Disabilities Awareness, Business (State)
The State Department’s Bureau of Education and Cultural Affairs is inviting applications for multi-phased multi-year
exchanges of professionals, scholars, community leaders and policy advocates to
promote political leadership, education,
disability awareness and small business
development in Near East, North African
and South Asian countries. The Bureau is
especially interested in projects that
address priority themes as they relate to
women. Projects strengthen the capacity of
grassroots organizations, develop the skills
of future political leaders and advance
opportunities for individuals with disabilities, especially victims of civil wars and
terrorism, by providing occupational training, improving access to services; and
facilitating community action. Eligible

The Health and Human Services Department’s Administration for Children and
Families is inviting applications to
develop, operate or enhance voluntary
early learning programs to promote early
childhood literacy. Applications must
present results of a current assessment
that documents the needs of young children and families and a local plan for
addressing the most significant needs.
Eligible recipients are local councils
comprising representatives of local agencies, parents, other individuals concerned

Disabilities - Projects for Children and
Young Adults Who Are Deaf-Blind

The Assistant Secretary for Special Education and Rehabilitative Services invites
applications for FY 2003 under the Special Education - Technical Assistance
and Dissemination to Improve Services
and Results for Children with Disabilities Program. This program provides
technical assistance and information that
1) support States and local entities in
building capacity to improve early intervention, educational, and transitional services and results for children with
disabilities and their families; and 2)
address goals and priorities for changing
State systems that provide early intervention, educational, and transitional services for children with disabilities and
their families. The absolute priority supports projects to build the capacity of
State and local agencies, parents, and
professionals to improve outcomes for

27-5 Multiple Corrosion Protection
Systems for Reinforced Concrete
Bridge Components (DOT)
This Broad Agency Announcement identifies the Federal Highway Administration’s
(FHWA) need for carrying out systematic
research in the development of cost-effective multiple corrosion protection systems
and strategies for the construction of new
reinforced concrete bridge components
when exposed to adverse environments.
The objective of this BAA research is to
conduct a research study for making the
existing ECR system more corrosion resistant by utilizing multiple corrosion protection strategy for ECR use in bridge decks
as well as for bridge members in marine
environments where abundant salt, moisture and high temperatures (tropical

27-6 Epidemiologic Research on
Health Effects of Long-Term Exposure
to Ambient Particulate Matter and
Other Air Pollutants (EPA)
The U.S. Environmental Protection
Agency (EPA), as part of its Science to
Achieve Results (STAR) program, is seeking applications for a prospective observational study of cardiovascular disease
initiation and progression associated with
long-term exposure to ambient particulate
matter and other air pollutants in a population-based sample. This request for applications invites applications for prospective
epidemiology studies using validated measures of subclinical disease to study the
natural history of cardiovascular disease
associated with long-term exposure to
ambient particulate matter and co-pollutants.

The Health and Human Services Department’s Office of Population Affairs
invites research applications addressing
adolescent sex, pregnancy and parenthood. Areas include: parent recruitment
and involvement in programs for adolescents; youth development and developmental assets; adoption as an option for
adolescents who are unable to care for
their infants; adolescent parenting,
including outcomes and needed support
services; the long-term impact of adolescent parenting; the long-term impact of
adolescent childbearing on family structure; and social, economic and other

27-12 Cooperative Agreements to
Expand the National Child Traumatic
Stress Initiative Community Treatment
and Services Center (HHS)
The Substance Abuse and Mental Health
Services Administration (SAMHSA),
Center for Mental Health Services
(CMHS), is accepting applications for
Fiscal Year 2003 cooperative agreements
to expand the National Child Traumatic
Stress Initiative (NCTSI) Community
Treatment and Services Centers. The purpose of the NCTSI is to improve treatment and services for all children and
adolescents in the United States who have
experienced traumatic events or witnessed such events. It is SAMHSA’s
intent to ensure the broadest possible distribution of NCTSI grant funds across the
U.S. Therefore, applicant organizations
from the following states will be given
priority consideration for grant awards for
the Community Treatment and Services
Center program because they do not currently have a NCTSI center: Alaska, Arizona, Arkansas, Delaware, Georgia,
Hawaii, Idaho, Indiana, Iowa, Kansas,
Kentucky, Louisiana, Maryland, Michigan, Minnesota, Mississippi, Montana,
Nebraska, Nevada, New Hampshire, New
Jersey, North Carolina, North Dakota,
Oklahoma, Rhode Island, South Carolina,

27-13 S.T.O.P. Violence Against
Women (KS)
These grant funds are available for distribution to state or local government agencies and private not for profit
organizations to develop strategies to
combat violent crimes against women,
and to develop and enhance victim services in cases involving violent crimes
against women. It is the intention of the
Governor to make grant awards to communities in which applicants can show
how they work with criminal justice agencies and victim service providers in
responding to victims’ needs and holding
offenders accountable for their actions.

27-14 Demonstration Program to
Increase Safety Belt Use in Rural Areas
(DOT)
The National Highway Traffic Safety
Administration (NHTSA) announces a
demonstration cooperative agreement
program to solicit support for program
leadership in increasing safety belt use
and addressing traffic safety problems in
rural communities. NHTSA is seeking to
demonstrate best practices in establishing
infrastructures in rural areas to address
traffic safety problems utilizing a lead
coordinating institution - community outreach serving agency or organization
interested in building and sustaining a
coordinated motor vehicle injury prevention program in their rural service area.

27-15 Safe & Drug-Free Schools and
Communities (KS)
The purpose of the Federal Safe and
Drug-Free Schools and Communities Act
(SDFSCA) is to support programs that
prevent violence in and around schools;
prevent the illegal use of alcohol, tobacco
and drugs; involve parents and communities; and coordinate with related Federal,
State, school and community efforts and
resources to foster a safe and drug-free
learning environment that supports student academic achievement. Funds may
be used to award grants to communitybased organizations, public and private
entities for programs of drug and violence
prevention and early intervention activities
