Project Data
A Road Safety Audit for Union Avenue at Lincoln Street and Mt. Wayte Avenue in the Town of
Framingham was held on June 8, 2015 at Framingham Town Hall in Framingham, MA. As indicated in
Table 1, the audit team consisted of representatives from State, Regional and Local agencies and included
a cross-section of engineering, planning and emergency response expertise.

Background
The Federal Highway Administration defines a Road Safety Audit (RSA) as the formal safety
examination of an existing or future road or intersection by an independent, multidisciplinary team. The
purpose of an RSA is to identify potential safety issues and possible opportunities for safety
improvements considering all roadway users. A Road Safety Audit was scheduled for the intersections of
Union Avenue at Lincoln Street and Union Avenue at Mt. Wayte Avenue because both intersections have
been identified as high crash locations within the Metropolitan Area Planning Council (MAPC) region.
The segment of Union Avenue from Framingham’s Town Center to the intersection at Maple Street and
Main Street is currently in the pre-25% design phase, but is not scheduled on the Metropolitan Area
Planning Council Transportation Improvement Program (TIP). The RSA is intended to identify potential
short and long term safety improvements that could be made along the corridor, which could then be
implemented through general maintenance for short term low cost improvements or incorporated into the
future project to the greatest extent practicable.
Project Description
Union Avenue is an Urban Minor Arterial under Town of Framingham jurisdiction. Union Avenue
follows a north-south alignment providing access to Route 9 to the north and Routes 126 and 135 to the
south.
Land use along Union Avenue is a mix of commercial, residential and institutional in the study area.
Local area businesses exist along the southern half of Union Avenue with residential properties
comprising the northern half. Marian High School is located just north of the intersection of Union
Avenue and Lincoln Street, and Framingham Union Hospital is located on Lincoln Street just south of the
intersection with Union Avenue. Bowditch Field is an athletic facility featuring athletic fields and courts
and is located north of the intersection of Union Avenue and Mt. Wayte Avenue.
The two intersections included in the audit are discussed in detail below, listed from south to north.
Union Avenue at Lincoln Street and Myrtle Street
Union Avenue, Lincoln Street and Myrtle Street, shown in Figure 1, form a cluster of three closely spaced
intersections comprised of two T-intersections and a 4-legged intersection under 2-way STOP control. A
small triangular shaped median island separates the three intersections. Lincoln Street is classified as an
Urban Collector and Myrtle Street is classified as a local road, both under Town of Framingham
jurisdiction. Lincoln Street intersects Union Avenue at approximately a 30-degree angle, forming a
skewed T-intersection with Lincoln Street under STOP control. Union Avenue provides a single lane of
travel in each direction separated by a double yellow centerline. Union Avenue southbound widens at the
intersection to accommodate a short 50-foot left-turn lane for turns to Lincoln Street. Lincoln Street also
provides a single lane of travel in each direction separated by a double yellow centerline.

Myrtle Street intersects Lincoln Street at a four-way intersection approximately 140 feet southeast of the
Union Avenue/Lincoln Street intersection. Myrtle Street then continues to intersect Union Avenue via a
short connector road forming a T-intersection. Myrtle Street is a one-way roadway approaching Lincoln
Street and is two-way between Lincoln Street and Union Avenue. Signage for Myrtle Street includes
STOP signs on both sides of the approach to Lincoln Street and an additional STOP sign at the
intersection with Union Avenue.
Sidewalks are provided on both sides of Union Avenue, Lincoln Street and Myrtle Street. Crosswalks are
provided parallel to Union Avenue across Lincoln Street and Myrtle Street. Crosswalks are not provided
across Union Avenue at either intersection nor at the intersection of Lincoln Street and Myrtle Street.
Stop bars are provided across the Lincoln Street and Myrtle Street approaches to Union Avenue and
across the Myrtle Street approach to Lincoln Street. Pavement markings are in fair condition at all three
intersections.
A residential driveway is located at the existing stop bar location on the north side of the Lincoln Street
approach to Union Avenue. Another residential driveway is located on the west side of Union Avenue,
approximately half way between the Union Avenue/Lincoln Street intersection and the Union
Avenue/Myrtle Street intersection.
Land use at the intersection is primarily residential. Framingham Union Hospital is located on Lincoln
Street approximately 500 feet south of the intersection with Myrtle Street. Access to the hospital is
provided via Lincoln Street with a parking lot exiting to Myrtle Street.
Crash data provided by the Framingham Police Department and supplemented by MassDOT show 17
crashes occurred at the intersection for the three year period from 2011 to 2013. A crash data summary
and a collision diagram are included in the Appendix. The most prevalent crash type were angle crashes,
comprising 53% of all crashes. Of note are six angle crashes between a vehicle departing Myrtle Street
and a southbound through vehicle on Lincoln Street and two angle crashes between a vehicle departing
Myrtle Street and a northbound through vehicle on Lincoln Street. Several of these angle crashes stated
the vehicles did not come to a complete stop when exiting Myrtle Street or were stated to be rolling stops.
An additional angle crash involved a southbound vehicle turning left to Lincoln Street from Union
Avenue with a northbound through vehicle.
The intersection also experienced four rear-end crashes. One rear-end crash involved a vehicle stopping
for pedestrians, while another involved malfunctioning taillights.
Union Avenue at Mt. Wayte Avenue and Buckminster Street
Union Avenue, Mt. Wayte Avenue and Buckminster Street, shown in Figure 2, form a 4-way signalized
intersection. Union Avenue provides a single travel lane in each direction separated by a double yellow
centerline, widening at the intersection to provide exclusive left turn lanes southbound to Buckminster
Street and northbound to Mt. Wayte Avenue.
Mt. Wayte Avenue is an Urban Collector under Town of Framingham jurisdiction, and provides a twolane approach at Union Avenue, with a shared left turn/through lane and a right turn lane.

