Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which

19-1 NRL Wide Broad Agency
Announcement (DOD)
The Naval Research Laboratory (NRL) is
the Navy’s corporate laboratory. NRL conducts basic and applied research for the
Navy in a variety of scientific and technical disciplines. The basic research program
is driven by perceptions about future

19-2 Recovery and Reinvestment—
Major Research Instrumentation
Program (MRI-R2) (NSF)
NSF has announced a second MRI funding
program using America Reinvestment and
Recovery Act funds. The university may
submit only 2 proposals to acquire instrumentation under this solicitation, and a
third proposal if the third focuses on
instrumentation development. Proposals
may not be submitted which are already
pending with NSF or substantially similar
to those pending. In a small 1-3 page white
paper, please provide: 1) a description of
the instrumentation you wish to acquire or
develop; 2) The NSF-funded program

either funded or pending that would be
positively impacted by this equipment—
keep in mind that this must be fully
developed and must be compelling in the
full proposal; 3) Why the KSU cost share
must be waived for your project, owing
to: a) how the equipment will enable cutting edge research activities at KSU; b)
how undergraduate research will be
enabled to allow undergraduates access
to cutting edge research at KSU; and c)
how your project will enable diversity in

Lindbergh Grants are the cornerstone of
the Foundation’s balance mission. International in scope and interdisciplinary in
nature, Lindbergh Grants combine innovative, yet practical, ideas using science/
technology to tackle serious environmental issues.

19-4 Basic Research Challenge
(BRC) Program (ONR)
The Basic Research Challenge (BRC)
program supports basic science and/or
engineering research within academia
and industry. The program is focused on
stimulating new, high-risk basic research
projects. The BRC for FY 2009 is for the
three topics listed below. The detailed
descriptions are intended to provide the
proposer a frame of reference and are not
meant to be restrictive to the possible
approaches to achieving the goals of the
topic and the program. Innovative ideas
addressing these research topics are
highly encouraged. White papers and full
proposals addressing the following BRC
topics are solicited: 1) Irreducible Uncertainty and the Limits of Predictability; 2)
Elastromeric Polymer-by-Design to Protect the Warfighter against Traumatic
Brain Injury by Diverting the Blast
Induced Shock Waves from the Head; 3)

19-5 Youth Farm Safety Education
and Certification Program (USDA)
The Youth Farm Safety Education and
Certification Program (YFSEC) sup-
ports national efforts to deliver timely,
pertinent, and appropriate training to
youth seeking employment or already
employed in agricultural production. The
program has critical ties to the current
regulations for youth employment in agriculture, especially the exemptions provided in 29 CFR Part 570, subpart E-1 for
youth under the age of 16 employed in
some agricultural occupations having
obtained certification. Significant
changes in agricultural production and in
the agricultural workforce since this regulation took effect in the early 1970’s have
encouraged the USDA to consider training and certification innovations along
with developing appropriate training and

19-6 Nuclear Explosion Monitoring
Research Development (DOE)
The NNSA and the AFRL invite proposals for research and development to
improve national capabilities to detect,
locate and identify nuclear explosions in
support of the Air Force Technical Applications Center (AFTAC), the U.S. government agency responsible for operation
of the nuclear explosion monitoring systems. The NNSA Office of Nuclear Detonation Detection (NA-222) within the
Office of Nonproliferation Research and
Development (NA-22) has the responsibility to apply the broad base of U.S.
expertise that has been acquired in testing
nuclear weapons and support disciplines
to improve national capabilities to detect,
locate and identify nuclear explosions and
to provide cost-effective technologies,
algorithms, hardware, and software to
U.S. government agencies that are
responsible for nuclear explosion monitoring. The AFRL has the responsibility
to execute Department of Defense (DoD)

19-7 Special Grant Program in the
Chemical Sciences (Dreyfus)
The Special Grant Program in the Chemical Sciences supports innovative projects
in any area consistent with the Foundation’s broad objective to advance the
chemical sciences. The Foundation
encourages proposals that are judged
likely to significantly advance the chemical sciences. Examples of areas of interest

19-9 Recovery Act- Demonstration of
Integrated Biorefinery Operations
(DOE)
The intent of this Funding Opportunity
Announcement (FOA) will be to select
integrated biorefinery projects that have
the necessary technical and economic performance data that validates their readiness for the next level of scale-up. In
general, integrated biorefineries employ
various combinations of feedstocks and
conversion technologies to produce a
variety of products, with the main focus
on producing biofuels and bioproducts.
Co- or by-products can include additional
fuels, chemicals (or other materials), and
heat and power. For the purpose of this
FOA, the term integrated biorefineray is a
facility that uses an acceptable feedstock
(as defined in the FOA), to produce a biofuel or bioproduct as the primary product
(as defined in the FOA) and may produce
other products including additional fuels,
chemical (or other materials), and heat
and power as co-products. These integrated biorefineries would produce, as
their primary product, a liquid transportation fuel that supports, depending on topic
area, meeting the advanced, renewable or
advanced biofuels portion of the Energy
Independence and Security Act of 2007
(EISA) Renewable Fuel Standards (RFS)
or, depending on topic area, a bioproduct
that substitutes for petroleum-based feedstocks and products. DE-FOA-0000096

19-10 Fundamental Space BiologyAnimal Physiology (NASA)
This is a National Aeronautics and Space
Administration (NASA) Research
Announcement (NRA) that solicits
hypothesis-driven Fundamental Space
Biology (FSB) research proposals that
will answer fundamental questions about
how physiological systems respond to
gravity, or to changes in gravity, using
animal (excluding single cell organisms
and cell culture) model specimens. Proposals are solicited by the Exploration
Systems Mission Directorate (ESMD)
Advanced Capabilities Division for investigations that address systematic and targeted molecular physiological effects of
acute and/or chronic exposure to gravitational changes. Research into the effects
across various gravity vector leads is also

19-11 Breast Cancer Research Funding
(Komen)
Susan G. Komen for the Cure is excited to
announce the upcoming release of the
Investigator Initiated and Career Catalyst
Research grants for the 2009-2010
Research Program. Investigator-Initiated
Research (IIR)- IIR Grants provide up to
$600,000 over three years to stimulate
exploration of new ideas and novel
approaches in breast cancer research and
clinical practice that will lead to reductions in breast cancer incidence and mortality within the next decade. Special
emphasis will be given to studies seeking
to understand the basis for difference in
breast cancer outcomes and translating
research discoveries into clinical and public health practice to eliminate breast cancer disparities. Career Catalyst Research
(CCR) Grants- CCR Grants provide
unique opportunities for scientists in the
early stages of their career to achieve
research independence with an independent award of up to $450,000 over three
years. CCR investigators lead a research
project addressing an important question
in breast cancer research and complete a
self-defined career development plan with
support from a mentor committee.

19-14 Strategic Enhancement to
Mentoring Programs (OJJDP)
This solicitation invites eligible applicants to propose research and evidencebased enhancements to mentoring programs based on three strategies: 1)
involving the parents and family in activities and services; 2) delivering structured
activities and programs for the mentoring
matches; and 3) developing training and
support for mentors. Research studies and
evaluations of best practices have indicated that mentoring programs that provide multiple modes of treatment
addressing both individual and environmental characteristics tend to be the most
