Implementation of Resolution 40, World Telecommunication Development Conference
(WTDC-10), on the Group on Capacity Building Initiatives (GCBI)

Dear Sir/Madam,
I am pleased to inform you that pursuant to Resolution 40 of WTDC-10, instructing the Director of the
Telecommunications Development Bureau to:
“establish a Group on Human Capacity Building Initiatives (GCBI) composed of capacity building experts,
familiar with the needs of their regions, to enhance the ability of ITU Members to assist ITU-D and to
contribute to the successful implementation of its capacity building activities in an integrated manner…”, as
a first step, I invited all regional telecommunications organizations to assist with the identification and
nomination of experts to the GCBI. The outcome of this process was presented to the last TDAG meeting
(reference: Document 3 of TDAG 2011). For ease of reference I have attached Annex 1 which contains
10 nominations submitted by 5 regions.
The purpose of this letter is to seek your consideration on the said nominations so that the group could be
duly constituted and commence their work. I would be grateful if your comments could reach me by
15 March 2012. If I do not receive comments by the deadline, I will then assume that the candidates
submitted would have been endorsed except for Europe who are still consulting.
