Background The four-way intersection of Main Street (Route 28) and Hopkins Street in the Town of Reading operates under two-way STOP sign control. The intersection has been determined by the Massachusetts Department of Transportation (MassDOT) to be on the top 5% high crash list for the Boston Region MPO, and any intersection safety improvements may qualify for funding under the Highway Safety Improvement Program (HSIP). The intersection is located just north of the Route 128/Route 28 interchange, between the adjacent traffic signalized intersections of Main Street at South Street, approximately 650 feet to the south and Main Street at Summer Street, approximately 1200 feet to the north. The study intersection is shown in Figure 1, Locus Map. In response to the high incidence of crashes at this intersection, MassDOT has initiated a safety improvement project and this Road Safety Audit (RSA) is included in the project’s design scope of services. A RSA is a process which identifies safety improvements that will reduce not only the number of incidences but also their severity. This RSA at the intersection of Main Street and Hopkins Street identifies potential safety enhancements that will be evaluated for inclusion in the project design documents. It may also be possible for the roadway owners to implement the short term, low cost fixes in advance of the long range design project. Project Data The audit team members and their affiliations that participated in the RSA meeting for the intersection of Main Street and Hopkins Street are listed in Table 1. The RSA meeting was held on Tuesday April 9, 2013 at the Community Meeting Room of the Reading Police Department located at 15 Union Street in Reading. Table 1. The RSA meeting agenda is provided in Appendix A and the audit team contact information is provided in Appendix B. Prior to the actual RSA meeting on April 9, 2013, the audit team was provided with collisions diagram and traffic volume data at the intersection of Main Street and Hopkins Street. Before attending the RSA, the participants were encouraged to conduct their own site review of the intersection to become familiar with the safety issues to be discussed. The intersection collisions diagram was reconstructed from a review of crash records provided to MassDOT by the Reading Police Department. The records cover the period from May 2006 through December 2012 (2009, 2011, and 2012 were not complete years) during which time a total of 50 crashes were reported at the intersection. The great majority of accidents were of two types: 58% (29 of 50) were the angle type accident and 28% (14 of 50) were the rear-end type accident, representing 86% (43 of 50) of all accidents. There were no fatalities and approximately one third (16 of 50) of the accidents involved personal injury. In general, many of the accidents occurred during daylight hours under clear weather and dry road surface conditions. Traffic volume data provided to the participants included automatic traffic recorder (ATR) counts collected for all intersection approaches and turning movement counts (TMC) collected during the morning and evening peak hours. The morning peak hour occurred between 7:30 AM and 8:30 AM and the evening peak hour occurred between 4:45 PM and 5:45 PM. The traffic distribution is predominantly in the southbound direction in the morning peak hour and predominantly in the northbound direction in the evening peak hour. The ADT traffic on Main Street north of the intersection is approximately 19,400 vehicles. The west leg of Hopkins Street is the higher volume street with an ADT of approximately 2,800 vehicles. Project Location and Description The four-way intersection of Main Street and Hopkins Street is located just north of the Route 128/Route 28 interchange. It is located between the two traffic signalized intersections of Main Street at South Street, approximately 650 feet to the south and Main Street at Summer Street, approximately 1200 feet to the north. The study intersection is shown in the aerial view Figure 2. Main Street (Route 28) is orientated in a north south direction and has a functional classification as an Urban Principal Arterial as categorized according to the MassDOT Office of Transportation Planning. The posted speed limit in the vicinity of the study intersection is 40 miles per hour in both directions. This section of roadway is under the jurisdiction of the MassDOT. Route 28 is a four-lane roadway and no shoulder through the intersection with two general purpose lanes in both the northbound and southbound directions. The east leg of Hopkins Street intersects Main Street at a right angle and has a functional classification as an Urban Minor Arterial. The west leg of Hopkins Street intersects Main Street at a skew in a somewhat northwesterly to southeasterly direction. Hopkins Street is under the Town’s jurisdiction. The Hopkins Street eastbound and westbound approaches are under STOP sign control. The approaches do not align directly opposite each other but are slightly offset so that through vehicles traveling westbound must turn right and then immediately turn left to continue the through movement. This movement is further pronounced by a delta shaped island on the west leg approach that channels the entering and exiting traffic. The eastbound through movement requires a somewhat similar maneuver. However, because there is no island separation at the east approach the offset is of less distance making the vehicle travel path more of a diagonal movement and not a right and left. It is unclear to the RSA team members if this through movement is allowed. Both the eastbound and westbound approaches are signed for right turn only (although the TMC and other observations indicates that some vehicle do make left turns). The eastbound and westbound approaches are both one-lane. Road Safety Audit: Observations and Potential Safety Enhancements After the audit team participated in the RSA site visit on April 9, 2013, the audit team members returned to the meeting room at the Reading Police Department and a group discussion was held on the various safety issues that were observed to have an impact on the intersection safety. The safety issues that were observed and discussed include: 1. Access to/from nearby driveways. 