Background The Federal Highway Administration defines a Road Safety Audit (RSA) as the formal safety examination of an existing or future road or intersection by an independent, multidisciplinary team. The purpose of an RSA is to identify potential safety issues and possible opportunities for safety improvements considering all roadway users. This RSA evaluates the intersection of Washington Street (Route 1) and Taunton Street (Route 152) along with nearby roadways and intersections that affect this location. In addition, the Route 1/Route 152 intersection is a part of the study area for the Plainridge Park Casino project, a proposed expansion of the existing Plainridge Racecourse to include a 1,250 slot parlor and other amenities. The facility was awarded the Category 2 gaming license by the Massachusetts Gaming Commission in February 2014. A Road Safety Audit (RSA) is being conducted at this intersection in response to comments by the Massachusetts Department of Transportation (MassDOT) Office of Transportation Planning during its review of the Final Environmental Impact Report (FEIR) for the Plainridge Park Casino project, and as suggested by the Massachusetts Environmental Policy Act (MEPA) office in its FEIR certificate allowing the project to proceed to the permitting stage. The intersection of Washington Street (Route 1) and Taunton Street (Route 152) was identified as a high crash location (#120 in the 2009 Top Crash Locations Report prepared by MassDOT’s Highway Division and has a higher than average crash rate for both District 5 and Statewide averages for signalized intersections. Until early 2010, civilian-reported crashes were included as part of MassDOT’s database. A change in data collection practices resulted in civilian-reported crashes not being included in the MassDOT database. As a result, beginning in 2010, only police reported crashes (local and State Police) are recorded, accounting for a decrease in the overall number of reported crashes when compared to prior years. A key objective of the RSA is to identify both short-term and long-term safety improvements that can be made at the subject intersection. The potential safety improvements identified during this RSA can be evaluated and included as part of future improvement efforts at the intersection, either independent of or in collaboration with adjacent private development efforts. Project Data A Road Safety Audit was completed for the intersection of Washington Street (Route 1) and Taunton Street (Route 152) in the Town of Plainville on March 19, 2014. The agenda for the RSA meeting held at Plainridge Racecourse is provided in Appendix A of this report. As shown below in Table 1, the audit team consisted of a multidisciplinary team with representatives from state, regional and local agencies providing expertise in the engineering, planning, maintenance and emergency response fields. This information included a project location map, a memo describing the available accident data, collision diagrams, MassDOT crash data summary, crash rate worksheets, turning movement counts, traffic signal regulation, and notes from a safety review completed by McMahon in March 2012. During the RSA meeting, these materials were reviewed as a group prior to the field visit to the intersection. During the RSA field visit, various safety issues were observed and identified. Following the RSA field visit, the team returned to Plainridge Racecourse to discuss potential solutions for the existing safety issues. Project Location and Description As shown in Figure 1, the intersection of Washington Street (Route 1) and Taunton Street (Route 152) is located just south of Interstate 495 in Plainville, MA. Washington Street (Route 1) is a four-lane arterial that runs north/south beyond the intersection. To the south of I-495, it is classified as an urban principal arterial under MassDOT jurisdiction. Route 1 is median-divided from I-495 to approximately 1,000 feet south of the intersection with Route 152. The lanes along Route 1 are 12 feet wide with approximately three-foot wide shoulders for both northbound and southbound approaches. The posted speed limit along Route 1 is 45 mph in the vicinity of the intersection in either direction. There are no sidewalks along Route 1 in the vicinity of the intersection and the three-foot wide roadway shoulders cannot adequately accommodate bicycles. Taunton Street (Route 152) is a two-lane urban minor arterial under Town of Plainville jurisdiction. Route 152 extends north from the Rhode Island border, ending at the intersection with Route 1. The road then continues north as Taunton Street past Plainville Commons. The lanes are 12 feet wide with approximately three-foot wide shoulders. The posted speed limit on Taunton Street to the west of Route 1 is 40 mph. At the intersection with Route 1, the posted speed limit changes to 30 mph, and then changes back to 40 mph near Shepard Street to the east. There is a sidewalk present along the northern side of the road on the western approach of Taunton Street, but no other sidewalks are present. At this four-way intersection, Route 1 runs in the north/south direction, Route 152 runs in a northwest direction and Taunton Street runs in a southeast direction. The roadways intersect with a significant skew, which affects the overall intersection geometry. The northbound Route 1 approach consists of a 10-foot wide exclusive left turn lane with approximately 550 feet of storage space; two through lanes, both of which are 12 feet wide; and a channelized right turn lane that is 10 feet wide through the storage space and widens to approximately 26 feet wide at the turn. The Route 1 southbound approach consists of three through lanes with no left or right turns permitted; southbound turning movements are accommodated via a Jughandle intersection with Taunton Street located approximately 550 feet west of Route 1. The three through lanes are each 12 feet wide and there is a five-foot wide shoulder along the outside edge and a one-foot wide shoulder along the inside median. The westbound approach along Route 152 consists of two right turn lanes, two through lanes, and a left turn lane divided by six foot wide gore striping from the adjacent through lane. Each lane is 11 feet wide with a one-foot wide shoulder to the right of the lanes and a seven-foot wide median to the