On behalf of the City of New Bedford and in conjunction with the Massachusetts Department of
Transportation (MassDOT) Highway Division Safety Section and representatives from other federal, state and local agencies, CDM Smith conducted a Road Safety Audit (RSA) for three intersections as part of the Hathaway Triangle Improvement Project in the City of New Bedford. An RSA is required to be performed during the design process for any MassDOT project that includes a high crash location. The goal of the RSA is to identify safety issues and provide potential enhancements to improve safety for all roadway users. Additionally, the potential enhancements are categorized by timeframe and cost which allows responsible agencies to determine when to make proposed implementations.
CDM Smith conducted the RSA on Wednesday, October 7, 2015. The pre and post audit portions of the
RSA were held at the New Bedford Department of Infrastructure (DPI) office located at 1105 Shawmut
Avenue, New Bedford, Massachusetts. Members of the interdisciplinary audit team discussed safety issues, conducted a site visit and identified possible safety improvements that could be made to the infrastructure and operating conditions of the three (3) subject intersections. The audit team was comprised of members of the local, regional and state agencies ranging from emergency responders to transportation planners and engineers. The members and their affiliations are provided in Table 1.
Audit team members received a meeting packet prior to the RSA including a meeting agenda
(Appendix A), study area details, and detailed crash data. The crash data details and collision diagrams, and graphical representations of the crash data, are provided in Appendix C. The audit members were asked to review the packet and visit the RSA study area prior to the meeting. Project background, general field conditions, crash data and traffic volumes were presented by CDM Smith at the beginning of the
RSA, followed by a field visit to the subject intersections. The audit team finished the meeting by identifying appropriate countermeasures for the safety issues discussed.
The crash data and collision diagrams were based on crashes that were reported by the New Bedford
Police Department and occurred from 2011 to 2013.

The intersections of Hathaway Road, Nauset Street, and Mount Pleasant Street are referred to as the
Franco American Square. According to the Office of Transportation and Planning, Hathaway Road,
Mount Pleasant Street, and Nauset Street are classified as urban minor arterials. Both Hathaway Road and
Mount Pleasant Street are major north-south routes through New Bedford. Hathaway Road runs in close proximity to Route 140 and Route 195. With on and off ramps to Route 140 in close proximity to the intersections involved with this project, these roads are used quite heavily. Hathaway Road has a posted speed limit of 30 miles per hour (mph) within the project, consistent with the speed regulation on file with
MassDOT. The existing sidewalks are in poor condition. Ramps at the intersections and driveways do not meet the current requirements of the Americans with Disabilities Act and Architectural Access Board
(ADA/AAB). The existing crosswalk and stop lines are in poor condition or non-existent. Existing curbing appears to be in good condition and can be retained.
Bicycle accommodations are not provided.
The existing pavement is in fair condition, with rutting noticeable along the Mount Pleasant southbound approach to Nauset Street.

Public bus stops are located along Mount Pleasant Street, although there are no shelters provided within the project limits. An existing rail crossing is located just north of project limits. In the center of the
Franco American Square, there is an old military tank that is maintained by Veterans of Foreign Wars.
This square is owned by the City of New Bedford and is not a recognized park.

There is a Sovereign Bank located at the southeast corner of the intersection of Mount Pleasant Street and
Nauset Street, and a Dunkin Donuts located at the northeast corner of Mount Pleasant Street and
Hathaway Road, along with several other businesses, shops, and restaurants throughout the project limits.

Mount Pleasant Street and Nauset Street
The intersection of Nauset Street and Mount Pleasant Street is under all way stop control. The existing pavement width is approximately 30 feet along Mount Pleasant Street and approximately 38 feet along
Nauset Street. Pavement markings consist of faded double yellow centerlines, stop bars and crosswalks.
No shoulder markings are provided. Cement concrete sidewalks are provided along both sides of the road on all approaches.
Hathaway Road and Nauset Street
The intersection of Hathaway Road and Nauset Street is a three-way “T” un-signalized intersection.
Nauset Street westbound is under stop control, although no STOP sign is present. Hathaway Road northbound and southbound approaches are uncontrolled. Each approach to the intersection consists of one general purpose lane. The existing pavement width is approximately 40 feet along Hathaway Road and approximately 38 feet along Nauset Street. Pavement markings consist of faded double yellow centerlines, stop bars and crosswalks. No shoulder markings are provided. Cement concrete sidewalks are provided along both sides of the road on all approaches.
Mount Pleasant Street and Hathaway Road
The intersection of Mount Pleasant Street and Hathaway Road is a three-way un-signalized intersection.
Mount Pleasant Street northbound is under STOP control, while Hathaway Road northbound and southbound approaches are uncontrolled. Each approach to the intersection consists of one general purpose lane. The existing pavement width is approximately 40 feet along Hathaway Road and approximately 30 feet along Mount Pleasant Street. Pavement markings consist of faded double yellow centerlines, stop bar and crosswalk. No shoulder markings are provided. Cement concrete sidewalks are provided along both sides of the road on all approaches. A Dunkin Donuts is located on the northeast corner of the intersection. In addition, a rail crossing is approximately 175 feet north of the intersection.
The following sections discuss in detail the safety issues and potential enhancements that were identified during the RSA. The safety issues and potential enhancements are separated by location.