Buckminster Street is one-way departing the intersection to the east. The existing traffic signal provides
three-phase operation: a leading northbound phase for Union Avenue, a shared phase for Union Avenue
northbound/southbound and a Mt. Wayte Avenue phase. Left-turn arrows are not provided for the leading
Union Avenue northbound phase, and left-turns continue as a permitted movement during the Union
Avenue northbound/southbound phase. The signal is semi-actuated, with vehicle detection provided on
the Mt. Wayte Avenue approach only. All signal indications are post-mounted and feature 8-inch
diameter signal lenses. Pavement markings at the intersection are in poor condition.
Sidewalks are provided on both sides of Union Avenue and Mt. Wayte Avenue, and on the north side of
Buckminster Street. Crosswalks are provided across the north leg of Union Avenue, the west leg of Mt.
Wayte Avenue and the east leg of Buckminster Street; however no pedestrian signals or phasing are
provided at the intersection.
Land use in the vicinity of the intersection is a mix of commercial, residential and recreational. O’Connell
Motors occupies the southwest corner of the intersection, and the former Perini Corporation building,
recently purchased by the town, occupies the northwest corner. Bowditch Field is located on Union
Avenue approximately 200 feet north of the intersection. A mid-block crosswalk is provided across Union
Avenue in the vicinity of Bowditch Field for vehicles that park in the Perini lot and cross to the field.
Middlesex Street is a residential street intersecting Union Avenue from the east approximately 200 feet
south of Buckminster Street, and two residential homes exist between Middlesex Street and Buckminster
Street.
Crash data provided by the Framingham Police Department and supplemented by MassDOT show 39
crashes occurred at the intersection for the three year period from 2011 to 2013. A crash data summary
and a collision diagram are included in the Appendix. The most prevalent crash type were angle crashes,
comprising 59% of crashes. Six angle crashes involved vehicles departing Mt. Wayte Avenue and a
southbound through vehicle. Two additional angle crashes involved a vehicle departing Mt. Wayte
Avenue and a northbound through vehicle. Several of these crashes stated red light running, suggesting
signal visibility issues and/or inadequate clearance times. Four angle crashes involved vehicles turning
left from Union Avenue with a through vehicle in the opposing direction; two turning to Mt. Wayte
Avenue and two turning to Buckminster Street. Four angle crashes involved vehicles turning into the
parking lots of O’Connell Motors and the Perini Lot on Mt Wayte Avenue, two into each lot. Of these
four crashes, three of them were determined to be “courtesy crashes.” A courtesy crash refers to when a
vehicle in the inside lane may stop for a turning vehicle, but the turning vehicle is then struck by a vehicle
traveling in the other lane, named for the courtesy shown by the stopped driver. Three fixed object
crashes occurred on the southwest corner of the intersection involving the signal post and utility poles
located in close proximity to the roadway.
Also of note were nine rear-end crashes of which most were due to inattention or traffic congestion at the
intersection, with one crash involving a vehicle stopping for pedestrians crossing Union Avenue to
Bowditch Field. Of note was a crash involving an ambulance headed for Framingham Union Hospital in
which the driver did not pull over for the ambulance.

