Final NASA Cooperative Agreement Notice (CAN): Translational Research Institute Issued
The National Aeronautics and Space Administration (NASA) Human Research Program (HRP)
is establishing a Translational Research Institute. The Institute is aimed at translating promising
cutting edge human health and performance methodologies into validated space flight human
health and performance prediction, prevention, monitoring, detection, maintenance and
treatment capabilities for exploration missions. In addition, the Institute will provide a
translational workforce, providing opportunities for scientists to propose new NASA research,
gain experience in cutting edge research laboratories within and external to NASA, and apply
their knowledge and expertise to reducing human exploration risks.
The Institute will be a virtual institute (no brick & mortar) responsible for the solicitation,
selection, funding, and translation of results from interdisciplinary project teams. The central
management of the Institute will be a small team with a minimal office footprint that leverages
virtual collaborative tools and utilizes existing laboratories and meeting facilities of solicited
members and NASA. It will facilitate scientific collaboration across disciplines, across
organizations, and within and among its participating teams irrespective of their geographic
distribution. The Institute will work closely with NASA to understand NASA’s human health and
performance risks and mutually identify focus areas.
The Institute will develop and implement programs to support placing senior scientists or
physicians in NASA organizations, facilitating visiting scientists or clinicians and faculty
exchange with NASA or project team laboratories, provide consultants and advisors to NASA,
promote postdoctoral first awards, and facilitate workshops & symposia of key interest to NASA
and Institute project teams.
The final CAN is now available electronically through the HRP Translational Research Institute
(HTRI) website http://procurement.jsc.nasa.gov/htri/ by selecting Cooperative Agreement Notice
(CAN). Documents related to this procurement will be available over the Internet. Proposers are
responsible for monitoring this site for the release of any amendments and changes to
schedule. Potential proposers are responsible for downloading their own copy of the solicitation
and amendments.
Notices of Intent (NOIs) to propose are due November 13, 2015. NOIs are required (but nonbinding) for full proposal submission. Full proposals are due January 8, 2016.
