Background
The Federal Highway Administration (FHWA) defines a Road Safety Audit (RSA) as the formal safety
examination of an existing or future road or intersection by an independent, multidisciplinary team. The
purpose of an RSA is to identify potential safety issues and possible opportunities for safety
improvements considering all roadway users. This RSA evaluates the intersections of Brimbal Avenue
and Sohier Road at the Access Road adjacent to Route 128 connecting the two roadways. A safety audit
was scheduled for these intersections as part of the required MassDOT design process for the two high
crash locations.
A key objective of the RSA is to identify both short-term and long-term safety improvements that can be
made at the subject intersections. It was discussed during the audit that there is a proposed design in place
(currently being developed by Jacobs Engineering) to reconfigure the two intersections into a pair of
roundabouts; the design plans are currently in the 25% design stage. This design was discussed during the
audit meeting, and is also discussed later in this report. The potential safety improvements identified
during this RSA can be evaluated and included as part of future improvement efforts at the intersection,
either independent of or in collaboration with adjacent private development efforts.
Project Data
A Road Safety Audit was completed for the intersections of Brimbal Avenue and Sohier Road at the
Access Road adjacent to Route 128 between the two roadways in the City of Beverly on July 30, 2014.
The agenda for the RSA meeting held at the Beverly City Hall is provided in Appendix A of this report.
As shown below in Table 1, the audit team consisted of a multidisciplinary team with representatives
from state, regional and local agencies providing expertise in the engineering, planning, maintenance and
emergency response fields. Contact information for the RSA attendees is provided in Appendix B of this
report.

Within the email invitation sent on July 25, 2014 to each participant in the RSA, background material was
provided. This information included collision diagrams, MassDOT crash data summaries, and speed
regulations for the study area roadways. During the RSA meeting, these materials were reviewed as a
group prior to the field visit to the intersections. During the RSA field visit, various safety issues were
observed and identified. Following the RSA field visit, the team returned to City Hall to discuss
additional concerns and potential solutions for the existing safety issues.
Project Location and Description
As shown in Figure 1, Brimbal Avenue and Sohier Road are connected by an Access Road that is
approximately 550 feet long and intersects both respective roadways to form a pair of three-way
intersections, just south of Route 128. Brimbal Avenue is a two-lane urban minor arterial that runs
north/south beyond the intersection. To the north of the Access Road, Brimbal Avenue is under
MassDOT jurisdiction, and to the south it is under City of Beverly jurisdiction. The lanes on Brimbal
Avenue are 12 feet wide with approximately one-foot wide shoulders for both northbound and
southbound approaches and approximately five-foot wide sidewalks on both sides of the roadway. There
is a crosswalk across Brimbal Avenue approximately 125 feet south of the Access Road. The posted
speed limit along Brimbal Avenue is 35 mph in the vicinity of the intersection in either direction.
Sohier Road is a two-lane roadway that begins at the Route 128 ramps to the north and extends south
through the City of Beverly. Sohier Road is classified as an urban minor arterial under MassDOT
jurisdiction to the north of the Access Road as the road forms from the Route 128 ramps. South of the
Access Road, it is under City of Beverly jurisdiction. Sohier Road is median divided north of the Access
Road with approximately 20-foot wide lanes that feed into Route 128. To the south, Sohier Road is a twolane, two-way roadway with approximately 18-foot wide lanes and approximately one-foot wide
shoulders on either side of the roadway with a sidewalk present on the eastern side of the road.