Audit Observations
Following a brief introduction to the RSA process and a summary of existing geometry and crash
information, the audit participants were asked to discuss safety issues along Union Avenue and at the
intersections at Lincoln Street and at Mt. Wayte Avenue. Audit participants then conducted a site visit as
a group, at which time they offered observations on safety issues and concerns. A summary of those
major safety considerations is as follows:
Union Avenue at Lincoln Street and Myrtle Street

Intersection Geometry — The close proximity of the three intersections does not allow adequate
storage of vehicles waiting at the stop bar. It was noted by audit participants that Myrtle Street is
often blocked by queued vehicles on Lincoln Street. In addition, the storage length for the Myrtle
Street connector road to Union Avenue was noted to be too small, only allowing one vehicle to enter
at a time causing queued vehicles from Myrtle Street to block
Lincoln Street traffic.

Visibility — Several issues related to visibility were raised by
the audit team.

o
Due to the skewed approach of Lincoln Street, drivers do
not have a clear line of sight when exiting Lincoln Street.
There is an existing utility pole and sign located on the
corner of the traffic island obstructing vehicles from seeing
traffic on Union Avenue northbound. This could be a factor
in the angle crash occurring on this approach. It may also
be a factor in one rear end crash on Lincoln Street.
o
Visibility exiting Myrtle Street onto Lincoln Street is

reduced by the skew of the intersection as well as by queued
vehicles waiting to turn right from Lincoln Street to Union Avenue. Overgrown bushes located on
the northeast corner of the Union Avenue at Lincoln Street intersection also impact the visibility
of vehicles exiting Myrtle Street. In addition, the skewed geometry of the intersection allows
drivers entering Lincoln Street from Union Avenue southbound to maintain a higher rate of speed
while turning. Vehicles exiting from Myrtle Street must edge out to have better visibility. Several
crashes occurring at this intersection may been related to this issue.
o
It was noted that multiple crashes were due to rolling stops and failure to stop at the stop signs on
Myrtle Street. There are existing stop signs installed on both sides of the street, but due to set
back nature of the stop bar and sight distance issues, vehicles may roll past the stop bar into the
intersection to obtain a better sight line.
Utility Pole Blocking
Pedestrian Accommodation — No crosswalks are provided across Union Avenue or at the
intersection of Lincoln Street and Myrtle Street. Ramps, where provided, do not meet current ADA
standards. A long, skewed crosswalk exists crossing the Lincoln Street approach at Union Avenue

requiring a much longer pedestrian crossing. Mid-block crosswalks are also provided both north and
south of the intersection with flashing beacons, where crossings are more critical.

Bicycle Accommodation – Accommodation is not provided for bicycles along Union Avenue,
Lincoln Street or Myrtle Street.

Driveway Proximity – Existing residential driveways at the intersection provide a challenge for
entering/exiting vehicles. A residential driveway is located on the north side of Lincoln Street at the
stop bar on the approach to Union Avenue. Another residential driveway is located on the west side
of Union Avenue, closely spaced between the Union Avenue/Lincoln Street intersection and the
Union Avenue/ Myrtle Street intersection. These driveways could act as additional approaches to the
intersection, often causing driver confusion as to who has the right of way.

Pavement Condition – The pavement along Union Avenue throughout the corridor is in poor
condition. Significant patching and pavement cracking currently exist today.

Pavement Markings – Markings are faded at the intersections, adding to confusion over intended lane
configurations. Town personnel noted that painted markings are reapplied frequently and are in the
process of being restriped.

Lighting - It was suggested that lighting may be insufficient at the intersection and along Union
Avenue, although it should be noted that less than 20% of crashes occurred during dark conditions.
Union Avenue at Mt. Wayte Avenue and Buckminster Street


