty appointment, has not previously received a First Award or similar
funding from another EPSCoR or EPSCoR-like (COBRE) program in Kansas, is
not currently nor has previously been a
lead principal investigator of a research
grant funded by a federal agency. In addition, one of the following conditions must
apply: The principal investigator must
have the proposed research pending at
Vol. 19, No. 9
NSF or a plan to submit the proposed
research to the NSF by July 31, 2011.
The principal investigator must have had
the proposed research declined by the
NSF and a plan to re-submit the proposed research to the NSF by July 31,
2011.

9-2 Terrestrial Carbon Cycle
Research (DOE)
The Office of Biological and Environmental Research (BER), U.S. Department of Energy (DOE), announces its
interest in receiving applications for terrestrial carbon cycle research that will
improve the understanding of the role of
terrestrial biomes in the global carbon
cycle and aid carbon cycle predictions
related to climate change. BER’s carbon
cycle science program will consider
applications on measurements, experiments, and modeling that provide
improved quantitative and predictive
understanding of the terrestrial carbon
cycle process that can affect atmospheric
CO2 concentration changes and thereby
affect the CO2 forcing of climate. The
emphasis of this Funding Opportunity
Announcement (FOA) is to understand
the impacts of, and feed backs from a

9-3 Climate Change Education
(CCE): Climate Change Education
Partnership (CCEP) Program, Phase I
(NSF)
The Climate Change Education Partnership (CCEP) program seeks to establish a
coordinated national network of regionally—or thematically-based partnerships
devoted to increasing the adoption of
effective, high quality educational programs and resources related to the science of climate change and its impacts.
Each CCEP is required to be of a large
enough scale that they will have catalytic
or transformative impact that cannot be
achieved through other core NSF program awards. Each CCEP must include
representation from at least each of the
following communities: climate scientists, experts in the learning sciences, and
practitioners from within formal or informal education venues. The CCEP program is a two-phase program. This
solicitation seeks proposals for development of Phase I Partnerships (CCEP-I).
An institution may submit only one
CCEP-I proposal as Lead institution.
Institutions may be a non-Lead partner

Worker Program (EAC)
The U.S. Election Assistance Commission (EAC) announces the availability of
$750,000 in grant funds for three-year
awards to recruit, train, and support college students to assist state and local governments in the administration of
elections by serving as nonpartisan poll

9-5 Global Climate Change
Education (NASA)
The National Aeronautics and Space
Administration Office of Education, in
cooperation with NASA’s Science Mission Directorate, is accepting proposals in
response to the NASA Cooperative
Agreement Notice (CAN): Global Climate Change Education: Research Experiences, Modeling & Data. The Global
Climate Change Education (GCCE)
project is designed to improve the quality
of global climate change and Earth system science education at the elementary,
secondary, and undergraduate levels, and
through lifelong learning. Each funded
proposal is expected to take advantage of
NASA’s unique contributions in climate
science to enhance learners’ academic
experiences and/or to improve educators’

9-6 2010 Pollution Prevention Grant
Program (EPA)
The goal of the P2 grant program is to
assist businesses in adopting P2 practices
that reduce pollution at the source, including the conservation of water and energy.
EPA is interested in supporting projects
that reflect a comprehensive and coordinated approach toward implementing P2
practices on behalf of businesses within
the state or tribe. In the past year, the P2
program has worked to complete a draft
strategic plan. To align with the goals of
the draft plan, the P2 grant program will
adopt five new national focus areas—
greenhouse gas reduction, toxic and hazardous materials reduction, resource conservation, business efficiency and
promoting P2 integration. Under this

AGRICULTURE
9-7 Organic Research Initiative
(Ceres Trust)
The Ceres Trust has announced that it will
make another $500,000 in grants in 2010
to organizations, universities, and other
nonprofit institutions in the 12-state North
Central Region to support organic
research projects for up to three years. A
Request for Applications will be posted
June 1 for the second year of the competitve program.

