Background The Federal Highway Administration defines a Road Safety Audit (RSA) as the formal safety examination of an existing or future road or intersection by an independent, multidisciplinary team. The purpose of an RSA is to identify potential safety issues and possible opportunities for safety improvements considering all roadway users. A Road Safety Audit was scheduled for Lincoln Street (Route 70) from Marsh Avenue to Amesbury Street because the corridor is scheduled for reconstruction, and intersections within the project limits are identified as high crash locations both on the statewide Top 200 list and within the Central Massachusetts Regional Planning Commission (CMRPC) region. The reconstruction of Lincoln Street from Marsh Avenue to Amesbury Street (MassDOT File No. 605055), referred to as Phase II, is currently funded through the 2015 Central Massachusetts Municipal Planning Organization (CMMPO) Transportation Improvement Program (TIP) and seeks to extend improvements completed in 2011 on Lincoln Street from Dixon Avenue to Marsh Avenue, including the I-290 ramps. The RSA is intended to identify potential short and long term safety improvements that can be made at the intersections, which can then be implemented through general maintenance for short term low cost improvements or incorporated into the Phase II reconstruction project to the greatest extent practicable. Project Description Lincoln Street, shown in Figures 1 and 2, is an Urban Minor Arterial under City of Worcester jurisdiction. Lincoln Street carries Route 70 north from the City’s downtown core through a partial interchange with I290, providing access to large and small retail establishments within the project area. Route 70 departs Lincoln Street and follows Boylston Street north through part of Shrewsbury towards Boylston and Clinton. Lincoln Street within the project area follows a general east-west alignment, and continues southeasterly from the Lincoln Street/Boylston Street intersection towards a full interchange with I-290 and into Shrewsbury. Boylston Street carries Route 70 north of Lincoln Street and is also functionally classified as an Urban Minor Arterial. All other intersecting side streets within the study area are classified as local roads. The intersections and cluster areas included in the audit are discussed in detail below. Lincoln Street/Beverly Road/Marsh Avenue/Corning Avenue Lincoln Street at Beverly Road, Lincoln Street at Marsh Avenue, and Lincoln Street at Corning Avenue are three closely spaced intersections at the western limit of the study area. The intersection of Lincoln Street at Beverly Road is a signalized intersection with Beverly Road approaching from the north. The intersections of Lincoln Street with Marsh Avenue and Corning Avenue are both unsignalized intersections with the side street under STOP sign control. It was noted that Marsh Avenue was previously signalized along with Beverly Road, but was removed from signal control as part of improvements completed in 2011. Lincoln Street in the vicinity of Beverly Road, Marsh Avenue and Corning Avenue provides two lanes in each direction, with turns accommodated from a lane shared with through vehicles. The traffic signal provides protected/permissive phasing for the left turn from Lincoln Street eastbound to Beverly Road. Beverly Road provides a two lane approach at Lincoln Street with marked left and right turn lanes. Marsh Avenue and Corning Avenue each provide a single lane approach to Lincoln Street. A “Do Not Block Intersection” sign is located on Lincoln Street westbound in advance of Corning Avenue, with an adjacent faded stop bar across the westbound lanes. Lincoln Street westbound at Beverly Road Sidewalks are provided along both sides of Lincoln Street in the vicinity of Beverly Road, Marsh Avenue and Corning Avenue, and along both sides of Beverly Road north of Lincoln Street. A crosswalk is provided across Lincoln Street west of Beverly Road, and pedestrian pushbuttons activate an exclusive pedestrian phase. Traffic operations and the crash history of the area are significantly impacted by the adjacent commercial businesses, which include a Gulf gas station with convenience store on the northeast corner of the Lincoln Street/Beverly Street intersection, Crown Fried Chicken restaurant on the south side of Lincoln Street across from Beverly Road, and an oil change facility, bank and auto service center on the south side of Lincoln Street near Marsh Avenue. Crash data based on the Worcester Police Department crash reports submitted to the RMV and summarized by MassDOT show 37 crashes occurred for the three year period from 2010 through 2012. A crash data summary and a collision diagram are included in the Appendix. The most prevalent crash type were angle crashes, comprising 41% of total crashes. The majority of angle crashes involved vehicles entering or exiting businesses along Lincoln Street, including eight entering or exiting the Gulf station. Three crashes involved vehicles turning left from Lincoln Street eastbound to Beverly Road, which may indicate vehicles taking chances on unacceptable gaps during permissive operation. Several crashes at the intersection were cited as courtesy crashes, which are common on four-lane roadways. The term references the courtesy shown by a mainline driver who stops to give the right-of-way to a turning or entering vehicle, contrary to the rules of the road. Rear-end crashes were also common in the area, with five eastbound and eight westbound crashes of this type. Rear-end crashes may be related to sun glare on the east-west Lincoln Street corridor, but may also be the result of varying levels of adherence to yellow and red clearance intervals. Four sideswipe crashes Page 4 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. occurred in the vicinity of Beverly Road, with three eastbound and one westbound. Two of the eastbound sideswipe crashes and five crashes overall were attributed to or related to road construction. The segment of Lincoln Street from Bates Avenue to Corning Avenue ranks 33rd on MassDOT’s statewide list of Top Crash Intersections from 2008 to 2010. The MassDOT ranking is based on the number and severity of crashes in MassDOT’s database which can be georeferenced to a cluster area around the intersection, which is why it includes multiple side street intersections. This cluster area experienced 72 crashes in the three year period, with 21 of the 72 crashes involving an injury. The ranking is based on a weighted system which calculates the Equivalent Property Damage Only (EPDO) rating of the intersection. Fatal crashes are weighted 10 times and injury crashes are weighted 5 times. There were no fatal crashes in the area in the study period. Lincoln Street/Goldthwaite Road/Trinity Avenue Lincoln