According to the MassDOT Interactive Crash Cluster Map
, the intersection of Mount Pleasant Street and Nauset Street is listed as a HSIP Cluster (2010-2012). During the study period as of 2011 –
2013, there were 13 reported crashes. The majority were angle crashes (69 percent – 9 crashes). The remaining crashes included one single vehicle, one sideswipe (opposite direction), one head-on, and one rear-to-rear. Six (6) crashes occurred during either the morning hours of 8-10am or the evening hours of 4-6 pm. All of the crashes occurred during clear weather, while nine (9) involved a dry roadway surface. Please refer to Appendix C for detailed crash information.

Observations:
Motorists approaching the intersection do not always stop.
Several cars were observed treating the STOP signs as yield, causing vehicles to roll through the intersection. Visibility does not appear to be a concern. With a constant flow of traffic, it appears motorists have difficulty in deciding who should go first. In addition, at least one stop sign appeared to be smaller than the rest. A red reflector was only provided on the STOP sign post at the northeast corner of the intersection.

Potential enhancements:
1.
Consider replacing the undersized stop sign with an MUTCD compliant STOP sign;
2.
Consider removing the “4-Way” placards as they are no longer compliant with
MUTCD;
3.
Consider mounting four (4) “All Way” placard underneath each STOP sign;
4.
Consider adding red reflectors to three (3) remaining STOP sign posts.
Observations:
Crosswalks are provided for each approach at this intersection. Apex ramps (one ramp that serves two directions) are located on each corner, although detectable warning panels are not provided.
Potential enhancements:
1.
Consider adding detectable warning panels to existing wheelchair ramps;
2.
Consider constructing two (2) ADA/AAB compliant wheelchair ramps at each corner;
3.
Consider providing new crosswalk and stop markings coinciding with the new wheelchair ramp locations.

Observations:
There are no bicycle accommodations at this intersection. During the RSA, one bicyclist was observed riding on the sidewalk. New Bedford City Ordinance (Sec. 23-11)
states that bike riding is not allowed on sidewalks. As stated in an email from Mass in Motion,
“there are bike path proposals for Shawmut Ave and Hathaway Rd. going into Dartmouth so it would be great to keep this in mind”.
Potential enhancements:
1.
Consider providing a 5-foot shoulder for an exclusive bike lane for each approach to the intersection;
2.
Consider providing paint markings and signage for an exclusive bike lane.
Observations:
Pavement markings are limited to faded double yellow centerlines. Striped shoulders are not provided.
Potential enhancements:
1.
Consider re-striping the double yellow centerlines within the project limits;
2.
Consider providing a striped shoulder along both sides of Nauset Street and Mount
Pleasant Street.
Observations:
Several signs were observed that do not meet MUTCD requirements including “Slow
Children” and “All-Way” placard. In addition, the “No Parking” signs are faded.
Potential enhancements:
1.
Consider removing signs that do not comply with MUTCD;
2.
Consider replacing the faded “No Parking” signs with new signs.

Observations:
There is an existing SRTA bus stop along Mount Pleasant Street just north of the intersection with Nauset Street. The location of the bus stop appears to queue traffic back towards the all-way stop intersection.
Potential enhancements:
1. Consider providing an area where buses are able to pull over in order to maintain the flow of traffic.

During the study period as of 2011 – 2013, there were 12 reported crashes. Half of the crashes were angle crashes (50 percent – 6 crashes). The remaining crashes included three (3) rear ends, two (2) single vehicle, and one sideswipe (opposite direction). Seven (7) crashes occurred during the afternoon hours of 2-6 pm. Half of the crashes occurred during clear conditions, while five (5) occurred during rain or wet pavement conditions. Please refer to Appendix C for detailed crash information.

