Background The intersection of Weymouth Street/Pine Street/Sycamore Street in Holbrook, Massachusetts, is listed as a High Crash Location within the Metropolitan Area Planning Council (MAPC) region. The intersection is also listed as #167 on The Massachusetts Department of Transportation’s (MassDOT)list of the 200 Statewide Top Crash Locations from 2009-2011. MassDOT has determined that Highway Safety Improvement Program (HSIP) funding would be allowed for reconstruction of the intersection if a Road Safety Audit (RSA) were conducted and the proposed design incorporated the safety improvements identified in the RSA. The intersection is currently under design (MassDOT Project #607225), but is not currently on the Transportation Improvement Program (TIP). In general, the RSA is intended to identify potential safety improvements that can be evaluated and included as part of the design process for the future reconstruction of the intersection. The short-term, low-cost potential improvements could be considered by the responsible agency for immediate implementation prior to reconstruction, as appropriate. Project Data The audit team conducted an RSA for the intersection of Weymouth Street at Pine Street/Sycamore Street on Friday, September 27, 2013. The RSA agenda appears in Appendix A. Table 1 lists the audit team members and their affiliations. Appendix B provides contact information for all team members. Table 1. Forty-eight crashes were reported, and documented by the Holbrook Police Department, at the intersection from 2007-2012. It should be noted that complete data was only available for the years 2008-2010, so more crashes may have occurred in 2007, 2011, and 2012 than was reported. Of the 48 crashes reported, 39 (or 82%) were angle crashes, three (6%) were single-vehicle crashes, three (6%) were head-on crashes, two (4%) were rear-end crashes, and one (2%) was a sideswipe crash. Thirty-five crashes (73%) occurred in the daylight, and 28 (58%) occurred on dry pavement. Of the 48 crashes, 26 (or 54%) resulted in personal injury. No fatalities were reported. At the time of the audit, Weymouth Street was being resurfaced between the intersection and Route 139, and the south leg of Weymouth Street was closed to through traffic. As a result, the traffic volumes and motorist behavior at the intersection during the audit was likely not representative of the typical conditions at the intersection. However, local representatives were able to provide input relative to typical conditions at the intersection. Appendix C provides the detailed crash data for the intersection. Project Location Description The RSA focused on the intersection of Weymouth Street/Pine Street/Sycamore Street in the Town of Holbrook, as shown in the aerial image in Figure 2. Weymouth Street/Pine Street/Sycamore Street is a two-way stop-controlled intersection. The Weymouth Street eastbound and westbound approaches to the intersection allow for free movement through the intersection, while the Sycamore Street northbound and Pine Street southbound approaches are stopcontrolled. The stop signs appear to be relatively new, and are oversized and equipped with retroreflective tape. The stop condition is reinforced with a flashing red beacon; the Weymouth Street eastbound and westbound approaches are alerted to the intersection by flashing yellow beacons. The overhead flashing beacon at the intersection was upgraded in 2012 with larger, LED lights. The oversized stop signs at the intersection appear to have been placed relatively recently, and are equipped with retroreflective red tape along the post for added visibility. Public works officials attending the RSA stated that these upgrades may have occurred because the signs needed to be replaced after being hit. This intersection is the junction of the following roadways, which are categorized according to MassDOT Office of Transportation Planning functional classifications: Weymouth Street is an urban minor arterial and falls under the Town of Holbrook’s jurisdiction. Weymouth Street runs northeast-southwest between Route 139 (Abington Avenue) to the southwest and the Weymouth Town Line to the northeast, where it becomes Randolph Street. Weymouth Street consists of one travel lane in each direction. Sidewalks are provided along the north side of Weymouth Street. On the day of the audit, Weymouth Street was closed to vehicular traffic for resurfacing west of the intersection, where new sidewalks were also being installed along the south side of the roadway. Dedicated bicycle accommodations are not provided on Weymouth Street. The posted speed limit along Weymouth Street is 35 mph. Pine Street is an urban minor arterial and falls under the Town of Holbrook’s jurisdiction. Pine Street runs northwest-southeast between Weymouth Street and the Braintree Town Line to the northwest. Pine Street consists of one travel lane in each direction. Sidewalks are provided along the west side of the roadway, and narrow shoulders are provided, though they are not consistently wide enough to be considered an adequate bicycle accommodation. The speed limit along Pine Street is 25 mph. Sycamore Street is an urban collector that falls under the Town of Holbrook’s jurisdiction. Sycamore Street runs northwest-southeast between Weymouth Street and Route 139 (Abington Street) to the southeast. Sidewalks are provided along the west side of the roadway, and narrow shoulders are provided, though they are not consistently wide enough to be considered an adequate bicycle accommodation. Road Safety Audit Observations and Potential Enhancements Based on RSA team discussions on Friday, September 27, 2013, the RSA team determined that the intersection of Weymouth Street/Pine Street/Sycamore Street has the following issues that affect safety: 1. 