Fresno State’s Plan for Excellence IV,
Seven Strategic Themes
1. Enhance the Student Learning Environment
The University will improve learning for its diverse student
population by placing emphasis upon effective traditional
teaching methods, innovative pedagogy, and active learning
through research experiences, internships, service learning,
and learning communities/cohorts. We will accomplish this
by promoting teamwork, academic rigor, learning assessment,
personal inquiry, information literacy, ethics, and problem
solving.
Mission
The Division of Administrative Services is a diverse,
collaborative team that provides responsive, essential services
to the university community.
Vision
Together with other divisions, Administrative
Services is contributing to Fresno State as an innovative,
engaged university.

these shared values:
Honesty, Integrity, Ethical Behavior

2. Commitment to Student Transformation and Success
The University will aggressively focus on student success and
transformation, emphasizing data driven and research-based
strategies, and provide support for faculty to undertake these
activities.
3. Transformational Scholarship
The University will celebrate discovery and diversity, and commit
itself to transformational scholarship that addresses regional
issues with global applications.
4. Developing our Campus Community
The ability of the University to achieve its aspirations is
dependent upon its ability to recruit and retain diverse faculty,
staff, and administrators. An emphasis will be placed on
defining, supporting, and assessing the whole University as an
inclusive and transformative learning community characterized
by a strong commitment to innovation.
We will draw from the rich human diversity of experiences,
values, world views, and cultures that make up the fabric of the
Central Valley.
5. Internationalization
The university will increase its international presence and
international student enrollment with the goal of making
students, faculty, staff, and administrators better global citizens.
We will strive to create strategic global institutional partnerships
across the world.
6. Resource Development
The University will seek to generate sufficient resources to
support our strategic planning priorities. Resources will be
increased from a combination of state funds, student tuition,
private support, grants and contracts, continuing education
initiatives, and funds for services provided to the region. The
successful acquisition of resources combined with creative
approaches to reducing costs will ensure the funding necessary
to support key priorities.
7. Engagement with the Region
As an “Engaged University”, we accept this responsibility and
commit to engaging with our region and contributing to the
transformation of Central California.
Plan for Excellence IV
Our strategic plan provides direction to the
university community. We each embrace our
role in forwarding Fresno State in its vision
of exemplifying an innovative, engaged
university.

We approach our work with a proactive attitude by
demonstrating a willingness to embrace diverse ideas that
promote the goals of the university community. We seek to:
To the Valued Employees
of Fresno State:
As Fresno State is well into its second century of operations, I’d like to take a moment to thank you all for your outstanding
efforts to help make our campus a great university. Each of you is a distinguished ambassador for the Division of Administrative
Services charged with setting an example of serving our university by acting with integrity, personal accountability and
responsibility. Despite a period of difficult fiscal conditions, we each are symbols of all “that is good” at Fresno State. The
work done in your individual departments and across the divisions are motivating examples of creativity, collaboration and a
positive workplace. Your efforts continue to role-model outstanding stewardship of the fiscal and facility assets, public safety,
and innovative programs that support all students, faculty and staff who work, visit or attend Fresno State.
The division goals reflect the expectations of our leadership team. They are a critical guide for developing annual plans
and managing our operational activities. All departmental efforts should align with the division goals and our broad vision
to create an innovative and engaged university. A critical component for the coming years will be confronting, embracing
and leading change! This will be a cornerstone for our division wide efforts in embracing LEAN University or process
improvement and innovation towards the operational aspects of “running the university.”
I encourage each of you to ask yourself the following question: “Do I have the skills and attitude to help move Fresno
State forward?” There are many LEAD programs that are intentionally developed to help our employees achieve personal and
professional success. You are encouraged to attend as a participant, or to instruct a course or workshop. Please take a moment
to reflect on your personal learning goals. How do they align with the mission of your department? Share with me how we
can improve Fresno State’s professional development programs to better help you learn and grow. I encourage and expect each
of you to embrace learning and continuous improvement. I rely on your individual efforts to provide essential services and
encourage a culture of success for all that we do and all for whom we serve. Most importantly, I rely and look to each of you
to act with integrity in all that you do. I am truly inspired by the extraordinary accomplishments and dedication by all who
work in Administrative Services.
Sincerely,
Cynthia Teniente-Matson
