Other Enhancements……………………………………………………………….11 � Road Safety Audit - Route 140 in West Boylston, Massachusetts ___________________________________________________ Introduction to Road Safety Audit The Federal Highway Administration defines a Road Safety Audit (RSA) as the formal safety examination of an existing or future road or intersection by an independent, multidisciplinary team. The purpose of an RSA is to identify potential safety issues and possible opportunities for safety improvements considering all roadway users. Specific objectives of an RSA include, but are not limited to the following: � Minimizing the risk and severity of road crashes that may be affected by the existing or future roadway at a specific location or nearby network; � Improving the awareness of safe design practices which are likely to result in safety benefits based upon potential safety concerns. Although RSA’s have been employed in other countries for some time, they are being fully embraced across the United States as a low cost opportunity to make significant safety improvements at any number of stages ranging from project development and planning through existing operation. Furthermore, RSA’s have proven to be effective on projects of all shapes and sizes. MassDOT has embraced the RSA program as a low cost opportunity to make significant safety improvements at any number of stages ranging from project development and planning through existing operation. The RSA program in Massachusetts was initially implemented in conjunction with the Strategic Highway Safety Plan (SHSP). RSAs have also become an integral part of the Highway Safety Improvement Program (HSIP). As MassDOT moves toward a Performance Measurement driven system, MassDOT is taking a more comprehensive approach to safety by integrating safety into all projects. Background The Town of West Boylston is in Worcester County, Massachusetts with approximately 7,669 residents (2010 census) and is bordered by City of Worcester to the south. Route 140 connects West Boylston to the Town of Boylston to the east and Sterling to the north. Through West Boylston, Route 140 is an undivided 2-lane arterial roadway with additional turning lanes at the intersection of Route 12. The total length of Route 140 through West Boylston is 4.93 miles which is owned and operated by the Town of West Boylston for 4.0 miles and the State of Massachusetts for a distance of 0.93 miles (between West Boylston Street and Lancaster Street). State Route 140 in West Boylston winds its way in a northwest/southeast direction from the Boylston border below the Wachusett Reservoir to Sterling. Travelers on Rte 140 can access I­ 290 in Shrewsbury, connect with Route 12 for access to local business services, or continue northerly to the I-190 interchange #5 in Sterling. Route 140 in West Boylston not just serves as a major connection between the two Interstates I-290 and I-190, but also heavily used by travelers to the Wachusett Ski Resort in the winter. Route 140 in Boylston and Sterling is a consistent, well defined and high speed corridor as opposed to West Boylston. The town of West Boylston had expressed safety concerns along this corridor and CMRPC staff echoed the concerns after reviewing the crash data. Hence, this corridor was chosen to perform an RSA. Page 1 Road Safety Audit - Route 140 in West Boylston, Massachusetts ___________________________________________________ Project Data The RSA for Route 140 was held on August 31, 2011 in the Town of West Boylston. The RSA agenda appears in Appendix A. In total, 9 team members participated in the road safety audit, and as indicated in Table 1 below, representatives were present from State, Regional and Local agencies and included a cross-section of engineering, planning, and enforcement expertise. Appendix B provides contact information for all team members. Table 1. Appendix C shows the study area map. Appendix D provides the detailed crash data from January 1, 2007, through April 5, 2010 based on crash records supplied by the West Boylston Police Department. Appendix E provides the RSA check list. Speed regulations are presented in Appendix F. Additional resources made available to the team during the audit meeting included field videos and photos from drives along Route 140 on both directions which were used to aid discussion of specific roadway elements. Road Safety Audit Observations Given the length of Route 140 through West Boylston, RSA team members were asked to drive through the corridor in advance of the meeting to familiarize themselves with the roadway attributes and characteristics. On Wednesday, August 31, 2011, following a brief introduction to the RSA process in general, the RSA team reviewed the videotape of the Route 140 corridor as a whole and conducted a field visit to the intersection of Route 140 (Worcester Street) / Route 12 (West Boylston Street). The following sections describe the safety issues along Route 140 in West Boylston based on observations and subsequent discussions during the RSA. Page 2 Road Safety Audit - Route 140 in West Boylston, Massachusetts ___________________________________________________ Corridor-wide issues The RSA team noted the following corridor-wide observations: � Signage issues – warning signs, speed limit signs, and regulatory signs are lack of consistency at some locations and intersections on Route 140 in West Boylston; important warning signs are missing at some locations; some unnecessary signs, local civic group signs and blocked signs cause signage clutter. Wayfinding signs contain too much information � Pavement maintenance – pavement markings are faded or worn out in some locations in the corridor. For Beaman Street and the road segments near Boylston town line, pavement condition is below average with cracking and rutting noticeable. In some areas grass is growing in the shoulder. Edge drop off and washout are substantial in spots, particularly noticed in the Old Stone Church area and near the Boylston town line. Edge drop off � Weather related safety issues – weather was identified as a primary factor in the operational elements of the roadway and in turn a significant factor in roadway crashes. Of the reported crashes being considered during this RSA, 48% of all crashes were deemed weather-related. 