INTRODUCTION
These support materials for Modern Studies were developed as part of the Higher Still
Development Programme in response to needs identified at needs analysis meetings
and national seminars.
Advice on learning and teaching may be found in Achievement for All, (SOEID 1996),
Effective Learning and Teaching in Scottish Secondary Schools: Modern Studies,
(SOED 1992) and in the Modern Studies Subject Guide.
This resource guide provides, for the use of both staff and students, a listing of
sources of information and resources, contact details and an indication of the nature of
the materials provided by each source. In each case there is also a brief note of the
potential use of the materials.
The information has been presented in seven main sections: Eurodesk/ERC Scotland;
European documentation centres; books and periodicals; general reference works;
subject area publications, which highlight the types of material available for various
topic areas; Scottish Parliament Information Centre; and a list of useful web sites with
European relevance.
The information provided on e-mail and web site addresses and CD-ROMs reflects
the increasing part that information technology (IT) is playing in the learning and
teaching process. As in many other subject areas, learning and teaching in Modern
Studies will be enhanced by use of CD-ROM and the Internet to gather information
and other resource material. There are obvious advantages for staff in being able to
access up-to-date and relevant sources of data and reference materials. For students,
the opportunity to access such materials adds depth to their studies and forms part of
their development of independent study skills. It also provides an important practical
context for developing IT skills.
It is recognised that student access to such facilities is dependent on a number of
factors and may vary from institution to institution. This will affect the way in which
the information in this package is used, which will be determined by individual
teachers and lecturers in the light of circumstances within their own institution.
It would be helpful to remind students of two basic points prior to them using the
Internet:
 although it is possible to print web pages while connected to the Internet, this can
take time and be costly in telephone charges. It is advisable to save pages on to a
disc and print them later, when the computer is no longer connected to the
Internet.

occasionally a site may be unavailable due to a break in the complex links in the
Internet. Do not give up! Try the site again at a later date.

Eurodesk is a Europe-wide network providing information on EU funding and
mobility opportunities for young people and those who work with them.
The eurodesk UK network which is managed from the eurodesk office in Community
Learning Scotland provides:
 free enquiry answering for young people and those who work with them
 access to a regularly updated online database with over 150 UK and EU funding
programmes
 an information service for professionals working with young people or in the
fields of education or training.
ERC Scotland
The European Resource Centre which is co-located with eurodesk holds stocks of
books, directories, journals and leaflets on Europe, the EU and European issues and
has access to comprehensive and up-to-date databases. The Centre provides:
 enquiry answering for teachers, lecturers, pupils and students across Scotland
 free publications relating to particular topics or institutions and gives information
on priced publications
 advice on appropriate materials for the European dimension
 sign-posting services – if they can’t help they will know who can. CLS is a
member of the Scottish European Relays Network (SERN)
 in-service training for local authorities in European information.
General
They will deal with both general and specific requests for information.

EUROPEAN DOCUMENTATION CENTRES
European Documentation Centres were specifically designed to help promote studies
in the field of European integration. They hold a great deal of highly specific
information on the EU and its policies which students are free to access.
While direction and helpful advice will be given, EDCs prefer the student to visit to
conduct their own researches. Initial instructions about the facility will be given by
pre-arrangement.
These are extremely well organised and useful facilities that will provide detailed
information on many of the topics that students may wish to pursue.

providing twice-weekly comprehensive overview of EU affairs. It provides short but
accurate coverage of the activities of the EU institutions, business and internal market,
external relations. Relevant official documentation and cross-references to previous
issues of European Report are provided. Supplements include European Parliament

The Biblio series reproduces articles from journals throughout the EU, in the language
of publication. Biblio-Flash are single-topic issues; Biblio-Europe covers general
topics from sport to EMU, education to lobbying; Biblio-East touches the countries
outside the EU, including Mongolia, New Independent States and Albania as well as
those countries which have applied to join the EU; Biblio Country Reports also deal

Background Briefing is one of a number of current awareness publications produced
by the London Office of the European Commission, designed to explain various
aspects of the Union and its policies. Available free from the London Office, or from

are published at irregular intervals (2-5 pages long).
The Week in Europe

Official Journal of the European Communities – various web sites
The Official Journal is the official source of the legislation of the Communities. It
also contains proposed legislation, minutes and debates of the European Parliament,
exchange rate of the euro, judgements of the Court of Justice (in short), written
questions of the European Parliament, opinions and reports of the Economic and
Social Committee, Committee of the Regions, and the European Parliament. In
addition, it contains the annual budget, Court of Auditors reports, merger decisions
and EEA judgements.

The only official source of proposed and adopted legislation. Very
useful for tracing legislation, PE and other opinions/questions, calls for
expressions of interest in scientific and research programmes.
Commission documents
‘Com docs’, as they are known, are the source of proposed legislation, Green Papers
(discussion documents), White Papers (policy documents), annual reports on
education programmes such as Erasmus, Leonardo da Vinci; Structural Funds etc.
They are useful in so far as many of them contain an ‘explanatory memorandum’,
outlining the progress of the main content of the material to date. They are numbered
with a running number within each year, but not all are available publicly. There are
between 600-800 per year.

European Voice is published by the Economist Group, but with complete editorial
independence. It contains an overview of the main policies of the Union, a section on

Reader’s Guide to Free Information from the European Union
This little booklet lists all the available free publications by theme – single market,
education, citizen’s Europe, then by institution, followed by major policy areas,
newsletters, the Union internet site, publications from the Commission offices in the
UK and Ireland, and how to obtain the material. There are two excellent indexes at
the back, one by readership, the other alphabetical.

General Report of the Activities of the European Union
The annual report covering all activities of the major institutions for one calendar
year. Although there is a detailed contents list, there is no index, and finding a
particular item can be difficult. Each paragraph is numbered, and references to other
General Reports use paragraph numbers not page numbers. There are numerous
references to other official documentation.