Street, Goldthwaite Road and Trinity Avenue form an offset 4-legged intersection under traffic signal control, with Goldthwaite Road approaching from the north and Trinity Avenue approaching from the south. The offset nature of the two side streets creates a wide intersection for approaching Lincoln Street traffic, and the placement of existing mast arms between the two side streets may mistakenly indicate to drivers that the side street on their right, after the mast arm, is not part of the signalized control. Lincoln Street eastbound at Goldthwaite Road Lincoln Street continues to provide two lanes in each direction in this area, with turns accommodated from a lane shared with through vehicles. Goldthwaite Road provides a left turn lane and a right turn lane at Lincoln Street, while Trinity Avenue provides a single lane approach. The traffic signal provides protected/permissive phasing for the left turn from Lincoln Street eastbound to Goldthwaite Road. Traffic operations and the crash history of the area are significantly impacted by the adjacent commercial businesses, which include a Shell gas station with convenience store on the northwest corner and a Walgreens on the northeast corner of the of the Lincoln Street/Goldthwaite Road intersection, a Taco Bell on the south side of Lincoln Street opposite Goldthwaite Road, and a CVS on the south side of Lincoln Page 5 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. Street east of Trinity Avenue. It was noted that the Walgreens driveway onto Lincoln Street is restricted to right turns in and out, since it was constructed after the City enacted more stringent access regulations. Left turns to and from Walgreens must enter and exit via Goldthwaite Road. Sidewalks are provided along both sides of Lincoln Street and along both sides of Goldthwaite Road and Trinity Avenue departing the intersection. Crosswalks are provided across both side street approaches and across Lincoln Street on the outside legs of the intersection. A pushbutton activated exclusive pedestrian phase is provided. Crash data based on the Worcester Police Department crash reports submitted to the RMV and summarized by MassDOT show 34 crashes occurred for the three year period from 2010 through 2012. A crash data summary and a collision diagram are included in the Appendix. The intersection is identified as a high crash location within the CMRPC region. Half of all crashes were angle crashes, twelve of which involved vehicles entering or exiting adjacent businesses. Seven crashes involved vehicles entering or exiting the CVS, with five of the seven occurring between a vehicle turning left out of CVS and an eastbound through vehicle. Three crashes occurred between a vehicle turning left from Goldthwaite Road and a westbound through vehicle, which may indicate that clearance times for Lincoln Street are inadequate. The crash history of the intersection exhibits trends that are common along the corridor. Seven crashes at the intersection were identified as courtesy crashes. Four crashes were related to construction in the area. Ten rear-end crashes occurred at the intersection, with six eastbound and four westbound. Two sideswipe crashes occurred, one eastbound and one southbound on Goldthwaite Road. Lincoln Street/Lincoln Plaza/Country Club Boulevard The next cluster of intersections traveling eastbound includes the two signalized driveways to Lincoln Plaza on the south side of Lincoln Street, and a signalized intersection with Country Club Boulevard which approaches from the north. Country Club Boulevard provides access to retail developments which includes Kohl’s, Bob’s Discount Furniture and Savers, while Lincoln Plaza includes Target, Lowe’s and Stop and Shop as major tenants. Country Club Boulevard also provides the primary access to a development of condominiums and apartments. The western intersection of Lincoln Street and Lincoln Plaza is a signalized intersection with Lincoln Street providing two through lanes in each direction and an exclusive left turn lane westbound. The Lincoln Plaza driveway approach provides two lanes, with a left turn lane and a shared left and right turn lane. It was suggested that existing detection may not be working in the right lane due to long wait times on the day of the audit. Sidewalks are provided along both sides of Lincoln Street and along the east side of the Lincoln Plaza driveway. Crosswalks are provided across the west leg of Lincoln Street and the Lincoln Plaza leg, and an exclusive pedestrian phase is activated by pedestrian pushbutton. Lincoln Street eastbound at Lincoln Plaza west driveway Lincoln Street eastbound continues to provide two through lanes, with an exclusive left turn lane at Country Club Boulevard. Lincoln Street westbound provides two through lanes and a dedicated right turn lane, while the Country Club Boulevard approach provides two left turn lanes and a right turn lane. Sidewalks are provided across both sides of Lincoln Street and Country Club Boulevard, although it was noted that the downhill grade of Country Club Boulevard may present challenges to wheelchair-bound pedestrians. Crosswalks are provided across the Country Club Boulevard leg and the eastern Lincoln Street leg. An exclusive pedestrian phase is activated by pedestrian pushbutton. A stairway on the south side of Lincoln Street opposite Country Club Boulevard provides pedestrian access to Lincoln Plaza, although it was noted that the stairwell is located on the opposite side of the intersection from the crosswalk across Lincoln Street. The eastern intersection of Lincoln Street and Lincoln Plaza is a signalized intersection with Lincoln Street providing three eastbound through lanes, with right turns to the plaza accommodated from a shared right lane. Lincoln Street westbound provides two through lanes and two left turn lanes. The Lincoln Plaza approach provides a three lane approach, with two left turn lanes and a right turn lane. The three eastbound through lanes drop to two lanes just east of the plaza driveway, with minimal lane merge signage. Sidewalks are provided along both sides of Lincoln Street and along both sides of the Lincoln Plaza driveway. Crosswalks are provided across the south and east legs of the intersection, and an exclusive pedestrian phase is activated by pedestrian pushbutton. Lincoln Street eastbound at Lincoln Plaza east driveway The existing traffic signals from Beverly Road west to the intersection at the eastern driveway of Lincoln Plaza were noted to be hardwire interconnected and coordinated. Audit participants suggested that coordination may not be working as intended. Crash data based on the Worcester Police Department crash reports submitted to the RMV and summarized by MassDOT show 49 crashes occurred for the three intersections combined during the three year period from 2010 through 2012. A crash data summary and a collision diagram are included in the Appendix. The most prevalent crash type were rear-end crashes, comprising 45% of all crashes. Ten rearend crashes occurred eastbound, eight westbound and one southbound on Country Club Boulevard. 