51% of the crashes occurred during winter season. Roadside snow storage is limited due to the slopes and melting may run onto the roadway and refreeze at night. Roadside Slope � Road geometry – the alignment of Route 140 in West Boylston can generally be characterized as having a number of large curves, especially on Temple Street segment which is between Boylston town line and Maple Street. Of all 126 reported crashes, 28 crashes were on Temple Street segment. RSA team noted that the speed limit on Route 140 goes from 50 mph in Boylston to 40 mph on Temple Street in West Boylston, however the 40 mph speed limit sign is blocked and it is lack of advance notice in the north bound direction on Temple Street. In addition, the most noticeable grade and horizontal curve is located at the railroad underpass. Of all reported crashes, 42% of all crashes were single vehicle crashes. The road geometry combined with the weather factor likely contributed to these crashes. Sharp curve at the railroad underpass Page 3 Road Safety Audit - Route 140 in West Boylston, Massachusetts ___________________________________________________ � Roadway cross section – RSA team noticed that traveling north on Route 140 the cross section is very different from Boylston to West Boylston. Different Cross section at Boylston town line � Limited pedestrian and bicycle accommodations – bicycle and walking activities within the study corridor, especially near the Old Stone Church and the Wachusett Reservoir area, were noted by RSA team members. However, bicycle accommodations are not currently provided along the Route 140 corridor. Narrow, broken, crumbling sidewalks were identified in various locations along the corridor. Crumbling sidewalk on Causeway � Vista point parking – the Old Stone Church off Route 140 is a famous attraction in West Boylston. However, there is no designated parking lot at that location and visitors have to park their vehicles on the shoulders of Route 140. This is a potential safety issue when motorists try to get in or out of their cars and when pedestrians cross Route 140 toward or from their vehicles. Cars parked on the shoulder by the Old Stone Church Page 4 Road Safety Audit - Route 140 in West Boylston, Massachusetts ___________________________________________________ Intersection of Route 140 (Worcester Street) / Route 12 (West Boylston Street) The intersection of Route 140 (Worcester Street) / Route 12 (West Boylston Street) is a 4-way signalized intersection. In addition, Church Street intersects Route 140 from the northeast, only approximately 20 feet north of the intersection, and operates as one-way allowing traffic to enter Church Street from Route 140. Honey Farms is located at the south quadrant of the intersection. From January 1, 2007, through April 5, 2010, 16 crashes were reported at this location. Of the 16 crashes, 2 were vehicle hit pedestrian/bike (no injury). The RSA team noted several deficiencies related to intersection geometry, traffic signal control, lane usage, and signage that may contribute to crash experience at this location including the following: Intersection of Route 140 / Route 12 � Traffic signal control – RSA team members noted that there are three signal heads on the mast arm and it could confuse drives that there are two lanes for straight through. Also, the acute-angled traffic lights at the intersection make it confusing for motorists to determine which traffic light they should follow and when it is their turn to drive. However, the signal heads could not be turned anymore due to the nature of the intersection. Acute-angled traffic lights Page 5 Road Safety Audit - Route 140 in West Boylston, Massachusetts ___________________________________________________ � Lane use – RSA team members noted that near misses frequently occurring between left turning vehicles on Route 140 SB and Route 12 NB. Also, vehicles traveling north on Route 140 need to drive on Right-Turn-Only lane at the intersection to stay on Route 140 NB and vehicles traveling south on Route 140 must drive on Left-Turn-Only lane at the intersection to stay on Route 140 SB. RSA team members noted there were several motorists who did not pay attention to the lane usages and had to change lane in the intersection. Right-Turn-Only lane for Route 140 NB � Limited pedestrian accommodations – the crosswalk on West Boylston Street by Honey Farms is not signal controlled. And during traffic congestion, pedestrians will weave through traffic at that location. Also, the crosswalk on Worcester Street by Honey Farms is not signal controlled and does not have pedestrian warning sign. Crosswalk does not have warning sign Potential Safety Enhancements Based on its observations and discussions, the RSA team identified the issues and possible enhancements that could improve safety along Route 140 in West Boylston, Massachusetts. Several of these issues require further study and engineering judgment to determine the feasibility of implementing enhancements to address them. The tables below summarize these safety issues, possible enhancements, estimated safety payoff, time frame, and cost by locations. Safety payoff estimates are based on engineering judgment and are categorized as low, medium, and high. The time frame is categorized as short-term (<1 year), mid-term (1 to 3 years), or long-term (typically >3 years). Long-term improvements are typically considered to be substantial improvements with an expected time frame for implementation greater than 3 years. The costs are categorized as low (<$10,000), medium ($10,001 to $50,000), or high (>$50,000). Page 6 Maintain and fill roadside as needed to prevent edge drop-off Trim trees that block signs, remove "No Passing" signs on Route 140 Update worn and faded signs and continually perform sign maintenance Check all speed limit signs along Route 140 for accuracy of content and placement, make sure they are consistent with the speed regulations Upgrade pavement markings to enhance delineation through increased reflectivity Safety Enhancement Road geometry Install curve ahead warning signs, chevrons and possibly roadside reflectors for horizontal curves Maintain sidewalks along Route 140, trim/remove grasses and Limited pedestrian and shrubs that grow into the sidewalks. During winter months bicycle assure all sidewalks are plowed accommodations Widen pavement in patches and restripe total length to accommodate current high bicycle use Evaluate existing drainage features for the entire corridor to Drainage assure adequate drainage.
