Background The Road Safety Audit (RSA) focused on the segment of Cranberry Highway (Route 6 and Route 28) in Wareham, MA from the split of Route 6/Route 28 at Chili’s Bar and Grill to the Bourne Town Line. According to crash records provided by the Town of Wareham Police Department, 267 crashes were reported along the 2.3-mile long roadway segment between January 2009 and December 2011, including one reported fatality and 83 crashes resulting in personal injury. The crash rate of the roadway segment is 3.22 crashes per million vehicle miles traveled, or approximately 2.5 times the state average for roadways with similar functional classification. The intersections of Cranberry Highway/Onset Avenue/Jefferson Shores Road, Cranberry Highway/Red Brook Road, and Cranberry Highway/Wendy’s Driveway/McDonalds Driveway are ranked as top 5% high crash location within the Southeast Regional Planning and Economic Development District (SRPEDD) area because their resulting Equivalent Property Damage Only (EPDO) value is ≥ 44.The Massachusetts Department of Transportation (MassDOT) has determined that the Town of Wareham would be eligible to receive Highway Safety Improvement Program (HSIP) funding for reconstruction of this roadway segment if a RSA were conducted and the proposed design incorporated the safety improvements identified in the RSA. Within the study area, Cranberry Highway is a four-lane undivided roadway and provides access to numerous commercial businesses that line both sides of the roadway, resulting in a substantial number of driveways. Major destination retail uses along the corridor include, but are not limited to, Chili’s, Home Depot, CVS, Cranberry Plaza Shopping Center (Super Stop and Shop, Wal-Mart, and others), Water Wizz, the 99 Restaurant, McDonalds, and Wendy’s, which are predominately concentrated west of Main Avenue; however, there are numerous smaller commercial businesses to the east of Main Avenue. Cranberry Highway also provides access to several residential neighborhoods that line the corridor and serves as a connection to Route 25, Interstates 195 and 495, and to Cape Cod. The RSA study area is illustrated in Figure 1. The corridor was first redesigned in the late 1980’s and early 1990’s (MassDOT Project Number 117106), and proposed to introduce a two-way left-turn lane (TWLTL), but was not pursued due to concerns over safety of the TWLTL and negative impacts on abutters as a result of right-of-way (ROW) constraints. A 25% design submittal was made in 2010 for the current design, which calls for a continuous raised median and 6-foot outside shoulders along the entire corridor. However, the proposed median has been met with opposition by some of the businesses along Cranberry Highway due to concerns over access. In general, the RSA is intended to identify potential safety improvements that can be evaluated and included as part of future design efforts for future reconstruction. The short-term, low-cost potential improvements could be considered by the responsible agency for implementation prior to reconstruction, as appropriate. Page 2 Home Depot CVS Sand Pond 7-Eleven Rd. Project Data The audit team conducted an RSA for the Cranberry Highway corridor in Wareham between the Route 6/Route 28 junction and the Bourne Town Line on Thursday, December 13, 2012. The RSA agenda appears in Appendix A. Table 1 lists the audit team members and their affiliations. Appendix B provides contact information for all team members. Prior to the RSA, in order to begin assessing possible safety issues, the team reviewed collision diagrams and a crash detail summary based on crash records supplied by the Wareham Police Department for the corridor. Appendix C provides the detailed crash data for the study area. Traffic volumes and speed data collected by the Wareham Police Department are shown in Appendix D. Table 1. According to the data provided by the Wareham Police Department, 267 crashes were reported along Cranberry Highway within the study area between January 2009 and December 2011, including 83 crashes resulting in personal injury and 1 fatality. Of the 267 crashes, 116 (43%) crashes involved vehicles either turning into or out of unsignalized driveways along Cranberry Highway. Of the 267 crashes, 207 (77%) occurred on dry pavement, 51 (19%) occurred on wet pavement, 7 (3%) occurred snow or ice, and 2 (1%) where road conditions were not reported. Most crashes occurred during the daylight hours; 79% of crashes occurred during the day, while 17% occurred at night and 4% occurred at dawn or dusk. Four crashes involved bicyclists, and two involved pedestrians. Six crashes occurred when a vehicle crossed the double yellow centerline. Project Location Description The RSA focused on the segment of Cranberry Highway (Routes 6 and 28) in Wareham, from the split of Route 6/Route 28 at Chili’s Bar and Grill to the Bourne Town Line. The corridor is approximately 2.3 miles long, and serves numerous commercial uses, resulting in a significant number of driveways along the corridor. Cranberry Highway