The Access Road connecting the two roadways provides one lane of travel in either direction and is
median divided. As mentioned previously, the roadway is approximately 550 feet in length and connects
Brimbal Avenue to Sohier Road. There is a sidewalk present on the southern side of the road.
The intersections of Brimbal Avenue and Sohier Road with the Access Road create three-legged
intersections on either side of the Access Road. Both of the intersections are unsignalized with the
movements on Brimbal Avenue and Sohier Road having the right-of-way and the Access Road operating
under stop control. The right turns at both intersections are channelized. Right-turning vehicles entering
the Access Road from either side are under yield control. Vehicles exiting the Access Road via the
channelized right turns are stop controlled.
The area surrounding the audit intersections primarily consists of commercial and retail land uses. To the
east of the intersections are the Vittori-Rocci Post as well as a medical facility, which has a site driveway
on Brimbal Avenue adjacent to the Access Road. To the west, there is an industrial facility that is
accessed from Sohier Road south of the Access Road. To the north is Route 128 and on- and off-ramps,
and to the south there is undeveloped land and a small residential area. Audit participants noted that a
potential retail development has been proposed for the undeveloped land south of the Access Road.
Crash data was received from the City of Beverly Police Department for the years 2010-2013 and for the
beginning of 2014. Based on this data, there were a total of 21 crashes reported from the beginning of
2010 through 3/18/2014 at the Sohier Road/Access Road intersection. Of the 21 crashes that occurred in
the time period reviewed, 15 crashes were angle collisions between northbound through vehicles and
southbound left-turning vehicles. Additionally, the majority of the crashes occurred in the winter months.
Though winter weather was only noted for a single crash, the majority of crashes occurred after dark.
There were a total of 28 crashes reported from the beginning of 2010 through 4/17/2014 at the Brimbal
Road/Access Road intersection. Of the 28 crashes that occurred in the time period reviewed, there are
several different crash types and directions, as seen in the crash diagram, though the majority of the
crashes were angle collisions. Detailed crash diagrams are provided in Appendix C.

Audit Observations
During the RSA meeting prior to the field visit, a brief introduction of the RSA process and a summary of
traffic volumes and crash information were presented to the audit participants. Following this brief
presentation, the members of the audit team were asked to discuss the existing issues that may affect
safety at the intersections of Brimbal Avenue and Sohier Road at the Access Road. The audit team then
visited the site as a group, at which time observations of various safety concerns and deficiencies were
identified and documented. Provided below is a list of the safety concerns that were identified during the
RSA:
• Roadway Conditions
Brimbal Avenue and Sohier Road
oThe audit team members noted that the pavement at either location was rutted along the
Access Road and the pavement surface was worn adjacent to the intersections of Sohier Road
and Brimbal Avenue at the Access Road. Audit team members could not recall the last time
the intersections were repaved. Though no accidents were directly caused by the worn
pavement, three crashes were rear-end collisions under wet roadway conditions where a worn
pavement surface could have contributed to the driver’s inability to stop.
oThe stop lines from the Access Road to
Brimbal Avenue and Sohier Road are
faded so that they are no longer present at
either approach. This may be a
contributing factor at either intersection to
the number of angle collisions involving
vehicles exiting from the Access Road.
oPavement markings for lane designation
and lane designation signage are not
present at either intersection. Without the

• Roadway Alignment & Intersection Geometry
Brimbal Avenue and Sohier Road
oThe surrounding interchange with Route 128 is not a standard configuration; the Access Road
links the Route 128 southbound ramps on Brimbal Avenue (north of the audit study area)
with Sohier Road, which intersects the Route 128 northbound ramps and has the right of way
over drivers traveling to Brimbal Avenue from Route 128. There is approximately 500 feet
between the off-ramp from Route 128, measured from the exit gore, and the intersection of
Sohier Road and the Access Road. For vehicles exiting Route 128, this intersection is

approached very quickly. In addition, there is a sign approximately 50 feet north of the
Access Road to make a left turn to access the North Shore Music Theatre and additional
guide signage present at the Access Road (one of which is blocked by adjacent trees), but
little guidance provided in advance of the Access Road for vehicles exiting from Route 128
northbound. This may contribute to drivers making a quick decision to turn left at the Access
Road from Route 128 northbound. For a driver unfamiliar with the area, it may be difficult to
make a turning decision in a short amount of time. It was also noted in the discussion of
issues that the vehicles exiting the highway and making the southbound left turn onto the
Access Road often do not yield to the northbound through traffic, which may be a
contributing factor to the 15 southbound left turn crashes at this location.
oAudit participants also commented on the
general layout of the intersections and that
the median divide and entry points to the
Access Road from Brimbal Avenue and
Sohier Road may be confusing, which may
be a factor in angle collisions. Vehicles
were observed passing the entrance to the
Access Road traveling northbound on
Brimbal Avenue and turning left into the
channelized right turn lane for southbound
vehicles. It was also observed that vehicles