left. The Taunton Street eastbound approach consists of two left turn lanes, two through lanes, and a right turn lane. The lanes all measure 11 feet wide with a three-foot wide shoulder to the right and a nine-foot wide median to the left. At the northeast corner of the intersection, there is a wide shoulder, approximately 35 feet at the widest section. The intersection is controlled by an eight-phase actuated-coordinated traffic signal that is coordinated with adjacent traffic signals on Taunton Street to the west. There is a sidewalk along the northerly side of Route 152, but there are no crosswalks or other pedestrian accommodations at the intersection. No pedestrian activity and limited bicycle activity was observed at this location during the peak period traffic counts. The area surrounding the Route 1/Route 152 intersection primarily consists of commercial and retail land uses. Directly to the east of the intersection is a Lowe’s home improvement store, which has site driveways on both Route 1 and Route 152 adjacent to the intersection; however, the Lowe’s driveway on Route 152 is configured to prohibit entering left turns. To the west, there is the Plainville Commons Shopping Plaza and other smaller retail buildings. Figure 2 shows these adjacent land uses in the context of the Route 1/Route 152 intersection. Crash data received from MassDOT, the Plainville Police Department, and the Massachusetts State Police for the years 2008-2013 were reviewed for the Route 1/Route 152 intersection, the Taunton Street/Jughandle intersection, the I-495 southbound off-ramp to Route 1 southbound, and driveways for Lowe’s and Plainridge Racecourse as part of the RSA. Crash data was provided from MassDOT at these intersections for the years 2008-2010. While MassDOT has released 2011 data, no reports at these intersections were included in their data set. The Town of Plainville Police Department and the Massachusetts State Police provided crash reports for the years 2008-2013 at these intersections. Based on this data, there were a total of 88 crashes reported from 2008-2013 at the Route 1/Route 152 intersection. The total number of crashes reported in 2008 is much higher than the number of crashes reported in subsequent years (2009-2013). Through the year 2008 and ending early in 2010, civilianreported crashes were included as part of MassDOT’s database. At that point, there was a change in data collection practices due to limited data entry staff at the Registry of Motor Vehicles Division that resulted in civilian-reported crashes not being included in the MassDOT database. As a result, beginning in 2010, Page 3 Road Safety Audit—Washington Street (Route 1) at Taunton Street (Route 152)—Plainville, MA Prepared by McMahon Associates, Inc. only police reported crashes (local and State Police) are recorded, accounting for the decrease in the overall number of reported crashes. The 88 total crashes at the Route 1/Route 152 intersection result in a crash rate of 1.08 crashes per million entering vehicles, which is higher than both the District 5 and statewide averages of 0.77 and 0.80 crashes per million entering vehicles, respectively. The majority of the crashes were rear-end collisions or angle crashes. After review of the data, it was found that drivers aged 50-59 were most frequently involved in crashes at the intersection. It was also determined that 15 crashes involved an illegal southbound left turn movement from Route 1. Driver confusion related to how the intersection operates, particularly with regard to turn restrictions at the southbound approach, may be a contributing factor behind these findings. The Route 1/Route 152 intersection was ranked 37th and 120th on MassDOT’s statewide list of the Top 200 High Crash Intersection Locations for 2008 and 2009, respectively. The ranking is based on the number of crashes in MassDOT’s database in the prior three-year period, which are georeferenced to a cluster area around the intersection. While not included in the lists published by MassDOT for the years 2010 and 2011, the Route 1/Route 152 intersection also ranks among the Top 200 High Crash Intersection Locations statewide for these years, based on the crash information reviewed for this RSA. The ranking is based on a weighted system which calculates the Equivalent Property Damage Only (EPDO) rating of the intersection. The potential causes of these crashes as observed during the RSA are documented in the later sections of this report. The crash diagrams, crash lists, and crash summary are included in Appendix C of this report Manual turning movement counts were conducted at the Route 1/Route 152 intersection in March 2012 during the weekday morning, weekday afternoon, Friday evening, and Saturday midday peak hours. Manual Turning Movement count data is provided in Appendix D and was distributed at the RSA meeting. The weekday afternoon peak hour was compared to the Friday evening traffic data and it was determined that the Friday evening period represents the most heavily traveled time for the intersection. The weekday morning peak hour occurred from 7:00 AM to 8:00AM, the Friday evening peak hour occurred from 4:45 PM to 5:45 PM and the Saturday midday peak hour occurred from 11:30 AM to 12:30 PM. Capacity analysis conducted as part of the Plainridge Park Casino project indicates that the intersection of Washington Street (Route 1) and Taunton Street (Route 152) currently operates with movements that are over capacity during all three peak hours, suggesting that both driver behavior and intersection operations may be contributing factors to the crashes occurring at the intersection. To further assess traffic impacts at the Route 1/Route 152 intersection, a lane utilization analysis was performed as part of the Plainridge Park Casino project. The purpose of this analysis was to determine how the available lanes are being used and if irregular patterns occur that would affect the traffic operations. The analysis consisted of counting movements by lane to determine vehicle preference and determining a calibrated lane utilization factor to be used to adjust the analysis for each peak hour. The lane utilization analysis indicated that several movements, including the eastbound left turn and through movements, have imbalanced lane utilization compared to typical double left or double through lanes. Audit