also provides access to adjacent residential uses and connections to Route 25, Interstates 195 and 495, and to Cape Cod. Cranberry Highway runs in an east-west direction and falls under MassDOT jurisdiction and is classified by the MassDOT Office of Transportation Planning 2010 Road Inventory file as an urban minor arterial. Road Safety Audit Observations Based on field observations on Thursday, December 13, 2012, the RSA team determined that segment of Cranberry Highway between the Route 6/Route 28 junction and the Bourne Town Line has the following issues that affect safety: � � � � � � � � � � � Access Management; Cross-over crashes; Intersection Geometry and Control; Signage; Pedestrian Accommodations; Bicycle Accommodations; Speed and Sight Distance; and Drainage; Pavement Markings; Solar Glare; Emergency Response. The following sections describe in more detail the safety issues and potential enhancements determined during the RSA. Several of these issues require further study and engineering judgment to determine the feasibility of implementing the improvements to address them. Safety Issue #1: Access Management Observations: Commercial businesses line both sides of Cranberry Highway, which results in a substantial number of unsignalized driveways along the corridor. According to crash records provided by the Town of Wareham Police Department from January 2009 through December 2011, 116 (43%) crashes were reported that involved vehicles either turning into or out of an unsignalized driveway along Cranberry Highway. Of the 116 crashes, 95 (82%) involved vehicles turning left, crossing two lanes of traffic, including 72 (76%) angle-type crashes and 23 A substantial number of unsignalized (24%) rear-end type crashes that occurred when a commercial driveways line Cranberry Highway. following vehicle collided with a left-turning vehicle that had unexpectedly slowed or stopped in the travel lane in order to turn. Four crashes involved vehicles attempting to cross 4 lanes of traffic on Cranberry Highway from one driveway to another. Team members commented that it is difficult for motorists traveling along Cranberry Highway to make a left turn since there is no dedicated left-turn storage lane along most of the corridor. Leftturning vehicles from Cranberry Highway must slow or stop within the travel lane and then judge the speed of oncoming vehicles in order to determine an adequate gap before crossing two lanes of oncoming traffic. Similarly, vehicles turning left from driveways onto Cranberry Highway must find a gap in three or four lanes of traffic; for example, a vehicle turning left onto Cranberry Highway eastbound must find a gap in two lanes of westbound traffic and one lane of eastbound traffic in order to safely turn left. Team members commented that turn restrictions are generally inconsistent throughout the corridor; some driveways have restrictions while others do not. As a result, motorists often ignore the turn restrictions that are in place, causing an ongoing enforcement issue for Wareham Police. For example, four crashes, one of which resulted in personal injury, involved vehicles turning out of the Wendy’s located at #3025 Cranberry Highway, despite signage indicating that the exit to Wendy’s is right-turn only. Meanwhile, RSA team members noted that efforts to physically restrict left turns in and out of driveways (e.g. Left-turn restrictions are present at some driveways, but are generally inconsistent throughout the corridor. Page 6 Road Safety Audit Cranberry Highway (Routes 6 and 28), Wareham, MA Prepared by Howard/Stein-Hudson Associates, Inc. channelized right-in/right-out island at Chili’s) have been unsuccessful. RSA team members interviewed two local residents about their experience driving on Cranberry Highway. One resident responded that she avoids making left turns out of driveways, across four lanes of traffic, and instead make a right turns out of the driveway, moves to the left lane, and then takes a left turn into a downstream driveway to turn around in that parking lot and finally take a right turn onto Cranberry Highway. The other local stated that, in order to avoid left turns into driveways while on Cranberry Highway traveling eastbound, she takes a right turn onto Onset Avenue to access the signalized intersection at Main Avenue, where she takes a left turn to travel westbound on Cranberry Highway. These movements indicate that, while left turns are permitted in most locations, some motorists that are familiar with the roadway avoid making left turns into or out of driveways and would rather take additional time to take safer turns onto Cranberry Highway. The high concentration of unsignalized commercial driveways also leads to crashes when vehicles make right turns. Of the 116 crashes involving vehicles making turns at unsignalized driveways, 17 (15%) involved right turns into or out of driveways. Ten of these crashes were angle-type crashes, involving a motorist making a right turn across two lanes from the inside travel lane or involving a vehicle