29% of the crashes were angle crashes, with five occurring between an eastbound through vehicle and a vehicle departing the western Lincoln Plaza driveway. Six angle crashes occurred between a westbound through vehicle and a vehicle turning left from Country Club Boulevard. Angle crashes between vehicles at signalized intersections can indicate issues related to clearance times, but can also be an indicator of aggressive behavior due to driver frustration. The signal heads facing westbound traffic show a green arrow during a right turn overlap phase with the Country Club Boulevard approach, and the descriptions of crashes at this location indicate that westbound drivers may be confused and assume that the Page 9 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. westbound through movement has a green indication. Sun glare may also be an issue contributing to crashes involving Lincoln Street through traffic. Eight sideswipe crashes occurred at the intersections, including three eastbound, four westbound and one turning left from Lincoln Street westbound to Lincoln Plaza. Pavement markings are somewhat faded in the area, which may be a contributing factor in sideswipe crashes. The close proximity of the three intersections may result in weaving movements, which can also contribute to sideswipe crashes. Two pedestrian crashes occurred at the intersection; one was a pedestrian in the road who was not visible because of sun glare, the second was a pedestrian in a wheelchair in the crosswalk. The intersection of Lincoln Street at Country Club Boulevard ranks 143rd on MassDOT’s statewide list of Top Crash Intersections from 2008 to 2010. The MassDOT ranking is based on the number and severity of crashes in MassDOT’s database which can be georeferenced to a cluster area around the intersection, which may include crashes at adjacent intersections. This cluster area experienced 55 crashes in the three year period, with 13 of the 55 crashes involving an injury. The ranking is based on a weighted system which calculates the Equivalent Property Damage Only (EPDO) rating of the intersection. Fatal crashes are weighted 10 times and injury crashes are weighted 5 times. There were no fatal crashes in the area in the study period. Lincoln Street/Tyler Prentice Road Lincoln Street has an unsignalized intersection with Tyler Prentice Road approximately 600 feet east of the eastern intersection of Lincoln Street and Lincoln Plaza. Lincoln Street is median-divided in this area, with breaks in the median at a McDonald’s restaurant on the north side of the road and at Tyler Prentice Road. A worn area in the median is utilized as an access point to an Auto Zone store on the north side of Lincoln Street. Lincoln Street eastbound at Tyler Prentice Road Pavement markings are generally faded along this segment of Lincoln Street, making it difficult for drivers to determine lane assignments. Lincoln Plaza, but then widens to provide a left turn pocket to access St. Joan of Arc church east of Tyler Prentice Road. Lincoln Street westbound provides two through lanes, but widens west of Tyler Prentice Road to accommodate the dual left turn lanes at Lincoln Plaza. Tyler Prentice Road has faded pavement markings indicating separate left and right turn lanes. Sidewalks are provided along both sides of Lincoln Street and a crosswalk is provided across the Tyler Prentice Road approach. A signalized crosswalk across Lincoln Street is located approximately 150 feet east of Tyler Prentice Road at St. Joan of Arc church. Crash data based on the Worcester Police Department crash reports submitted to the RMV and summarized by MassDOT show 18 crashes occurred in the area for the three year period from 2010 through 2012. A crash data summary and a collision diagram are included in the Appendix. The intersection is identified as a high crash location in the CMRPC region. 44% of all crashes were angle crashes, with most angle crashes involving vehicles entering or exiting adjacent businesses. Five crashes involved vehicles turning left to McDonalds from Lincoln Street eastbound. One rear-end crash in the median and two sideswipe crashes traveling eastbound may also be the result of drivers turning or waiting to turn into McDonald’s. Five crashes involved vehicles entering or exiting Auto Zone. Two crashes involved vehicles entering or exiting the right-in/right-out access to the eastern end of the Lincoln Plaza development. There were four total sideswipe crashes eastbound, including the two already discussed near the McDonald’s driveway. Sideswipe crashes may be the result of faded pavement markings, which provide little lane definition. One pedestrian fatality occurred near Tyler Prentice Road, in which a pedestrian was struck by a driver who may have been distracted. Lincoln Street/Oriol Drive/Pasadena Parkway Lincoln Street and Oriol Drive form an unsignalized intersection approximately 750 feet east of Tyler Prentice Road, with Oriol Drive approaching from the south. Pasadena Parkway intersects Lincoln Street from the north just west of Oriol Drive. Median breaks at each side street allow left turns from Lincoln Street to each street, but a short median segment between the two roadways prohibits a direct crossing without first turning onto Lincoln Street. Lincoln Street eastbound at Oriol Drive Lincoln Street westbound at Pasadena Pkwy Page 11 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. Lincoln Street provides two lanes in each direction in this segment, although pavement markings are faded to the point of being indistinguishable. Oriol Drive provides a single lane approach. Pasadena Parkway has a short center median dividing its approach and departure lanes, and a small triangular island divides the left and right turn movements approaching Lincoln Street. Sidewalks are provided along both sides of Lincoln Street in the area and along both sides of Oriol Drive departing Lincoln Street. A crosswalk is provided across Oriol Drive. It was noted that no crosswalk is provided across Pasadena Parkway and no median cutout is provided for pedestrian passage; wheelchair bound pedestrians must encroach on the Lincoln Street westbound roadway to cross Pasadena Parkway. No crosswalks are provided across Lincoln Street in the area. Crash data based on the Worcester Police Department crash reports submitted to the RMV and summarized by MassDOT show 14 crashes occurred in the area for the three year period from 2010 through 2012. A crash data summary and a collision diagram are included in