Observations During the RSA meeting prior to the field visit, a brief introduction of the RSA process and a summary of traffic volumes and crash information were presented to the audit participants. Following this brief presentation, the members of the audit team were asked to discuss the existing issues that may affect safety at the intersection of Washington Street (Route 1) and Taunton Street (Route 152). The audit team then visited the site as a group, at which time observations of various safety concerns and deficiencies were identified and documented. Provided below is a list of the safety concerns that were identified during the RSA: • Roadway Conditions o The audit team members noted that the pavement in the intersection and along several approaches was heavily rutted. It was also noted that ice builds up in the rutted pavement and may be a contributing factor to rear-end collisions. o Pavement markings for lane usage are present for each approach of the intersection. However, the pavement markings in several locations have become faded and difficult to see. Concerns were also expressed over lane usage when the pavement markings and lane lines are covered in a snow storm or by queued vehicles, since not all approaches are supplemented by lane usage signs. Lane usage signs are present for the southbound approach, northbound approach, eastbound left turns, and westbound right turns. The visibility issues with lane usage pavement markings may contribute to the number of sideswipe crashes as vehicles attempt to get into the correct lane at the last minute. • Roadway Alignment & Intersection Geometry o Audit participants commented that the skewed alignment of the intersection causes several safety concerns. There are 16 total lanes entering the intersection, resulting in an intersection that is physically much wider than a typical intersection and requiring longer clearances. This includes not only the northbound and southbound through movements, but also turning movements such as the Skewed geometry of the intersection makes westbound right turn and northbound travel confusing to drivers left turn. The confusing geometry of this intersection may be a contributing factor to angle crashes due to visibility issues. o Additionally, the Route 152 eastbound left turn has a tight turning radius that requires vehicles to proceed slowly through the intersection. Based on lane usage analysis, the inner lane of the double left turn is uncomfortable to drivers and not maneuverable to trucks. There is one sideswipe crash recorded that can be attributed to a truck maneuvering through the eastbound left turn and striking another vehicle. This tight turn radius contributes to imbalanced lane utilization for the eastbound left turn as vehicles favor the rightmost left turn lane. Additionally, for vehicles entering the Lowe’s or Page 7 Road Safety Audit—Washington Street (Route 1) at Taunton Street (Route 152)—Plainville, MA Prepared by McMahon Associates, Inc. Plainridge racecourse, there is either a difficult lane change from the inner left turn lane, or else they add to the lane utilization imbalance for the outer tuning lane. o There are concerns that the location of the Jughandle entrance on Route 1 southbound is too far north from the intersection of Route 1 at Route 152. This concern is especially true for drivers that are unfamiliar with the area. Some audit participants stated that, occasionally, a driver realizes they need to be in the Jughandle to access Route 152 after they already have missed the entrance and, as a result, may resort to either an illegal southbound left turn or a U-turn south of the Route 1 median as an alternative. The problem is worsened by signage on the left side of the roadway for both Lowe’s and the Plainridge racecourse while drivers are instructed to enter the Jughandle on the right. This may be a factor in crashes involving illegal southbound left-turning vehicles. o There are concerns over the double left from the Jughandle to the eastbound approach of Route 1 at Route 152. There is no information on what left turn lanes are appropriate to be in at both the Jughandle and the Taunton Street eastbound approach at Route 1for various destination routes. This confusion may contribute to the number of eastbound sideswipe crashes as vehicles make last minute lane changes to get into the appropriate lane. Additionally, signal heads are post mounted for the Jughandle left turn and may be more difficult to see. o There is an issue of a downstream lane drop from the eastbound through movement on Route 152. The lane drop occurs at Mirimichi Street, located approximately 1,100 feet east of Route 1, where the left-hand lane is designated as a left-turn only lane. Along Taunton Street, there is a sign indicating that the lanes merge to the left, which is misleading. This could be a contributing factor to the number of eastbound sideswipe crashes as people try to quickly change lanes to avoid the lane drop situation. o Audit participants noted that the stop bar alignment for the eastbound and westbound right turns is a potential safety issue. For drivers wishing to turn right on red, the location of the stop bars results in the visibility of oncoming Route 1 traffic being impaired due to queued vehicles in the adjacent lanes. As a result, drivers are likely to pull past the stop bar to see oncoming traffic. Drivers familiar with the area will habitually pass the stop bar without stopping to see oncoming Route 1 traffic, while drivers from out of the area may first stop at the stop bar. The difference in driver behavior may be a contributing factor in eastbound and westbound rear-end crashes. • Signal Phasing & Timing o Concerns were expressed over the timing of the southbound through movement during the afternoon peak hour. The southbound through is a dominant movement during this time period and queues begin to extend along Route 1. A RSA participant noted that the southbound green time length in the afternoon is short. This may lead to the rear-end crashes or red light running crashes as drivers become more frustrated with the operational issues. It was also noted that additional southbound traffic volumes may lead to poor visibility of queues at the southbound approach that are blocked by the crest vertical curve. It was noted that several of the crashes are angle