Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which

18-1 FSIS FERN Cooperative
Agreement (USDA)
The Food Energy Response Network
(FERN) currently comprises federal, state,
and local government regulatory laboratories with varying capacities to perform
threat agent testing. The FERN division in
USDA’s Food Safety Inspection Service
(FSIS) is seeking to award a cooperative
agreement for providing and maintaining a
secure communication and collaboration
portal which will provide the FERN with
capability, capacity and readiness data for
the network member laboratories. In addition, this portal will provide for: 1) training
event registration and historical tracking of
attendees; 2) Just in time training and
webinar capability to multi-agency participants; 3) proficiency test event registration
and historical tracking of participants; 4)

18-2 i6 Challenge (DOC)
The i6 Challenge is a new, multi-agency
innovation competition led by the U.S.
Department of Commerce (DOC) and its
Vol. 19, No. 18
Economic Development Administration
(EDA). The DOC and EDA will coordinate this funding opportunity with the
National Institute of Health (NIH), the
National Science Foundation (NSF), and
the U.S. Patent and Trademark Office
(USPTO) to leverage resources and maximize available funding to i6 Challenge
winners. The i6 Challenge is designed to
encourage and reward innovative,
ground-breaking ideas that will accelerate technology commercialization and
new venue formation across the United
States, for the ultimate purpose of helping to drive economic growth and job
creation. To accomplish this, the i6 Challenge targets sections of the research-todeployment continuum that are in need
of additional support, in order to
strengthen regional innovation ecosystems. Applicants to the i6 Challenge are
expected to propose mechanisms to fill
in existing gaps in the continuum or
leverage existing infrastructure and institutions, such as economic development
organizations, academic institutions, or
other non-profit organizations, in new
and innovative ways to achieve the i6
objectives. Applicants are also expected
to leverage regional strengths, capabilities, and competitive advantages. Furthermore, they are expected to identify a
real or persistent problem or an unaddressed opportunity with a sense of
urgency, cultivate strong public-private
partnerships, provide a credible plan to
access resources, demonstrate how the
effort will be sustained, and bring

18-3 ROSES 2010: Climate and
Biological Response: Research and
Applications (NASA)
Leaving aside the important issue of biological feedbacks to climate, we need to
make progress connecting climate drivers to biological responses in order to
improve our basic understanding of climate change impacts and to develop
tools for managing species and ecosystems, and their associated landscapes and
seascapes, under a changing climate.
Doing so requires bringing together time
series of climate observations, time
series of biological observations, and
ecological and climate models. This
solicitation seeks two types of proposals:
(a) basic research proposals and (b)
applications proposals to support ecosystem and landscape management.

18-4 Priority Grant Program (U.S.
Institute of Peace)
The Priority Grant Competition supports
non-profit organizations working in or on
Afghanistan, Colombia, Iran, Iraq, Nigeria, Pakistan, and Sudan. The program
supports innovative peacebuilding
projects involving research, the identification of promising models and effective
practices, the development of practitioner
resources and tools, the development and
delivery of education, training and dialogue programs, and the production of
films, radio programs and other media.

18-5 Carbon Cycle Science (NASA)
This announcement offer opportunities
for Carbon Cycle Science investigations
within the NASA Earth Science Program,
the U.S. Department of Agriculture
(USDA) National Institute of Food and
Agriculture (NIFA) Agriculture and Food
Research Initiative Competitive Grants
Program (AFRI), and the USDA Forest
Service Program. NASA and USDANIFA seek proposals to improve understanding of changes in the distribution
and cycling of carbon among the active
land, ocean, and atmospheric reservoirs
and how that understanding can be used
to establish a scientific foundation for

The goal of RRP is to contribute to the
improvement of U.S. rangeland resources
and the ecosystem services they provide
by supporting the development of new
and emerging rangeland science methodologies which specifically address the

(NARA)
The National Historical Publications and
Records Commission (NHPRC), a part of
the National Archives and Records
Administration (NARA), supports
projects that promote the preservation and
use of America’s documentary heritage
essential to understanding our democracy,
history, and culture. The Commission
seeks proposals that will increase the
capacity of archival repositories to create
electronic records archives that preserve
records of enduring historical value.
Projects must involve institutions that
have already established archives and
records management programs. We seek
applications for start-up or collaborative
projects: 1) Start-up projects, OR 2) Collaborative projects. Most electronic
record archives depend upon collaboration among archivists, record managers,
and information technology specialists.

Development Program (EDA)
The Economic Development Administration’s mission is to lead the federal economic development agenda by promoting
innovation and competitiveness, preparing American regions for growth and success in the worldwide economy.
Institutions of higher education have
many assets that can help address regional
economic problems and opportunities,
such as faculty, staff, students, libraries,
laboratories, facilities, and computer sys-
tems. With funding from EDA, institutions of higher education and consortia of
institutions of higher education establish
and operate University Centers. These
EDA-sponsored University Centers conduct applied research, provide technical
assistance to public and private sector
organizations, and conduct other activities
with the goal of enhancing economic
development. EDA is soliciting competitive applications form accredited institutions of higher education and from
consortia of accredit institutions of higher
education to operate University Centers
from applicants in (and programs targeting) only the geographic areas served by
EDA’s Austin and Denver regional
offices. The Denver regional office serves
Colorado, Iowa (excluding Musvatine
and Scott counties), Kansas, Missouri,
Montana, Nebraska, North Dakota, South

18-11 Max Tech and Beyond: UltraEfficient Appliance Design (Berkeley)
Lawrence Berkeley National’s Laboratory’s Energy Efficiency Standards
Group, with support from the U.S.
Department of Energy, Office of Energy
Efficiency and Renewable Energy, Building Technologies Program, is pleased to
announce funding for senior design
projects in engineering. Projects will
demonstrate the potential to significantly
reduce appliance energy consumption,
while providing a level of service comparable to or better than existing products.
The projects will be carried out in academic year 2010/2011 and will culminate
in a report detailing design, testing, and
efficiency improvements. Teams must
include students, and will typically consist of an engineering faculty advisor and
a group of 2-5 students.

where NASA aligns a set of individual