traveling on Cranberry Highway colliding with a vehicle turning right out of a driveway. Three of the angle-type crashes involving right-turning vehicles involved cyclists. Seven crashes were rear-end type crashes that occurred when a motorist unexpectedly slowed down to make a right turn. Vehicles turning into driveways also lead to weaving maneuvers by vehicles traveling downstream. Motorists following a vehicle that slows or stops in the travel lane in order to make a turn may decide to change lanes rather than wait for the vehicle in front to turn. Seven sideswipe-type crashes were reported that appeared to be a result of motorists unexpectedly changing lanes. A team member commented that she never travels in the inside lane near McDonald’s in anticipation of vehicles stopped in the travel lane to make a left turn into McDonald’s or Wendy’s. Most of the driveways along the corridor are undefined and consist of one large curb cut, which makes it unclear where motorists may and/or should turn safely into and out of driveways. For example, at the 99 Restaurant, motorists can enter or exit the parking lot at any point along the property, except for where there are wheel stops at parking spaces adjacent to Cranberry Highway. Some businesses, such as the 99 Restaurant, have no defined driveways. Page 7 Road Safety Audit Cranberry Highway (Routes 6 and 28), Wareham, MA Prepared by Howard/Stein-Hudson Associates, Inc. Team members suggested that the safety issues may be amplified in the summer months, when seasonal traffic may not expect vehicles to slow or stop in a travel lane order to turn into driveways. Potential Enhancements: 1. Consider the safety benefits of installing a raised median along Cranberry Highway to eliminate crashes caused by left-turning vehicles and reduce sideswipe crashes resulting from motorists changing lanes. Given the number of businesses along both sides of the roadway, installation of a median would need to accommodate U-turns and heavy vehicles (e.g. WB­ 50s). Also, consider emergency vehicle access and the appropriateness of providing left-turn access/storage at major driveways. 2. Consider the feasibility of consolidating commercial driveways to reduce the number of curb cuts along Cranberry Highway and reduce motorist confusion and to encourage motorists to use internal connections between businesses. 3. Replace the “One Way” (R6-2) sign at the Wendy’s exit driveway with a “No Left Turn” symbol sign (R3-2). Also consider the appropriateness of adding turn restrictions at all other driveways within the study area. Safety Issue #2: Cross-over Crashes Observations: Six crashes occurred when motorists crossed the double yellow centerline along Cranberry Highway. Causes of these crashes included impairment, drowsiness, equipment malfunction, and erratic driving behavior. One of the crashes occurred because a vehicle swerved to avoid a pedestrian in the roadway. Potential Enhancement: 1. Consider the safety benefits of installing a raised median along Cranberry Highway to eliminate crashes caused by vehicles crossing the centerline of the roadway. Safety Issue #3: Intersection Control and Geometry Observations: RSA team members noted safety issues with the control and/or geometry of each of the following study area intersections. Cranberry Highway/Red Brook Road Cranberry Highway/Red Brook Road is an unsignalized intersection with three approaches. The Red Brook Road southwestbound approach consists of a single yieldcontrolled right-turn lane. Left turns are prohibited from Red Brook Road onto Cranberry Highway. Red Brook Road Red Brook Road intersects Cranberry intersects Cranberry Highway from the Highway at an acute angle. northeast at an acute angle resulting in an awkward intersection geometry. The Cranberry Highway eastbound approach consists of two through lanes and a dedicated left-turn lane. The Cranberry Highway westbound approach consists of a through lane and a shared through/right­ turn lane. See Figure 2. Due to the acute intersection geometry, motorists approaching the yield-controlled Red Brook Road southwest-bound approach have difficulty seeing oncoming traffic on Cranberry Highway westbound, since they need to look over their shoulder. As a result, motorists often need to slow or stop in order to wait for an acceptable gap in traffic on Cranberry Highway, and may not anticipate a stopped vehicle ahead of them. Between 2009 and 2011, 14 such crashes were reported, plus one sideswipe crash that occurred when a following vehicle swerved to avoid a stopped vehicle ahead in the queue. Visibility for vehicles waiting to make a left turn from Cranberry Highway eastbound onto Red Brook Road is blocked by vehicles travelling eastbound through the intersection because of the horizontal curvature of Cranberry Highway. Since left-turns out of Red Brook Road are prohibited, team members noted that motorists often cut through the adjacent 7-Eleven parking lot in order to make a left turn out of one of the two 7­ Eleven driveways on Cranberry Highway. Two crashes