Texas Register NOW, THEREFORE, I, Mark White, governor of Texas, under the authority vested in me, do heflby create and establish the Governor's Task Force on Inhalant Abuse, hereafter referred to as the task, force. The task force membership shall consist of not less than 15 members and not more than 19 members to be composed of the general public, parents, locally elected officials, representatives from the business community, local law enforcement and school personnel, members of the medical profession, and representatives from community organizations. The task force shall also consist of a representative of the Texans' War on. Drugs Committee, as well as representatives of state agencies with responsibilities related to the work of the task foace, including the Texas Department of Mental Health and Mental Retardation, the Texas Department of Community Affairs, the Texas Youth Commission, and the Texas Department of Health, who shall serve in an ex o f f i i o capacity. The task force is directed to look into current state and local efforts to combat the inhalant abuse problem, and similar efforts in other states and at the national level, to determine that resources are available that might be makhalled to effectively address the treatment needs of those who already have an inhalant abuse problem, to study methods to prevent the use, and to develop recommendations as to any additional or further legislation that might be 'needed. The task force shall meet regularly at the call of'its chairman, but not less than once per quarter. Members shall in time for legislation to be prepared should that be recommended. staff support shall be furnished to the task force through the Office of the Governor. (1) The council shall be staffed by the Governor's Office of Economic Development. The council shall consist of the chairmen of the Texas Economic Development Commission, the Texas Employment Commission, (2) Members shall serve at the pleasure of the governor. (3) The gcivernor or his designee shall chair the council. (4) The council shall meet at least quarterly or at the call of the chair. (5) The council shall formulate policies on coordinating economic development programs administered by Texas state agencies. Member agencies shall make initial recommendations t o the governor by March 5, 1984, on how to better utilize resources for economic development.
