Project Data A Road Safety Audit for the intersection of Main Street (Route 28)/Fellsway West at South Street and North Border Road in the Town of Stoneham was held on November 30, 2010 at the Central Elementary School in Stoneham, MA. As indicated in Table 1, the audit team consisted of representatives from State, Regional and Local agencies and included a cross-section of engineering, planning and emergency response expertise. Background The Federal Highway Administration defines a Road Safety Audit (RSA) as the formal safety examination of an existing or future road or intersection by an independent, multidisciplinary team. A Road Safety Audit was conducted for the intersection of Main Street (Route 28)/Fellsway West at South Street and North Border Road. The purpose of the RSA was to identify potential safety issues and possible opportunities for safety improvements at this intersection, considering all roadway users. The Massachusetts Department of Transportation (MassDOT) has previously approved inclusion of some improvements to this intersection through two MassDOT Projects #131511 and #602165. It is possible that some of the long term recommendations proposed in this RSA could be completed through one of these projects, provided there is agreement from the necessary parties. Project Description The intersection of Main Street (Route 28), Fellsway West, South Street and North Border Road, shown in Figure 1, is located in the southern portion of Stoneham. Route 28 forms the north and south legs of the intersection and is signed as Main Street to the north and Fellsway West to the south. Fellsway West is a divided, parkway-style roadway functionally classified as an Urban Principal Arterial and owned by the Department of Conservation and Recreation (DCR). Main Street is owned by MassDOT and is also functionally classified as an Urban Principal Arterial. The north-south Route 28 corridor is an Main Street/Fellsway West at North Border important regional roadway, running Road/South Street essentially parallel to I-93 and connecting (Looking south from Main Street) to I-93 to the south and I-95/Route 128 to the north. It provides access from the highways to Stoneham and to surrounding communities, and serves as an alternate route to the highways during times of heavy congestion. North Border Road forms the western leg of the intersection and South Street forms the eastern leg. Both roadways are classified as an Urban Minor Arterial and both are owned by DCR. North Border Road turns north and provides access to the residential area of Stoneham between I-93 and Main Street. South Street travels eastward, providing access to the Fellsway and providing a connection from Stoneham into Melrose. New South Street connects to Fellsway West approximately 500 feet south of the intersection and to South Street approximately 800 feet east of the intersection, providing a parkway connection between the two roadways and removing northbound right turning traffic from the intersection. Main Street, Fellsway West, North Border Road and South Street form a four-way intersection under traffic signal control. Fellsway West and Main Street both provide two approach lanes and two departure lanes at the intersection, while North Border Road and South Street both provide a single approach lane and single departure lane. There are no exclusive turn lanes at the intersection, and shoulders are narrow to non-existent, with the exception of the northbound Fellsway West approach, which has a marked shoulder approximately eight feet in width. The signal operates under simple two-phase operation, with green time alternating between the northsouth and east-west directions. There is also an exclusive pedestrian phase which is served on pushbutton demand between the north-south and east-west green phases. The signal is owned and maintained by MassDOT. Crosswalks are provided across all four legs of the intersection. Continuous sidewalks are provided on both sides of Main Street north of the intersection and on both sides of North Border Road, as well as on the west side of Fellsway West and on the north side of South Street. Pedestrian traffic from the east side of Fellsway West to the south side of South Street is accommodated by a sidewalk that runs along New South Street between the two roadways. The southeast corner of the intersection has no sidewalk or handicap access ramp, although there are pedestrian signal heads and crosswalks allowing pedestrians to cross from both directions. There are handicap access ramps on the remaining three corners of the intersection. Land use north of the intersection is a mix between commercial and residential. There are residential properties along the north side of both North Border Road and South Street. The southeast corner of the intersection is parkland, and a DCR-operated recreational facility is located on the southwest corner. There is a Mobil gas station on the northeast corner of the intersection and a Friendly’s Restaurant on the northwest corner. Crash data were provided by the Stoneham Police Department and Massachusetts State Police. Operator reports were not included. There were a total of fifteen police reported crashes at the intersection within the period from January 2008 to October 2010. Angle-type crashes were the most prevalent and comprised 53% of the total crashes. Angle crashes were reported in all four directions, with three of the angle crashes were reported as red light running. There were three rear-end crashes