Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which
applications will be submitted. Dr. Jim
Guikema, Associate Vice Provost for
Research, is the internal coordinator for
limited submission programs. Please
notify him at 785-532-6195, email:
guikema@ksu.edu, by the Internal due
date listed in the Funding Bulletin or by
at least two months prior to the sponsor
deadline if you wish to submit to a limited submission program. Currently

GENERAL
12-1 Recovery Act Limited
Competition: Research to Address the
Heterogeneity in Autism Spectrum
Disorders (R01) (NIH)
This NIH Funding Opportunity Announcement (FOA), supported by funds provided
to the NIH under the American Recovery
& Reinvestment Act of 2009, solicits
applications for the following topic areas
relevant to research on the heterogeneity
of Autism Spectrum Disorders (ASD):
Measurement development, Biomarkers/
biological signatures, Immune and central
nervous systems interactions, Genetics/
genomics, Environmental Risk Factors,
Model development, Treatment and intervention, and Services research. This FOA
will utilize the NIH Research Project
(R01) award mechanism and runs in parallel with the following FOAs of essentially
identical scientific scope: 1) RFA-MH-09171, which solicits applications under the
NIH Collaborative Research Grant (R01)
award mechanism; 2) RFA-MH-09-172,
which solicits applications under the NIH
Exploratory/Developmental Research
Grant (R21) award mechanism; and 3)
RFA-MH-09-173, which solicits applications under the NIH Clinical Exploratory/
Developmental Research Grant (R34/Col-

12-2 Recovery Act Limited
Competition for NIH Grants:
Research and Research Infrastructure
Grant Opportunities (RC2) (NIH)
Under the Recovery Act, the NIH has
established a new program entitled
Research and Research Infrastructure
Grand Opportunities (GO) grants program. This new program will support
projects that address large, specific biomedical and biobehavioral research
endeavors that will benefit from significant 2-year funds without the expectation
of continued NIH funding beyond two
years. The research supported by the GO
grants program should have high shortterm impact, and a high likelihood of
enabling growth and investment in biomedical research and development, public health, and health care delivery. The
GO grants program will support largescale research projects that accelerate
critical breakthroughs, early and applied
research on cutting-edge technologies,
and new approaches to improve the synergy and interactions among multi and
interdisciplinary research teams. RFAOD-09-004 (GG 3/23/09)

12-3 Recovery Act Funds for
Administrative Supplements
Providing Summer Research
Experiences for Students and Science
Educators (NIH)
The National Institutes of Health (NIH)
announces the opportunity for investigators and United States institutions/organizations with active NIH Research
Grants to request administrative supplements. These supplements will encourage students to seriously pursue research
careers in the health related sciences, as
well as provide elementary, middle
school, and high school teachers, community college faculty, and faculty from
non-research intensive institutions with
short term research experiences in NIHfunded laboratories. This announcement
is for administrative supplements to
active NIH Research Grants, Research
Program and Center Grants (Ps), and
Cooperative Agreements (Us). Individual NIH Institutes and Centers (ICs) have
more detailed eligibility information on
their own Web sites. NOT-OD-09-060

12-4 Recovery Act Funds for
Competitive Revision Applications
(NIH)
The National Institutes of Health (NIH)
announces the opportunity for investigators and United States institutions/organizations with active NIH-supported
research project grants (including SBIR
and STTR) to submit revision applications (formerly termed competitive supplements) to support a significant
expansion of the scope or research protocol of approved and funded projects. Support for these revision applications will
come from funds provided to NIH
through the American Recovery and
Reinvestment Act of 2009. Recognize
that these are 2-year awards and probably
are most appropriate at the post-doctoral
level. (Note: Most Ks and Ts are eligible
for administrative supplements [see NOTOD-09-056].) Individual Institutes and
Centers (ICs) have more detailed eligibility information on their own Web sites.

12-5 Partnership to Promote
Innovation in Environmental Practice
(EPA)
The U.S. Environmental Protection
Agency’s National Center for Environmental Innovation (NCEI) is soliciting
proposals from institutions that are interested in organizing two symposia over
four years to promote sharing and transfer
of innovative environmental protection
approaches among States, EPA, and other
primarily governmental representatives.
EPA anticipates awarding one cooperative
agreement under this solicitation. The
goal is to increase understanding of new
approaches, to facilitate use of proven
concepts, and to encourage more innovation in environmental programs. EPAOPEI-NCEI-09-02 (GG 3/4/09)

AGRICULTURE
12-6 Conservation Innovation Grants
(USDA)
The purpose of CIG is to stimulate the
development and adoption of innovative
conservation approaches and technologies
while leveraging the federal investment in
environmental enhancement and protection, in conjunction with agricultural production. CIG projects are expected to lead
to the transfer of conservation technologies, management systems, and innova-

tive approaches (such as market-based
systems) into NRCS technical manuals,
guides, and references, or to the private
sector. CIG does not fund research
projects. Instead, it is a vehicle to stimulate the development and adoption of conservation approaches or technologies that
have been studied sufficiently to indicate
a likelihood of success and to be candidates for eventual technology transfer or
institutionalization. Kansas NRCS will
accept applications for single or multiyear projects, not to exceed three years.
Kansas component CIG projects must
take place in Kansas; multi-state projects
will not be considered. USDA-NRCSKS-09-01 (GG 3/23/09)

12-7 Renewable Energy Fellowships
(KSU)
The K-State Center for Sustainable
Energy (CSE) seeks proposals from eligible K-State faculty in support of graduate
student assistantships for projects related
to enhancing research on renewable
energy topics at K-State. These assistantships are intended to expand the current
research base at K-State and encourage
new research clusters addressing issues
related to renewable energy.

12-10 Origins of Solar Systems (NASA)
The Origins of Solar Systems program
solicits basic research proposals to conduct scientific investigations related to
understanding the formation and early
evolution of planetary systems and to provide the fundamental research and analysis necessary to detect and characterize
other planetary systems. These investigations may involve analytical and numerical modeling, laboratory research, and
observational studies in the following
areas: star formation and the relationship
to planetary system formation, solar nebula processes, accumulation and dynamical evolution, analysis of primitive
materials, and the detection and characterization of other planetary systems.

12-11 Astrophysics Theory (NASA)
The Astrophysics Theory program (ATP)
supports efforts to develop the basic theory for NASA’s space astrophysics programs. Proposals for developing
experimental concepts for future NASA
fundamental physics missions or for small
technology efforts for the Laser Interferometer Space Antenna (LISA) are no
longer solicited in the ATP program but
must be directed to the Astronomy and
Physics Research and Analysis program
element described in D.3. Theoretical
proposals submitted for this program
must both: be directed relevant to space
astrophysics goals by facilitating the
interpretation of data from space astrophysics missions or by leading to predictions that can be tested with space
astrophysics observations; and consist
predominantly of theoretical studies and
the development of theoretical models.

12-9 University Turbine Systems
Research Program (DOE)
The Turbine Program addresses key technologies needed to enable the development of advanced turbines and turbinebased systems that will operate cleanly
and efficiently when fueled with coalderived synthesis gas and hydrogen fuels.
Developing turbine technology to operate
on coal-derived synthesis gas and hydrogen is critical to the development of
advanced coal based power generation
technologies such as integrated gasification combined cycle (IGCC) and the
deployment of IGCC power plants that
capture and sequester carbon dioxide. The
research areas addressed in this FOA
