REQUEST FOR PROPOSALS Phillips 66 Company 2015 Phillips 66 Company is pleased to announce a grants program in the areas of refining, midstream, and related environmental activities. The grants are supported by the Technology business unit of Phillips 66. Built on more than 130 years of experience, Phillips 66 is a growing energy manufacturing and logistics company with high-performing Midstream, Chemicals, Refining, and Marketing and Specialties businesses. This integrated portfolio enables Phillips 66 to capture opportunities in a changing energy landscape. Headquartered in Houston, the company has 13,500 employees who are committed to operating excellence and safety. Phillips 66 had $51 billion of assets as of June 30, 2014. The present solicitation is intended to support refining and midstream research that will enhance margins and/or lead to a smaller environmental footprint. All proposals should have a clear connection to challenges in the refining or midstream industries. A maximum of $500,000 will be available for calendar year 2015. Annual funding per project is expected to range from $50,000 to $200,000, including indirect costs. Successful projects may be evaluated for renewal in future years. All proposals will be reviewed, but areas of interest for Phillips 66 include: Water resource management Water analysis techniques/measurements Hydro-geology–aquifer characterization/modeling Remote sensing of air or water emissions Improved additives for crude oil processing Free-radical carbonization Oxidative de-sulfurization Process measurement and modeling improved data techniques, including Big Data methods Zeolite synthesis and novel catalyst preparation (i.e. varying crystallite sizes) Swing bed oxidation of alkanes by supported metal oxides Homogeneous catalysis of alkane activation o Singlet oxides, hydride/nucleophile exchanges, alkane coupling driven by removal of hydrogen, etc. Fundamental exploration of catalytic oxygen-insertion chemistry into alkanes Materials for medium temperature fuel/electrolysis cells for kinetically-controlled, oxidative alkane activation Addition chemistry to activate alkanes Stabilization of catalytically active hydrogen membranes for alkane dehydrogenation or aromatization Room temperature electrocatalytic activation of alkanes Automated decision-making Instructions for Proposal Preparation Each proposal should be brief and to the point, typed in 12-pt font with uniform 1″ margins. Proposals must include: A cover sheet (one page maximum) that includes the project title, the names and contact information for the Kansas State University participants, and an executive summary. A project description (three pages maximum). This should include the goal of the project, justification for conducting the research (including information on commercial potential), a description of the approach, and a work plan and milestone schedule. A budget (one page maximum). The NSF Standard Budget Form must be employed in preparing an itemized budget. The budget justification should detail planned expenditures and provide further explanation for any unusual line items. Proposals missing the required information or not meeting these formatting standards may be rejected. Submission and Review Procedure Each proposal should have only one Principal Investigator (PI), but may have additional CoPrincipal Investigators (Co-PIs). The proposal should be submitted by email to Gabriella Farnham, (gabriella.j.farnham@p66.com) no later than noon on December 2, 2014. The PI will receive email notification of the receipt of the proposal within 24 business hours. Each proposal should consist of just one document (PDF file) that includes the cover sheet, project description and budget. All proposals will be reviewed by Phillips 66 for business application and technical merit and a group of finalists will be selected for oral project reviews. The Phillips 66 review team will notify the finalists by December 10, 2014. Finalists will then make oral presentations to Phillips administrators on December 17, 2014 in Bartlesville, Oklahoma. Final project selections will be announced in January, with funding in 2015.