the Appendix. Of particular note are five rear-end crashes approaching Oriol Drive on Lincoln Street eastbound. Oriol Drive is located on a downhill grade going eastbound, and drivers may not be able to stop in time for a vehicle stopped to turn to Oriol Drive. One of the five rear-end crashes was weather related, while another was a courtesy crash. Three angle crashes involved vehicles exiting Oriol Drive, one of which was identified as a courtesy crash. Two crashes in the area involved pedestrians. One crash involved a pedestrian in the road who admitted to not paying attention, while the other was a courtesy crash in which one vehicle stopped to let two pedestrians cross, who were then struck by another vehicle traveling in the same direction. Lincoln Street/Boylston Street/Benson Avenue Lincoln Street and Boylston Street form a Y-shaped intersection under traffic signal control. Benson Street is a minor side street not under signal control which intersects Lincoln Street at its intersection with Boylston Street. As previously discussed, Route 70 follows Lincoln Street west of the intersection and follows Boylston Street north of the intersection. Lincoln Street westbound at Boylston Street Page 12 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. Lincoln Street eastbound widens on its approach to Boylston Street and intends to provide two through lanes to Boylston Street, with one wide lane sweeping to the right to continue on Lincoln Street, which provides two through lanes east of Boylston Street. Faded to nonexistent pavement markings and lack of lane designation signage make lane assignments difficult to determine for drivers unfamiliar with the area. Lincoln Street westbound provides two through lanes which continue through the intersection, with right turns to Boylston Street northbound separated by a large concrete island. Several islands provide definition of specific movements allowed within the intersection. Boylston Street southbound provides two through lanes to Lincoln Street westbound, and a left turn lane to Lincoln Street eastbound. Continuous sidewalks are provided along the south edge of Lincoln Street through the intersection, and along the north edge of Lincoln Street and Boylston Street. A sidewalk extends along the east side of Boylston Street north of the intersection. Crosswalks are provided across all three legs of the intersection, with an exclusive pedestrian phase activated by pedestrian pushbutton. Crosswalks are provided across the Lincoln Street eastbound lane and across the right turn lane from Lincoln Street to Boylston Street northbound, but are uncontrolled. An unsignalized crosswalk is also provided on Lincoln Street approximately 270 feet in advance of the stop line at Boylston Street. Sidewalks in the area are generally in poor condition, and the prevalence of curb cuts and parking areas provides little definition of the sidewalk area. Crash data based on the Worcester Police Department crash reports submitted to the RMV and summarized by MassDOT show 23 crashes occurred at the intersection for the three year period from 2010 through 2012. A crash data summary and a collision diagram are included in the Appendix. The intersection is identified as a high crash location in the CMRPC region. The most prevalent crash type were rear-end crashes, comprising 52% of total crashes. Five rear-end crashes occurred eastbound, one occurred eastbound departing the intersection, two occurred southbound, one northbound and one southbound turning left onto Lincoln Street. Six sideswipe crashes occurred at the intersection – four eastbound and two southbound. Sideswipe and rear-end crashes can both be attributed to the general lack of pavement markings, lane definition, and established yield control at merge points. Rear-end crashes can also be attributed to the older signal equipment at the intersection, which includes substandard 8” signal lenses. One southbound crash involved a parked car, and it should be noted that although parking is allowed along the Boylston Street to Lincoln Street westbound roadway, the parking lane and limits of parking are largely undefined. Lincoln Street/Amesbury Street Lincoln Street and Amesbury Street form an unsignalized intersection at the eastern limit of the proposed reconstruction project. Amesbury Street is a one-way street approaching Lincoln Street approximately 300 feet west of the signalized intersection of Lincoln Street and Plantation Street. The segment of Lincoln Street between Boylston Street and Plantation Street provides two lanes in each direction and is median divided, with median cutouts at side streets and major driveways. A sidewalk is provided along the south side of Lincoln Street through this segment, with no mid-block crosswalks between Boylston Street and Plantation Street. The north side of Lincoln Street is dominated by larger industrial-style facilities, while the south side is residential. Crash data based on the Worcester Police Department crash reports submitted to the RMV and summarized by MassDOT show three crashes occurred at the intersection for the three year period from Page 13 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. 2010 through 2012. A crash data summary and a collision diagram are included in the Appendix. One crash was an eastbound sideswipe approaching Amesbury Street, while the other two are rear-end crashes east of Amesbury Street that may be related to traffic queued from Plantation Street. One of the two rearend crashes occurred on wet pavement, while the second involved a distracted driver error. Audit Observations Following a brief introduction to the RSA process and a summary of existing geometry and crash information, the audit participants were asked to discuss safety issues along the corridor and at each of the intersections. Audit participants viewed a video recording of the corridor, and subsequently offered observations on safety issues. A summary of those major safety considerations is as follows: Lincoln Street Corridor Audit participants began by discussing issues that are common to all intersections or relate to the corridor as a whole. Pavement Markings – The lack of pavement markings delineating lanes along Lincoln Street, especially east of Country Club Boulevard, was noted as a safety issue. The history of sideswipe crashes is likely related to the lack of lane delineation. Traffic Signals – A number of issues were identified that relate to the existing traffic signals. While some issues refer to a specific location, all locations should be reviewed for compliance with current standards. o Signal heads are not centered over travel lanes. This was specifically discussed for the signals facing Lincoln Street westbound traffic at Country Club Boulevard. This can contribute to confusion over signal