Intersection Geometry – Several issues related to intersection geometry were raised by the audit team.
o
Narrow travel lanes on Union Avenue may be the cause of sideswipe crashes at the
intersection.
o
The southwest corner radius was noted as a safety issue. Several crashes involved a right
turning truck from Mt. Wayte Avenue striking the utility pole/signal post occurred and
inadequate turning radius may be a factor in these crashes. In addition, the close proximity of
signal equipment and utility poles to the roadway was noted as an issue. It should be noted
that three crashes involved these obstructions at this intersection.
o
Right-turning vehicles from Mt. Wayte Avenue encroach on the northbound left turn lane, an
issue which is further exacerbated when northbound queued vehicles are present. It was noted
by audit participants and observed in the sight visit that the Union Avenue northbound leftturn stop bar has been moved further south; however, the issue persists for turning traffic.
Pedestrian Accommodation — Several issues related to pedestrian accommodations and pedestrian
safety were raised by the audit team.
o
No pedestrian signal equipment or pedestrian phase is provided at the signalized intersection,
and no crosswalk is provided across the northbound Union Avenue approach at this location. A

pedestrian was observed making this crossing on the day of the audit and clearly faced
challenges due to conflicting traffic.

o
Existing pedestrian accommodations do not meet current ADA standards.
o
A sidewalk is not provided on the south side of Buckminster
Street.
o
A mid-block crosswalk is provided on Union Avenue north of the
intersection with Mt. Wayte Avenue, striped at the entrance to
Bowditch Field. Multiple rear-end crashes involved vehicles
stopping for pedestrians at this location. In addition, its close
proximity to the intersection creates visibility and queuing issues.
Bicycle Accommodation – Accommodation is not provided for bicycles
along Union Avenue, Mt. Wayte Street or Buckminster Street.
Signal Visibility Blocked
by Utility Poles

Signal Visibility – No overhead signals are provided at the intersection.
The visibility of the post-mounted signal head southbound is blocked by the utility pole. Five crashes
involving red light violations and signal visibility may be related to this issue.

Signal Equipment – Issues related to signal equipment were noted at the intersection.


o
Signal heads are 8” lenses. Current MassDOT standards require 12” heads on all new traffic
signal installations. Smaller signal heads may reduce advance visibility, which in turn may lead
to red light running and rear-end crashes.
o
Emergency Preemption is not present at this intersection. It was noted that Union Avenue is a
direct route to Framingham Union Hospital and that Town emergency response vehicles are
equipped with opticom emitters.
o
The northbound lead phase on Union Avenue for turns to Mt. Wayte Avenue does not provide a
left–turn arrow indication or signage alerting vehicles of the protected/permitted phasing. This
could be a factor in two angle crashes involving northbound left-turns to Mt. Wayte Avenue
and southbound through vehicles on Union Avenue.
Clearance Times - Yellow and all-red clearance times may be inadequate at the intersection. This
could be a factor in rear-end crashes on Union Avenue due to varying levels of driver aggression on
the approach, and could also be a factor in angle crashes where vehicles are still in the intersection
during the red indication controlling their entry approach. Red light running was also noted at this
intersection and could be attributed to inadequate clearance times.
Access Management – The close proximity of commercial driveways to the intersection is a safety
concern. This was specifically noted for O’Connell Motors and the Perini lot. It was noted by town
officials that the Perini Lot was recently purchased by the town and will be converted to office space
resulting in increased traffic in the future. Several crashes involved vehicles entering/exiting from

these driveways and could be attributed to their proximity to the intersection. In addition, the
O’Connell Motors driveway on Mt. Wayte Avenue forces vehicles to cross the right-turn lane when
entering and exiting, creating the possibility of courtesy crashes.

Red Light Running – Red light running was noted as a common problem at the intersection. It was
suggested that inattention and signal visibility are causes of red light running. Drivers may decide to
run the red light based on the perception of inefficiency of
the signal based on the pretimed operation; i.e., thinking
that they would rather run the light than wait through the
entire opposing street phase. Variances in driver behavior
related to red light running are a likely cause of rear-end
crashes on Union Avenue.

Pavement Markings – Markings are faded at the
intersections and along Union Avenue, which adds to
confusion over intended lane configurations. Town
personnel noted that painted markings are reapplied
frequently and are in the process of being restriped.

Faded Pavement Markings
Middlesex Street Traffic – Due to the close proximity of Middlesex Street to the intersection and the
one-way direction of Buckminster Street, it was noted that a significant amount of traffic exits
Middlesex Street to Union Avenue and proceeds through the intersection with Mt. Wayte Avenue.
One angle crash occurred at the intersection of Union Avenue and Middlesex Street. This crash was
determined to be a courtesy crash involving a left turning vehicle from Middlesex Street and a
northbound through vehicle on Union Avenue.

Potential Safety Enhancements
Following review of available materials and a discussion of existing safety issues, audit participants were
asked to consider improvements. Audit participants were encouraged to consider both short and long term
improvements for each issue. Each improvement considered has been categorized as short-term, midterm, or long-term based on the definitions shown in Table 2. Additionally, a cost category has been
assigned to each improvement based on the parameters set forth in Table 2.