Access Road. In addition, a vehicle was also observed passing the channelized northbound

Brimbal Avenue
oOn Brimbal Avenue, there is no northbound left turn lane for vehicles turning onto the
Access Road. It was observed in the field that the northbound through is often close to this
vehicle and needs to make a quick stop. While this was not a cause of any crashes reported, it
could present future safety concerns based on field observations. It was also noted by an audit
team member during field observations that several vehicles making the northbound left onto
the Access Road from Brimbal Avenue stop early to allow the vehicle exiting the Access
Road to enter Brimbal Avenue. This was noted as a contributing factor to a rear-end collision
on Brimbal Avenue for northbound through vehicles.
oThere are several wide curb cuts along Brimbal Avenue adjacent to the Access Road. As seen
in the crash diagram, there are six crashes that are a result of vehicles accessing/exiting these
driveways. There are also vehicles parked along Brimbal Avenue, including a large truck
observed in front of the Sunoco station, and a large shrub adjacent to the gas stations to the
south that obstruct sight lines for vehicles exiting these adjacent driveways and may be a
contributing factor to the crashes at these locations.
Sohier Road
oThe channelized right turn from Sohier Road northbound to the Access Road has a very wide
turning radius and a noticeable superelevated grade, allowing a higher speed turn, and is yield

controlled as it enters the Access Road. There is also poor sight distance due to the adjacent
tree line as vehicles travel around this ramp. This higher speed turn may be a contributing
factor in the rear-end crashes at the yield onto the Access Road.
• Traffic Conditions/Control
Brimbal Avenue and Sohier Road
oA major issue discussed by the audit team members on both Brimbal Avenue and Sohier
Road is vehicle speed. Vehicles traveling on Brimbal Avenue are moving quickly and are
densely spaced, allowing very few gaps for vehicles exiting the Access Road to Brimbal
Avenue. This influences drivers to risk accepting smaller gaps in traffic that are insufficient.
Speed is also an issue for drivers exiting Route 128 to Sohier Road. Vehicle speeds are fast
and drivers are rapidly making the left turn onto the Access Road. These high speeds
contribute to the high number of angle collisions at either location. Additionally, it was noted
by the audit team that several of the weather related crashes may be due to the high speed of
vehicles in poor weather conditions.
oAudit participants noted that the adjacent North Shore Music Theatre, located to the northeast
of the study area, as seen in Figure 2, creates an influx of traffic during shows. The theater
draws a regional crowd and is accessed from the south via the Route 128 off-ramp to Sohier
Road and the Access Road to Brimbal Avenue. Several of the most popular shows occur
during the Christmas holiday season. Many of the drivers may not be familiar with the unique
geometry of these two intersections, which may contribute to the high number of crashes
during the winter holiday months.
oAt times when there is a large event at the North Shore Music Theatre, queues on Brimbal
Avenue northbound often extend beyond the Access Road. Depending on the size of the
event (600+ tickets, as referenced by the police representative) through ticket sales, a police
detail may be required to facilitate traffic at this location to manage the large volume of event
traffic.
Brimbal Avenue
oIt was observed in the field that there is a
considerable amount of queueing that
occurs on the Access Road for the
eastbound left turn onto Brimbal Avenue.
Due to high traffic volumes, vehicles
appear to experience a considerable
amount of delay and, as a result, queues
form along the Access Road. It was also
observed that the eastbound right turn
onto Brimbal Avenue was blocked by the
queue while the audit team was in the
field. These conditions likely add to driver