indications at this intersection, which may be a factor in angle crashes involving westbound vehicles. o Signals are not clearly visible due to lack of back plates and sun glare. Sun glare was noted as a factor in crashes at several intersections along the corridor. o Equipment is generally older equipment, including 8” signal lenses for green indications at Boylston Street. o Detection may not be working at the western Lincoln Plaza intersection. Inefficiencies in detection system-wide may increase driver frustration, which may increase the likelihood of clearance violations. Clearance Intervals – The history of rear-end crashes along the corridor may be an indication of inadequate clearance intervals at signalized locations. Bus Operation – It was noted that buses stop at multiple locations along the corridor, and are known to shift lanes quickly in order to make a left turn after a stop on the right side of the roadway. This was not directly cited as a crash factor, but could result in unexpected lane switching for other vehicles which can increase the likelihood of sideswipe crashes. Pedestrian Accommodations – A number of issues related to pedestrian access and accommodation were noted. Page 15 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. o Pedestrians are known to cross Lincoln Street in areas where no crosswalk is provided. o Sidewalk clearance is limited in some areas due to overgrown vegetation, fences, utility poles, signs and adjacent landscaping features. o Sidewalks are poorly defined in the eastern end of the corridor due to frequent driveways and curb cuts. o Sidewalk surfaces are uneven with steep grade changes, cracks, broken pavement, and heaved concrete expansion joints, presenting significant challenges to wheelchair-bound pedestrians. o ADA compliant wheelchair ramps are not consistently provided along the corridor, and some ramps are aligned to require wheelchair-bound pedestrians to ride immediately adjacent to Lincoln Street traffic, or to encroach on incoming traffic to avoid inaccessible islands. o Pushbuttons are not consistently accessible, and concrete foundations and pole bases prevent wheelchair-bound pedestrians from reaching buttons mounted on existing strain poles and mast arms. o Walk and Flashing Don’t Walk intervals may not be adequate for pedestrian crossings along the corridor. This was specifically noted at the Country Club Road intersection. o No pedestrian accommodation is provided across the Dunkin’ Donuts driveway, which connects to the right-in/right-out easternmost driveway to Lincoln Plaza. Pavement Condition – Rutting and settlement of the pavement is evident along the entire corridor, especially at locations of underground structures. Signage – A number of issues related to signage were noted along the corridor. o Street name signs are undersized and are not clearly visible for approaching traffic. o Lane designation signage is not provided along the corridor, and lane merge signage is inadequate on Lincoln Street east of the eastern Lincoln Plaza driveway. o Parking signage indicating limits of allowed parking is inadequate. Access Management – A significant number of crashes along the corridor are the result of vehicles entering and exiting the adjacent businesses. Bicycle Accommodation – Accommodation is not provided for bicycles along the corridor. Shoulders, where provided, are of an inadequate width for accommodation. Traffic Congestion/Driver Frustration – Congestion along the corridor during peak periods may be a motivating factor in drivers taking chances on unacceptable gaps. Congestion may also contribute to a Page 16 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. driver’s perceived need to show courtesy to turning or entering traffic, which may result in courtesy crashes. U-Turns – A crash occurred at the eastern driveway to Lincoln Plaza between a westbound u-turning vehicle and a vehicle turning right out of the plaza. It was noted that this indicates the need for review of existing U-turn restrictions corridor wide. Lincoln Street/Beverly Road/Marsh Avenue/Corning Avenue Signage –The left turn from Lincoln Street eastbound to Beverly Road operates under protected/permissive phasing. A “Left Turn Yield on Green Ball” sign is not provided on the mast arm facing eastbound traffic. Confusion over the left turn operation may be a factor in the three crashes involving left turns to Beverly Road. Westbound Stop Line – Queued traffic from Beverly Road is the likely reason why a “Do Not Block Intersection” sign was posted on the westbound approach at Corning Avenue. The stop line installed at this stop location was likely intended to relate the desire for vehicles to stop in advance of the side street when queues are present. This creates a safety issue and potential driver confusion because vehicles are not required to stop on this approach; therefore, a stop line is inappropriate at this location. Lincoln Street/Goldthwaite Road/Trinity Avenue Length of Intersection – It was suggested that the intersection limits are not well delineated. Vehicles traveling eastbound may not realize that Trinity Avenue is part of the signalized intersection, and vehicles traveling westbound may have the same challenge with Goldthwaite Road. It was noted that mast arms provide safer operation when located at the far edge of the intersection, not within the intersection as currently constructed. Poor intersection delineation may be a factor in the crash history of the intersection. Clearance Intervals – Clearance intervals were identified as an area-wide concern, but are of particular concern at this location due to the length of the intersection. Clearance intervals must be calculated so that an eastbound vehicle can travel the entire distance and clear Trinity Avenue, and so that a westbound vehicle can clear Goldthwaite Road. This may be a factor in angle crashes at both intersecting streets. Mast Arm Location – The short distance between the eastbound stop line and the signal mast arm was noted as a potential safety issue. While it appears that the minimum required distance of 40 feet is met, providing additional horizontal distance would increase visibility of signal heads for drivers at the stop line. Lincoln Street/Lincoln Plaza/Country Club Boulevard Pedestrian Paths – Pedestrian paths were discussed for the corridor as a whole, but were specifically discussed at Country Club Boulevard due to its central location between housing to the north and retail establishments on both sides of Lincoln Street. A bus stop is located on the northwest corner of Page 17 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. the intersection and a stairway to Lincoln Plaza is located on the southwest corner, but the existing crosswalk across Lincoln Street is located on the east leg of the