Union Avenue at Lincoln Street and Myrtle Street

Consider overall improvement strategies related to intersection alignment. Two distinct strategies
were discussed at the audit and are detailed below. Both strategies would reduce the skewed nature of
the intersection of Union Avenue at Lincoln Street and its close proximity with Myrtle Street. Further
study is necessary to determine the appropriateness and impact of either recommendation. The
realignment of Lincoln Street is needed and should be considered in both strategies to help improve
the existing intersection geometry issues. Development of either recommendation must consider the
contributing factors discussed by the audit team and outlined in this report.
o
Consider a mini roundabout. A roundabout concept was discussed by the audit team.
Installation of a roundabout would help calm traffic on Union Avenue, increasing
awareness of the intersection and addressing visibility and gap acceptance issues, while
giving side street traffic greater opportunity to enter traffic on Union Avenue. Residential
driveways must be taken into consideration in the design to maintain access to abutting
properties. A roundabout is a long-term, high cost improvement which requires further
study and determination of property impacts.
o
Realign Lincoln Street to form a more defined T-intersection. By realigning Lincoln
Street to intersect Union Avenue as a 90 degree intersection, visibility is improved for the
Lincoln Street approach. In addition, southbound left turns from Union Avenue are
forced to reduce their speeds when turning at the intersection. The realignment will also
eliminate the connector road for Myrtle Street to Union Avenue. This is a long-term, high
cost improvement.
o
Consider installation of a traffic signal. A traffic signal, if warranted, would stop traffic
on Union Avenue to allow traffic from Lincoln Street to enter, and would also increase
awareness of the intersection for vehicles approaching on Union Avenue. Installation of a
traffic signal would require further study, which includes but is not limited to warrant

analysis, to determine if a traffic signal at this location is an effective safety
countermeasure. Installation of a traffic signal is a long-term, high cost improvement. A
traffic signal installation should include emergency preemption equipment due to the
proximity of the hospital and police station.









Relocate the existing utility pole and sign on the corner of the traffic island. This is a mid-term,
medium cost improvement.
Trim the bushes on the northeast corner of the intersection to improve sight distance exiting Myrtle
Street. This is a short-term, low cost improvement that requires coordination with the property owner.
Install “Do Not Block Intersection” signs and markings for Lincoln Street northbound at the
intersection of Myrtle Street. An R10-7 “Do Not Block Intersection” should be installed at or near the
northbound approach to the Myrtle Street intersection, and markings should be applied in accordance
with Figure 3B-18 of the Manual on Uniform Traffic Control Devices (MUTCD). This is a shortterm, low cost improvement.
Consider reversing Myrtle Street traffic flow to one-way eastbound departing the intersection. This
would require a traffic study to determine the flow of traffic in the area to assess the functionality.
This is a mid-term, medium cost improvement.
Update existing pedestrian accommodations to meet current ADA standards. All sidewalks and
wheelchair ramps should be reconstructed with ramps meeting current ADA guidelines. New
crosswalks should be provided for all pedestrians crossings at the intersection. This is a long-term,
high cost improvements included in the project.
Reconfigure the existing roadway pavement and/or widen the roadway to provide shoulders
accommodating bicycles. This is a long-term, high cost improvement assumed to be included in the
project.
Consider the relocation of the existing driveway at the Lincoln Street stop bar to Union Avenue, and
evaluate the locations of residential driveways on Union Avenue in the vicinity of the intersection to
either be included in the potential intersection reconfiguration or relocated for increased safety. This
is a long-term, medium cost improvement.
Rehabilitate pavement. It was noted by Town officials that future utility work would be done along
the Union Avenue corridor and could result in curb to curb resurfacing as part of the utility work. The
appropriate method of pavement rehabilitation should be determined based on the results of
subsurface exploration. This is a long-term, high cost improvement.
Reapply pavement markings at the intersection. This is a short-term, low cost improvement. New
pavement markings would be included in the planned project, but should be reapplied in the shortterm as well.

