Third World Telecommunication Policy Forum

Dear Sir/Madam,
Further to my Circular letter No. DM-1167 of 29 August 2000 concerning the Third World
Telecommunication Policy Forum (WTPF-01), I am writing to confirm that the Forum will take
place at the Geneva International Conference Centre (CICG) from 7-9 March 2001. It will be
preceded by an Information Session to be held on 6 March 2001.
I therefore am pleased to extend an invitation to all ITU Member States and Sector Members,
as well as to organizations admitted as observers to ITU conferences and accredited media
representatives, to attend the Forum. Practical information for those attending the Forum
can be found on the website at <www.itu.int/wtpf>.
I am also taking this opportunity to enclose the first draft of the Report of the SecretaryGeneral for WTPF-01 on the topic of IP Telephony. Following Council Decision 498 and the
practice at past Forums, this Report will serve as the sole working document for the meeting.
In order that the final Report reflect the views and opinions of the entire ITU membership,
may I invite your comments on the draft Report by 1 December 2000, that date having been
set by the Council. All comments and contributions should be sent, if possible in electronic
format, by email to: <IEG-wtpf@itu.int>. They will then be posted on the Forum website.
Alternatively, if email is not available, please send comments by post, enclosing a diskette, to

In order to assist with the preparation of WTPF-01, and in accordance with the Council
Decision, the Secretary-General “shall be convening a balanced, informal group of experts –
who are active in preparing for the Forum in their own country – to assist in the successive
stages of the preparatory process”. The first meeting of the informal Experts Group will take
place in Geneva on 16-17 November 2000. If you are interested in taking part in this Group,
please let me know as soon as possible.
Please do not hesitate to contact us for any further information you may require. I look
forward to welcoming you at the Forum.
