GENERAL
20-1 Science and Society (S&S) (NSF)
S&S considers proposals that examine
questions that arise in the interactions of
engineering, science, technology, and society. There are four components: Ethics and
Values in Science, Engineering and Technology (EVS); History and Philosophy of
Science, Engineering and Technology
(HPS); Social Studies of Science, Engineering and Technology (SSS); and Studies of Policy, Science, Engineering and
Technology (SPS). The components overlap, but are distinguished by the different
scientific and scholarly orientations they
take to the subject matter, as well as by
different focuses within the subject area.
This program solicitation covers the following modes of support: 1) S&S Scholars
Award; 2) Standard Research Grants and
Grants for Collaborative Research; 3) S&S
Postdoctoral Fellowships; 4) S&S Professional Development Fellowships; 5) Doctoral Dissertation Research Improvements

AGRICULTURE
20-2 Applied Plant Genomics (USDA)
The Agriculture Department invites applications for research, extension and education grants that address priority mission
areas related to agricultural genomics,
such as food safety, food technology and
human nutrition, agriculture production
and natural resource management. The
focus in 2005 is large-scale translational
genomics for U.S. crop or forestry
improvement. The program seeks to bring
together a multi-state, multi-institution and
multidiscipline team to integrate discoveries and technology with breeding practice;
train scientists in the practical application
of genomics-based tools; and provide outreach efforts to inform consumers, producers, processors and scientists about the
potential benefits of applied plant genomics.

EDUCATION
20-3 National Institute on Disability
and Rehabilitation Research (NIDRR)
- Research Fellowships Program (ED)
This program provides two categories of
Research Fellowships: Merit Fellowships
and Distinguished Fellowships. To be
eligible for a Distinguished Fellowship,
an individual must have seven or more
years of research experience in subject
areas, methods, or techniques relevant to
rehabilitation research and must have a
doctorate or other terminal degree, or
comparable academic qualifications. To
be eligible for a Merit Fellowship, an
individual must have either advanced
professional training or independent
study experience in an area that is
directly pertinent to disability and rehabilitation. In the most recent competitions, recipients of a Merit Fellowship
had research experience at the doctoral

20-4 Defense University Research
Instrumentation Program (DURIP)
(DOD)
The Department of Defense (DOD)
announces the Fiscal Year 2006 Defense
University Research Instrumentation
Program (DURIP), a part of the University Research Initiative (URI). DURIP is
designed to improve the capabilities of
U.S. institutions of higher education to
conduct research and to educate scientists and engineers in areas important to
national defense, by providing funds for
the acquisition of research equipment.
DURIP funds will be used for the acquisition of major equipment to augment
current or develop new research capabilities to support research in the technical
areas of interest to the DoD. Individual
proposals may request funding for more
than one instrument if the requested
pieces comprise a system that is used for

20-5 Mars Odyssey Participating
Scientists Program (NASA)
This amendment establishes a new Program Element B. 23 in Appendix B entitled 2001 Mars Odyssey Participating
Scientists. Principal Investigators of
selected proposals for this opportunity
will become Odyssey Participating Scientists during the Odyssey extended mission
and will join the appropriate Odyssey science investigation depending on the
nature of their proposals. Participating
Scientist proposals include investigations
that are instrument specific or interdisciplinary in nature and must include both
science analysis and an operational component in order to be considered.

Initiative (DOD)
United States Special Operations Command (USSOCOM) is interested in
receiving proposals for Science & Technology (S&T) Initiatives, which offer
potential for advancement and improvement of USSOCOMs intelligence and
information operations capability including psychological operations. USSOCOMs is interested in funding research
across a spectrum of science and engineering disciplines which have applicability to the production, distribution, and
dissemination of information to mass

20-7 National Spatial Data
Infrastructure (NSDI) Cooperative
Agreement Program (DOI)
The U.S. Geological Survey (USGS),
National Spatial Data Insfrastructure
(NSDI) Cooperative Agreement Program,
has a requirement by which the Federal
Geographic Data Committee (FGDC) will
facilitate forming partnerships among the
Federal and non-Federal sectors to assist
in building the NSDI. The 2005 NSDI
Cooperative Agreement Program is highlighting the following three areas of activity that qualify for funding. 1) Metadata:
describes the content, quality, condition,
and other characteristics of data; 2)
Geospatial One-Stop: a gateway for discovery which implements the foundation
of the ISDI by providing an Internet portal to facilitate the data sharing to support
decisions and by encouraging partnerships across organizations; 3) The
National Map: provides integrated base
geographic data content in partnership

