Formulate, compile and review budgets for the Power Services Group (PSG) using actual performance, previous

Formulate & review annual budget for PSG for Office of Secretary of Transportation (OST) budget
submission and eventual Office of Management and Budget (OMB). PSG’s annual budget has averaged
$95 million for the last 2 fiscal years and is increasing annually. Lead and participate in meetings with
management to provide expert financial advice and guidance on broad projects and programs with
national impact to determine allocation levels, out year budgets and programmatic goals.
Lead six financial analysts in providing accurate accounting, budgeting and financial acumen to maintain
PSG’s accounting. This included interviewing and training the analysts in all FAA procedures and systems.
Wrote PSG’s Financial Standard Operating Procedures (over 40 procedures) to for documented financial
policies and procedures to standardize business processes.
Work with IT for the successful development and integration of PATS2010, the new financial system that
combined funding requests with the general ledger for accurate accounting and cuff reporting. Conduct
beta testing and end user acceptance testing. Develop multiple financial reports.
Manage the AES, DCBUS and PS3 Programs (all multi-million dollar national programs) for accurate
tracking and timely expenditure of funds, procurement request (PR) processing and budget reconciliation.
Reconciled and co-managed the American Recovery & Reinvestment Act (ARRA) Grant Program budget
of $50 million for accurate reporting and timely expenditure of funds.

Program to expand Public Entity’s business with Public Housing Authorities.
Closed over $1.2 billion in municipal bond purchases in 2004.

and multifamily municipal bonds to portray accurate accounting information. This initial audit led to
various projects and team formalization such as Municipal Asset Advisory Team and further counterparty