occurred between vehicles on Cranberry Highway westbound and left-turning vehicles from 7-Eleven. Cranberry Highway/Onset Avenue/Jefferson Shores Road Cranberry Highway/Onset Avenue/Jefferson Shores Road is a signalized intersection with four approaches. The Cranberry Highway eastbound and westbound approaches each consist of a shared left-turn/through lane and a shared through/right-turn lane. The Onset Avenue northbound approach consists of a shared left-turn/through lane and a stop-controlled channelized right-turn lane. Team members noted that a loop detector is provided within the channelized right-turn lane that may have been provided to help create a gap in traffic on Cranberry Highway. The Jefferson Shores Road southbound approach consists of a single multipurpose travel lane. The stop sign for the right-turn slip lane is located behind a large bush and is not visible to approaching traffic. While in the field, team members also noted that sightlines west of the intersection were limited by the presence of boats stored along the edge of the roadway at the southwest corner of the intersection. In addition, the stop sign is located upstream of the Onset Avenue northbound channelized right-turn lane stop line, and appeared to be twisted away from the approach. Seven rear-end crashes occurred in the Onset Avenue channelized right-turn lane. The stop sign at the Onset Avenue right-turn slip lane is obscured by a bush and is upstream of the stop line. A protected left-turn phase or left-turn storage lane is not provided on the Cranberry Highway westbound approach to Cranberry Highway/Onset Avenue. As a result, left-turning traffic must stop in the travel lane to wait for an acceptable gap in order to make a permissive left turn. This maneuver is complicated by a crest vertical curve at the intersection, so visibility of oncoming traffic may be limited. Three angle crashes and three rear-end crashes occurred involving vehicles turning left from Cranberry Highway onto Onset Ave. Page 11 Road Safety Audit Cranberry Highway (Routes 6 and 28), Wareham, MA Prepared by Howard/Stein-Hudson Associates, Inc. Potential Enhancements: 1. Consider the appropriateness of replacing the yield control with stop control on the Red Brook Road south-westbound approach. This change in control would need to be coupled with enforcement. 2. Consider the feasibility of altering the geometry at the intersection of Cranberry Highway/Red Brook Road so that right-turning traffic can better see oncoming traffic. It should be taken into consideration that this may encourage left turns out of Red Brook Road. 3. Consider the appropriateness of installing a traffic signal at the Cranberry Highway/Red Brook Road intersection, with a protected left-turn phase on Cranberry Highway eastbound, if warrants are met and in conjunction with geometric improvements, to help provide an orderly flow through the intersection and to improve overall intersection safety. Consider the appropriateness of allowing left turns out of Red Brook Road to reduce cut-through traffic through the 7-Eleven parking lot. 4. Consider the feasibility of adding a raised median on Cranberry Highway east of the intersection of Cranberry Highway/Red Brook Road to prevent drivers from cutting through the 7-Eleven parking lot to turn left onto Cranberry Highway. 5. Consider the safety benefits of adding a protected left-turn phase and a left-turn storage lane at the intersection of Cranberry Highway/Onset Avenue. 6. Remove large shrub on the southeast corner of the intersection of Cranberry Highway/Onset Avenue/Jefferson Shores Road to improve visibility of the stop sign at the Onset Avenue northbound channelized right-turn lane. 7. Consider the appropriateness of replacing the Onset Avenue northbound right-turn lane from stop control to yield control at the intersection of Cranberry Highway/Onset Avenue. Move the existing stop sign, or yield sign if deemed appropriate, to its appropriate location at the stop line at the intersection of Cranberry Highway/Onset Avenue. 8. Work with land owner at the southwest corner of the intersection of Cranberry Highway/Onset Avenue/Jefferson Shores Road (#3213 Cranberry Highway) to remove boats from the edge of the roadway to improve sightlines for vehicles at the Onset Avenue northbound channelized right-turn lane. 9. Consider the appropriateness of adding traffic signal control to the Onset Avenue northbound channelized right-turn lane at Cranberry Highway/Onset Avenue. Safety Issue #4: Signage Observations: The RSA made the following observations with respect to signage along the corridor. Sign Clutter RSA team members observed that the signage along Cranberry Highway is generally cluttered, confusing, outdated, and/or in poor condition. Signage associated with the numerous commercial uses adds to visual clutter and may cause motorists to miss important regulatory or wayfinding signage, which can be a safety issue when vehicles make an unexpected turn or stop. Billboards and large signs contribute to visual clutter along Cranberry