2. Offset alignment (Hopkins Street approaches). 3. Offset alignment (Main Street approaches). 4. Poor visibility of intersection (Main Street approaches). 5. Diagonal pedestrian cross walk for Main Street. 6. Skew alignment of west leg of Hopkins Street hinders visibility. 7. Location of Utility poles. 8. “Courtesy” type crashes due to congestion. 9. Roadway curvature north of the intersection. 10. Visibility to the north from the eastbound Hopkins Street approach. 11. Emergency vehicle access. Each of the safety issues listed above is described in more detail in the following paragraphs along with the potential enhancements discussed during the RSA. Observed Safety Issue # 1- Access to/from nearby driveways: The Main Street and Hopkins Street intersection is abutted by commercial activity at all four corners with a number of driveways within close proximity to the intersection. A restaurant at the southeast corner has a driveway on Main Street and one on Hopkins Street. A service station with a convenience store and a Dunkin’ Donuts at the southwest corner has two wide driveways on Main Street. A Meineke repair shop at the northeast corner has two driveways on Main Street and two driveways on Hopkins Street. A strip mall at the northwest corner has an “in” and an “out” driveway on Main Street. Although the strip mall Page 5 Road Safety Audit Main Street (Route 28) and Hopkins Street, Reading, MA Bayside Engineering, Inc. and the service station have faded “in” and “out” arrows marked on the driveway pavement, there is no signage to reinforce this restricted use. A RSA team member noted one small sign in the strip mall indicating the parking lot circulation pattern but due to the narrowness of the lot it would be difficult for vehicles travelling in the wrong direction to turn around. Town officials familiar with the location have stated that drivers do not obey the intended “in” and “out” use. The collisions diagram illustrates six accidents involving vehicles exiting the service station and strip mall driveways at the “in” side of the driveway, closest to the actual intersection. This creates a bigger issue because exiting vehicles need to cut across two lanes of traffic. There were five angle crashes exiting the service station, three of which were described as “courtesy crashes”. “Courtesy crashes” are further described under Observed Safety Issue #8. In addition to the six crashes at the driveways described above, two rear end crashes on Main Street involved vehicles that had exited the service station driveway turning left and striking a stopped vehicle waiting to turn left onto Hopkins Street. Potential Safety Enhancements: 1. Review and evaluate possibility to adjust driveway location (further from the intersection), width and/or closure. In particular, two driveways were focused on during this discussion. The service station “in” driveway which appears to be excessively wide and very close to the intersection and one of the Main Street driveways into the Meineke repair shop which is almost located at the northeast corner apex. If the study intersection is signalized, this driveway will fall within the intersection area. 2. Install signage at the “in” and “out” only driveways so that drivers are encouraged to obey intended usage. 3. Enforce the intended “in” and “out” use of the designated driveways. The Town officials were unclear if this usage was part of the site plan approval process. Review conditions of site plan approval. 4. Restrict left turns in and/or out of driveways. This is a more dramatic option that would not be favorable with the business owners and should only be considered when and if enforcement of other options has failed to reduce the number of accidents. Observed Safety Issue # 2 – Offset alignment (Hopkins Street approach): The east leg of Hopkins Street and the west leg of Hopkins Street are offset and do not align directly opposite each other. Additionally, the west leg of Hopkins Street intersects Main Street at a severe skew, forming a “Y” type intersection instead of the more typical “T” type intersection. Both the Hopkins Street eastbound and westbound approaches are signed for right turn only. Town officials stated the signs were installed to address the crash issue. The issue is that drivers do not obey the signs; especially westbound drivers, as many were recorded turning left onto Main Street southbound. The collisions diagram shows four angle type crashes of westbound vehicles crossing all four lanes of traffic and four angle type crashes of eastbound vehicles attempting to turn left or going straight. Potential Safety Enhancements: 1. Improve signage and pavement markings. Existing signage is not standard and somewhat confusing, especially in the eastbound direction. Pavement arrow markings are faded in the eastbound direction and non-existing in the westbound direction. 2. Provide increased enforcement of the restricted movements. 