oAdditionally, due to the queueing and vehicle delays at this location, several vehicles were
observed bypassing the queue by means of a left turn from the channelized right turn lane
onto Brimbal Avenue. Vehicles were also observed turning right and making a U-turn via an
adjacent parking lot to then travel northbound on Brimbal Avenue to avoid making the left
turn, which may be a contributing factor to the six crashes along Brimbal Avenue that
occurred along driveways south of the Access Road.
o
Sohier Road
oNorthbound on Sohier Road approaching
the Access Road, there are guide signs to
direct traffic to Route 128 that are visible,
but there is no signage to direct vehicles
to Brimbal Avenue. This portrays the
message that vehicles are committed to
accessing Route 128 and subsequently,
vehicles are making U-turns on Sohier
Road, which has resulted in two crashes
during the analyzed period.
oIt was noted by the audit team that the
Guide signage on northbound Sohier Road
intersection of Sohier Road and the
Access Road has the most traffic in the
early evening. Additionally, it was discussed that several vehicles utilize this interchange
from Route 128 to avoid the upstream intersection with Route 1A, which is heavily
congested. This increase in volumes from Route 128 may contribute to the number of angle
crashes involving vehicles exiting Route 128.
• Visibility & Alignment

oIt was noted during the field review that the
regulatory signs at either intersection
appear to be too small for the roadways.
This may have an effect on the visibility of
these signs by drivers.
Brimbal Avenue
oAt the intersection of Brimbal Avenue at
Sight distance looking north at Brimbal
the Access Road, it was heavily discussed

by the audit team that there is poor sight
distance for vehicles exiting the Access
Road looking north. It was observed in the field that sight distance to the north is blocked by
vegetation and signage in the adjacent median and obstructed by the vertical profile of the
adjacent overpass further north. It was discussed in the meeting that there is an Adopt-aVisibility site program from MassDOT where businesses are able to advertise on a part of a

state highway, such as a median, if they maintain and landscape the area. Part of the scope of
work detailed for this program requires “clearing safety sightlines on entryways and exits” as
part of vegetation management. It should also be noted that MassDOT allows the Town to
control these medians and determine who adopts them. This issue of sight distance causes
drivers to inch into the intersection, which may be a contributing factor in the eight angle
collisions that occurred.
oIn addition to the vegetation obstructing sight lines at the Brimbal Avenue/Access Road
intersection, there are also signs that add to the sight obstructions. One of the signs is a dated
guide sign providing direction to Route 128 northbound towards Gloucester. There is newer
guide signage for the same movement provided on the right hand side of the roadway. This
additional duplicate signage clutters the
intersection and diminishes sight lines to
the north.
oThere is a food vendor parked along
Brimbal Avenue adjacent to the Rocci
Post during weekday lunchtime periods
whose food truck obstructs sight lines for
vehicles exiting the northern driveway at
the Rocci Post and also generally adds a
distraction to drivers at this location,
which may add to rear-end collisions
along Brimbal Avenue.

Sohier Road
oAudit participants noted that there are no street lights present at the intersection of Sohier
Road and the Access Road. This may be a contributing factor to the high number of crashes
that occur in the evening at this location.
• Pedestrian/Bicycle Accommodations
Brimbal Avenue and Sohier Road
oThere are no bicycle accommodations present on any of the study area roadways.
Brimbal Avenue
oAlthough there are no pedestrian crashes on Brimbal Avenue, the crosswalk is located to the
right of a channelized right turn, which may not be the ideal location based on the amount of
right-turning traffic observed during the field review. Additionally, it is located next to a curb
cut which is a source of additional conflicts directly adjacent to the crosswalk.
Sohier Road
oThere is no pedestrian connection across Sohier Road from the Access Road sidewalk.