Highway Guide Signage Some signage along the corridor is worn and needs replacement. At the intersection of Cranberry Highway/Main Avenue, a “jughandle” is provided for leftturning vehicles. Along Cranberry Highway westbound, advance signage for Onset Beach/Point Independence, provided approximately 300 feet upstream of the jughandle, indicates that motorists should take the next right for “Onset Beach/Independence Point”, but does not contain the street name, Main Avenue, which may create confusion for motorists that are unfamiliar with the area. A team member also questioned whether GPS devices properly direct left-turning motorists through the jughandle. An RSA team member noted that the street sign for Onset Avenue is offset from the intersection and difficult to see from Cranberry Highway. Warning Signage Pedestrian Crossing warning signage (W11-2) is posted in each direction on Cranberry Highway at the signalized crosswalks at the intersections of Cranberry Highway/Main Avenue and Cranberry Highway/Onset Avenue/Jefferson Shores Road. RSA team members noted that these signs are unnecessary at signalized intersections where vehicle traffic will be stopped by a signal and only add to the visual clutter along the corridor. Potential Enhancements: Pedestrian-in-crosswalk warning signs at signalized intersections are not MUTCDcompliant and are not necessary at signalized intersections. 1. Reduce sign clutter along Cranberry Highway to reduce motorist confusion. Replace outdated/worn signage as appropriate, and reevaluate the effectiveness of all guide and warning signage as part of future reconstruction efforts. Also, work with abutters to reduce the clutter of commercial signs along the corridor; the abundance of commercial signage diverts attention from regulatory and guide signage. 2. Re-evaluate the effectiveness of all existing guide signage for Main Avenue via the “jughandle” along Cranberry Highway westbound and consider providing improved signage that illustrates how motorists should use the jughandle. 3. Relocate Onset Avenue street name sign so that it is visible from Cranberry Highway. 4. Remove unnecessary pedestrian warning signage (W11-2) at signalized intersections to reduce visual clutter. Safety Issue #5: Pedestrian Accommodations Observations: Sidewalks along Cranberry Highway are generally not provided. Where sidewalks are provided, they are discontinuous and typically do not provide connections to other local businesses or neighborhoods. During the audit, pedestrians were observed walking along the shoulder on Cranberry Highway, which ranges in width between approximately 1 foot and 7 feet, and on the grass along the curbline. Crosswalks across Cranberry Highway are only provided at just three signalized locations within Pedestrians were observed walking the approximately 2.3 mile study area: at the Stop along Cranberry Highway on the shoulder and on the grass adjacent to and Shop/Home Depot driveway, at Main Avenue, the roadway. and at Onset Avenue/Jefferson Shores Road. The distances between the crosswalks at Cranberry Plaza and Main Avenue and between Main Avenue and Onset Avenue are 1.0 miles and 1.3 miles, respectively. RSA team members noted that the pedestrian indications do not currently work at the Cranberry Highway/Main Avenue intersection. Pedestrians were observed crossing Cranberry Highway mid-block across four travel lanes. Team members also noted that there is no crossing from the residential area across from Water Wizz, an area where pedestrians, particularly younger pedestrians, are often observed crossing Cranberry Highway during the summer months to get to Water Wizz. Two pedestrians were fatally injured between 2009 and 2011 on Cranberry Highway. On July 19th, 2011, a pedestrian crossing Cranberry Highway at Onset Avenue was struck by a westbound vehicle. Crosswalks and pedestrian indications are provided at the intersection; however, it is unclear if the pedestrian was in the crosswalk at the time of the crash, as it was not included in the crash report data evaluated during the RSA. The other fatal crash involving a pedestrian occurred on October 13, 2011, when a pedestrian was crossing Cranberry Highway between Cape Cod Gas and the Water’s Edge Mobile Home Park. According to the crash report, the crash occurred under dark-lighted conditions. RSA team members noted that, while lighting is provided along Cranberry Highway at some locations, the amount of lighting is inadequate, which makes it difficult for motorists to see pedestrians attempting to cross Cranberry Highway or walking along the edge of the roadway. Three other pedestrian-related crashes were reported along the corridor. The first involved a pedestrian that was walking eastbound along the north side of Cranberry Highway and crossing Red Brook Road. The pedestrian saw the oncoming vehicle with its turn signal on, but thought the vehicle was turning into 7-Eleven. The vehicle turned onto Red Brook Road instead, but did not see the pedestrian crossing. There are no crosswalks across Red