As indicated in Table 1, the audit team consisted of representatives from State, Regional and Local agencies and included a cross-section of engineering, planning, emergency response, and local expertise. The purpose of an RSA is to identify potential safety issues and possible opportunities for safety improvements considering all roadway users. A Road Safety Audit was scheduled for the intersection of Leominster Road (Route 12) and Chocksett Road as requested by the Town of Sterling. The intersection has a long history of high speed crashes creating a concerning amount of personal injuries and even a fatality. Detailed crash information can be found in Appendix C. The Sterling Chief of Police brought the crash history to the MassDOT's Safety Section's attention after a recent fatal crash at the intersection. The Town of Sterling and MassDOT District 3 office have been discussing an intersection reconstruction Page 1 Road Safety Audit—Leominster Road (Route 12) and Chocksett Road - Sterling, MA Prepared by MassDOT project using TIP funding for several years. The RSA is intended to identify potential short and long term safety improvements that can be made at the intersection, which can then be incorporated into a planned reconstruction project to the greatest extent practical. Project Location and Description The intersection of Leominster Road (Route 12) and Chocksett Road is located in the north/east section of the town of Sterling, MA. The intersection is a large four legged intersection and is stop controlled on Chocksett Road approaches except for westbound rights, which is yield controlled. To the north of the intersection N Leominster Road (Route 12) is Meola’s Wayside Ice Cream functionally classified as an urban minor arterial while to the south of the intersection it is classified as a rural major collector road. All portions of Leominster Road are owned by MassDOT. Leominster Road has a LEOMINSTER RD legal posted speed limit of 55 miles per (RT 12) hour around the audit site. Detailed MassDOT speed regulations can be found in Appendix D. Near the audit site Leominster Road is a four lane road (2 lanes in each direction) separated by CHOCKSETT RD a raised curb median. There are left turn pockets for both north and south Intersection of Leominster Road and Chocksett Road left turning vehicles to provide access to Chocksett Road. Northbound vehicles have about a 100 foot long right turn lane on Leominster Road that allows access to Chocksett Road. Route 12 is a north/south running state highway running through central Massachusetts from the Connecticut state line in Dudley, MA to the New Hampshire state line in Winchendon, MA. Passing through Sterling, Route 12 is known as Worcester Road and Leominster Road and serves as a connection to Worcester to the south and Leominster and Fitchburg to the north. Interstate 190 parallels most of Route 12 and handles most of the north/south through traffic within town. It should be noted that there is an interchange between Interstate 190 and Route 12 about a half mile north of the audit site. To the east of the intersection Chocksett Road is functionally classified as an urban minor arterial and owned by MassDOT. Traveling eastbound Chocksett Road has a legal posted speed limit of 50 miles per hour beginning 200 feet east of the intersection. Traveling westbound Chocksett Road has a legal posted speed limit of 25 miles per hour for 0.15 miles east of the intersection and then 50 miles per hour continuing east. Approaching the intersection, about 450 feet prior to the stop bar, eastbound and westbound Chocksett Road are divided by a raised curb median. About 85 feet east of the stop bar westbound traffic is channelized into through/left turns and right turns by a raised curbed island. Page 2 Road Safety Audit—Leominster Road (Route 12) and Chocksett Road - Sterling, MA Prepared by MassDOT Through/left turns are stop controlled while the right turning vehicles have about a 175 foot channelized right turn lane before yielding onto Leominster Road northbound. To the east of the intersection Chocksett Road is an east/west oriented road that runs about 1.2 miles east of Leominster Road until it terminates and intersects with Route 62 to the east. This section of road is an important short cut between Route 62 and Route 12 and allows quick access to Interstate 190 from the east. To the west of the intersection Chocksett Road is classified as a local road and is locally owned. There is no speed regulation for this portion of Chocksett Road. This stretch of Chocksett Road is stop controlled at the intersection of Leominster Road. This portion of Chocksett Road is an east/west oriented road that only runs for about 400 feet west of Leominster Road before terminating and intersecting with Laurelwood Road. This stretch of road mainly serves as access to a rural neighborhood to the west of the audit location. Land use around the audit location is a mix of light residential, light commercial, and light industrial. Meola’s Ice Cream stand is located on the south/west corner of the intersection and is open during the summer months only. Behind the Ice Cream stand to the west is a rural residential neighborhood. In the north east corner of the intersection is a small residential community of 10 buildings with multiple dwellings in each. East of the intersection, off