Potential Safety Enhancements
After the site visit, audit participants returned to Beverly City Hall to discuss the safety issues and
consider various improvements. The audit participants were encouraged to consider both short and long­
term improvements for each of the existing safety issues. Each improvement considered has been
categorized as short-term, mid-term, or long-term based on the definitions shown in Table 2.
Additionally, a cost category has been assigned to each improvement based on the parameters set forth in
Table 2.

The audit team participants suggested the following improvements to be evaluated or considered in order
to alleviate safety concerns at the intersections of Brimbal Avenue and Sohier Road at the Access Road.
The suggested improvements listed below should not be viewed as a comprehensive list, as additional or
different measures that were not discussed during the RSA that accomplish the same goals should also be
evaluated or considered.
• Roadway Conditions
The audit team participants suggested the following improvements be evaluated/considered in
order to alleviate safety concerns related to the roadway conditions at the Brimbal Avenue and
Sohier Road intersections:
Brimbal Avenue and Sohier Road
oRepave rutted pavement. In several locations in the area reviewed, pavement was distressed
and rutted or the pavement surface was worn. Repaving these intersections would be
beneficial to decrease the number of crashes that can be attributed to poor weather conditions
as vehicles slide on the worn or distressed pavement and would be a mid-term, medium-cost
improvement.
oReapply Pavement Markings. Stop lines were faded and difficult to see. Restriping these lines
would be an improvement. This would be a short-term, low-cost improvement.
oApply Pavement Markings. Pavement markings for lane designation were not marked on the
roadway. The addition of these pavement markings at the Brimbal Avenue intersection would
be beneficial in enforcing the right and left turn lanes. Additionally, it would also be an added
safety improvement to include yield striping to supplement yield signs, particularly at the
northbound right turn at the Sohier Road location. This would be a short-term, low-cost
improvement.

• Roadway Alignment & Intersection Geometry
The audit team participants suggested the following improvements be evaluated/considered in
order to alleviate safety concerns related to the existing roadway alignment and intersection
geometry of the Brimbal Avenue and Sohier Road intersections:
Brimbal Avenue and Sohier Road
oReconfigure intersections as a pair of roundabouts. It was discussed during the meeting that
there is a proposed design in place (currently being developed by Jacobs Engineering) to
reconfigure the two intersections into a pair of roundabouts. Both roundabouts provide a
single lane within each roundabout and bypass lanes at all approaches (except for the
southbound approach at Brimbal Avenue); an audit participant noted that the adequacy of the
roundabouts’ lane configurations could not be assessed by the audit team without knowledge
of design volumes and truck percentages. Approximately 75 feet south of the proposed
Brimbal Avenue roundabout, there is a median break to allow left turns into the Rocci Post
site. The design also incorporates improvements along Brimbal Avenue to the south of the
proposed roundabout, including bicycle amenities along the western side of the roadway and
three southbound left turn lanes into adjacent driveways, as well as one northbound left turn
lane into a proposed driveway that has been incorporated into the design plans.
The proposed roundabouts would minimize the number of angle crashes that are prevalent at
either intersection, reduce travel speeds on Sohier Road and Brimbal Avenue, and provide
left turn lanes for curb cuts along Brimbal Avenue. As previously noted, vehicle speeds are
an issue, particularly on Brimbal Avenue and on the Route 128 off-ramp approaching Sohier
Road. The pair of roundabouts would slow down traffic at both locations as noted in the
roadway alignment improvements. The design plans are currently in the 25% design stage.
The proposed roundabouts would help to minimize delay from the Access Road to Brimbal
Avenue and Sohier Road and subsequently minimize impacts from queueing. There would,
however, be an increase in delay on both Brimbal Avenue and Sohier Road, as they will also
be yield controlled entering the roundabouts.
During the meeting, RSA participants noted several concerns with the proposed roundabout
design. At the Brimbal Avenue roundabout, the proposed left-turn access to the Rocci Post
from southbound Brimbal Avenue is approximately 75 feet south of the roundabout and may
cause conflicts for vehicles exiting the roundabout and continuing through onto Brimbal
Avenue. It was also noted that the distance between the two roundabouts is approximately
300-350 feet and that impacts from queueing along the Access Road are a concern.
Additionally, the left turning traffic on Brimbal Avenue at this location will be required to
cross two lanes of northbound traffic adjacent to the roundabout, where vehicles may be
queued in the inner lane, potentially preventing a driver from seeing a vehicle in the outer
lane.
There was also a concern expressed over the addition of southbound left turn lanes along
Brimbal Avenue, which may minimize rear-end crashes involving left-turning vehicles, but
may make it more difficult to turn left from the adjacent driveways along Brimbal Avenue.
An improvement identified to help mitigate this condition involved signalization of the
adjacent intersection of Brimbal Avenue at Herrick Street, which would help meter traffic
and create gaps for vehicle to exit from driveway along Brimbal Avenue. An additional
improvement was noted that would restrict the driveways to a right turn only condition,