2. 3. 4. 5. Sight Distance; Speed; Signage; Pavement Markings; and Bicycle Accommodations. The following sections describe in more detail the safety issues and potential enhancements identified during the RSA. Several of these issues require further study and engineering judgment to determine the feasibility of implementing enhancements to address them. Sight Distance Observations: The intersection of Weymouth Street/Pine Street/Sycamore Street is located on a crest vertical curve along the Weymouth Street alignment. The resulting steep down grade along Weymouth Street in the easterly direction significantly limits sight lines east of the intersection. Sight lines to the east of the intersection are further obstructed by the presence of vegetation, utility poles, and residential buildings at the northeast and southwest corners of the intersection. Sightlines to the east of the intersection are obscured by a significant vertical curve and, to a lesser extent, overgrown vegetation. Thus, motorists approaching the intersection from Weymouth Street westbound have difficulty seeing other vehicles at the intersection until shortly before arriving at the intersection. Similarly, vehicles waiting at the Pine Street southbound and Sycamore Street northbound stop lines have difficultly determining when it is safe to enter the intersection due to the obstructed sight lines caused by the grade change. Of the 48 crashes reported at the intersection, 39 were angle crashes, including 25 crashes involving Weymouth Street westbound traffic and Sycamore Street northbound or Pine Street southbound traffic. Public safety officials stated that the lack of adequate sight lines to the east of Sycamore Street and Pine Street causes motorists crossing Weymouth Street to focus on Weymouth Street westbound traffic, rather than Weymouth Street eastbound, resulting in crashes with Weymouth Street eastbound vehicles. Fourteen crashes involved Weymouth Street eastbound traffic and crossing traffic from Pine Street or Sycamore Street. Six of the 48 crashes reported at the intersection involved vehicles that failed to stop at a stop sign. This may indicate that Sycamore Street Pine Street and Sycamore Street are stopcontrolled; Weymouth Street allows for free northbound and Pine Street southbound movement through the intersection. vehicles sometimes roll through the stop line into the intersection for better sight lines of Weymouth Street through traffic. Additionally, according to the crash reports, 13 of the 39 angle crashes involved Sycamore Street northbound or Pine Street southbound vehicles that stopped at the stop sign but still collided with Weymouth Street through traffic, indicating that there are Page 8 Road Safety Audit Weymouth Street at Pine Street/Sycamore Street, Holbrook Prepared by Howard/Stein-Hudson Associates, Inc. sight distance issues from the stop lines on Sycamore Street northbound and Pine Street southbound. Three head-on crashes occurred between Weymouth Street eastbound and westbound vehicles. Two of these crashes involved a Weymouth Street eastbound vehicle that was attempting to turn left onto Pine Street. The vertical curve along the Weymouth Street westbound approach may have made it difficult for Weymouth Street eastbound left-turning vehicles to see oncoming traffic. All of the intersection approaches are wide enough to accommodate two vehicles side-by-side. One crash occurred when a Weymouth Street eastbound vehicle passed a stopped eastbound vehicle on the left, assuming it was turning right, but was actually turning left. RSA team members noted that vehicles stopping side-by-side on Sycamore Street northbound or Pine Street southbound may further impact sightlines. Two crash reports stated that snow banks or snow removal equipment near the intersection obstructed sight lines. Clear vegetation, as appropriate, at the northeast and southeast corner of the intersection to improve sight lines. 2. Ensure that snow banks do not obstruct sight lines. 3. Evaluate the appropriateness, per current Manual on Uniform Traffic Control Devices (MUTCD) standards, of implementing four-way stop control at the intersection in the shortterm to reduce the occurrence of angle crashes due to the limited sight distance east of the intersection. Consider the tradeoff between increased safety and decreased intersection operations as a result of requiring Weymouth Street traffic to stop. If four-way stop control is implemented, consider the need to provide “Stop Ahead” (W3-1) signage along all approaches, especially on the Weymouth Street westbound approach, where a stop sign may not be immediately visible to motorists. 4. As part of long-term reconstruction efforts, consider installing a modern roundabout or full signal at the intersection to provide a safe, controlled movement through the intersection and to reduce the occurrence of angle crashes. Consider the tradeoff between increased safety and decreased intersection operations as a result of the implementation of a roundabout, and consider that a signal may not completely eliminate the occurrence of severe angle crashes, as a roundabout would. If a signal is installed, evaluate the placement of the indications with respect the vertical curve to ensure visibility for the Weymouth Street westbound approach. Also consider the need for prohibiting right turns on red on the Pine Street southbound approach, given the lack of sight distance to the east. 5. As part of long-term reconstruction efforts, evaluate the feasibility of lowering the profile of the intersection so that Weymouth Street westbound vehicles are more visible to crossing traffic from Sycamore Street northbound and Pine Street southbound. 