15-1 National Biodefense Analysis and
Countermeasures Center Broad Agency
Announcement (DHS)
The National Biodefense Analysis and
Countermeasures Center (NBACC) is the
name of the proposed facility to be located
at the National Interagency Biodefense
Campus at Fort Detrick, Maryland. The
two program areas to be executed at
NBACC will be Biological Threat Characterization and Bioforensics Operations and
Research. The mission of NBACC is to
provide an integrated and responsive biosecurity enterprise for homeland security,
law enforcement, medical, and veterinary
communities. Specifically, NBACCs goals
are to (a) understand classical, engineered,
and emerging biological terrorism threats;
(b) develop deployable technologies and
systems in partnership with operational
end-users that protect the people, agriculture, and economy of the United States
against biological terrorism, and (c) provide the scientific basis and operational
capability to prevent technology surprise,
rapidly detect events, respond effectively,

15-3 Community Outreach
Partnership Centers Program (COPC)
(HUD)
The purpose of the Community Outreach
Partnership Centers (COPC) program is
to assist in establishing or carrying out
outreach and applied research activities
that address problems of urban areas.
The program also seeks to encourage
structural change, both within an institution and in the way the institution relates

15-4 Biological Databases and
Informatics (NSF)
The Biological Databases and Informatics (BD&I) program seeks to encourage
new approaches to the management,
analysis, and dissemination of biological
knowledge for the benefit of both the scientific community and the broader public. The BD&I program is especially
interested in the development of informatics tools and resources that have the
potential to advance all fields of biology
under the purview of the Directorate for
Biological Sciences at the National Science Foundation. An investigator can be
included in only one proposal as a principal investigator or a co-principal investigator per round of competition in

The Faculty Early Career Development
(CAREER) Program is a Foundation-wide
activity that offers the National Science
Foundation’s most prestigious awards in
support of the early career-development
activities of those teacher-scholars who
most effectively integrate research and
education within the context of the mission of their organization. Such activities
should build a firm foundation for a lifetime of integrated contributions to

The Teacher Professional Continuum
(TPC) program addresses critical issues
and infrastructure needs regarding the
recruitment, preparation, induction, retention, and life-long development of K-12
science, technology, engineering, and
mathematics (STEM) teachers. Its goals
are to improve the quality and coherence
of teacher learning experiences across the
continuum through research that informs
teaching practice and the development of
innovative resources for the professional
development of K-12 STEM teachers.

15-5 Genomic Approaches to Identify
and Characterize Potential Indicators
of Ecological Fitness in Crop and NonCrop Plants (EPA)
This solicitation calls for applications for
a three year cooperative agreement to
support the public purpose of developing
methods to identify potential molecular
indicators of ecological fitness of plants.
Outcomes supported by this assistance
agreement are: 1) Improved risk assessment of plant products of agricultural
biotechnology, by providing: indicators
of potential unintended or unexpected
effects of plant genetic engineering and
of gene flow between genetically modified (GM) crops and their compatible
non-crop relatives; e.g., effects on flowering, pollen production and functionality, outcrossing potential, seed
production or germination, vegetative
biomass, over-wintering, vernalization
requirements, disease or insect resistance
or other factors that may impact the eco-
EarthScope is an Earth science program
to explore the 4-dimensional structure of
the North American continent. The EarthScope Program provides a framework for
broad, integrated studies across the Earth
sciences, including research on fault
properties and the earthquake process,
strain transfer, magmatic and hydrous fluids in the crust and mantle, plate boundary processes, large-scale continental
deformation, continental structure and
evolution, and composition and structure
of the deep-Earth. In addition, EarthScope
offers a centralized forum for Earth science education at all levels and an excellent opportunity to develop
cyberinfrastructure to integrate, distribute, and analyze diverse data sets. NSF

The purposes of the Youthbuild Program
are to: 1) Provide economically disadvantaged young adults with opportunities to

Expand the supply of permanent affordable housing for homeless and low and

Youthbuild program; 4) Provide disadvantaged young adults with meaningful

construction and rehabilitation that will
enable them to render a service to their
communities by helping to meet the housing needs of homeless persons and lowincome families; and 5) Give to the greatest extent possible, job training, employment, contracting and other economic

The U.S. Election Assistance Commission (EAC) is currently seeking qualified
sources to conduct research and development to support EAC’s policy research
agenda. The Help America Vote Act of

studies on a variety of election administration topics for the purpose of developing information and guidance to assist the

15-12 FY 2005 Research Options for
DCHA/PVC-ASHA (USAID)
DCHA/PVC-ASHA is a center of learning in organizational development, promoting sustainable, effective and
accountable local non-governmental
organizations (NGO’s). Learning is
accomplished through a number of mechanisms, most notably: demonstration
grants to test various priorities in organizational development; technical assistance to missions and other USAID
operating units to address NGO strengthening issues within a broader implementation context; analysis of past evaluation
and other documents that may have been
prepared prior to the current office focus
on organizational development but which
may shed light on lessons learned; and
original research that specifically targets
topics where answers to do not appear
readily available through other means.
The purpose of this APS is to outline key
PVC-ASHA research topics and to solicit
interest from U.S. PVOs and other nonprofit organizations in providing research
