V. Reports. The committee shall annually report to the governor on the state of employment of persons with
disabilities. This report may include any recommendations believed necessary or desirable to promote bdter quality
of life opportunities for the employment of persons with disabilities. The committee chairman shall also report
quarterly to the governor's office on committee activities.
This executive order shall become effective on this eighth day of July 1983, and shall remain in effect until amended,
modified, or rescinded by me.

WHEREAS, sound fiscal management mandates using the most cost effective administrative methods available
to provide public services and the widest possible sharing of state agencies' nonfinancial resources; and
WHEREAS, individual state agencies often have expertise, information, or techniques applicabie to other agencies' operations; and
WHEREAS, significant time and cost savings can beachieved through a mutual sharing of agency nonfinancial
resources; and
WHEREAS, the governor is authorized by Texas Civil Statutes, Article 4413-32a, to appoint interagency councils to address common problems;
NOW, THEREFORE. I, Mark White, governor of Texas, under the authority vested in me, do hereby create
and establish a Governor's State Agency Executives Council.
The council shall consist of the chief administrative officer of each designated state agency. The governor shall
designate member agencies a t the time of the cauncil's creation and biennially thereafter.
Functions of this council shall incl"de, but not be limited to, the following:
(1) provide a mechanism for dealing with problems common to the largest state agencies;
(2) facilitate common responses to federal regulations or initiatives affecting more than one state agency;
(3) originate or respond to initiatives designed to improve agencies' operational efficiency or effectiveness;
(4) provide a vehicle for regular consultation and information exchange among state agencies and between
state agencies and the governor's office.
The council shall study and make recommendations to the governor on these and on other management and
administrative issues as appropriate.
In carrying out these duties, the council is encouraged to draw upon the demonstrated expertise and capabilities

Executives Council and to assist it in carrying out its duties and responsibilities.
Staff support for the council and its working groups or committees shall be provided by the Office of the Governor or member agencies as appropriate.
The council shall be chaired by -the governor or his designee and shall meet at the call of the chair.
The State Agency Management Effectiveness Council established by Executive Order WPC-17 is hereby abolished.
This executive order shall become effective the eighth day of August 1983, and shall remain in effect until amended,
modified, or rescinded by me.

I further hereby designate the director of the Texas Department of Public Safety to serve as chairman of the:
council and as director o f the Division of Emergency Management of the Office of the Governor. He shall b 4
my designated agent to exercise the powers granted to me under the Texas Disaster Act of 1975 in the administra-2
tion and supervision of the Act including, but not limited to, the power to accept from the federal government,;
or any public or private agency or individual, any offer of services, equipment, supplies, materials, or funds(
as gifts, grants, or loans for the purposes of civil defense or disaster relief and may dispense such gifts, grants,;
or loans for the purposes for which they are made without further authorization other than as contained herein.l
He shall establish emergency operations areas to be known as disaster districts, which shall correspond to the
boundaries of the Texas Highway Patrol districts and subdistricts and shall arrange for each disaster district:
to be composed of representatives of the state agencies, boards, and commissions having membership on the.
council. The Highway Patrol commanding officer of each Highway Patrol district or subdistrict shall serve as
chairman of the District Disaster Committee and report to the director on matters relating to disasters and emergencies. The chairman shall be assisted by the council representatives assigned to that district who shall provide.

The council is hereby authorized to issue such directives as may be necessary to effectuate the purpose of the
Texas Disaster Act of 1975, as amended, and is further authorized and empowered to exercise the specific powers
enumerated in the Act.
Further, in accordance with the Texas Disaster Act of 1975, Texas Civil Statutes, Article 6889-7, $8, I hereby
designate the mayor of each municipal corporation and the county judge of each county in the state as the emergency
management director for each such political subdivision. Each may delegate this authority to an emergency management coordinator who shall serve as assistant to the presiding officer of the political subdivision for emergency
management purposes when so designated.
By the authority vested in me under the Texas Disaster Act of 1975, Texas Civil Statutes, Article 6889-7, $8(d),
I rurther hereby authorize each politiial subdivision of (he state to establish in the county in which it is sited,
interjurisdictional agencies by inter.governmenta.1agreement, supported asneeded by local ordinance or commissioners court resolution, in cooperation and coordination with the Division of Emergency Management of the
Office of the Governor. In compliance with Texas Civil Statutes, Article 6889-7, $8(f), the presiding officer of
each political subdivision shall promptly notify the Division of Emergency Management of the manner in which
it is providing or securing an emergency management program and the person designated to head that program.

This executive order repeals Executive Order WPC-I IA dated September 14, 1981. I t shall be effective immediately
and shall remain in effect ~lntilmodified, amended, or rescinded by me.

WHEREAS, the cost to the State of Tesas of the state employees' group insurance program is rising sharply'
and is-now more than $350 million for the nest biennum-a significant factor in the state budget; and

WHEREAS, the cost of health insurance programs to covered state employees and retirees like\vise has increased,
and is becoming a matter of concern in family budgets; and
WHEREAS, the good health of state employees is in the public interest as \veil as in the interest ofrhe employees

WHEREAS, cost containment in all areas of the state budget is of vital interest to Tesas taspayers;