Agriscience Awards (Columbus)
The Christopher Columbus Fellowship
Foundation, a Federal government
agency, is now accepting Nominations for
the new 2010 Agriscience Awards. The
awards are presented by the Foundation in
partnership with the American Farm
Bureau Federation. The mission of this
partnership is to present the First Annual
Agriscience Awards to recognize, through
monetary and research funds, two adult
scientists; three current secondary school
educators; and three current secondary
school students who are judged to exemplify excellence in the field of Agriscience and to highlight the importance of
agriculture in the 21st century.

9-9 First-Generation Scholars
Program (Suder)
The mission of the Suder Foundation is to
dramatically improve the graduation rate
of first-generation college students by
providing financial, academic, emotional, and social assistance at selected
public universities across the United
States. The foundation accomplishes its
mission by engaging with selected fouryear public universities to implement its
Suder Scholars Program, which provides
holistic support for first-generation students in on-campus Scholar Development
Sites. The foundation is expanding its
Scholar Development Site network and
will add two university partners as new
sites during this grant cycle. The selected
institutions will receive a one-year planning grant followed by multiyear grants
for scholarships and program operation.

9-10 National STEM Education
Distributed Learning (NSDL) (NSF)
This program aims to establish a national
network of learning environments and
resources for science, technology, engineering, and mathematics (STEM) education at all levels. The program has four
tracks: Pathways projects are expected to
provide stewardship for the content and
services needed by major communities of
learners; Pathways II projects are
expected to move beyond the major stewardship goals and use Stage II support to
ensure the expansion and stability of an
original Pathways effort; Services
projects are expected to develop services
that support users and resource collection
providers by enhancing the impact, efficiency, and value of the NSDL network;
and Targeted Research will focus on
investigating the educational impact of
networked digital resources. An individual may serve as the Principal Investigator (PI) or co-Principal Investigator (coPI) on no more than one proposal, including collaborative proposals, submitted in

9-11 Cryospheric Science (NASA)
This solicitation calls for proposals to
understand the mechanisms of change in
polar regions and their implications for
global climate, sea level, and the polar
environment. Proposed studies should use
space-based and other remote sensing
techniques to understand the factors controlling the retreat and growth of the
world’s major sea and land-based ice
sheets and their interactions with the
ocean, atmosphere, solid earth, and solar
radiation. Field studies are considered if
closely tied to remote sensing

9-12 NIST Construction Grant
Program (DOC)
The National Institute of Standards and
Technology (NIST), United States
Department of Commerce (DoC), is soliciting grant proposals for construction of
research science buildings. For purposes
of this program, research science building
means a building or facility whose purpose is for the conduct of scientific
research, including laboratories, test facilities, measurement facilities, research
computing facilities, and observatories. In
addition, expansion of existing buildings
means that space to conduct scientific
research is being expanded from what is
currently available for the supported

9-13 Patton Trust Research Grants
(KCALSI)
This RFP serves to stimulate the development and submission of major multidisciplinary research proposals from
investigators in the life sciences to government or private agencies. KCALSI’s
approach for achieving this goal is to support research development grants capable
of generating critical preliminary data
needed to develop competitve proposals
for submission to external agencies.
Research Development grant proposals
should address a critical question(s) in the
life sciences and clearly identify how the
institutions intend to generate critical preliminary data needed for future proposal
submissions to external agencies. Patton
Trust Research grants must be focused on
genetic basis of diseases that predominately affect children.

9-14 Models of Exemplary, Effective,
and Promising Alcohol or Other Drug
Abuse Prevention Programs on College
Campuses (ED)
The goals of this program are to identify
and disseminate information about exemplary and effective alcohol or other drug
abuse prevention programs implemented
on college campuses. Through this grant
competition, the U.S. Department of Education (ED) also will recognize colleges
and universities whose programs, while
not yet exemplary or effective, show evidence that they are promising. CFDA