3. Install intersection traffic signal control that will allow the intersection to operate without restricted movements, such as providing split phasing for the Hopkins Street approaches. Observed Safety Issue # 3 – Offset alignment (Main Street approaches): The offset alignment, in addition to safety concerns for vehicular movements along Hopkins Street, causes other safety concerns with left turn vehicles on Main Street. Unlike a typical four-way intersection where left turn vehicles turn left in front of each other, left turn vehicles at this location must pass each other in order to turn left onto the side street. If or when more than one left turn vehicle queues in each direction, a grid-lock condition is created unless a driver in the queue allows the left turning vehicle to “cut through”. These left turn vehicle queues in the left lane cause rear end type collisions with through vehicles. The offset side street alignment has resulted in the potential for more “courtesy crashes” on Main Street. The collisions diagram illustrates that five (5) of the eight (8) angle crashes between the southbound left turn vehicles and the northbound through vehicles were noted as courtesy crashes. Page 7 Road Safety Audit Main Street (Route 28) and Hopkins Street, Reading, MA Bayside Engineering, Inc. Potential Safety Enhancements: 1. Realign the side street approaches to face each other. Although this is the most obvious solution, it is the most difficult to implement due to the severe impacts. The side streets cannot be alignment without major redesign that will require significant land acquisitions affecting a number of businesses and homes. 2. Consider providing protected left turn lane for storage of left turn vehicles waiting to turn thus removing them from the travel path of through traffic. This may be done by either widening the roadway to add lane capacity which will require land acquisition or changing one of the two travel lanes in each direction on Main Street to a designated left turn lane thus reducing through lane capacity which will cause a significant drop in the intersection level of service. 3. Install traffic signal control, if warranted, and provide protected advance phase in peak direction based on time of day or provide split phasing for Main Street. 4. It was suggested a three lane cross section be considered with the third (center lane) being the left turn lane. Further review of this option (after the audit meeting), concludes this operation only works under traffic signal control and with split phasing on Main Street. This operation is similar to the split phase operation with the four lane cross section that can achieve a better level of service. Observed Safety Issue # 4 – Poor visibility of intersection (Main Street approach): Travelling along Main Street northbound and southbound, it is difficult to discern the Hopkins Street intersection with Main Street. The features that typically make drivers aware of an intersection are difficult to see or notice and the side street appears almost like a driveway. It was pointed out that this is particularly true of the street signs not being readily visible due to their location as well as the reddish color (Reading Red) blending in with the surroundings. Relocate street signs so they are more visible by drivers on Main Street. 3. Consider changing the color of the street signs. 4. Install traffic signal control, if warranted. Observed Safety Issue #5 – Diagonal pedestrian cross walk for Main Street: Pedestrian accommodations at the intersection include cross walks across both the Hopkins Street approaches and a diagonal cross walk across Main Street, from the northeast corner to the southwest corner of the intersection. This was discussed as not the typical condition and is a concern because it introduces more pedestrian/vehicular conflicts. A pedestrian crossing at the diagonal cross walk must look and find a sufficient gap in vehicles arriving from both Main Street approaches as well as both Hopkins Street approaches (which are all required to make a right turn in the direction of the cross walk). Potential Safety Enhancements: 1. A pedestrian crossing warning sign and downward arrow plaque is located at the pedestrian crossing, facing only northbound traffic. It was discussed that improved signage should be installed that include fluorescent yellow advance warning signs and pedestrian crossing signs with arrow plaque for Main Street in both directions. 2. Install new cross walk pavement markings to replace existing, which over time have become faded, so they are more visible to drivers. 3. Consider the feasibility of relocating the Main Street cross walk from its current diagonal location to perhaps the northerly approach (appeared to be more favorable to the audit team). Although this appeared to be favorable, the sight distance along Main Street needs to be checked due to the roadway curvature approaching the intersection in the southerly direction. 4. Install traffic signal control, if warranted, and provide a protected pedestrian actuated crossing phase with pedestrian housings and push buttons. Observed Safety Issue # 6 – Skew alignment of west leg of Hopkins Street hinders visibility: Hopkins Street eastbound intersects Main Street at a skew forming a “Y” shaped intersection. A delta shaped island at the intersection channels traffic entering Hopkins Street in the northwesterly direction. As a result of intersection alignment, vehicles from Hopkins Street approaching Main Street where they must turn right are facing in a southerly direction and must turn completely around to look left in the Main Street northerly direction to check for on-coming vehicles. The ability to turn around sufficiently is a difficult and awkward maneuver and can result in limiting a driver’s visibility of on-coming traffic. This issue may have contributed to the pedestrian accident and may be contributing to the rear end and angle type crashes. Potential Safety Enhancements: 1. Consider changing the intersection alignment to form more of a “T” type alignment or one that will not align the vehicle entering the intersection from Hopkins Street in such an extreme direction and therefore make the ability to look for on-coming traffic easier for the driver. 