Brook Road and no Page 15 Road Safety Audit Cranberry Highway (Routes 6 and 28), Wareham, MA Prepared by Howard/Stein-Hudson Associates, Inc. sidewalks in the vicinity of the intersection. The second crash occurred when a motorist stopped short because a pedestrian with a seeing-eye dog “appeared” in the crosswalk near Cranberry Plaza, resulting in a rear-end collision with a following vehicle. The third crash occurred when a vehicle swerved to avoid a crossing pedestrian just east of the Dunkin Donuts, sideswiping a vehicle traveling eastbound. The location of this crash is approximately 0.2 miles from the crosswalk across Cranberry Highway at Main Avenue; however, if the pedestrian indications were not functioning on January 15, 2010, when the crash occurred, the next closest signalized crossing would have been about 0.7 miles away at the signalized intersection of Cranberry Highway/Cranberry Plaza. Potential Enhancements: 1. Consider the feasibility of providing continuous, ADA-compliant sidewalks and pedestrian ramps along both sides of Cranberry Highway to improve pedestrian safety. 2. Repair the pedestrian signal at the intersection of Cranberry Highway/Main Avenue that is currently inoperative. 3. Consider the safety benefits of adding crosswalks and a pedestrian phase at the intersection of Cranberry Highway/Red Brook Road if the intersection is signalized as part of future reconstruction efforts. 4. Consider the appropriateness of improving existing, and/or providing additional, pedestrian crossings across Cranberry Highway near major residential areas to reduce the distance between existing signalized crossing locations and improve overall pedestrian access and safety. If a signalized mid-block crossing is considered, the potential for creating a false sense of security for pedestrians should be taken into account since a mid-block crossing may be unexpected by motorists. . 5. Consider the feasibility of improving existing, and/or installing additional, lighting along Cranberry Highway so that pedestrians are more visible to motorists at night. Safety Issue #6: Bicycle Accommodations Observations: Bicycle facilities are generally limited throughout the corridor. A wide shoulder is provided in some locations, particularly along the northern side of Cranberry Highway; however, the width of the shoulder is not consistent and in some locations narrows to only approximately one foot, meaning cyclists would need to ride in mixed traffic. Cyclists traveling on the roadway are also exposed to vehicles turning into and out of numerous commercial driveways. Bicycle detection and signage was observed at the Cranberry Highway/Cranberry Plaza intersection, but Cyclists, and a pedestrian, crossing Cranberry Highway mid-block. bicycle facilities are generally not provided elsewhere along the corridor. During the audit, the team noted several cyclists riding along the edge of the roadway and crossing the roadway mid-block. Four crashes with bicycles were reported along Cranberry Highway between 2009 and 2011; all of them resulted in personal injury. One of the four collisions occurred when a vehicle was turning right out of Wendy’s and struck a cyclists traveling westbound, against oncoming traffic. Another collision occurred when a westbound cyclist was struck by a vehicle turning right out of McDonald’s onto Cranberry Highway westbound. The third crash occurred when a vehicle turned right out of Dunkin Donuts and struck a cyclist traveling against traffic. The last crash occurred when a bicycle turned left from Cranberry Highway westbound onto Onset Avenue but was struck by a vehicle traveling eastbound. The motorist was reportedly did not see the cyclist due to solar glare. Bicycle guide signage, which appears to be outdated, directs cyclists on Onset Avenue northbound approach at the intersection of Cranberry Highway/Onset Avenue/Jefferson Shores Road to turn right onto Cranberry Highway eastbound, but it is unclear as to what bicycle route cyclists are being directed to. Consider the safety benefits of providing bicycle accommodations along both sides of Cranberry Highway, such as a dedicated bicycle lane or wide shoulder, as part of future reconstruction efforts. 2. Consider the feasibility of consolidating and/or narrowing curb cuts to local businesses along Cranberry Highway to reduce the number of conflicts between vehicles and cyclists and to force vehicles to slow before turning into or out of a driveway. 