intersection. It was suggested that pedestrians are more likely to cross the west leg, despite the lack of a marked crosswalk. Traffic Signals – As previously noted, the signal heads facing Lincoln Street westbound traffic pose a safety concern. Three signal heads are provided for this approach, with two for the through movements and one on the right which provides a green right arrow for right turning vehicles. Through vehicles may see the green right arrow provided during the overlap phase with the Country Club Boulevard green and assume it is a green indication for the through movement, travel straight through the intersection conflicting with vehicles exiting Country Club Boulevard. The six angle crashes which occurred between a Lincoln Street westbound vehicle and a vehicle departing Country Club Boulevard were all the result of a vehicle running the red light on Lincoln Street, and one report specifically noted that the driver mistook the green right arrow for the through movement green. Visibility – A rock outcropping on the northeast corner of the intersection may impact visibility for westbound right turning vehicles. Lane Merge – The lack of proper pavement markings and lane merge signs east of the eastern Lincoln Plaza driveway was noted as a safety concern. Signage – A “No Turn on Red” sign is not provided for the Lincoln Plaza eastern exit, which can create conflicts with pedestrians. Lincoln Street/Tyler Prentice Road Left Turns – Left turns to McDonald’s and AutoZone significantly impact the crash history of the intersection. Vehicles turning left must turn across three lanes of traffic, which is challenging during peak periods and may cause drivers to take chances on unacceptable gaps. One of the five crashes was a courtesy crash, which as noted is common with left turns on multi-lane roadways. Rear-end and sideswipe crashes in the area can be the result of queued vehicles waiting to turn left. Audit participants suggested that vehicles wait in the median or queue into the travel lane when waiting to enter McDonald’s, which suggests the need for additional storage or a dedicated left turn lane. Pedestrian Paths – The lack of crosswalks in the vicinity of Tyler Prentice Road was noted as a safety issue. Retail businesses including restaurants on both sides of the roadway may attract pedestrians who do not wish to walk out of their way to the signalized crossing to the west at the eastern Lincoln Plaza driveway, or to the east to the signalized crossing at St. Joan of Arc church. Lincoln Street/Oriol Drive/Pasadena Parkway Pedestrian Accommodation – The lack of an ADA accessible path across the medians on the Pasadena Parkway approach requires a wheelchair-bound pedestrian to encroach on the Lincoln Street roadway. Page 18 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. Roadway Grade/Speed – These two issues are related because vehicle speeds increase traveling downhill approaching Oriol Drive. This may be a factor in the history of rear-end crashes at this location, where a trailing vehicle does not have time to stop for a turning vehicle. Lincoln Street/Boylston Street/Benson Avenue Signage – The lack of lane designation signage was noted as a corridor-wide issue, but is of specific interest at this location where a driver in one of the Lincoln Street eastbound approach lanes may not know which lane to be in to continue on Route 70 (Boylston Street) or on Lincoln Street eastbound. Sideswipe crashes on the eastbound approach may be the result of abrupt lane changes. Signage – A crosswalk warning sign facing eastbound traffic in advance of the unsignalized crosswalk west of Boylston Street has a 30 mph supplemental plaque, which is inappropriate. Pedestrian Accommodations – The lack of sidewalk on Benson Avenue and the limited pedestrian clear path in and around the intersection were noted as safety concerns. Lincoln Street/Amesbury Street No safety issues were specifically identified at this intersection, but poor pavement conditions and faded pavement markings may have factored into all three crashes at this location. Corridor-wide improvements should be extended past Amesbury Street to address these issues. Page 19 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. Potential Safety Enhancements After viewing the video recording of the corridor, audit participants were asked to discuss the safety issues and consider improvements. Audit participants were encouraged to consider both short and long term improvements for each issue. Each improvement considered has been categorized as short-term, mid-term, or long-term based on the definitions shown in Table 2. Additionally, a cost category has been assigned to each improvement based on the parameters set forth in Table 2. Table 2. Lincoln Street Corridor Reapply pavement markings. This is a short-term, medium cost improvement that should be done immediately for the entire corridor. New pavement markings will also be included as part of the future Phase II reconstruction project. Provide new signal equipment at all existing signalized intersections within the project limits. Signal reconstruction at each location will include a full upgrade with modern signal equipment. Signal head locations should be reviewed to ensure that they conform to MassDOT standards and are in the preferred location according to the Manual on Uniform Traffic Control Devices (MUTCD) for safety. This is a mid-term, high cost improvement assumed to be included in the Phase II project. Include backplates on all overhead-mounted signal heads. This will increase visibility of overhead signals for approaching vehicles, and help protect against sun glare. This is a mid-term, medium cost improvement assumed to be included in the Phase II project. Study clearance times at all existing signalized intersections within the project limits. The existing yellow and all red clearance times should be determined from the existing traffic signal controller and compared to minimum requirements calculated based on the latest MassDOT guidance. If existing clearance times are insufficient, clearance times should be increased accordingly. This change in clearance times could reduce the number of rear-end crashes occurring at the intersections. This is a short-term, low cost improvement that should be done in advance of planned improvements. Clearance times for the proposed geometry should also be calculated according to MassDOT standards as part of proposed improvements. Study existing detection and repair or replace malfunctioning equipment. The City should review both vehicle detection and pedestrian pushbuttons to ensure proper operation. This is a short-term, Page 20 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. potentially medium cost improvement that would identify and correct existing deficiencies. This