collisions, which typically indicate that a red light was run. There are several angle crashes included in the crash data, in each direction. This could be a result of insufficient clearance intervals or driver frustration from existing timings allotted to a particular phase. Page 8 Road Safety Audit—Washington Street (Route 1) at Taunton Street (Route 152)—Plainville, MA Prepared by McMahon Associates, Inc. • Traffic Control o The largest issue with regards to traffic control as noted by the audit team members is the illegal southbound left turn. Based on the accident data, 15 crashes were a direct result of vehicles making the illegal southbound left turn. We note that guide signage was installed in March 2010 to notify drivers of the Jughandle maneuver, in addition to the regulatory turn restriction signage already present. MassDOT has also worked with map data providers to update GPS navigation information. The first responders present as part of the audit team indicated that the number of attempted illegal left turns is much higher than the accident data would suggest. It was also indicated that these crashes often result in severe injury. Traffic count data confirms that approximately 3% of vehicles whose destination is Taunton Street make an illegal left turn at this location. The crash data also shows that the majority of these drivers are not from this area and possibly unfamiliar with this intersection. Several reasons were discussed why drivers continue to make the illegal southbound left turn: Confusing geometry. The intersection restricts the southbound left turns and requires that vehicles maneuver through the Jughandle and enter the intersection eastbound in place of the southbound left turn. Unfamiliarity with the Several signs restricting the southbound turns southbound turn restriction. Discussions with several audit team members suggested that drivers unfamiliar with the area may not realize the turn is prohibited until they are past the Jughandle entrance. This movement is counter-intuitive to many drivers who want to go towards the left but are expected to get into the right lane to enter the Jughandle. A review of the crash data suggests that a significant percentage of crashes involving illegal left turns involved drivers not local to the area. The lack of proper regulatory turn restriction signage at the stop line is also a factor. Unclear message provided by available signs. There are too many signs present in this area to give a clear message. With the large number and variability of signs, drivers cannot effectively absorb all of the information presented along a relatively short distance. Additionally, audit participants noted that there is only one graphic no left turn sign available, which was felt to be the most easily understood sign regulating the turn prohibition. o Traffic speeds have also been identified as a problem at this intersection. At this intersection, the speed limit on Route 1 is 45 miles per hour. To the south of the intersection, vehicles are traveling approximately 10-15 miles per hour faster because the speed limit is 55 miles per hour. Additionally, vehicles from the north of the intersection are often coming from I-495 or an unsignalized stretch of Route 1 where vehicle speeds are high. It was indicated that these higher speed vehicles reach a yellow light and Page 9 Road Safety Audit—Washington Street (Route 1) at Taunton Street (Route 152)—Plainville, MA Prepared by McMahon Associates, Inc. attempt to go through while slower moving vehicles stop for the light causing conflicts that can result in a rear-end collision. Distracted driving may also be a factor in these rear-end collisions, if the vehicles are queued for several cycles. o There is also an issue of potential queuing from the Route 1 Jughandle onto Route 1 southbound. Several audit team members suggested that the Jughandle traffic does occasionally back onto Route 1 and queuing may be a greater issue around the winter holidays due to the presence of the nearby retail uses noted earlier. It was also noted that the crest of the vertical curve on Route 1 southbound is not an issue for queuing at Route 1/Route 152, but there could be visibility issues seeing a queue at the Jughandle, which would cause additional rear-end collisions. o It was also indicated that the emergency pre-emption confirmation beacon does not function. Currently the emergency pre-emption signal does work, but there is no visible confirmation. Additionally, the placement of the beacon is not ideal and would be more visible towards the center of the intersection. • Traffic Control Visibility & Alignment o The louvers on the signal heads are on each signal lens and require tunnel visors around a large portion of the lens. Louvers are horizontal angled slats on the lights to help laterally shield the signal head from other approaches. The audit team noted that these are problematic with the build-up of snow, a review of the crash data Both the “Left Turn Only” and “Left Turn indicates that three of the Restricted” Signs are visible at the eastbound left crashes reported were caused by turn movement snow build-up in the visors. Additionally, the LED lights do not generate heat to melt the snow away as incandescent traffic lights did. This has caused red light running as drivers may have difficulty seeing dimly lit traffic lights. o The skewed alignment of the intersection presents several visibility issues. Though there are louvers to shield the traffic signal heads from adjacent approaches, several signs prohibiting turning movements can be seen from the incorrect approaches and create a conflicting message that can cause additional crashes. As seen in the photo above, a “No Left Turn” sign can be seen from the eastbound left turn lanes, although this sign is intended to regulate the southbound turn restriction. o During the field visit to the intersection, the audit team noted that several of the individual LED lights in the signals were out or much dimmer, particularly in the northbound direction, than is appropriate. This may cause red light running as drivers may have difficulty seeing dimly lit traffic lights. Page 10 Road Safety Audit—Washington Street (Route 1) at Taunton Street (Route 152)—Plainville, MA Prepared by McMahon Associates, Inc. o As previously mentioned, there are 16 lanes entering the