6. Consider narrowing the approaches to the intersection using pavement markings, in the shortterm, to show that vehicles are intended to form only one lane. Speed RSA team members stated that vehicle travel speeds along Weymouth Street often exceed the posted speed limit of 35 mph. Weymouth Street eastbound and westbound vehicles are allowed free movement through the intersection, which, according to public safety officials who attended the RSA, can result in high speeds along Weymouth Street through traffic which serves as an important east-west connection through the area between Weymouth and Route 18 to the east and Route 139 to the west. The speed of Weymouth Street traffic can make it difficult to judge an adequate gap for crossing vehicles, especially considering the lack of sight distance to the east of the intersection. Three head-on crashes occurred between Weymouth Street eastbound and westbound traffic; in all three cases, the crash report stated that one vehicle may have been speeding. Travel speed may have also contributed to the three single-vehicle crashes that occurred, all of which involved Weymouth Street eastbound or westbound vehicles. High travel speeds have also contributed to more severe crashes at this location, according to public safety officials. Of the 48 crashes reported at the intersection, 26 resulted in personal injury. Public safety officials attending the RSA stated that it is difficult to enforce traffic violations in the vicinity of the intersection due to a lack of a hidden space to park near the intersection. Enhancements: 1. Consider the use of radar speed signs to alert motorists of their travel speed. 2. Increase police presence near the intersection, where possible, to slow traffic approaching the intersection. 3. As part of long-term planning efforts, consider providing a place for public safety officers to park in order to enforce traffic violations. Signage Observations: Team members observed that the intersection warning signage showing “Warning Intersection Ahead” along the Weymouth Street eastbound and westbound approaches is outdated per current MUTCD standards, and appears to be faded. Enhancements: 1. Replace outdated “Warning Intersection Ahead” signage with MUTCD-compliant diagrammatic intersection warning signage (W2-1) on the Weymouth Street eastbound and westbound approaches. Consider placing intersection warning signage on each side of the approach for emphasis. Outdated signage states “Caution Intersection Ahead” along Weymouth Street eastbound and westbound. Safety Issue #4. Pavement Markings Observations: RSA team members noted that all of the approaches to the intersection have pavement markings reading “SLOW”; however, these markings may not be appropriate on stopcontrolled approaches. Enhancements: 1. Shoulders are generally provided along all approaches, but they are not consistently wide enough to be considered an adequate bicycle accommodation. During the RSA, some bicycle traffic was observed at the intersection. Enhancements: 1. As part of long-term planning efforts, consider the appropriateness of providing bicycle lanes or consistent shoulders for bicycle use along all approaches to the intersection. Recommendations Based on its review of data, on-site field observations and group discussion, the RSA team identified the following possible enhancements that could improve safety at the intersection of Weymouth Street/Pine Street/Sycamore Street. Further study and design work will need to be conducted to determine the feasibility of making some of the improvements. Table 2 summarizes the safety issues, possible enhancements, estimated safety payoff, time frame, cost, and responsibility. Safety payoff estimates are based on engineering judgment and are categorized as low, medium, and high. The time frame is categorized as short-term (<1 year), mid­ term (1 to 3 years), or long-term (typically >3 years). Long-term improvements are typically considered to be substantial improvements with an expected time frame for implementation greater than 3 years. The costs are categorized as low (<$10,000), medium ($10,001 to $50,000), or high (>$50,000). Short-term enhancements include, but are not limited to: � Remove obstructions to sight lines; � Implement four-way stop control at the intersection; � Narrow approaches to one lane using pavement markings; � Reinforce speed limits with signage; � Replace outdated signage; and � Replace “SLOW” pavement markings with “STOP AHEAD” markings on stop-controlled approaches. To enhance the safety of the corridor, the long-term enhancements are to: � Implement a full signal or roundabout at the intersection; � Lower the profile of the intersection; and � Provide bicycle accommodations. It is the responsibility of MassDOT to ensure that the designer incorporates the relevant safety enhancements identified as part of this RSA. The RSA is intended to identify potential safety improvements that can be evaluated and included as part of the design process for the reconstruction. The short-term, low-cost potential improvements could be considered by the responsible agency for immediate implementation, as appropriate.
