46-1 Integrating Comparative
Effectiveness Research Findings into
Care Delivery through Economic
Incentives (R21) (NIH)
This FOA solicits exploratory and developmental research (R21) applications from
institutions/organizations proposing to
advance knowledge on the way in which
comparative effectiveness research (CER)
can be used to maximize the value of
health care delivery in the United States.
Specifically, the research sought under this
announcement should inform the ways in
which findings from CER can be incorporated into the incentives faced by providers, consumers, and payers, in order to
bring about meaningful changes in clinical
practice that could improve the quality of
care for patients while helping to restrain

This FOA encourages Exploratory/
Developmental Research Project (R21)
applications for design and development
of novel technologies to monitor health
or deliver care in a real-time, accessible,
effective, and minimally obtrusive way.
These may be novel sensor or monitoring
systems, home-use point-of-care devices,
home or mobile therapy or rehabilitation
tools, or information systems and should
have the goal of fostering healthy and

46-3 Sun Grant Program South
Central Region (Sun Grant)
The Sun Grant Program is a national network of land-grant universities working
in collaboration with national laboratories and government agencies, partnering
to build a biobased economy. Sun Grant
institutions are charged with making significant advances in biobased industries
for the benefit of America's independent
farmers, rural communities, and the public-at-large. The Sun Grant Program—
South Central Region (SGP-SCR),
located at Oklahoma State University, is
the administrative unit for the region
composed of Arkansas, Colorado, Kansas, Louisiana, Missouri, New Mexico,
Oklahoma and Texas. SGP-SCR was
funded beginning 2006 by a grant from
the U.S Department of Transportation—
Research and Innovative Technology
Administration (DOT-RITA). Today the
SGP-SCR announces the release of two
2011 Request for Applications (RFAs):
1) The 2011 DOT-RITA RFA, expected
to fund a total of approximately
$562,000 in Seed and Integrated Projects
and 2) The 2011 USDA-NIFA RFA
(United States Department of Agriculture—National Institute of Food and
Agriculture), expected to fund a total of
$315,000 in Seed Grants.

(IMLS)
National Leadership Grants support
projects that have the potential to elevate
museum, archival, and library practice
within the context of national strategic
initiatives. The Institute seeks to advance
the ability of museums, archives, and
libraries to preserve culture, heritage, and
knowledge, contribute to building technology infrastructure and information
technology services, and provide 21st
century knowledge and skills to current
and future generations in support of a
world-class workforce. Successful proposals will have national impact and generate results—new tools, research,
models, services, practices, or alliances-that can be widely adapted or replicated to
extend the benefit of federal investment
and that increase community access and

46-5 Bridging Cultures Through Film
(NEH)
The Bridging Cultures Through Film:
International Topics program supports
projects that examine international and
transnational themes in the humanities
through documentary films. These
projects are meant to spark Americans'
engagement with the broader world by
exploring one or more countries and cultures outside of the United States. Proposed documentaries must be analytical
and deeply grounded in humanities scholarship. The Division of Public Programs
encourages the exploration of innovative
nonfiction storytelling that presents multiple points of view in creative formats.

Research Projects and Centers
Program—Field Initiated (FI) Projects
(ED)
The purpose of the FI Projects program is
to develop methods, procedures, and
rehabilitation technology that maximize
the full inclusion and integration into
society, employment, independent living,
family support, and economic and social
self-sufficiency of individuals with disabilities, especially individuals with the
most severe disabilities. Another purpose
of the FI Projects program is to improve
the effectiveness of services. NIDRR
makes two types of awards under the FI
Projects program: Research grants and
development grants. In carrying out a
research activity under an FI research
grant, a grantee must identify one or more
hypotheses or research questions and,
based on the hypotheses or research questions identified, perform an intensive, systematic study directed toward producing
1) new scientific knowledge, or 2) better
understanding of the subject, problem

(FES) of the Office of Science (SC) and
the Defense Program (DP) of the National

interests in receiving grant applications
for new awards and grant renewals for
research in the SC-NNSA Joint Program
in High Energy Density Laboratory Plasmas (HEDLP). Proposed research efforts

Early Detection of EnvironmentallyInduced Mitochondrial Dysfunction

This FOA encourages grant applications
from institutions/organizations to develop
biomarkers of mitochondrial dysfunction
using animal models and other experimental models that can help to identify
environmental stressors that inhibit normal mitochondrial function, improve our
mechanistic understanding of the effects
of mitochondrial toxicants, and develop
approaches and candidate markers that
will serve as the basis for developing
biomarkers of early mitochondrial dysfunction in human population studies

Education Grants in Neuroscience

The purpose of the FOA is to invite applications for Diversity Research Education
grants whose goals are to support the
development and/or implementation of
programs to: 1) increase the number of
Ph.D.-level research scientists from
diverse backgrounds including graduate,
post-doctoral and/or junior-faculty career
levels; and 2) advance the careers of the
participants to the next step in their education. Funding support for the R25
Diversity Research Education Programs
should lead to increased recruitment,
mentoring, education and retention of
researchers from diverse backgrounds in
the neuroscience scientific workforce.

The primary purpose of the International
Incentive Grants is to promote the internationalization of the university. This
covers a broad area, but it is anticipated
that the majority of proposals will fall into
the following broad categories: 1) Incorporation of global perspectives/components into curriculum or campus
program(s), including bringing international visitors/lectures to K-State; 2)
Development of global learning opportunities, including study abroad courses
and/or internship programs with companies or partner universities overseas; and
3) International research/teaching, including organizing international workshops
and conferences, and planning visits to
initiate collaborative research/teaching.

Development Awards in the Basic
Behavioral and Social Sciences for
Mid-career and Senior Investigators
(K18) (NIH)
This NIH FOA, issued by the NIH Basic
Behavioral and Social Science Opportunity Network [OppNet] solicits applications for short-term mentored career
development (K18) awards in the basic
behavioral and social sciences research
(b-BSSR) from three months to one year
in duration. The program targets established, mid-career and senior investigators, to support their development of
research capability in b-BSSR. Two categories of candidates are targeted: a) biomedical or clinical researchers with little
experience in basic behavioral and social
sciences research who seek training with
a well established b-BSSR investigator in
order to explore the introduction of bBSSR into their research programs; and
b) investigators in the basic or applied
behavioral and social sciences who wish
to build new components or domains of
basic-BSSR into their research programs.

The purpose of this FOA is to provide
renewed support for two previously
funded consortia under the Integrative
Neuroscience Initiative on Alcoholism
(INIA) by supporting the most scientifically meritorious projects. New research
project proposals from investigators not
previously affiliated with INIA can also
respond to this FOA. Wherever possible
the projects should take advantage of the
infrastructure that was established in the
previous funding periods of the INIAs.

46-13 POSCO Visiting Fellowships
(East-West)
The POSCO Visiting Fellowships Program is intended to promote research
activities on Korean topics at the EastWest Center. The Program invites outstanding scholars and policy makers to
engage in policy-relevant, contemporary
research on political, security, and economic issues in Northeast Asia, as they
relate to Korea. POSCO visiting fellows
are in residence at the East-West Center
for one to two months and undertake
research and writing on an agreed topic.
Fellows are provided with a stipend and
round trip economy airfare between their
home base and Honolulu. They are
required to give one seminar, prepare a
high quality paper to be submitted for
publication, and join in East-West Center
