This solicitation describes an activity to foster opportunities for such collaborations. It includes joint activities between NSF and funding organizations in Africa, the Americas, through the Inter-American Materials Collaboration (CIAM); Asia and Europe. Proposals submitted to NSF in response to this solicitation must have clear relevance to research supported by the NSF Division of Materials Research (DMR), as they will be evaluated within the context of programmatic areas within DMR: condensed matter physics, solid state and materials chemistry, polymers, biomaterials, metallic materials and nanostructures, ceramics, electronic and photonic materials, and condensed matter and materials theory. NSF will accept proposals from US academic institutions addressing collaborations between researchers from the US and participating countries or regions. Concurrently, investigators at non-US research institutions should submit to the counterpart funding organization in their country or region a request for support of their side of the collaboration. An investigator may serve as PI or Co-PI in either a) a proposal submitted in response to this solicitation or, b) an unsolicited proposal submitted to the Division of Materials Research within the FY2011 DMR submission window, but not both. NOAA has important responsibilities in conducting observations, research, prediction, and information management for the purpose of understanding and responding to climate and global change. The NOAA Climate Program Office (CPO) manages the competitive research programs in which NOAA funds high-priority climate science to advance understanding of Earth’s climate system and its atmospheric, oceanic, land and snow and ice components. The CPO is in the process of restructuring its grants programs that will go into effect with this announcement of opportunity. The grants activities are now organized within four Programs: Climate Observations and Monitoring, Earth System Science, Modeling, Analysis, Predictions, and Projections, and Climate and Societal Interactions. In addition, the CPO announces an opportunity in FY 2011 that cuts across these four Programs to deal with Improving NOAA’s Climate Services for the Coastal Zone. These grants provide funds for items not normally available through the student’s university. Additionally, these grants allow doctoral students to undertake significant datagathering projects and to conduct field research in settings away from their campus that would not otherwise be possible. Proposals are judged on the basis of their scientific merit, including the theoretical importance of the research question and the appropriateness of the proposed data and methodology to be used in addressing the question.
