Amy Hopkins is responsible for driving strategy development and assessment
for Business and Advanced Systems Development at Northrop Grumman
Aerospace Systems (AS), a premier provider of manned and unmanned
aircraft, space systems and advanced technologies critical to our nation’s
security.
Prior to working with Northrop Grumman, Ms. Hopkins was a Professional Staff Member of the Senate
Select Committee on Intelligence and served as the General Defense Intelligence Program (GDIP),
Military Intelligence Program (MIP) and Foreign Counter Intelligence Program (FCIP) budget monitor.
In this roll, she conducted oversight and authorization of a budget totalling over $24Billion annually.
Prior to joining the Committee, Ms. Hopkins served as the Special Assistant to the Vice Chairman, Joint
Chiefs of Staff (VCJCS). She was responsible for the oversight of all acquisition, intelligence,
operational, policy and legislative facets of high priority special access programs for the VCJCS. She
advised VCJCS on long-term requirements and budget planning, translating carefully derived
requirements into Planning, Programming, Budgeting, and Execution System. Prior to her assignment
with the VCJCS, Ms. Hopkins was the US Pacific Command (PACOM) Chief for Intelligence,
Surveillance and Reconnaince (ISR) Plans, Policy and Strategy. As such, she was responsible for ISR
functional management to include collection operational planning, collection requirements/execution,
cross-functional synchronization, visualization of collection operations activities, policy, programmatic,
architecture and future collections.
She began her career in the Intelligence Community in 1999 with the Defense Intelligence Agency
(DIA). While at DIA, she worked as an all-source analyst, collection coordinator, Senior Intelligence
Officer and deployed in support of military operations in Kosovo. In addition to government service,
Ms. Hopkins has also worked with both SAIC and Sytex Inc. She has served on the staff of Senator
Thomas R. Carper, while he held the office of Governor of Delaware, and the late Senator William V.
Roth Jr.
Her professional affiliations include Women In International Security (WIIS), Women in Aerospace
(WIA), the Armed Forces Communications and Electronics Association (AFCEA) and the National
Women’s Political Caucus (NWPC).
Ms. Hopkins’ major awards include the Joint Meritorious Civilian Service Award, Joint Civilian Service
Commendation Award, DIA Civilian Combat Support Medal and the DIA Award for Excellence.
Ms. Hopkins is a graduate from Old Dominion University with a B.A. in International Relations and
George Washington University with a M.A. in National Security Policy Studies.