of Chocksett Road, are some light industrial developments. It was noted by several audit members that new industry may develop around the audit location in the near future adding to the already present truck traffic. Location Detail; Leominster Rd (Rt 12) and Chocksett Rd, Sterling, MA Page 5 Road Safety Audit—Leominster Road (Route 12) and Chocksett Road - Sterling, MA Prepared by MassDOT Audit Observations and Safety Issues Following a brief introduction to the RSA process and a summary of existing geometry, crash and speed regulation information, audit participants were asked to discuss safety trends and issues at the intersection of Leominster Road and Chocksett Road. It became clear that the following safety trends were in high concern: • Straight/Left turns out of Chocksett Road westbound onto Leominster Rd o Seven out of the eleven crashes caused injury and one out of the eleven crashes resulted in a fatality. • Rear-ends crashes from Chocksett Road westbound to Leominster Road northbound o 23 out of the total 42 crashes were of this manner, three resulting in injury. Audit participants then conducted a site visit as a group, at which time they offered observations on safety concerns and deficiencies. A summary of those major safety considerations is as follows: • High speeds o While observing vehicles, vehicle speeds were assumed to be in excess of 55 mph on Leominster Road. Drivers westbound on Chocksett Road may misjudge an acceptable gap distance due to the fast approaching vehicles on Leominster Road. This may contribute to some of the angle crashes and rear-end crashes. o Even though the speed limit drops from 50 mph to 25 mph on Chocksett Road westbound, vehicles were observed to be ignoring the speed drop and continue to travel at a high speed approaching the intersection. This may contribute to some of the rear-end crashes on the yield controlled approach. • Large pavement area o Drivers making through/ left turns out of eastbound or westbound Chocksett Road must pass upwards of six lanes of traffic in addition to a large shoulder and a median. Drivers may misjudge an acceptable gap between vehicles due to the fact that they must travel a large distance to make their maneuver. This may contribute to some of the angle crashes. o The large pavement area may cause drivers to feel more comfortable to drive at higher speeds. These high speeds through the intersection cause a large difference in speeds between Chocksett Road and Leominster Road. • Conflicting approaches Page 6 Road Safety Audit—Leominster Road (Route 12) and Chocksett Road - Sterling, MA Prepared by MassDOT o While executing a left turn from eastbound or westbound Chocksett Road onto Leominster Road drivers are faced with two lanes of northbound traffic, two lanes of southbound traffic, northbound left turns, southbound left turns, and slowing traffic for right turns from Leominster Road. With all of these approaches to consider drivers may fail to acknowledge an approach and enter traffic at an unsafe time and/or manner. This may contribute to some of the angle crashes. • View Obstructions o It was noted that the view for vehicles from westbound Chocksett Road was blocked by right turning vehicles on northbound Leominster Road as shown in the picture to the right. This may cause a driver to enter traffic at an unsafe time. This may contribute to some of the angle crashes. . o The view for vehicles exiting eastbound Chocksett Road is blocked by signs and shrub located in the north-west corner of the intersection. This may cause vehicles to enter Leominster Road at an unsafe time. (Above) Looking south from westbound Chocksett Road it can be seen that a right turning vehicle on northbound Leominster Road hides through moving vehicles on Leominster Road. (Below) Looking north from eastbound Chocksett Road it can be seen that signs and shrub obstruct views of vehicles. o The view for vehicles in the left turn lane on Leominster Road is blocked if there is another vehicle in the opposite/opposing left turn lane. This may cause vehicles to make unsafe maneuvers and may contribute to angle crashes • Left turn pockets on Leominster Road are short o Because of the high speeds on Leominster Road vehicles need to decelerate quickly in the left turn pocket or begin decelerating in the through lane of Leominster Road because of the short length of the left turn pockets. This may cause rear-end crashes. Page 7 Road Safety Audit—Leominster Road (Route 12) and Chocksett Road - Sterling, MA Prepared by MassDOT Although there were no recorded rear-end crashes of this type, it is a safety issue that should be addressed. • Yielding onto northbound Leominster Road from westbound Chocksett Road o Drivers yielding onto northbound Leominster Road from westbound Chocksett Road must yield to fast moving traffic. The lack of an acceleration lane may force vehicles to come to a complete stop at the yield sign when other vehicles are expecting to roll through. In addition hesitant yielding drivers may require larger gaps than aggressive drivers. This may contribute to some of the rear-end crashes. o The configuration of the westbound Chocksett Road right turn is such that a driver must turn his/her head over the shoulder to see if any traffic is traveling northbound on Leominster Road causing the driver to lose sight of a vehicle in front of