intersection of Route 1 at Route 152 and as a result, there are 16 signal heads that are all overhead on the span wire across the intersection. This number of signal heads as well as less than ideal positioning of signal heads over the lanes adds to the overall confusion and clutter of this busy intersection. o There is guide signage provided on the right hand side of Route 1 southbound as vehicles approach the Jughandle and intersection of Route 1 at Route 152 to direct turning vehicles into the Jughandle. The signage, however, is not directly in a driver’s line of sight and difficult to see. There is a sign available in the median that reads “next right for all turns”, but it is small and difficult to read at higher speeds. Audit participants noted that vehicles make abrupt lane changes to get into the Route 1 Jughandle, which could contribute to the number of southbound sideswipe crashes. o Additionally, for Plainridge patrons, attention is naturally drawn to the Plainridge pylon signage to the left traveling southbound while the guide signage to access the site directs the driver to make a right, which some participants felt was counterintuitive. A quick decision is demanded for drivers to get into the Jughandle if they are unfamiliar with the area. o Along with the lack of guidance at the Jughandle, there was also a lack of guide signs throughout the study area. There was a D6/D8 guide sign cluster that was on the ground in the south/west corner of the intersection. There was a D6 sign for Route 1 southbound missing in the north/east corner on Route 152 westbound. o On some approaches, the traffic signal is very close to the stop bar which may not give the driver the appropriate sense as to how wide the intersection is and may contribute to red light running. • Pedestrian/Bicycle Accommodations o There are no sidewalks along Route 1 on either side of the roadway. On Taunton Street, there are no sidewalks along the eastbound approach adjacent to the Plainville Commons shopping center. On the westbound approach there is a sidewalk present along the northern side of the roadway. o There are no pedestrian crosswalks or signals at this intersection. o There are lanes marked by pavement markings and signage for shared lane use by both vehicles and bicycles as well as bicycle detection loops available. Shoulders throughout this intersection on either Route 1 or Route 152 do not provide adequate bicycle accommodations. o Vehicle speeds on Route 1 are noted as being faster than the posted speed limit. Bicycles in the travel lane could cause conflicts with the higher speed traffic along Route 1. Potential Safety Enhancements After the site visit, audit participants returned to the Plainridge Racecourse facility to discuss the safety issues and consider various improvements. The audit participants were encouraged to consider both short and long-term improvements for each of the existing safety issues. Each improvement considered has been categorized as short-term, mid-term, or long-term based on the definitions shown in Table 2. Additionally, a cost category has been assigned to each improvement based on the parameters set forth in Table 2. Table 2. The suggested improvements listed below should not be viewed as a comprehensive list, as additional or different measures that were not discussed during the RSA that accomplish the same goals should also be evaluated or considered. • Roadway Conditions The audit team participants suggested the following improvements be evaluated/considered in order to alleviate safety concerns related to the roadway conditions at the Route 1/Route 152 intersection. o Reapply pavement markings. Pavement markings for many approaches, particularly for lane usage, were faded and difficult to see. The reapplication of these pavement markings is a short-term, low cost improvement that will help drivers identify the appropriate lane to be in and can reduce the number of sideswipe crashes. o Install lane usage signs. In many locations, lane usage signs are available such as the southbound through lanes, the northbound approach, the westbound right turn lanes, and the eastbound left turn lanes. It would be an improvement to add lane designation signage for all movements. Installation of the lane usage signage is a short-term, low cost improvement. This improvement will also help drivers identify the appropriate lane usage and can reduce the number of sideswipe crashes. o Repave rutted pavement. In several locations in the area reviewed, pavement was distressed and rutted. It was also noted that this condition contributes to additional ice hazards. Repaving these locations would be an improvement. Repaving the intersection is a long term, high-cost improvement. This improvement will help reduce the number of rear-end collisions associated with ice build-up in the distressed pavement. Page 12 Road Safety Audit—Washington Street (Route 1) at Taunton Street (Route 152)—Plainville, MA Prepared by McMahon Associates, Inc. • Roadway Alignment & Intersection Geometry The audit team participants suggested the following improvements be evaluated/considered in order to alleviate safety concerns related to the existing roadway alignment and intersection geometry of the Route 1/Route 152 intersection. o Realign intersection to minimize difficult angles and turning radii. The existing geometry of the intersection is skewed and difficult for drivers to navigate. Aligning Route 152 closer to a 90 degree angle with Route 1 would reduce the intersection width along Route 1 and help provide manageable turning movements. Realignment would have major land takings and significant impacts to abutting commercial properties. Realigning this intersection is a longterm, high cost improvement. This alternative would improve visibility at the intersection and reduce red light running. o Pull back southbound and eastbound approach medians to help improve difficult turning radii. This would require stop lines to be moved further back from their current locations, which would also effectively increase the size of an already wide intersection. Modifying the medians at these locations would be a mid-term, medium cost improvement that would improve turn radii and potentially reduce the sideswipe crashes associated with these tight turns. o Add signage to direct vehicles through the appropriate lanes in the