2. Installation of traffic signal control, if warranted, will assign right of way for each approach and therefore eliminate this issue. It will be necessary to post no right turn on red under this condition. Observed Safety Issue # 7 – Utility pole location: It was noted during the site visit that the utility poles are located in the sidewalk very close to the back of curb along the east side of Main Street. It was suggested these poles may be obstructing or hindering a driver’s visibility when looking southbound entering the intersection from the east leg of Hopkins Street to turn right onto Main Street. A team member witnessed a vehicle pulling out into Main Street a few feet and stop in order to see. Where possible, consider feasibility of relocating the utility poles located along the south leg of the Main Street intersection away from the edge of the road to remove the sight line obstruction facing drivers approaching from the east leg of Hopkins Street. 2. Installation of traffic signal control, if warranted, will assign right of way for each approach and therefore eliminate this issue. Observed Safety Issue # 8 – “Courtesy” type crashes due to congestion: Audit team members from MassDOT Safety discussed and noted on the intersection Crash Data Summary Table that this location experiences a high number of “courtesy” crashes at driveways and at Hopkins Street. That is, crashes resulting when a driver (who is not involved in the crash) yields the right of way to another driver who hits or is hit by a third vehicle who did not see the on-coming vehicle or did not yield right of way. These type crashes appear to be common due to the intersection congestion, the offset alignment of Hopkins Street and high number of turning maneuvers into or out of the many driveways nearby the intersection along an undivided multi-lane roadway. Potential Safety Enhancements: 1. Installation of intersection traffic signal control, if warranted, will assign right of way and therefore help and improve this issue. However, careful evaluation of adjacent driveways is critical since there will be queues along Main Street where there were never before. Observed Safety Issue # 9 – Roadway curvature north of the intersection: It was discussed by the audit team that a couple of the crashes on the Crash Data Summary Table were described by the driver as failing to negotiate the slight curve approaching the intersection southbound. A review of this shows a slight curve in the road estimated to be approximately 150 feet north of the intersection. The Main Street profile through this curve area is on an upgrade, further complicating the roadway conditions. It was suggested that advance warning signing or horizontal alignment warning signing be installed to make drivers aware of the road conditions and the curvature more visible. 2. Install new pavement markings to replace existing pavement markings that have faded and worn out over time. Observed Safety Issue # 10 – Visibility looking north from the eastbound Hopkins Street approach: Visibility looking north from eastbound vehicles approaching on Hopkins Street is difficult and somewhat restricted by the Hopkins Street intersecting skew and by the Main Street horizontal curvature. 1. Realign the roadway and the intersection to improve both the skew and the curvature. Again, this is the most obvious solution but also the most difficult to implement due to the severe impacts. 2. Installation of traffic signal control, if warranted, will assign right of way for each approach and therefore eliminate this issue. Observed Safety Issue # 11 – Emergency vehicular access: Although not specifically observed during the RSA site visit, Town of Reading Fire Chief stated that in response to emergencies Hopkins Street is one of the primary access routes to Main Street and other areas in the southern end of Town. Emergency vehicles require the ability to proceed in both the north and south directions on Main Street from Hopkins Street. Potential Safety Enhancements: 1. Installation of intersection traffic signal control, if warranted, with emergency pre-emption equipment that will provide pre-emption phase for all approaches. Summary of Road Safety Audit The RSA team identified several safety issues and potential safety enhancements for the intersection of Main Street and Hopkins Street based on their on-site field observations, the meeting discussion and a review of the available data. The safety improvements, as is typical, vary from low cost quick fixes to significant improvements with higher costs and a long range time frame to implement. Table 2 lists each safety issue and potential safety enhancement discussed during the audit. For each safety issue, the potential safety enhancement is described; its potential safety payoff, the estimated time frame for completion, the estimated construction cost, and the responsible agency are noted. Safety payoff estimates, categorized as low, medium or high, are subjective and based on engineering judgment and past experience. The time frame is categorized as short-term (<1 year), mid-term (1 to 3 years), or longterm (>3 years). The costs are categorized as low (<$10,000), medium ($10,001 to $50,000), or high (>$50,001).