him/her. This may contribute to many of the rear-end crashes. • Large green directional sign legend for I-190 may be confusing o It was noted during the audit that a large green directional sign located about 1000 feet south of Chocksett Road on northbound Leominster Road reading “INTERSTATE 190 ½ MILE AHEAD” was causing confusion to some drivers. Some drivers may mistakenly think that Chocksett Road was the entrance to Interstate 190. o The sign placement is at a location that results in drivers using their turn signal to switch lanes to access I-190 at a time when a westbound Chocksett Road driver thinks they are turning right onto Chocksett Road and proceeds through the intersection. • Lack of advanced warning signs on all directions o No advanced stop/yield ahead signs on westbound Chocksett Road were present at the intersection. o Advanced intersection ahead signs on northbound and southbound Leominster Road were set too close to the intersection not giving enough time for drivers to react. • Chocksett Road name sign difficult to read o The Chocksett Road name sign was set too far back from the curb and was too small to read from a far distance. This may add uncertainty to drivers and cause impulsive sudden maneuvers for unfamiliar drivers looking for Chocksett Road. Page 8 Road Safety Audit—Leominster Road (Route 12) and Chocksett Road - Sterling, MA Prepared by MassDOT Potential Safety Enhancements After the site visit, audit participants returned to the meeting location, where the audit team was asked to discuss the safety issues and consider improvements. Audit participants were encouraged to consider both short and long term improvements for each issue. Each improvement considered has been categorized as short-term, mid-term, or long-term based on the definitions shown in Table 2. Additionally, a cost category has been assigned to each improvement based on the parameters set forth in Table 2. Table 2. Estimated Time Frame and Costs Breakdown Table 2. Estimated Time Frame and Costs Breakdown Time Frame Short-term Mid-term Long-term Costs <1 year 1–3 years >3 years Low Medium High <$10,000 $10,000–$50,000 >$50,000 The following improvements are recommended by audit participants to improve safety issues associated with the intersection of Leominster Road (Route 12) and Chocksett Road: • Signing improvements o Advanced stop/yield ahead signs Adding advanced stop/yield ahead signs (W3-1 and W3-2) on the right and left sides of Chocksett Road prior to the intersection will allow drivers to prepare to stop/yield in a safe manner and make them aware of any potential queuing. This is a low-cost and short-term improvement. o Larger stop/yield signs Upgrading to larger 36” stop and yield signs on the right and left sides of the road up will emphasize the need to stop/yield and will make the signs more visible from farther away. This is a low-cost and short-term improvement. o Set advanced intersection ahead signs on right and left sides of Leominster Road at recommended distance from intersection MUTCD states that the recommended distance to set advanced intersection ahead signs (W2-1) and name plate signs (W16-8P) is 990 feet away from the intersection on a multilane highway with a speed of 55 m/h. Warning signs on the right and left sides of the road is also recommended. This insures that drivers are well aware of the intersection and name of the road ahead. This is a low-cost and short-term improvement. o Easier to read street name sign for Chocksett Road Page 9 Road Safety Audit—Leominster Road (Route 12) and Chocksett Road - Sterling, MA Prepared by MassDOT By moving the Chocksett Road street name sign closer to the curb of Leominster Road and by making it larger will allow drivers on Leominster Road to know what road it is. This is a low-cost and short-term improvement. o Review legend of I-190 directional sign on Leominster Road northbound prior to Chocksett Road. Redesigning the legend on the large green I­ 190 directional sign located on Leominster Road northbound prior to the Chocksett Road intersection in a way that drivers will be more informed about the road layout may reduce driver confusion. A possible design can be seen on the right. A detailed draft design can be found in Appendix D. • Remove signs and trim shrubbery on north-west corner of intersection o Sight distance will improve dramatically for Chocksett Road eastbound by removing/moving signs and trimming shrubbery on the north-west corner of the intersection. It should be noted that any private sign located on private property may require coordination with private property owners before any implementations. This is a low-cost and short-term improvement. • Provide an acceleration lane for westbound vehicles on Chocksett Road merging onto northbound Leominster Road. o By providing an acceleration lane for vehicles Chocksett Road merging onto northbound Leominster Road merging vehicles can match the speed of vehicles on Leominster Road northbound and merge into traffic without needing to come to a stop. This is a mid-term and high cost improvement. • Narrowing cross section o The large pavement area around the intersection promotes high speeds. By reducing the cross section of the road (narrowing the road) drivers will feel the need to travel at slower speeds making the intersection’s operations safer. This is a high-cost and