requiring vehicles to U-turn via the adjacent roundabout at Brimbal Avenue; this
improvement could be evaluated at a later date if a crash pattern develops for vehicles turning
left out of the site. Under this condition, additional analysis would be required by the designer
to determine if the proposed roundabout has adequate capacity for this reassignment.
At the Sohier Road roundabout, several issues were raised by the audit team. The larger radii
of both the roundabout and the northbound channelized right turn allow higher vehicle
speeds; one audit participant specifically noted that a reduction of the roundabout radius
should be considered with regard to speeds, deflection, and accommodation of larger design
vehicles. Since the proposed roundabout is in the approximate location of the existing
intersection, there is still limited time available for drivers exiting from the Route 128
northbound off-ramp to determine which lane to choose. Additionally, the southbound queues
at the off-ramp approach to the roundabout will reduce this time and also may cause stopping
sight distance problems as vehicles travel around the curve of the off-ramp; one audit
participant suggested that the Access Road be relocated further south to provide additional
separation from Route 128. The proposed overhead guide signage on the Route 128
northbound off-ramp is obstructed by the existing signage, and the proposed striping on the
off-ramp creates a lane decision point that is close to the exit ramp gore. These issues raised
concerns from members of the audit team about whether adequate perception/reaction time is
provided for drivers exiting Route 128 northbound to safely choose their correct lane.
oIncrease median width at the intersections and decrease channelization. The medians taper to
allow channelization of turns, but it creates a confusing roadway layout. Removing left turn
channelization from the Access Road to Sohier Road and widening the median at this
location will reduce confusion caused by the unique geometry. This would be a mid-term,
medium-cost improvement. Alternatively, an interim improvement would be to restripe the
median and channelizing islands to provide better definition of turning lanes; this would be a
short-term, low-cost improvement.
Brimbal Avenue
oAdd a northbound left turn lane on Brimbal Avenue. To help protect the northbound left turn
movement from conflicts with northbound through movements, a northbound left turn lane
could be considered. There was a discussion among team members, however, that allowing
the northbound through movement to be free of conflicts may further degrade operations for
the eastbound left turn from the Access Road. This would be a long-term, medium-cost
improvement.
oCurb cut consolidation along Brimbal Avenue. There are several curb cuts adjacent to the
intersection with the Access Road, including a driveway accessing the Rocci Post directly
across from the Access Road that create conflicts. Consolidating the driveways would reduce
these conflicts and the angle collisions that have resulted from these conflicts. This would be
a long-term, medium-cost improvement that will require cooperation from abutting land
owners.
Sohier Road
oReduce right turn radius for Sohier Road northbound right turn. Reducing the northbound
right turn radius at this location would help minimize vehicle speeds as vehicles approach the