Jughandle to minimize the impacts at the eastbound approach of Route 1 at Route 152. This is a short term, low-cost improvement that would reduce the number of eastbound sideswipe crashes. o Add overhead signal heads for better visibility at the Jughandle. Currently there are post mounted signal heads at the Jughandle approach that may be obstructed by queued or oversized vehicles. Overhead signals on a mast arm at this location would be easier for drivers to see and may reduce the number of red lights run and rear-end collisions. o Evaluate the alternative to change the left turn at Mirimichi Street to a shared through and left turn lane. If implemented, this solution would potentially reduce the number of last minute lane change decisions on the eastbound through movement on Route 152 and reduce the number of sideswipe crashes at this location. Modifying the lanes at Mirimichi Street is a mid-term, low cost improvement. o Remove the sign on Route 152 eastbound (adjacent to Lowe’s) indicating that the eastbound lanes merge and provide a clear indication of the downstream lane use. Removing the “lane merge” sign is a short-term, low cost improvement that will help provide a clear message as to what lanes are appropriate for through vehicles at this location, reducing the number of last minute lane changes and subsequent sideswipe crashes. o Guide signage should be reviewed to ensure proper guidance is given in advance of the decision point and at the decision point. Guide signage corresponding with lane assignment would be an added improvement. o Move stop bars at the Route 152 and Taunton Street approaches to an optimal location for better visibility of oncoming Route 1 traffic. As mentioned, vehicles stop at the stop bar and need to move forward to see oncoming traffic as a result of the location of the stop bars. This is a conflict with vehicles that are passing the stop bar directly and moving into the correct position to make a right on red. Moving the stop bars forward to a location where oncoming Page 13 Road Safety Audit—Washington Street (Route 1) at Taunton Street (Route 152)—Plainville, MA Prepared by McMahon Associates, Inc. traffic can be seen would be a short term, low cost improvement that would help reduce the number of rear-end collisions in the eastbound and westbound directions. • Signal Phasing & Timing The audit team participants suggested the following improvements be evaluated/considered in order to alleviate safety concerns related to the existing signal phasing and timing at the Route 1/Route 152 intersection. o Review intersection signal timings for the afternoon peak hour and see if any additional time can be allotted to the southbound through movement. This is a short-term, low cost improvement that may reduce the number of vehicles running the southbound red light. o Review the clearance times for each movement and determine if they were designed based on the posted speed limit or the 85th percentile speeds. As mentioned, speeds through this intersection are considerably higher than the posted speed limit. This is a short-term, low cost improvement. This improvement would help reduce the number of rear-end collisions by allowing enough time for vehicles to effectively clear the intersection and not stop short at a yellow light. • Traffic Control The audit team participants suggested the following improvements be evaluated/considered in order to alleviate safety concerns related to the existing traffic control at the Route 1/Route 152 intersection. o As previously indicated, the audit team noted the southbound left turn was one of the most significant problems with this intersection. The project team suggested several solutions: - Overhead Signage and median mounted signs. The existing signage navigating drivers to the Jughandle is not effective as drivers continue to make difficult, last minute maneuvers to access the Jughandle. Additionally, for patrons of both Lowe’s and Plainridge traveling on Route 1 southbound, the driver’s sight is drawn to the facility’s locations on the left while the guide signage on the right directs traffic to turn right to access the site. Overhead signs are much easier for drivers to see and help provide clearer direction. Overhead signage should be considered not only for the southbound approach, but for the other approaches of the intersection to help navigate all drivers. Adding overhead signage is a mid-term, medium cost improvement that will help reduce the number of last minute decisions to get into the Jughandle as well as reduce the number of southbound left turns at the Route 1 at Route 152 intersection. - Reintroduce the protected left turn phase for Route 1 southbound. Since drivers have a tendency to make this movement despite the signs prohibiting it, adding the movement back into the intersection phasing and controlling it may be a way to eliminate many of the crashes associated with this illegal turning movement. There are signal timing and geometry constraints associated with this alternative. The intersection geometry is such that the northbound left cannot be run concurrently with the southbound left turn movement under current conditions. Signal phasing would have to take this into account or geometric changes can be made to the intersection to allow the phases to run concurrently. Additionally, the Jughandle was introduced partly to mitigate queuing Page 14 Road Safety Audit—Washington Street (Route 1) at Taunton Street (Route 152)—Plainville, MA Prepared by McMahon Associates, Inc. impacts and weaving on Route 1 southbound associated with the southbound left turn. Impacts of potential left turn queues on Route 1 southbound and potential weaving movements from the I-495 southbound off-ramp to the Route 1 southbound left turn should be investigated. Reintroducing the protected southbound left turn is a mid-term, high cost improvement that would help eliminate the severe crashes associated with the permitted southbound left turn. An interim short term measure is to study the feasibility of adding back the left turn lane and providing concurrent left turning movements and evaluating weave length. - Reduce the number of existing signs along Route 1 southbound. There are several signs along Route 1 southbound advising that there are “No Turns”, all lanes are through lanes, all turns must use the Jughandle, and that