Upgrade street lighting along the corridor, where feasible. Street lighting should be reviewed as part
of the project and upgraded where necessary to provide improved lighting. This is a long-term,
potentially high cost improvement.
Union Avenue at Mt. Wayte Avenue and Buckminster Street






Consider overall improvement strategies related to intersection geometry.
o
Reconfigure the existing roadway pavement and/or widen the roadway to provide
minimum 11-foot wide travel lanes at the intersection. This is a long-term, high cost
improvement included in the project.
o
Increase turning radius for right-turns from Mt. Wayte Avenue to Union Avenue
southbound to allow for larger vehicles to safely navigate turns. Consider relocating
signal equipment and utility poles further back from the roadway in conjunction. This is a
long-term, high cost improvement.
o
Consider the location of the northbound left-turn stop bar at the intersection. The existing
stop bar is set back to accommodate right turns from Mt. Wayte Avenue and proper
placement should be considered in the design. The stop bar should be located at the
proper distance to eliminate conflicts with right turning vehicles. This is a long-term, low
cost improvement.
Update pedestrian accommodations at the intersections. Accommodation should be provided
throughout the intersection with sidewalks on both sides of the street, ADA compliant wheelchair
ramps, accessible pedestrian signals, detectable warning panels, pushbuttons and crosswalks to carry
pedestrians safely across Union Avenue and all side streets. This is a long-term, high cost
improvement assumed to be included in the project. The Town should evaluate installing pedestrian
pushbuttons, signal heads and phasing in the interm as a mid-term, medium cost improvement.
Provide a second sidewalk on the south side of Buckminster Street. It should be noted that current
MassDOT policy requires sidewalks on both sides of all reconstructed roadways within an urban area.
This is a long-term, medium cost improvement.
Reconfigure the intersection and/or widen the roadway to provide shoulders accommodating bicycles.
This is a long-term, high cost improvement.
Consider W3-3 Signal Ahead signs along Union Avenue. A sign would alert
drivers that they are approaching a signalized intersection. This is a short-term,
low cost improvement.
Reconstruct the existing traffic signal to a fully actuated signal with all new
equipment including mast arms, fixed-mounted overhead signals with backplates, emergency
preemption and countdown pedestrian signal heads. Backplates should have retro-reflective borders
conforming to current MassDOT and FHWA recommendations. Signal reconstruction to current
MassDOT standards would improve the visibility and conspicuity of the signals. This is a long-term,

high cost improvement assumed to be included in the planned project. The improved efficiency of the
upgraded signal could improve operation at the intersection and along the Union Avenue corridor.







Provide new signal indications and signage for the northbound left turn phase. This would address
concerns that exist today for both Union Avenue approaches. The audit team discussed how drivers
would know that they have a lead left-turn phase or when the lead phase ends. This is a short-term,
medium cost improvement.
Update clearance times. The existing yellow and all red clearance times should be determined from
the existing traffic signal controller and compared to minimum requirements calculated based on
current MassDOT guidance. If existing clearance times are insufficient, clearance times should be
increased accordingly. This change in clearance times could reduce the occurrence of red light
running and rear-end crashes at the intersection and reduce the likelihood of an angle collision in the
event that a vehicle ran the red light. This is a short-term, low cost improvement that could be done in
conjunction with planned improvements.
Consider access restrictions at adjacent commercial driveways by either consolidating driveways or
restricting them to a dedicated enter/exit or right-in/right-out design by the addition of a delta island.
The number of crashes involving vehicles exiting businesses indicates a need for restrictions in
access. If existing access is legally permitted, the Town should coordinate with property owners to
determine if restrictions could be accommodated. This would help reduce the left-turns for
commercial driveways as well as the encroachment of vehicles on opposing lanes. Of importance are
the driveways of the O’Connell Motors and the Perini lot. This is a medium cost, long-term
improvement.
Consider relocation of O’Connell Motors driveway on Mt. Wayte Avenue further away from the
intersection to reduce the need for entering/exiting vehicles to cross two travel lanes. This is a
medium cost, long-term improvement.
Reapply pavement markings at the intersection. This is a short-term, low cost improvement. New
pavement markings should be included in the planned project, but should be reapplied in the short
term.
Continue enforcement of red light running. As previously noted, overhead signals would improve
signal visibility, and clearance time modifications may reduce the number of red light running
violations. This is a short-term and ongoing measure, the cost of which is reduced enforcement
elsewhere.
Consider two-way operation of Buckminster Street. It was noted by audit participants that a
significant amount of traffic exits from Middlesex Street due to the one-way direction of Buckminster
Street. With a reconstructed signal at Buckminster Street, traffic would have a protected move across
Union Avenue reducing the traffic exiting from Middlesex Street. This is a medium cost, long-term
improvement.