yield to the Access Road and subsequently help reduce rear-end collisions at this location.
This would be a long-term, high-cost improvement.
• Traffic Conditions/Control
The audit team participants suggested the following improvements be evaluated/considered in
order to alleviate safety concerns related to the existing traffic control at the Brimbal Avenue and
Sohier Road intersections:
Brimbal Avenue and Sohier Road
oIncrease police enforcement. Increasing the police presence at these locations to monitor and
enforce speeds limits and correct both lane utilization and improper turning movements
would help reduce crashes related to speed at either intersection. This would be a short-term,
low-cost improvement.
oCoordinate with North Shore Music Theatre to educate patrons and manage traffic. With the
regional draw of traffic generated by the theater, it would be beneficial to educate patrons on
accessing the theater at the time of ticket sales. This would be a mid-term, low-cost
improvement.
oAdd police enforcement during large events at the North Shore Music Theatre. Adding police
officers to manage the large volumes of traffic that may come with a large event would help
reduce driver confusion by providing direction, reduce high speeds through enforcement,
balance delays within the audit study area, and manage queues on the Access Road to allow
officer control at the intersection of Brimbal Avenue at the Access Road. This would be a
short-term, low-cost improvement.
Brimbal Avenue
oAdd lane utilization signage at Brimbal Avenue/Access Road intersection. There is an
existing problem with vehicles making a left turn or traveling through from the eastbound
right turn lane to Brimbal Avenue. The addition of lane utilization signage and regulatory
signs restricting the lane to right turns would help reduce this problem. This is a short-term,
low-cost improvement.
oIncrease police enforcement of right turn only lane. Adding additional police details would
further enforce the right turn only regulatory signage at the channelized right turn from the
Access Road to Brimbal Avenue. This would be a short-term, low-cost improvement.
Sohier Road
oInstall guide signage to Brimbal Avenue from Sohier Road. Adding additional signage would
help inform drivers that Sohier Road is not ending onto Route 128 and that Brimbal Avenue
can be access. This would help reduce the U-turns occurring on Sohier Road. This would be a
short-term, low-cost improvement.
oInstall signage, flashing beacons, or rumble strips on Route 128 off-ramp. The addition of
advanced warning signage supplemented with flashing beacons or transverse rumble strips
for additional attention will help alert drivers that they are exiting the highway to a closely

spaced intersection. Signage can indicate that there is an intersection ahead and to slow down.
While the transverse rumble strips would help to alert drivers, noise impacts should also be
considered. Each of these measures would be a short-term, low-cost improvement; if all
measures are implemented together, the implementation package would be a short-term,
medium-cost improvement.
• Visibility & Alignment
The audit team participants suggested the following improvements be evaluated/considered in
order to alleviate safety concerns related to traffic control visibility and alignment as well as
general visibility at the Brimbal Avenue and Sohier Road intersections:
Brimbal Avenue and Sohier Road
oUpdate regulatory signs to the appropriate size. It was noted that some of the stop signs and
other regulatory signs are not the appropriate size for the roadway on which they are located.
It would be a short-term, low-cost improvement to replace the existing signs with
appropriately sized signs.
Brimbal Avenue
oRemove or trim vegetation at Brimbal Avenue. Currently there is vegetation blocking sight
lines to the north at the Brimbal Avenue/Access Road intersection at the channelizing islands
and along Brimbal Avenue north of the Access Road. In addition, there is a large shrub north
of the Sunoco gas station that also obstructs sight distance. The median is maintained by
sponsors as part of the Adopt-a-Visibility program. It would be a short-term, low-cost
improvement to contact the sponsors and the gas station owner to remove or trim the
vegetation so it no longer obstructs sight lines. Comments from the City Engineer that were
received after the audit meeting indicate that the City of Beverly DPW is coordinating with
the owner of the Sunoco gas station and the city’s Adopt-a-Visibility program coordinator to
address these issues.
oSign consolidation at Brimbal Avenue. There are dated guide signs that add to the sight
obstructions for the eastbound traffic at Brimbal Avenue. The guide sign on the channelizing
island should be removed, as there is a new guide sign on the western side of Brimbal
Avenue directing traffic to Route 128 northbound. Removal of the outdated guide sign would
be a short-term, low-cost improvement.
oRelocate food vendor truck and/or restrict parking. It would be an improvement to sight lines
on Brimbal Avenue to relocate the vendor truck into an adjacent parking lot or to another
location by restricting parking along Brimbal Avenue and enforcing the restriction.
Restricting parking on Brimbal Avenue will also eliminate sight distance issues with other
vehicles parked further south for vehicles exiting driveways. This would be a short-term, lowcost improvement.
Sohier Road
oInstall Lighting. The majority of the crashes at Sohier Road occurred when the roadway was
dark. During the audit, it was noted that there are no street lights in the area. It would be an