the left turn is prohibited. The clutter of signs does not portray a concise message. The signs should be consolidated and placement, such as using both sides of the roadway, should be considered to maximize perception. Reducing the existing signage is a short-term, low cost improvement that will help control traffic effectively and reduce the number of illegal southbound left turns. - Add LED signs for turn restrictions. Brighter and more noticeable LED lit signs would catch driver attention more effectively than the standard retroreflective sign. These LED signs are not currently on the MassDOT equipment list and would require special clearance to use. The addition of LED signs would be a mid-term, medium cost improvement. - The MUTCD suggests preferred signal placement at the far side of the intersection. The ability to move indications to the preferred location should be investigated. As part of the investigation, the distance from the stop line to the preferred location should also be reviewed. Moving the signal heads would be a long term, high cost improvement that would help reduce angle crashes and red light running. - Add directional guidance at the Plainridge site. On the Plainridge sign at the mouth of their driveway, a "Next Right" sign could be added under it that would be visible to Route 1 southbound traffic. This would be a low-cost improvement that Plainridge can incorporate as an interim measure to help navigate patrons to the site. - Evaluate the construction of a median break at the Plainridge site to allow left turns into and out of the facility. With the coming expansion of this facility, there will be an increase in vehicles traveling to that site, primarily from I-495. A need to review the impacts at the Route 1/Route 152 intersection associated with the Plainridge Park Casino project was stressed by several audit members. Currently, vehicles destined for Plainridge will need to navigate through the Jughandle and the Route 1/Route 152 intersection to get to the site, increasing the potential for illegal southbound left turns or U-turns. Adding a median break would remove those trips from both the Jughandle and the Route 1/Route 152 intersection, and allow direct left-turn egress from the site instead of requiring vehicles to use the I-495 interchange or an illegal U-turn at Madison Street to the north to access Route 1 southbound. The route on I-495 requires vehicles to enter onto the I-495 northbound weave area, which also experiences above average crash rates. The median break would also facilitate bicycle and transit access to and egress from the Plainridge site, particularly in facilitating direct access to and from Route 1 southbound for these travel modes. Constructing the median break is a mid-term, high cost improvement that would improve safety by removing traffic destined for Plainridge Park Casino from the Page 15 Road Safety Audit—Washington Street (Route 1) at Taunton Street (Route 152)—Plainville, MA Prepared by McMahon Associates, Inc. Route 1/Route 152 intersection, which improves the operational viability of reintroducing southbound left turns at the intersection and reducing the likelihood and severity of these crashes. o Install queue detectors at the Jughandle. Concerns were expressed over potential queuing at the Jughandle and Route 1 southbound. Queue detectors can be installed at the Jughandle to ensure the queues do not overflow back to Route 1 southbound. Signal coordination along Taunton Street would need to be considered. While queue detectors may help prevent queuing at the Jughandle approach initially, vehicles at the eastbound approach to Route 1 at Route 152 may experience gridlock, which may render queue detection ineffective. Queue detection is a mid-term, medium cost improvement that would reduce the likelihood of southbound rear-end crashes as a result of overflow onto Route 1. o Reposition the loop detectors at the Route 1 northbound and southbound approaches to reflect current 85th percentile speeds. Aligning detector position with current speeds may reduce the likelihood of vehicles being trapped approaching a yellow light while deciding whether or not to accelerate through the intersection or brake for an impending red light, which in turn may reduce rear-end collisions at these approaches. Repositioning the loop detectors is a midterm, medium cost improvement that would reduce the number of rear-end crashes at each approach associated with signal timing. o Replace the confirmation beacon which is currently not working. The traffic signal is maintained by MassDOT District 5, but the pre-emption system is maintained by the Town of Plainville. The Town can replace the beacon and move it to an optimal location. Replacing the confirmation beacon is a short-term, low cost improvement. • Traffic Control Visibility & Alignment The audit team participants suggested the following improvements be evaluated/considered in order to alleviate safety concerns related to signal visibility and alignment at the Route 1/Route 152 intersection. o Evaluate the effect of removing the louvers from yellow and red lights. The louvers on the traffic lights are necessary to shield the lights from inappropriate approaches and provide a clear, non-conflicting message at the intersection. The louvers, however, have been noted as a partial cause for snow build up in the traffic lights. Additionally, the louvers require a tunnel visor that extends around a large portion of the lens and not just over the top, adding to the issue of snow build up in the traffic light. Where louvers are removed, cutaway visors may be used as an alternative to tunnel visors. Removal of the louvers and replacing the tunnel visors with cutaway visors where feasible are short-term, low cost improvements that would reduce crashes associated with poor signal visibility, including red-light running crashes. o Add black visors to increase sun absorption and help melt snow build-up. The current LED lights do not generate the heat required to melt the snow that gets stuck in the light. The black visors may attract enough sunlight to have some effect in melting the snow. Changing the color of the visors is a short term, low cost improvement. This alternative would help in reducing the number of rear-end and angle crashes associated with snow build-up. The use of heaters for the lights