mid-term improvement. • Remove lanes on Leominster Road o Converting Leominster Road into a two lane road (one lane in each direction) may be feasible and will have the following safety benefits: Page 10 Road Safety Audit—Leominster Road (Route 12) and Chocksett Road - Sterling, MA Prepared by MassDOT Less lanes to cross over when turning left Less opposing vehicles making opposing maneuvers Slower speeds due to the reduced cross section. Removing a lane can be done as a medium-cost and short-term improvement by reconfiguring pavement markings. It should be noted that an engineering study is required prior to any reconfiguration. • Offset left turn lanes on Leominster Road o By offsetting left turn lanes on Leominster Road vehicle’s views will not be blocked by each other if two opposite vehicles are in the left turn lanes. This modification would require the physical modification of the existing median on Leominster Road. This is a high-cost and mid-term improvement. • Convert right through travel lane to right turn only lane on northbound Leominster Road o It was suggested to convert the right through travel lane on northbound Leominster Road to a right turn only lane and eliminate the existing northbound right turn only lane. This proposal has the following benefits: One through lane on Leominster Road creating less opposing lanes for Chocksett Road Westbound vehicles turning right from Chocksett Road will have their own lane to enter Leominster Road eliminating the need to yield. An engineering study including weaving effects downstream is necessary before implementation. This is a medium-cost and mid-term improvement. • Make Chocksett Road west of the intersection departure only (one-way westbound) o It was suggested to make the western leg of Chocksett Road one-way away from the intersection (westbound traffic only). This will reduce the amount of opposing maneuvers at the intersection. It should be noted that this will restrict access to Leominster Road from the residential neighborhoods to the west of the intersection and may promote cut-throughs through Meola’s Wayside Ice Cream’s parking lot. The change may also create increased traffic and affect safety at a surrounding intersection. Coordination between the Town of Sterling and MassDOT would be required along with a study. This would be a low-cost and short-term improvement. • Remove section of median along Leominster Road for police vehicles Page 11 Road Safety Audit—Leominster Road (Route 12) and Chocksett Road - Sterling, MA Prepared by MassDOT o The Sterling Police Department’s driveway is located on the east side of Leominster Road about 1000 feet north of the intersection of Chocksett Road. At this location there is a raised curb median. In emergency situations when police need to travel south on Leominster Road they will drive over the raised curb median which causes damage to the undercarriage and suspension of their cruisers. Creating a break in the median at this location in front of the police department’s driveway should be strongly considered during intersection improvements. Note it may be necessary to install “No U Turn” signs (R3-4) paired up with “Authorized Vehicles Only” signs (R5-11). • Intersection control o To enhance control at the intersection the RSA team suggested installing traffic signals or a roundabout. Signalizing the intersection will ease the issue of conflicting maneuvers however may introduce other safety problems such as rear-end crashes which generally occur at signalized intersections. Low volumes from Chocksett Road also suggest that a traffic signal may be impractical. A roundabout will also eliminate the issue of conflicting maneuvers and will also add the advantage of traffic calming which will reduce speeds in the area. Because of this a roundabout is preferred over traffic signals. Thorough engineering studies must be conducted before any of these recommendations are implemented. Both of these suggestions are high-cost and long-term improvements. The following improvements were suggested by audit participants but are not recommended for improvement in safety issues associated with the intersection of Leominster Road (Route 12) and Chocksett Road: • Transverse rumble strips on Chocksett Road o Adding transverse rumble strips to Chocksett Road on the westbound approach to the intersection to warn drivers of the intersection was suggested during the Audit. Due to the noise this may be undesirable to residents in the nearby area and therefore is not a suggested improvement. • Reducing vehicle speeds by lowering the speed limit o Lowering the speed limit arbitrarily will not reduce vehicle speeds. Speed limits are based on several factors including the 85th percentile free-flow speed (refer to MassDOT’s 2012 Procedures for Speed Zoning on State and Municipal Roadways). Unless significant geometric changes are made to the roadway to reduce the 85th percentile free flow speed, reducing the speed limit will be infeasible. The recommendations are categorized based on the potential safety payoff, as well as by time frame and cost. The safety payoff is a qualitative judgment of the effectiveness of the potential safety improvements. Each recommendation has a responsibility assigned to it stating whether MassDOT or the Town of Sterling would be responsible for implementing the recommended improvement.