Observations:
There are three (3) driveways associated with the Hathaway Gas Station located on the southeast corner of the intersection that create very unsafe vehicle movements in the middle of the intersection. Vehicles were observed taking a left onto Hathaway Road from the gas station driveway at the same time a vehicle was observed taking a left onto
Hathaway Road from Nauset Street. Left turn movements from any locations onto
Hathaway Road are difficult due to the heavy traffic flow.

Potential enhancements:
1. Consider eliminating one of the existing driveways – preferably the 35 foot driveway located closest to the intersection with Nauset Street.
Observations:
One crosswalk is provided across Nauset Street. Apex ramps (one ramp that serves two directions) are located on each corner, although detectable warning panels are not provided. It was also noted that level landings are not provided at the wheelchair ramps.
During the RSA, at least two (2) people were observed crossing Hathaway Road just south of the gas station. No crosswalk is provided across Hathaway Road.

Potential enhancements:
1.
Consider adding detectable warning panels to existing wheelchair ramps;
2.
Consider constructing one (1) ADA/AAB compliant wheelchair ramp at each corner
– suggest using the MassDOT standard “’T’ Intersection Wheelchair Ramp in lieu of the apex style;
2.
Consider providing new crosswalk and stop markings coinciding with the new wheelchair ramp locations;
3.
Consider installing a painted crosswalk across Hathaway Road (south of the gas station) for pedestrians to use. If installed, advanced warning signs indicating motorists of the upcoming mid-block crossing as well as signs at the crosswalk should be installed;
4.
Consider the installation of a Rapid Rectangular Flashing Beacon or Pedestrian
Hybrid Beacon (HAWK) across Hathaway Road to warn motorists of an unsignalized crossing location in order to assist pedestrians in crossing the street.
Observations:
There are no bicycle accommodations at this intersection. During the RSA, one bicyclist was observed riding on the sidewalk. New Bedford City Ordinance (Sec. 23-11) states that bike riding is not allowed on sidewalks. (Note the crash reports for this location show a bicycle symbol which is indicative of a crash with a bicyclist. However, the commentary states the crash was with a motorcycle, not a bicycle).

Potential enhancements:
1.
Consider providing a 5-foot shoulder for an exclusive bike lane for each approach to the intersection.
2.
Consider providing paint markings and signage for an exclusive bike lane;
3.
Given the existing roadway width of approximately 40 feet for Hathaway Road, installation of a buffered bicycle lane should be considered. This will allow further separation between motor vehicles and bicyclists along Hathaway Road.
Observations:
Pavement markings are limited to faded double yellow centerlines. Striped shoulders are not provided. Given the width of the existing pavement, it was noted that motorists traveling westbound along Nauset Street sometimes form two (2) lanes at the intersection. One for left turns and one for right turns.
Potential enhancements:
1.
Consider re-striping the double yellow centerlines within the project limits;
2.
Consider providing a striped shoulder along both sides of Nauset Street and Mount
Pleasant Street in order to narrow the travel lanes and discourage two (2) lanes westbound.
Observations:
While a STOP bar is provided at the intersection, there is no stop sign. In addition, the
“No Parking” signs along Nauset Street are faded.
Potential enhancements:
1.
Consider installing a STOP sign for Nauset Street at the northeast corner of the intersection;
2.
Consider replacing the faded “No Parking” signs with new signs;
3.
If a painted crosswalk is installed across Hathaway Road (south of the gas station), advanced warning signs indicating motorists of the upcoming mid-block crossing as well as signs at the crosswalk should be installed.
Observations:
Representatives from the RSA team indicated that speed is an issue along Hathaway
Road. There do not appear to be any speed limit signs within the project area.

Commentary:
The posted speed limit is 30 mph along Hathaway, which appeared to be consistent with the speed study conducted by CDM Smith in 2011. The 85 th
percentile speed ranged from 17 to 37 mph.

