PL 110-351 provides for the cost of reasonable travel for the child to remain in the school in which the child is enrolled at the time of placement (school of origin) as an allowable foster care maintenance payment. AB 1933 and SB 1353 allow the child to remain in the school of origin for the duration of the foster care placement, if it is in the best interest of the child; and allow the child to remain in the school of origin throughout multiple placement changes. Also allows foster children to matriculate with their peers in accordance with the feeder patterns of school districts.
More information can be found in ACL 11-51, dated 9/23/2011.
On the Enrollment Page of the Education Notebook, a new area has been added to identify the School of Origin.
Use the plus + to activate this section.
Worker can record the ‘school of origin’ here – by using the binoculars to search if it is not there.
Mandatory fields include the decision to keep child in school or origin and the date of the decision.
This ‘best interest’ determination will populate to the HEP.
Note: only the most re cent ‘best interest’ decision will populate the
HEP in the event there is more than one.

Nothing in statute prohibits the responsible agencies from sharing the cost of transportation.
In the event that education transportation is paid by the school, that necessity should be documented in the student’s Individual Education Plan.

Additional Rate: This section used to be called SCI Rate. It has been renamed Additional Rate, and includes all the previous SCI categories, and the new item: Education Transportation.

Transition can only be selected for youth ages 17 yrs and 5 months or older.

One or more participation codes can be selected based on the activities of the
NMD. At least one MUST be selected.

Plan document. If a participation code has ended, i.e., youth graduated High

When using the Case
Overview Tool – you can see any participation codes that apply to a NMD in
Supportive Transition component.

(You no longer have to use ‘court specified home’ for
SILP’s. New home type added: Supervised Independent Living Placement.
The SILP is a new and flexible placement type for foster care that was created for
NMD’s participating in Extended Foster Care. Counties have significant discretion for what can constitute a SILP placement.
SILP placements can include:
Apartments (alone or with roommates)
Single Room Occupancies (may have shared bathrooms and/or kitchens)
Renting a room (including from a former caregiver)
Dorms/University housing
Once the SILP placement has been assessed and approved, the entry into
CWS/CMS can be made.
Placement Home must be created first – a new Placement Home type of
“Supervised Independent Living Placement” has been added. Create the home from within the NMD’s case,
SILP cannot be created in Resource Management .
County should establish naming convention guidelines for naming the homes, i.e.,
“John Smith SILP”

In the RED section, in the ‘existing placement’ – on the ID page of the placement, we now have the ability to track any special placement programs associated with the particular placement. Only use this feature if it applies to the placement.

A new page has been added to the Health Notebook that will allow worker to document the different types of screenings a child has had and when, referrals for certain services and Intervention Plan details.

This section is used to document
Developmental or Mental Health
Screenings done – and when. You cannot record ‘scheduled’ screenings.
Screenings are recorded by age group.
You can also select N/A if a child is already receiving services or N/C if a screening was ‘not completed’ but child referred for services.
You can record who the child was screened by, whether or not a referral is needed – and detailed comments can be recorded in the narrative section: up to
4020 characters.

Referrals section: of the Health Notebook
This section allows worker to document a referral made regarding Mental Health or Developmental issues, where referred to and when, and whether or not the referral was accepted. Consent can also be documented.
The comment section is limited to 254 characters, so any comment entered must be brief!

Each section – MH or Developmental – has it’s own selections for intervention activities. Record start dates for all, and if an activity ends, record end date.
Screenings and Intervention Plan data will populate to the HEP.

When reopening a closed case with a suspension reason, when selecting the
Service Component of Supportive Transition, you will now be able to choose the
Participation Criteria.
Note: NMD might have more than one participation criteria. You will only be able to select one here. Once the case is open, on the Service Component page, you can select any others that apply.

Any column in a search can now be sorted – just click once on the column heading you want to sort
– it will automatically sort in order, click again to sort in reverse order.
Example: Sort by Date of Birth: Click once on the column heading “Date of Birth”.
The column now will be sorted in date of birth order. This feature will be available in all search areas.
Clicking on a different column will sort on the new column with the previously clicked column being a secondary sort.
The Summary & Requested Actions pages can now be sorted by the individual column.

This report presents a historical display of all placements for a child, including all instances of foster care and non-foster care placements, placement home name, address, facility type, start date and end dates, and placement program history for each.
This report presents data pertinent to a selected placement home, detailing all children placed there, both current and historical. Information reported includes the child's name, date of birth, gender, social worker name, phone and county; start and end dates of placement and the reason for the change in placement if the child was removed from this placement home, and also placement program history.