Very useful for tracing EU activities in a policy area over a period of
time. Not a large volume (about 400 pages), so the detail is not great.
Bulletin of the European Union
A ‘monthly’ (10 issues per year) outline of the activities of all the EU institutions,
compiled by the Commission. Each issue has the same format; European summits are
reported in the June and December issues. Each paragraph is numbered, references
are made by paragraph and not page numbers to other Bulletins, and copious
references are made to other official documentation, such as General Report, COM
documents, the Official Journal. First issue of the year usually contains the index for
the previous year.

Eurobarometer
This publication from DG 10 concerns public opinion in the EU, and is primarily for
use within the EU and for the media. It is not available from EUR-op publishers.
Opinion polls have been carried out since 1974 and concern mainly citizens’ attitudes
towards the Union.

Statistics are extracted from Eurostat’s database, Cronos, (also
available on-line), but are fairly expensive, and depending upon the
subject matter can be limited in scope. A certain amount of
information is available on the Internet. Watch out for frequent
changes of title!

Officially known as the Reports of Cases before the Court of Justice and the Court of
First Instance, these are the only authentic source for citations of decisions of the
Court. Weekly ‘Proceedings’ are published containing cases pending, and a
transcription of each judgement and the Advocate-General’s Opinion are also
available in paper copy prior to the publication of the ECR. Indexes to the Reports
are now no longer published. Summary judgements are also published in the Official
Journal, ‘C’ series. Individual/personal cases and cases brought by personnel
employed by the institutions of the European Communities appear in separate
volumes. Again, much information can be obtained from the web site.

Social Europe – Forum
Social Europe was formerly the major publication dealing with social policy. It has
been replaced by Employment and Social Affairs, a series of publications in themes, as

European Economy
This is the major publication concerning the economic policy of the EU. It consists of
three series:
 Special Editions, which are published on specific occasions e.g. in 1990 the
Special Edition was on the impact of the internal market by industrial sector, and
published in conjunction with Social Europe; in 1992, there was a separate issue
devoted to the economics of limiting CO2 emissions.
 European Economy, the main publication, which is a twice-yearly volume on a
major topic e.g. convergence report, broad economic policy guidelines.
 Reports and Studies, which are smaller volumes on topical issues e.g. economic
and financial situation in Austria; income benefits of early retirement.
There is an accompanying supplement issued in three parts. Frequently studies of
central and eastern European countries are presented.

The Courier
A bi-monthly journal concerning the relations with, progress of, and economic and
social situation in the African, Caribbean and Pacific countries who make up the
signatories to the Lomé Convention. Outlines the use of the European Development
Funds; new projects are listed by country with the amount of funding allocated; each
issue contains a highly detailed dossier on a specific country, and comments and
analyses by prominent economists or ministers.

One of the most impressive policy area periodicals, well-presented,
professional, and very readable. Suitable for most ages and
professions.
Results of the Business Survey carried out among managements in the
Community
A monthly survey of business areas such as production trends, expectations and
capacity; stocks of raw materials and finished goods; selling prices and employment
expectations. There is also a half-yearly investment survey. The most recent survey
results are given in European Economy: supplement B.

An extremely useful, if expensive, book. Gives a wide variety of
statistics, but one of the really useful areas is the ‘marketing
geography’ at the beginning, which gives a potted overview (with map)
of many countries.

Euro-lobbying: Volume 1 – Directory of pressure groups in the EU
A useful volume for tracing federations of trades and their member federations. This
volume has a subject, abbreviation and a name index, in English, French and German.
It lists full address, tel/fax number, and the president, secretary and/or director.
Where a society exists only in one country, the entry is in the language of that country
only.

A useful source of federations in Europe – much information can be
obtained from such sources, on request, and most are willing to supply
basic information free of charge.
Directory of Interest Groups
This is the European Commission’s equivalent of the above Lobbying volume.
Similar in structure, it contains an index of sectors of activity and an alphabetical
index of associations, both of these in English, French and German. Each federation /
association lists its members, giving full and abbreviated name, address, and tel/fax
number. No names are included.

Information, 1998
Otherwise known as the ‘Blue Book’ from Euroconfidentiel S.A., this is an even
better volume than the previous two. There are three indexes – abbreviations, names
of associations and a keyword index. Associations are listed by acronym (a bit
confusing at first, but the indexes help here), and supply full name and address, tel/fax
number, and chief executive. Most useful is the initial entry which supplies date of
Annual General Meeting, working languages, the information which is available from
the organisation and whether it is free or otherwise.

The Institutions’ Register – 1998
Otherwise knows as the ‘Yellow Book’ from Euroconfidentiel S.A., this is the
directory of all the major institutions within the European Union. Each institution is
allocated a section with a letter – Section A = the Commission, Section B = The
European Parliament, etc. and the detailed table of contents provides not page
numbers, but section letters and page numbers within that section. Each person
named in an entry is given a personal number, so that he/she can be found in the index
of names attached to each section. Finally, there is keyword index and a complete
index of names at the back of the book.

European Municipal Directory – 1997
The first part of this directory is concerned with 14,000 authorities with more than
5000 inhabitants. The second part concerns authorities with population over 100,000.
It lists officials responsible for a range of 17 specialised functions and ‘high
spending’. In both sections each country is identified by page markers. In the first
section, all listings are preceded by brief and succinct analyses of how local and
regional government operates in that particular state. Standard entries provide
address, tel/fax number, population and political composition of the council when
available. Heads and leading members of councils are also listed, with their function.
In the second section populations range from 100,000 to 11 million. Names and job
titles are listed for 17 major offices, listed in 9 languages on a separate page. Each
section is indexed.