20-8 Design and Analysis of Genomewide Association Studies (NIH)
The purpose of this Request for Applications (RFA) is to develop and test innovative, informative, and cost-effective study
designs and analytical strategies to perform genome-wide association studies on
diseases such as those affecting the heart,
lung, blood, and sleep. The strategies and
tools obtained from this effort will contribute to the use of genome-wide association studies to understand the role of

20-9 Children’s Dental Health (ADA)
A program of the ADA (American Dental
Association) Foundation, the Samuel
Harris Fund for Children’s Dental Health
will award competitive grants to applicants whose oral health promotion programs are designed to improve and
maintain children’s oral health through
community education programs. The
grant program’s main objective is to help
children whose socio-economic status
impacts on their access to professional
oral care and adversely affects their oral
health habits at home. The program philosophy seeks to increase access to, and

Projects (JF)
The Japan Foundation Center for Global
Partnership seeks to promote exchange
and collaboration between Japan and the
United States with the goal of fulfilling
shared global responsibilities and contributing to improvements in the world’s welfare. The foundation is currently
accepting concept papers for the following grant programs: 1) The CGP Intellectual Exchange Program welcomes
proposals for projects that address contemporary social issues of common concern to both the United States and Japan.
Intellectual Exchange projects are
intended to form new networks among
individuals and institutions in the U.S.
and Japan by incorporating in-depth policy study with public events and workshops. 2) The CGP Grassroots Exchange
Program welcomes proposals for projects
that address contemporary social issues of
common concern to both the U.S. and
Japan. Grassroots Exchange projects
explore issues such as public health, labor
practices, minority rights, social services,
and volunteerism through networking,
exchange of expertise, and collaborative

20-11 Community-Based Abstinence
Education (ACF)
The Family and Youth Services Bureau is
accepting application to provide support
to public and private entities for the
development and implementation of the
Community-Based Abstinence Education
Program for adolescents, ages 12 through
18, in communities across the country.
This funding opportunity targets implementation of community-based abstinence educational programs designed to:
a) Reduce the proportion of adolescents
who engage in premarital sexual activity;
(b) reduce the incidence of out-of-wedlock pregnancies among adolescents; and

20-12 Youth Impacting Community
(MCF)
Youth Impacting Community (YIC), a
youth philanthropy board initiated
through a grant provided by the Ewing
Marion Kauffman Foundation to the
Manhattan Community Foundation, is
again inviting non-profit agencies to
apply for funding currently available. The
board, composed of sixteen young people
ranging from ages thirteen to eighteen, is
responsible for setting the grant criteria,
evaluating the grant proposals, distributing the grants, and following up on the
progress their decisions have made within
the community. The emphasis is placed
on projects initiated, implemented,
designed, involving, or created to benefit
youth within the area.

Abuse of Elderly Individuals, Older
Women, and Residents of Long-Term
Care Facilities (DOJ)
The Department of Justice is soliciting
proposals for research and evaluation in
the area of abuse of elderly individuals,
older women, and people who are residents of long-term care facilities. Abuse
includes physical abuse, sexual abuse,
psychological abuse, abandonment and
isolation, neglect, or financial or fiduciary

20-15 Compassion Capital Fund (CCF)
Demonstration Program (HHS)
The Administration for Children and
Families (ACF), Office of Community
Services (OCS) announces that applications will be accepted for new grants for
the Compassion Capital Fund (CCF).
ACF will award funds to experienced
organizations to deliver capacity-building services to faith-based and community organizations through the provision
of training, technical assistance, and subawards. Intermediary organizations will
assist faith-based and community organizations with capacity-building activities
in five critical areas: 1) leadership development, 2) organizational development,
3) programs and services, 4) funding, and
5) community engagement. Capacitybuilding activities are designed to
increase an organizations sustainability
and effectiveness, enhance its ability to
provide social services, diversify its funding sources, and create collaborations to

20-13 Child Welfare (ALCFW)
The American Legion Child Welfare
Foundation, Inc. is accepting proposals
from nonprofit organizations for projects
that meet one of the foundation’s two
basic purposes: 1) To contribute to the
physical, mental, emotional, and spiritual
welfare of children through the dissemination of knowledge about new and innovative organizations and/or their
programs designed to benefit youth; and
2) To contribute to the physical, mental,
emotional, and spiritual welfare of children through the dissemination of knowledge already possessed by wellestablished organizations, to the end that
such information can be more adequately
used by society. Grants must have the
potential to help American children in a
large geographic area (more than one
state), and are awarded only to nonprofit,