at the intersection, two in the northbound direction and one in the southbound direction. There were also two single vehicle crashes at the intersection where a vehicle left the roadway and struck an object on the northwest corner of the intersection, one of which occurred under snowy conditions. Crash data summaries and a collision diagram are included in the Appendix. In addition to the crash data provided by the Stoneham Police Department and State Police, MassDOT Safety personnel noted that the intersection is on their Top 200 list of high crash locations. The intersection ranks 185th on the Top 200 list from 2006 to 2008, with 51 crashes at the intersection and an Equivalent Property Damage Only (EPDO) rating of 111 (see diagram in the Appendix). The EPDO rating is calculated using a weighted system in which fatal crashes are weighted 10 times and injury crashes are weighted 5 times and is based on all located crashes reported into the RMV statewide crash system, including operator (driver) reports. Thirty three (33%) percent of the crashes were angle crashes, of which nearly 80% involved left turning vehicles. Furthermore, nearly 50% of the 2006-2008 crashes involved rear-end crashes, 85% of which were in the north-south direction. Speed regulations maintained by MassDOT Highway Division establish a 35 MPH speed limit for Main Street north of the intersection. Complete speed regulations for Route 28 in Stoneham are included in the Appendix. Audit Observations Following a brief introduction to the RSA process, a summary of crash and speed regulation information and a group site visit, the audit participants were asked to identify potential safety issues and possible opportunities for safety improvements at the intersection of Main Street, Fellsway West, North Border Road and South Street. A summary of those major safety considerations is as follows: Signal Equipment – Safety issues relating to signal equipment were discussed at the audit. o There are no overhead signal heads. Overhead signal heads provide greater visibility for approaching traffic. All approaches have a near side left and a far side right post-mounted signal head. It was noted that the near side left head for North Border Road, located on the northwest corner of the island, is partially blocked by a utility pole. o Vehicle and pedestrian signal heads are misaligned and do not optimally face the vehicle approach or pedestrian crossing they are serving. This was noted for the near side signal head on the Fellsway West approach, located on the southwest corner of the intersection, and for the pedestrian head facing across Main Street on the northwest corner of the intersection. Misaligned pedestrian head on the northwest corner of Main Street/North Border Road o Pedestrian signal heads, pushbuttons and signs are a mix of different styles and sign legends. A pedestrian signal indication on the northeast corner facing Main Street was non-operational. o The pedestrian signal post on the southeast corner is approximately 6’ in height. MassDOT standards call for 8’ posts for pedestrian signal heads. o There are no backplates for vehicle signal heads. Installation of backplates would increase visibility of the signal indications for approaching vehicles. Page 5 Road Safety Audit—Main Street (Rte 28)/Fellsway West at South Street/North Border Road—Stoneham, MA Prepared by BETA Group, Inc. o There are no exclusive left turn lanes or lead/lag phases allowing protected left turns, which could be a factor in the number of left turn angle crashes (approximately 20% of all 2006-2008 crashes) which involved four reported injuries. o There are no functioning loop detectors on the intersection approaches. The signal will serve a fixed green time on each approach in all cycles even if no vehicles are present. There are disconnected loop amplifiers in the traffic signal cabinet, indicating that loops may have been installed in the past. o The all red clearance time at the intersection was set at six seconds, which exceeds guidelines set forth by the Institute of Transportation Engineers (ITE) methodology. A longer than expected clearance time will encourage users familiar with the facility to “cheat” the yellow and all red clearance times. This could be a factor in nearly 50% of the 2006-2008 reported crashes. Clearance times have since been adjusted by MassDOT District 4 personnel to 6 seconds of yellow and 2 seconds of all red, which match their record signal layout. Pavement Markings - Pavement markings are faded at the intersection, which decreases visibility of defined lane use. Lane Configuration/Alignment – Safety issues related to lane configuration were discussed. o Congestion during peak periods at the intersection cause left turning vehicles to queue, impacting operations for through movements and causing drivers to potentially take chances on unacceptable gaps between vehicles in oncoming traffic. o Centerline and edge line (shoulder) markings on the northbound Fellsway West approach shift drivers to the left when compared to the receiving lanes on Main Street northbound on the opposite side of the intersection. A vehicle in the right lane was observed during the audit straddling both lanes, which pushed an adjacent vehicle in the left lane over the centerline into the oncoming southbound travel lane. This situation is exacerbated by the faded pavement markings on the northbound departure lanes. Misalignment of northbound lanes crossing the intersection Page 6 Road Safety Audit—Main