3. Consider the appropriateness of removing or improving the existing bicycle route sign on the Onset Avenue northbound approach at the intersection of Cranberry Highway/Onset Avenue/Jefferson Shores Road. Safety Issue #7: Speed/Sight Distance Observations: The speed limit along Cranberry Highway is posted at 35 miles per hour (mph) in both directions. According to data collected by Wareham Police, speed ranged between 5 and 82 mph, and 85th percentile speed was approximately 43 mph. (see Appendix D). During the audit, public safety officials commented that they regularly enforce travel speeds and that it is an ongoing issue. Two crashes occurred when vehicles turning left out of KFC were struck by eastbound vehicles; team members noted that there is a horizontal curve just west of this area that may have limited sightlines. A public safety official noted that some motorists who were pulled over for speeding claim that they did not know the speed limit is 35 mph. A large sign reading “Speed Limit 35 MPH – Strictly Enforced” is placed on Cranberry Highway eastbound at the Route 6/Route 28 junction. Otherwise, speed limit signs are placed sporadically along the corridor. F Five crashes occurred when motorists failed to stop at a red light. RSA team members noted that clearance intervals may not be timed in accordance with the 85th percentile speed on the corridor, potentially making it difficult for a motorist to perceive and react to a yellow signal indication. Signage, landscape elements, and other obstructions may be located within the SHLO. Sight distance at driveways is often obstructed by commercial signage, landscape elements, and other obstructions along the edge of the roadway. Team members noted that many of these may be located within the State Highway Layout (SHLO), e.g. landscaping and signage at Wendy’s and a large trash can located at the edge of the roadway near McDonalds. Potential Enhancements: 1. Evaluate existing signal timing and verify that clearance intervals are appropriate for the travel speeds along the corridor. 2. As part of long-term design efforts, consider of using a design speed based on the 85th percentile speed, as eluded to in the AASHTO “Green Book” (A Policy on Geometric Design of Highways and Streets), when a few design features are at a slower design speed, “… a higher design speed should be selected for all geometric features, particularly sight distance on crest vertical curves and across the inside of horizontal curves,” or justify the use of the currently proposed design speed. Consider the safety benefits of using design elements that encourage slower travel speeds even in straight and flat sections of the roadway, such as narrower travel lanes and/or signal coordination that will penalize motorists for exceeding the speed limit. 3. Work with land owners to remove signage, landscape elements, and other objects along the edge of the roadway that obstruct sight distances at roadways and driveways along Cranberry Highway. 4. Consider the appropriateness of posting additional speed limit signage, particularly in areas where speeding is more common, in order to help enforcement. Safety Issue #8: Drainage Observations: Of the 267 crashes that were reported along Cranberry Highway between 2009 and 2011, 51(19%) occurred on wet pavement. Several crashes appeared to be a direct result of a wet roadway surface; these crashes tended to be rear- end crashes where the following vehicle could not stop in time. RSA team members noted that certain locations along the corridor drain very poorly. One crash was reported to have occurred on wet pavement between a driver turning left out of McDonald’s Catch basins were observed to be and another turning left out Wendy’s, located covered by leaves. across the street, where standing water had accumulated on Cranberry Highway. Team members also noted that water tends to collect on Cranberry Highway in the vicinity of Advance Auto Parts. Catch basins at the intersection of Cranberry Highway/Onset Road were observed at the time of the audit to be completely covered with a thick layer of leaves. Potential Enhancements: 1. As part of future reconstruction efforts, improve drainage along Cranberry Highway to improve travel conditions for motorists. 2. In the short-term, maintain the existing drainage facilities to keep them clear of leaves and other debris. Safety Issue #9: Pavement Markings Observations: Cranberry Highway/Main Avenue The intersection of Cranberry Highway/Main Avenue features a “jughandle” for Cranberry Highway westbound vehicles that wish to make a left turn onto Main Avenue southbound. The jughandle’s southbound approach has no clear intended lane use. The jughandle’s southbound approach is wide enough motorists to form two lanes; however, there is only one receiving lane on the departure side of the intersection on Main Avenue southbound. The two signal indications are post-mounted and do not indicate intended lane use. There are no pavement markings or signage at the Main Avenue jughandle approach that indicates intended lane use. Cranberry Highway/Cranberry Plaza Driveway/Home Depot Driveway The Cranberry Plaza driveway northbound approach consists of two dedicated left-turn lanes and a shared through/right-turn lane. One sideswipe crash occurred between two vehicles simultaneously turning left out of Cranberry Plaza and one did not stay in the proper lane. Potential Enhancements: 1. Consider the appropriateness of adding pavement markings to the jughandle approach at the Cranberry Highway/Main Avenue intersection, formalizing intended lane use. 2. Consider the safety benefits of providing