improvement to add appropriate lighting at this location. This would be a mid-term, mediumcost improvement.
• Pedestrian/Bicycle Accommodations
The audit team participants suggested the following improvements be evaluated/considered in
order to alleviate safety concerns related to the pedestrian and bicycle accommodations at the
Brimbal Avenue and Sohier Road intersections:.
Brimbal Avenue
oAdd exclusive bike lanes/cycle track to Brimbal Avenue. As noted on the roundabout design
plans, a cycle track is planned along the western side of the roadway. With or without the
proposed design, a cycle track could be included on Brimbal Avenue to facilitate bicycle
traffic and minimize conflicts with motor vehicles. This would be a long-term, high-cost
improvement.
oRelocate the crosswalk spanning Brimbal Avenue further south to avoid conflicts with the
channelized right turn from the Access Road as well as adjacent driveways. An engineering
study may be required to determine an optimal location; therefore, this is a mid-term, low
cost improvement.
Sohier Road
oAdd exclusive bike lanes on Sohier Road. It was noted by the audit team during the field
review that the width of Sohier Road is excessively wide (approximately 40 feet). In an effort
to minimize lane widths, a bike lane could be installed in either direction as right of way
allows. This would be a mid-term, low-cost improvement.
Summary of Road Safety Audit
A summary of the potential recommendations discussed by the RSA audit team are summarized in Table
3. The recommendations are summarized based on the potential safety payoff, time frame, approximate
cost and responsible agency. The safety payoff is a subjective judgment of the potential effectiveness of
the safety recommendations listed below. Where Project is noted as the responsible agency in Table 3,
the corresponding improvements are to be completed as part of the roundabout project.

Vehicle 2 traveling North on Brimbal Ave. attempting a left turn onto Sohier
Rd. collided with Vehicle 1 traveling South on Brimbal Ave.
Vehicle 1 traveling South on Brimbal Ave. collided with Vehicle 2 attempting
a left turn from Sohier Rd. onto Brimbal Ave.
Vehicle 1 traveling South on Brimbal collided with Vehicle 2 attempting to
enter traffic on Brimbal Ave. from Sohier Rd.
Vehicle 1 Traveling North on Brimbal Ave. collided with Vehicle 2 attempting
to exit the Sunoco Gas Station.
Motorcyclist 1 traveling North on Brimbal Ave. was cut off by Vehicle 2
making a left into 133 Brimbal Ave. to turn around. Motorcyclist 1 collided
with Vehicle 2.
Vehicle 2 traveling South on Brimbal Ave. collided with Vehicle 1 attempting
a left turn onto Brimbal Ave. from Sohier Rd.
Vehicle 2 rear ended Vehicle 1 at the stop sign on Sohier Rd. at Brimbal
Ave.
Vehicle 1 attempted a U turn off the roadway and failed to yield to right of
way when re entering the roadway and collided with Vehicle 2.
Vehicle 2 was stopped to turn left into Shell Gas when Vehicle 1 rear ended
Vehicle 2.
Vehicle 1 stopped at the stop sign on Sohier Rd. attempting to turn left onto
Brimbal Ave. pulled out in front of an Ambulance. The ambulance could not
stop in time and collided with Vehicle 1.
Vehicle 1 after stopping at the stop on Sohier Rd. did not look left and
proceeded onto Brimbal Ave. where Vehicle 2 collided with Vehicle 1.

conditions.

with Vehicle 1.