Street (Rte 28)/Fellsway West at South Street/North Border Road—Stoneham, MA Prepared by BETA Group, Inc. o The lane widths on North Border Road and South Street may be insufficient to accommodate large trucks; however, it should be noted that trucks are prohibited from these DCR roadways. o The South Street and North Border Road approaches are slightly offset from one another. This requires east-west through vehicles to skew slightly left when crossing the intersection. This is more pronounced for westbound traffic, due to the angle of South Street. Signage – There were some safety issues related to signage at the intersection as it relates to safety. o The D6/D8 guide sign assembly on the southwest corner of the intersection that is intended to direct southbound traffic to I93 is angled so that it faces both westbound and southbound traffic, which may cause confusion for westbound traffic. o There is no R4-7 “Keep Right” sign on the nose of the median island dividing Fellsway West. Westbound approach view of sign (left side) intended for southbound traffic o There is an advance street name sign on the northbound approach between the off-ramp from I-93 and the intersection informing “SOUTH ST/N BORDER RD/NEXT SIGNAL”. There does not, however, appear to be a sign in advance of New South Street directing vehicles to South Street via New South Street. Pedestrian Accommodations – In addition to the pedestrian signal issues noted previously, it was noted that sidewalks and handicap ramps were generally in poor condition and that ramp and sidewalk cross slopes do not meet MassDOT and ADA requirements. Handicap accessible ramps and sidewalks should also be constructed on the southeast corner of the intersection, where no sidewalk is provided today despite the provision of crosswalks and pedestrian signals. Bicycle Accommodations –There is no accommodation for bicycles due to the narrow or non-existent shoulders on all intersection approaches, with the exception of the Fellsway West approach. Curb Cuts – The Mobil gas station on the northeast corner of the intersection has a curb cut on South Street and two curb cuts on Main Street. All entering and exiting movements are allowed at each of Page 7 Road Safety Audit—Main Street (Rte 28)/Fellsway West at South Street/North Border Road—Stoneham, MA Prepared by BETA Group, Inc. the three driveways. It was suggested that the driveway closest to the intersection on Main Street could be converted to one-way or to only allow right turns in and right turns out. Utility Poles – Utility poles are located at the edge of the roadway, which blocks visibility of signs and signals. The utility poles could be relocated to the back of the sidewalk to address the issue. One crash at the intersection involved a vehicle striking a utility pole, but it should be noted that this crash occurred under winter weather conditions. Potential Safety Enhancements After the site visit, audit participants returned to the meeting location to discuss the safety issues and consider improvements. Audit participants were encouraged to consider both short and long term improvements for each issue. Each improvement considered has been categorized as short-term, midterm, or long-term based on the definitions shown in Table 2. Additionally, a cost category has been assigned to each improvement based on the parameters set forth in Table 2. Table 2. Install mast arms and provide overhead signal heads with backplates for all approaches. Overhead signal heads provide greater visibility for approaching vehicles and reduce the potential for a signal head to be blocked by queued vehicles or other ground-level obstacles. This long-term, high cost improvement could be undertaken in conjunction with geometric improvements at the intersection. Realign vehicle and pedestrian heads. The vehicle signal head on the southwest corner facing Fellsway West and the pedestrian signal head on the northwest corner facing across Main Street were misaligned on the day of the audit and should be re-aligned. This short-term, low cost maintenance effort should verify proper alignment of all vehicle and pedestrian signal heads at the intersection. Replace the pedestrian signal post on the southwest corner. This pedestrian signal head was noted as being of substandard height and should be replaced with an 8’ post meeting MassDOT standards. This is a short-term, low cost improvement. Update pedestrian signals, pushbuttons and signs. Pedestrian buttons and signs should be updated so that they are uniform for all crossings at the intersection, and operation and proper illumination of all pedestrian signal heads should be verified. Pedestrian pushbutton placement should be studied to Page 8 Road Safety Audit—Main Street (Rte 28)/Fellsway West at South Street/North Border Road—Stoneham, MA Prepared by BETA Group, Inc. determine if locations meet current ADA requirements. This is a short term, medium cost improvement. Widen the intersection to provide turn lanes with exclusive phasing. This long-term, high cost improvement would widen the intersection to provide exclusive turn lanes on all approaches. Widening on South Street and North Border Road should also provide lane widths wide enough to accommodate large trucks, and should realign South Street and North Border Road to the greatest extent practicable. It is not known if sufficient right-of-way exists, and impacts to abutting properties must also be considered. A functional design report was prepared to investigate the