1-2 Biomass Research and
Development Initiative (USDA)
The U.S. Department of Agriculture
(USDA) and the U.S. Department of
Energy (DOE) jointly announce the availability of fiscal year 2005 (FY05) funds
and solicit applications for financial assistance addressing research, development,
and demonstration of biomass based products, bioenergy, biofuels, biopower, and
related processes. This funding opportunity is intended to promote greater innovation and development related to biomass,
and to support Federal policy calling for
greater use of biomass-based products,
feedstock production, and processing and
conversation. This years focus is on development and demonstration projects that

(PMAP) supports projects that develop

requests applications for the Integrated
Organic Program for fiscal year (FY)
2005 to solve critical organic agriculture
issues, priorities, or problems through
the integration of research, education,
and extension activities in two program
areas: 1) Organic Transitions Program
(ORG); and 2) Organic Agriculture
Research and Extension Initiative
(OREI). ORG funds the development
and implementation of research, extension and higher education programs to
improve the competitiveness of organic
producers. OREI funds research and
extension programs that enhance the
ability of producers and processors who
have already adopted organic standards
to grow and market high quality organic

Grain Sorghum Grants KGSC)
The Kansas Grain Sorghum Commission
is soliciting research and education proposals for FY 2006. New proposals will
be accepted in the following two areas:
1) Control of shattercane and other
grassy weeds in sorghum production systems. Proposals emphasizing introduction of herbicide tolerance in sorghum
through breeding or biotechnology will
be considered, as well as other creative
weed management approaches with a
high potential for success. Use of sorghum distillers’ grains from Kansas ethanol plants. Proposals focused on
processing, distribution and use of distillers’ grains for animal feeding or other
economically important purposes. Preference will be shown to proposals that
have a high probability of adding value
to distillers’ grains as a co-product for

Employment Research (Upjohn)
Through its Grant Program, the Upjohn
Institute supports policy-relevant
research on issues related to employment
and unemployment. Grants made under
this program are expected to result in
research of a rigorous nature that is accessible and of interest to practitioners and
policymakers. The research is expected to
produce a book-length manuscript publishable by the Upjohn Institute. This year
the Institute is particularly seeking to fund
projects related to the effects of health
care costs on labor demand.

1-7 Establishment of the
International School of Kabul (USAID)
The objective of this action is to solicit
proposals to establish an accredited international school in Kabul, Afghanistan
with an initial enrollment of up to seventy
students from grades one through twelve.
USAID expects that the school will eventually enroll up to 100 students. For the
initial phase of operations, it is necessary
that the successful bidder partner with an

Building (EREC) program seeks proposals that offer unique approaches to evaluation practice in the generation of

education community and for broad policy making within the research and education enterprise. The Research on Learning
and Education (ROLE) program seeks to
capitalize on important developments
across a wide range of fields related to
human learning and to STEM education.
It supports research across a continuum
that includes: 1) the biological basis of
human learning; 2) behavioral, cognitive,
affective and social aspects of STEM
learning; 3) STEM learning in formal and
informal educational settings; 4) STEM
Policy research; and 5) The diffusion of

The Grants for the Department-Level
Reform of Undergraduate Engineering
Education solicitation provides an opportunity for institutions to compete for planning and implementation grants to assist
departmental and larger units in: engaging
faculty in the scholarship of learning and
teaching on a department wide basis;
developing, implementing, assessing and
disseminating comprehensive plans to
reformulate, streamline and update engineering degree programs; developing,
implementing, assessing department wide
transformational change of student learning experiences; incorporating service
learning opportunities into engineering
programs; meeting the emerging workforce and educational needs of U.S.
industry, and; incorporating methods for
integration of research and teaching.
Institutions can submit a maximum of one

2005 Summer Undergraduate Research
Fellowships (SURF) Gaithersburg and
Boulder programs are soliciting applications for financial assistance for FY 2005.
The SURF program is soliciting applications in the areas of Electronics and Electrical Engineering, Manufacturing
Engineering, Chemical Science and Technology, Physics, Materials Science and
Engineering, Building and Fire Research,
and Information Technology. The NIST
SURF Gaithersburg and Boulder Program
Directors will work with appropriate
department chairs, outreach coordinators,
and directors of multi-disciplinary academic organizations to identify outstanding undergraduates (including graduating

Cancer Research (DOD)
The Department of Defense announces
two FY04 Breast Cancer Research Program funding opportunities. The Department of Defense Breast Cancer Research
Program (BCRP) intends to offer the
Concept Award again this year. Concept
Awards are intended to fund an initial
concept or theory that could give rise to a
testable hypothesis within breast cancer
research. The Congressionally Directed
Medical Research Programs (CDMRP)
plans to solicit electronic submissions for
short (one-page) Concept Award proposals. Era of Hope Scholar Awards are
intended for exceptionally talented, earlycareer scientists who have demonstrated
that they are the best and the brightest in
their field(s) through extraordinary creativity, vision and productivity, and who
have shown a strong potential for leadership in the breast cancer research community as well as a vision for the eradication
of breast cancer.

through Community-Level Change

The purpose of this program is to
announce the availability of fiscal year
2005 funds for a cooperative agreement to
assess the efficacy or effectiveness of
interventions designed to change community characteristics and social processes to
reduce rates of youth violence perpetration and victimization. Priority will be
given to the evaluation of primary prevention interventions and programs that focus
on the social and economic environment
(relationships among people and settings)
and/or the physical environment, over
those that focus on criminal justice
responses (e.g. community policing,