should be investigated for use, though heaters have not been used in Massachusetts. Use of the heaters could reduce the amount of snow build up more effectively Page 16 Road Safety Audit—Washington Street (Route 1) at Taunton Street (Route 152)—Plainville, MA Prepared by McMahon Associates, Inc. in the traffic lights, mitigating the crashes associated with the loss of visibility during a snow storm. o Maintain existing LED lights. In the field, the audit team noted that several pixels of the LED lights were out or dull. Ongoing maintenance of these lights to replace dull or broken lights would be an improvement. Maintaining the existing traffic lights is a short-term, low cost improvement that would reduce crashes associated with poor signal visibility, including redlight running crashes. • Pedestrian/Bicycle Accommodations The audit team participants suggested the following improvements be evaluated/considered in order to alleviate safety concerns related to the pedestrian and bicycle accommodations at the Route 1/Route 152 intersection. o Exclusive bicycle lanes. The addition of exclusive bicycle lanes on Route 1 would decrease conflicts between bicycles and vehicles on a high speed roadway. This is a mid-term, medium cost improvement; potential right-of-way impacts may potentially increase the cost and/or timeframe of implementing this countermeasure. o Evaluate the construction of a median break at the Plainridge site. A median break would remove bicycle trips destined from the north to the Plainridge site from the Jughandle and the Route 1/Route 152 intersection. The effects of the skewed geometry and wide multi-lane approaches of the intersection particularly impacts bicycles, which are required to navigate these conditions and make turns at speeds lower than that of vehicular traffic. Constructing the median break is a mid-term, high cost improvement that would reduce left-turning bicycle traffic generated by Plainridge at the Jughandle and the Route 1/Route 152 intersection and reduce potential conflicts with turning vehicles. o As noted, there are minimal pedestrian amenities at this intersection. Several pedestrian amenities could be added, but there are very few pedestrians in this area and the safety benefit would be low as compared to the high cost. There is likely low pedestrian use now because there are no pedestrian accommodations; however, any structural improvements to the intersection will need to consider pedestrian accommodation per MassDOT's Healthy Transportation Policy. Summary of Road Safety Audit A summary of the potential recommendations discussed by the RSA audit team are summarized in Table 3. The recommendations are summarized based on the potential safety payoff, time frame, approximate cost and responsible agency. The safety payoff is a subjective judgment of the potential effectiveness of the safety recommendations listed below. Where McMahon is noted as the responsible agency in Table 3, the corresponding improvements are to be completed as part of the Plainridge Park Casino project. As the design for the Plainridge Park Casino project progresses, a number of the potential improvements mentioned in this RSA could be included in the off-site improvements for that project and will be discussed further as part of that design and review process. Kozsuch, A Road Safety Audit (RSA) is being conducted at the intersection of Route 1 and Route 152 (Taunton Street) in Plainville, MA, in response to comments by the Massachusetts Department of Transportation (MassDOT) during its review of the Final Environmental Impact Report (FEIR) for the Plainridge Park Casino project, and as suggested by the Massachusetts Environmental Policy Act (MEPA) office in its FEIR certificate allowing the project to proceed to the permitting stage. When required at an intersection based on a documented history of crashes, the RSA process is typically undertaken in advance of submission of preliminary engineering plans to MassDOT. The RSA will seek to address safety concerns at the Route 1/Route 152 intersection and includes an examination of crash data at several adjacent intersections, including the Taunton Street/Route 1 Jughandle intersection, which accommodates left and right turns from Route 1 southbound that are currently prohibited at its intersection with Route 152. We note that additional guide signs were added along Route 1 southbound in March 2010 to increase the awareness of the Route 1 jughandle for left and right turns from Route 1 southbound, to reduce illegal turning movements at the Route 152 intersection. Crash data for the past six years (2008-2013) was researched as part of the RSA pre-audit process. Data was collected from the Town of Plainville Police Department, the Massachusetts State Police, and MassDOT sources, when available. MassDOT crash data, which is processed by its Registry of Motor Vehicles (RMV) Division, is only available up to the year 2010; data for the years 2011-2013 is based on crash reports received from the Town of Plainville Police Department and the Massachusetts State Police. For the years 2008-2010, crashes from the MassDOT database and police reports were reviewed. A review of the data for these years found that each source (MassDOT database and police reports) reported a different number of crashes in these years, with some crashes available only in one of the sources, and other crashes available through both sources. Table 1 below summarizes the number of crashes by reporting source for the Route 1/Route 152 intersection. For the years 2009 and 2010, a majority of the crash reports at the Route 1/Route 152 intersection were included in both the MassDOT database and police crash reports. The total number of crashes reported in 2008 is much higher than the number of crashes reported in subsequent years (2009-2013). We note that through the year 2008 and ending early in 2009, civilian-reported crashes were included as part of MassDOT’s database. At that point, there was a change in data collection practices due to limited data entry staff at the RMV Division that resulted in civilian-reported crashes not being included in the MassDOT database. As a result, for a portion of 2009 and the following years, only police reported crashes (local and State Police) are recorded, accounting for the decrease in the overall number of reported crashes.
