Dear Sir / Madam,
It is a great pleasure to invite your organization to participate in the ITU IDA Executive Training Programme:
“Enabling Frameworks for ICT Development – The Singapore Experience”, which will take place in
Singapore, 3-7 September 2012.
This Programme, which is organized by the Info-Communications Development Authority (IDA) of Singapore
in cooperation with the International Telecommunication Union (ITU), is addressed to senior officials from
Telecommunication/ICT Ministries and Regulatory Bodies dealing with policy and regulatory planning and
implementation. The training aims to provide an overview of telecommunication/ICT regulatory framework
and practices mainly in Singapore. Please see Annex 1 for details.
Please note that fees will be charged by IDA for this training, which should be made and borne by
participants/organizations themselves together with the travelling and accommodation arrangements. For
details regarding fees, programme and registration, kindly visit

In accordance with ITU policy and the agreement between ITU and IDA, training fees will be waived and
partial fellowships covering daily allowance will be granted to Least Developed Countries (LDCs) and eligible
low income developing countries of the Asia-Pacific region within the available resources in case of ITU
fellows, of which number will be limited to around 13 for eligible countries on a first-come first-served base.
Please find attached the ITU Fellowship Form (Annex 2) which must be received NOT LATER THAN 10th
August 2012. Fellowships received after this date will not be considered.