The intersection of Hathaway Road and Mount Pleasant Street had reported 9 crashes during the study period. The majority were angle crashes (56 percent – 5 crashes). The remaining crashes included two (2) rear ends, one head-on, and one involving a single vehicle. While five of the crashes occurred during dawn/daylight hours with clear/cloudy weather and dry roadway conditions, the other four crashes occurred during rain or wet pavement conditions. Please refer to Appendix C for detailed crash information.
Observations:
Mount Pleasant Street intersects with Hathaway Road at an acute angle. Motorists often have difficulty trying to take a left turn onto Hathaway Road and are almost forced to make a U-turn to head south along Hathaway. When vehicles are stopped on Mount
Pleasant Street, it is difficult to view traffic traveling northbound along Hathaway Road.
In addition, it is difficult for motorists to know the intended paths of vehicles traveling southbound on Hathaway Road. A left turn signal may indicate turning into either
Dunkin Donuts (see Safety Issue #2) or onto Mount Pleasant Street.
Potential enhancements:
1.
Consider prohibiting left turn movements onto Hathaway Road from Mount Pleasant
Street;
2.
Consider prohibiting southbound movements from Hathaway Road onto Mount
Pleasant Street;

3.
Consider reconstructing the intersection to create a Roundabout.
Observations:
The Dunkin Donuts main driveway is approximately 40 feet north of the intersection.
This Dunkin Donuts is very busy during the morning hours. A police officer is stationed in the parking lot to make sure motorists do not block access to the drive-through. Note the majority of crashes are a result of the driveway entrance. Motorists exiting the driveway add to the congestion at the intersection.
Potential enhancements:
1.
Consider moving the Dunkin Donuts Driveway so it does not interfere with the traffic operations at the intersection;
2.
Consider narrowing the existing driveway opening;
3.
Consider reconstructing the intersection to create a Roundabout.
Observations:
There are no bicycle accommodations at this intersection. During the RSA one bicyclist was observed riding on the sidewalk.
Potential enhancements:
1.
Consider providing a 5-foot striped shoulder for an exclusive bike lane for each approach to the intersection;
2.
Consider providing paint markings and signage for an exclusive bike lane.
Observations:
Railroad tracks are located approximately 175 feet north of the intersection. While there are no gates stopping vehicles along Hathaway Road, flashing lights are provided. By law, any school bus or city bus must stop at the railroad track, open the doors to exit the vehicle, and make sure no oncoming trains are coming. This causes a queue of cars in both directions along Hathaway Road, causing congestion. There is deterioration in the pavement at the crossing, which may add to confusion amongst drivers as they try and maneuver around potholes. This area tends to ice up in the winter months. It was noted that this rail is for freight only, and not heavily used. However, it was mentioned during the RSA that South Coast Rail may use this line in the future; which would add considerably more traffic along the rail line.

Potential enhancements:
1.
Consider installing gates on either side of the railroad crossing to indicate to motorists when the train is coming;
2.
Consider constructing new pavement at the at-grade crossing;
3.
If South Coast Rail begins to use this rail line, consider the installation of a grade separation in order to eliminate conflicts between the rail line and motorists/pedestrians.
Observations:
Pavement markings are limited to faded double yellow centerlines. Striped shoulders are not provided. A painted crosswalk is provided along Mount Pleasant Street at the intersection. There is also a painted mid-block crossing across Hathaway Road. There are no roadway markings on either side of the at-grade railroad crossing.
Potential enhancements:
1.
Consider re-striping the double yellow centerlines within the project limits;
2.
Consider re-striping the existing crosswalks;
3.
Consider providing a striped shoulder along both sides of Nauset Street and Mount
Pleasant Street in order to narrow the travel lanes and help with traffic calming;
4.
Consider providing appropriate roadway markings at the railroad crossing.
Observations:
A STOP bar is provided approximately 25 feet south of the intersection with Hathaway
Road. However, the STOP sign is approximately 40 feet north of the STOP line. There is a “Do Not Pass” sign located on Hathaway Road just south of the intersection with
Mount Pleasant Street. In addition, “No Parking” signs along Hathaway Road and Mount
Pleasant Street are faded. There are no signs installed at the mid-block crossing across
Hathaway Road or in advance. Street name signs are missing at this intersection.

Table 3 lists each safety issue and the corresponding potential safety enhancements that were discussed at the road safety audit and within the previous section. The safety issues and potential safety enhancements are divided by location. For each observed safety issue and potential safety enhancement, the table includes the safety payoff, estimated time frame for completion, estimated construction cost, and the responsible agency. Safety payoff estimates are subjective and may be based on the relative percent of crashes that may be reduced by the enhancement; for example, low (<30 percent), medium (31 percent to
70 percent), and high (>71 percent). The time frame is categorized as short-term (<1 year), mid-term (1 to
3 years), or long-term (>3 years). The costs are categorized as low (<$10,000), medium ($10,001 to
$50,000), or high (>$50,001).