may reduce red light violations and reduce driver frustration by correcting inefficiencies. Consider bus operations and locations of bus stops along the corridor. The City should work with Worcester Regional Transit Authority (WRTA) to accommodate bus operations along the corridor. This may include widening the road to provide bus turnouts to avoid having a bus block a travel lane when stopped. Consider pedestrian desire lines along the corridor, and provide accommodations that effectively meet those desire lines. This should be considered as part of the ongoing design process for the Phase II project. If medians are located in areas where pedestrians cross but adequate crossing accommodations cannot be provided, median fences or barriers should be considered to discourage unprotected crossings. Trim vegetation that encroaches on existing sidewalks. This is a short-term, low cost improvement. Provide adequate pedestrian clear zones, and locate utility poles, hydrants, signs and other obstructions to maximize clear zone width. This is a mid-term, high cost improvement assumed to be included in the Phase II project. Provide ADA compliant wheelchair ramps with detectable warning panels at all crossings along the corridor. This is a mid-term, high cost improvement assumed to be included in the Phase II project. Provide ADA compliant pedestrian pushbuttons in conjunction with signal upgrades. Pushbutton height and the horizontal reach required shall meet the ADA compliance standard. This is a mid-term improvement assumed to be included in the Phase II project. Consider motion-activated pedestrian actuation devices. Motion-activated devices were suggested at both ends of Lincoln Street, at the western Lincoln Plaza entrance, and near Benson Avenue. This is a mid-term improvement that could potentially be included in the Phase II project. Adjust pedestrian phase and clearance times. The existing pedestrian phase times should be determined from the existing traffic signal controller and compared to minimum requirements calculated based on the latest MassDOT guidance. If existing phase and clearance times are insufficient, times should be increased accordingly. This is a short-term, low cost improvement that should be done in advance of planned improvements. Consider pedestrian accommodations across the Dunkin’ Donuts driveway and along the eastern right-in/right-out driveway to Lincoln Plaza. As presently constructed, sidewalk ends on the northern edge of the Dunkin’ Donuts driveway, with no connection to the sidewalk along the northern side of the Stop & Shop building. This is a mid-term, high cost improvement. Rehabilitate pavement. Pavement should be rehabilitated along the entire corridor. The appropriate method of pavement rehabilitation should be determined based on the results of subsurface exploration. This is a long-term, high cost improvement assumed to be included in the Phase II project. Page 21 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. Replace street name signs at all intersections with new signs meeting current MUTCD and MassDOT requirements. Street name signs should be replaced as a mid-term, low cost improvement as part of the Phase II project. Provide lane usage signage at all signalized intersections along the corridor. This will alert drivers to the intended lane use in tandem with pavement marking improvements. It is recommended that R3-8 graphical signs be provided, if adequate sidewalk width and pedestrian clear path can be provided. This is a mid-term, low cost improvement that should be included in the Phase II project. Supplemental destination information should be provided for dual left turn lanes to reduce downstream sideswipe crashes. Provide No Parking signage at limits of parking areas. Parking is currently allowed along Boylston Street approaching Lincoln Street. No Parking signs should be placed at the limits of the allowed parking areas to clearly designate where parking is not allowed. Signs restricting parking should also be placed at any location along the corridor where parked vehicles impede traffic flow. This is a short-term, low cost improvement. Consider access restrictions along the corridor. The significant number of crashes involving vehicles entering or exiting businesses indicates a need for restrictions in access. If existing access is legally permitted, the City should coordinate with property owners to determine if restrictions can be accommodated. Restrictions may include left in or left out restrictions in the western section of the corridor, or extension of medians in the eastern section of the corridor. This is a short-term improvement that should be considered in conjunction with geometric and traffic signal improvements. Widen shoulders. Lincoln Street should be widened to provide minimum 4-foot shoulders as part of the planned improvements. This mid-term, high cost improvement will provide additional pavement width for turning vehicles and will meet MassDOT’s standard for bicycle accommodation. Bicycle accommodations at right turn lanes should meet the guidelines presented in the 2012 AASHTO Guide for the Development of Bicycle Facilities. Update traffic signal coordination along the corridor. The MUTCD suggests that “traffic control signals within 1/2 mile of one another along a major route or in a network of intersecting major routes should be coordinated, preferably with interconnected controller units.” Planned improvements should maintain and improve upon existing coordination, which would provide a smoother flow of through vehicles and may reduce rear-end crashes. Review existing U-turn restrictions and the potential for conflicts between legally allowed U-turns and right turning vehicles. Conflict areas may require the introduction of a U-turn restriction or a No Turn on Red restriction for the side street right turns. This is a short-term consideration that may require low cost signage improvements. Lincoln Street/Beverly Road/Marsh Avenue/Corning Avenue Add a “Left Turn Yield on Green Ball” sign for Lincoln Street eastbound. This is a short-term, low cost improvement. Page 22 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. Remove the stop line on Lincoln Street westbound at Corning Avenue. A stop line is inappropriate at this location because a vehicle is not required to stop. This is a short-term, low cost improvement. Do Not Block Intersection markings could be considered as part of the Phase II project, provided they comply with Section 3B.17 of the MUTCD. Lincoln Street/Goldthwaite Road/Trinity Avenue Consider relocation of mast arms between the two side streets. Audit participants discussed placing the mast arms on the far side of the intersection, which has been shown to reduce red light running. It was also noted that vehicles turning left from