feasibility of widening as a long-term solution. In the short term, MassDOT and DCR should continue to work together to address the potential issues relating to this proposed improvement. Install loop or video detectors, and replace the traffic signal cabinet & controller. There is no existing vehicle detection at the intersection. Loop detectors could be installed in the pavement on all approaches with some associated sidewalk work to allow installation of pullboxes and conduit to tie the loops into the existing traffic signal system. Alternately, video detection could be considered in conjunction with installation of mast arms and overhead signals. Loop detection is a mid-term, medium cost improvement, while video detection would be a long-term, medium cost improvement to be combined with other improvements. The addition of detection equipment would require replacement of the existing traffic signal cabinet and controller. Adjust clearance times. The existing yellow and all red clearance times should be compared to minimum requirements calculated based on the Institute of Transportation Engineers (ITE) methodology. The existing all-red time of six seconds was verified in the controller on the day of the audit and is excessive based on engineering judgment. Timings meeting the ITE methodology should be implemented at the controller. Clearance times have since been adjusted by MassDOT District 4 personnel to 6 seconds of yellow and 2 seconds of all red, which match their record signal layout. This is a short-term, low cost improvement. Potential future improvements should still review and adjust the clearance times as needed. Remove and repaint markings on the Fellsway West approach. Existing centerline and edgeline markings on this approach should be eradicated and the approach should be remarked with lines that more clearly align with the Main Street northbound departure lanes. This is a short-term, low cost improvement. Reapply pavement markings. This is a short-term, medium cost improvement that would reapply all pavement markings at the intersection but also incorporate modifications suggested above for the Fellsway West approach. Install an R4-7 “Keep Right” sign on the nose of the island dividing Fellsway West. This will reinforce the intended traffic operation and increase visibility of the island at night. This is a short-term, low cost improvement. DCR has already fabricated the sign and plans to install it in spring 2011. The sign is currently angled so that it faces both southbound and westbound traffic. This sign is intended for southbound traffic and should be realigned so that it faces southbound traffic and is parallel to North Border Road. This is a short-term, low cost improvement. It was noted during the audit that this sign will be replaced as part of an ongoing sign replacement project on I-93; however, realignment of the existing sign should take place in the interim Construct sidewalks and handicap access ramps on the southeast corner. This short-term, medium cost improvement would provide handicap access on the southwest corner, where none exists today. This can be done independent of sidewalk upgrades elsewhere at the intersection. Reconstruct sidewalks and handicap access ramps. This long-term, high cost improvement would replace sidewalks and wheelchair ramps on all four corners, providing ramps that meet MassDOT and ADA requirements for cross slopes. Widen shoulders to provide bicycle accommodation. This long-term, high cost improvement can be completed independently but should be considered in conjunction with other proposed roadway widening efforts. Minimum 4-foot shoulders are required on all streets to meet MassDOT’s standard for bicycle accommodation. Investigate access for curb cuts. It was noted by audit participants that both the Mobil gas station and the Friendly’s restaurant have two driveways on Main Street and vehicles exiting the driveway closest to the intersection may interfere with through traffic if they attempt to cross a travel lane. It was suggested that these driveways be converted to allow right turns in and out only, preventing vehicles from crossing conflicting traffic. This is a short-term, low cost improvement. Relocate utility poles to the back of sidewalk. This is a long-term, high cost improvement that would provide greater offset between the edge of the travel lane and the utility poles. It should be noted that utility poles are typically placed in the grass strip today, and that this improvement should only be undertaken if sidewalks are reconstructed and widened so that utility poles can be located in the sidewalk and still maintain 36” horizontal clearance, as required by ADA and MassDOT. Summary of Road Safety Audit Table 3 summarizes potential recommendations discussed by the audit team. The recommendations are categorized based on the potential safety payoff, as well as by time frame and cost. The safety payoff is a qualitative judgment of the effectiveness of the potential safety improvements. Each recommendation has states whether MassDOT or DCR would be responsible for implementing the recommended improvement. Participants are encouraged to come with thoughts and ideas, but are reminded that the synergy that develops and respect for others’ opinions are key elements to the success of the overall RSA process. • After the RSA meeting, participants will be asked to comment and respond to the document materials to assure it is reflective of the RSA completed by the multidisciplinary team.