a dotted white lane line (DWLL) extension through the intersection of Cranberry Highway/Cranberry Plaza to guide Cranberry Plaza northbound dual left-turning vehicles in their lane as they turn into Cranberry Highway westbound. Safety Issue #10: Solar Glare Observations: Six crashes reported were attributed to solar glare along the corridor. At the intersection of Cranberry Highway/Main Avenue, three crashes occurred when motorists on Cranberry Highway failed to yield for a red light and another occurred when a motorist failed to yield for a funeral procession. Meanwhile, at the Cranberry Highway/Onset Avenue/Jefferson Shores Road intersection, one crash occurred when an eastbound vehicle struck a left-turning vehicle from Onset Avenue northbound because the motorist could not see the signal because of glare. Another occurred when an eastbound motorist struck a cyclist turning from Cranberry Highway westbound onto Onset Avenue. An RSA team member also suggested that solar glare may have also contributed to a pedestrian fatality at Cranberry Highway/Onset Avenue, where a westbound vehicle hit a pedestrian crossing Cranberry Highway. Back plates are not currently provided at either of these intersections. Potential Enhancements: 1. Consider the safety benefits of adding backplates to signal indications at the intersections of Cranberry Highway/Main Avenue and Cranberry Highway/Onset Avenue to reduce the effect of solar glare on motorists. 2. Consider the appropriateness of adding additional signal indications facing Cranberry Highway approaches in order to reduce the effect of solar glare and improve visibility of signal indications. Safety Issue #11: Emergency Response Observations: An RSA team member noted that the Town of Wareham does have Opticom on their emergency response vehicles; however, Opticom detection is not provided at the signalized intersections within the study area. Potential Enhancement: 1. Evaluate the feasibility of providing Opticom detection at signalized intersections along the corridor to improve emergency response times. Potential Safety Enhancements Based on its observations and discussions, the RSA team identified the issues and possible enhancements that could improve safety along Cranberry Highway between the Route 6/Route 28 junction and the Bourne Town Line. Many of the enhancements identified during the RSA have already been evaluated as part of the design process, although further design work or consideration may be necessary to determine the feasibility of making some of the improvements. Short-term enhancements include, but are not limited to: � Remove redundant, outdated, and unnecessary signage; � Provide a dashed white lane line extension for dual left-turning vehicles turning from Cranberry Plaza onto Cranberry Highway westbound; � Provide lane use designations at the jughandle approach at Cranberry Highway/Main Avenue; � Repair or replace the pedestrian indications at Cranberry Highway/Main Avenue; � Maintain drainage structures; and � Add additional speed limit signage in high-speed areas. To enhance the safety of the corridor, the long-term enhancements are to: � Improve access management by consolidating and narrowing commercial driveways; � Evaluate feasibility of a continuous center median to eliminate left-turn and cross-over crashes; � Provide continuous sidewalks along the corridor; � Provide bicycle accommodations along corridor; � Remove private signage, landscaping, and other obstructions from the public right-of way to improve sight lines; � Improve guide signage; and � Improve drainage. Table 2 summarizes these safety issues, possible enhancements, estimated safety payoff, time frame, cost, and responsibility. Safety payoff estimates are based on engineering judgment and are categorized as low, medium, and high. The time frame is categorized as short-term (<1 year), mid-term (1 to 3 years), or long-term (typically >3 years). The costs are categorized as low (<$10,000), medium ($10,000 to $50,000), or high (>$50,000). It is the responsibility of MassDOT to ensure that the designer incorporates the relevant safety enhancements identified as part of this RSA. The RSA is intended to identify potential safety improvements that can be evaluated and included as part of the design process for the resurfacing. The short-term low-cost potential improvements could be considered by the responsible agency for implementation prior to resurfacing. Consider the safety benefits of installing a raised median along Cranberry Highway to eliminate crashes caused by vehicles crossing the centerline of the roadway. Consider the appropriateness of replacing the yield control with stop control on the Red Brook Road southwest-bound approach. This change in control would need to be coupled with enforcement. Consider the feasibility of altering the geometry at the intersection of Cranberry Highway/Red Brook Road so that rightturning traffic can better see oncoming traffic. It should be taken into consideration that this may encourage left turns out of Red Brook Road.