the side streets during the side street phases would then pass under the red lights intended for Lincoln Street, which may cause confusion. Mast arms should be placed between the two side streets so that they are spaced far enough from the Lincoln Street stop line to be visible, but not in a location where their indication can create confusion for side street traffic. Louvers may be considered if signals are visible to side street traffic. This is a mid-term improvement that should be incorporated into the Phase II project. Review clearance intervals. Updating clearance times is suggested as a safety improvement at all locations, but is of critical importance at this location due to the length of the intersection. This is a short-term, low cost improvement. Enforce red-light running along the corridor. This was specifically suggested due to red light running at this intersection, but should be implemented at all locations. It is a short-term improvement, the cost of which is reduced enforcement elsewhere in the city. Lincoln Street/Lincoln Plaza/Country Club Boulevard Consider relocating the crosswalk on Lincoln Street at Country Club Boulevard from the east side to the west side of the intersection. This would place the crosswalk adjacent to both the bus stop on the northwest corner and the stairwell to Lincoln Plaza on the southwest corner. If this change is implemented as part of the proposed design, the designer should also consider the need for a No Turn on Red restriction on Country Club Boulevard. This is a mid-term improvement that could be included in the Phase II project. Provide No Turn on Red signage for the eastern Lincoln Plaza approach and for the Country Club Boulevard approach to eliminate potential conflicts between right turning vehicles and pedestrians. This is a short-term, low cost improvement. Replace the existing three section signal head for right turns with a five section “doghouse” style signal. This will allow a red ball to be displayed for the through movement at the same time and on the same head as the green arrow for the right turn overlap. This is a short-term, low cost improvement. Calculations must be performed to determine if the existing mast arm structure can handle the additional loading. Consider the need to cut back the rock outcropping on the northeast corner relative to intersection geometric improvements. It was noted that the current design reduces the pavement width in this area, Page 23 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. which may eliminate concerns of visibility restrictions caused by the existing rock outcropping. This need should be reviewed as part of the proposed design. Replace the existing word Lane Merge sign with a W4-2R graphical sign. It was noted that the existing word sign may be less effective due to the presence of non-English speaking drivers. This is a short-term, low cost improvement. Lincoln Street/Tyler Prentice Road Consider methods to accommodate turns to McDonald’s in the proposed design. The number of crashes related to left turns to McDonald’s near Tyler Prentice Road illustrates a need for greater accommodation of left turning traffic. Consideration should be given to restricting left turns through a raised median but providing access via an upstream signalized U-turn or roundabout. If a left turn lane is provided, adequate storage needs to be provided to eliminate conflicts between queued leftturning traffic and same direction through traffic; however, a left turn lane would not address conflicts between left-turning traffic and opposite direction through traffic. It was noted that the proposed design provides a two way left turn lane (TWLTL); the TWLTL may require further analysis to ensure that mid-block left turns out of commercial establishments onto Lincoln Street are safely accommodated. This is a mid-term consideration. Lincoln Street/Oriol Drive/Pasadena Parkway Provide a crosswalk with an ADA-compliant path across the Pasadena Parkway approach. The current lack of an ADA-compliant crossing requires wheelchair-bound pedestrians to encroach on the Lincoln Street roadway. This should be considered as a short-term, medium cost improvement, but at a minimum should be incorporated into the Phase II project as a mid-term improvement. Enforce speed along the corridor. This was specifically suggested due to eastbound vehicles gaining speed due to the downhill grade near Oriol Drive, but should be implemented corridor-wide. It is a short-term improvement, the cost of which is reduced enforcement elsewhere in the city. Lincoln Street/Boylston Street/Benson Avenue Update directional signage as part of the Phase II project. It was noted that the current design of the project includes a roundabout at the intersection of Lincoln Street, Boylston Street and Benson Avenue. Roundabout directional signage should comply with Section 2D.38 of the MUTCD and all applicable MassDOT guidelines. This is a mid-term, medium cost improvement that can be included in the Phase II project. Remove the existing 30 mph supplemental plaque from the crosswalk warning sign on Lincoln Street eastbound approaching Boylston Street. This plaque should not accompany a crosswalk sign. This is a short-term, low cost improvement. Provide sidewalks on Benson Avenue, if feasible. The lack of existing sidewalk was noted as a safety concern. Sidewalks should be provided if they can be reasonably accommodated within the City right-of-way. This is a mid-term, medium cost improvement. Page 24 Road Safety Audit—Lincoln Street (Route 70)—Worcester, MA Prepared by BETA Group, Inc. Consider Rectangular Rapid Flashing Beacon (RRFB) for crosswalks at the proposed roundabout. Audit participants discussed pedestrian accommodations at the roundabout that is currently part of the proposed Phase II project. It was noted that pedestrians would no longer have a protected crossing, but that crossing at a roundabout is easier than at a typical unprotected crosswalk because the pedestrian only has to cross one direction of traffic at a time and has shelter provided by the splitter island on each approach. It was suggested that RRFB’s be considered for all two-lane approaches to supplement pedestrian warning signage. This is a mid-term, medium cost improvement that should be considered in development of the Phase II project. Summary of Road Safety Audit Table 3 summarizes potential recommendations discussed by the audit team. The recommendations are categorized based on the potential safety payoff, as well as by time frame and cost. The safety payoff is a qualitative judgment of the effectiveness of the potential safety improvements. Each recommendation has a responsibility assigned to it stating whether MassDOT or the City of Worcester would be responsible for implementing the recommended improvement.
