REAS, inhalants are a diverse group ,of chemical producing psychoactive (mind-altering) vapors; and
REAS, the sale and distribution of these chemicals is somewhat difficult to control since many are found

are inexpensive and readily available to almost everyone in our society; and
EAS, because the products containing these chemicals are relatively inexpensive and more easily available

NOW, THEREFORE, I, Mark White, governor of Texas, under the authority vested in me, d o hefiby create
and establish the Governor's Task Force on Inhalant Abuse, hereafter referred to as the task force. The task
force membership shall consist of not less than 15 members and not more than 19 members. to be composed
of the general public, parents, locally elected officials, representatives from the business community, local law
enforcement and school personnel, members of the medical profession, and representatives from community
organizations. The task force shall also consist of a representative.of the Texans' War on. Drugs Committee,
as well as representatives of state agencies with responsibilities related to the work of the task fowe, including
the Texas Department of Mental Health and Mental Retardation, the Texas Department of Community'Affairs,
the Texas Youth Commission, and the Texas Department of Health, who shall serve in an ex officio capacity.

The task force is directed- to look into current state and local efforts t o combat the inhalant abuse problem,
and similar efforts in other states and at the national level, to determine that resources are available that might
be matshall.ed to effectively address the treatment needs of those who already have an inhalant abuse problem,
to study methods to prevent the use, and to develop recommendations as to any additional or further legislation
that might be needed.
The task force shall meet regularly at the call of 'its chairman, but not less than once per quarter. Members shall
serve without compensation, but shall receive travel and per diem while attending task force meetings at the same
rates as are paid to state employees. The task force shall report back in writing no later than September 1, 1984,
in time for legislation to be prepared should that be recommended.
Staff support shall be furnished to the task force through the Office of the Governor.
This executive order shafl be effective immediately and shall remain in effect until modified, amended, or rescinded
by me.

WHEREAS, there are finite resources available for activities leading to economic development and needed job
creation, retention, and replacement; and
WHEREAS, there is a need to more effectively and efficiently utilize existing financial and human resources
to maximize gains in employment and infrastructure developmeilt; and
WHEREAS, the governor is authorized by Texas Civil Statutes, Article 4413-32a, to appoint interagency councils to address .common problems;
NOW, THEREFORE, I, Mark White, governor of Texas, under the authority vested in me, d o hereby create
the Interagency Council on Economic Development, hereafter referred to, as the council.
(I) The council shall be staffed by the Governor's Office of Economic Development. The council shall consist of the chairmen of the Texas Economic Development Commission, the Texas Employment Commission,
the State Department of Highways and Public Transportation, the Good Neighbor Commission, the Texas Parks
and Wildlife Department, the Texas Tourist Development Agency, and the Texas Department of Water Resourdes.
(2) Members shall serve at the pleasure of the governor.
(3) The g6vernor or his designee shall chair the council.
(4) The council shall meet at least quarterly or at the call of the chair.
(5) The council shall formulate policies on coordinating economic development programs administered by
Texas state agencies. Member agencies shall make initial recommendations t o the governor by March 5, 1984,

(6) There is hereby established under the council an Administrators' Coordinating Council consisting of the
administrative' heads of the Texas pepartment of Community Affairs, the Texas Economic Development Commission, the Texas Employment Commission, the Texas Film Commission, the State Department of ~ i ~ h w a y s
and Public Transportation, the Good Neighbor Commission, the Texas Parks and Wildlife Department, the Texas
Tourist Development Agency, and the Texas Department of Water Resources.
(a) The governor shall appoint the chairman of the Administrators' Coordinating Collncil, who will serve.
at the governor's pleasure.
(b) The Administrators' Coordinating Council shall meet every other month or at the call of the chair.
