As part of a project to upgrade traffic signals at multiple intersections along High Street and Maple Street (MassDOT Project ID 606450) that is to be funded in 2017 under the Transportation Improvement Program (TIP) for the Pioneer Valley Planning Commission (PVPC) region, a Road Safety Audit (RSA) of 15 intersections was conducted. The Federal Highway Administration (FHWA) defines an RSA as a formal safety examination of, in this case, existing intersections that is performed by a multidisciplinary team that includes individuals who are independent of the design project. The purpose of an RSA is to identify potential safety issues and possible opportunities for safety improvements considering all roadway users, including motorists, transit users, bicyclists, and pedestrians. The RSA proposes to identify potential short-term and long-term safety improvements that can be made at the intersections and implemented through general maintenance in the short term at low cost or be incorporated into the planned signal upgrade project to the greatest extent practicable. Collision diagrams of the recent accident history can be found in the Appendix. The recommendations of these two reports have been largely included in this RSA. Project Location and Description Maple Street and High Street, shown in Figure 1, are part of a grid network of streets covering the City of Holyoke's downtown core and Churchill neighborhood. Maple Street and High Street are parallel oneway streets that are one block apart, intersect numerous streets, and are both functionally classified as Urban Principal Arterials. Maple Street allows southbound traffic while High Street allows northbound traffic. Maple Street and High Street through the RSA study area, from Resnic Boulevard to Lyman Street, are both approximately 1.1 miles in length. The intersecting streets that are included in this RSA run mainly northwest-southeast and allow two-way travel. Resnic Boulevard is split by direction with a large grass/vegetation median block at its intersections with High Street, Maple Street, and the I-391 ramps. The exception to this is at the four intersections of Maple Street and High Street at Resnic Boulevard and the I-391 ramps, which all operate on one traffic signal controller with a three-phase operation. Pedestrian signals are present at some of the signalized intersections although many of which are not properly functioning at the current time. Intersections that have working pedestrian signals operate with pedestrian phasing that is concurrent with the vehicle phasing. The exception to this is the intersection of Maple Street at Lyman Street, which has an exclusive pedestrian phase. Sidewalks are present along most of the study area. On-street parking is present along most of Maple Street and High Street to the northeast of Resnic Boulevard as well as the intersecting cross streets. Individual intersections in the audit are discussed below. High Street at Resnic Boulevard and Interstate (I-391) Ramps High Street at Resnic Boulevard and the I-391 ramps is split into two intersections, one for Resnic Boulevard northbound at the I-391 off ramp and one for Resnic Boulevard southbound at the I-391 on ramp. High Street is an Urban Principal Arterial. Both are four-leg intersections. The two High Street approaches are striped with four lanes. Resnic Boulevard has a two-lane approach at High Street and the I-391 on ramp. The I-391 off ramp has a three-lane approach to High Street and Resnic Boulevard northbound, with the rightmost lane designated as a right-turn-only lane to High Street. Land use is primarily commercial in the direct vicinity of these intersections. On-street parking is prohibited adjacent to these intersections, with the exception of along High Street northeast of the I-391 off ramp. Sidewalks are provided on the eastern side of High Street at these locations. High Street at Resnic Boulevard and I-391 ramps – view looking northeast The Holyoke Police Department provided crash data for the 3-year period from 2012 through 2014. Seventeen crashes occurred at this intersection. Review of the crash data finds that these two intersections experienced 38 crashes from 2012 through 2014. Sixteen of the crashes resulted in injuries. Angle collisions are the predominant collision type, which comprised 42% of all the crashes at High Street at the Resnic Boulevards and the I-391 ramps. Other prevalent collision types were rear-end crashes (29%) and same-direction sideswipe crashes (16%). One accident occurred that involved a bicyclist and a left-turning motor vehicle at High Street and Resnic Boulevard northbound, which occurred on the afternoon of September 5, 2013 during clear weather. The majority of the 38 crashes occurred during the daytime between 10:00 a.m. and 6:00 p.m., with the noon to 2:00 p.m. period experiencing 21% of the crashes. Eighty-four percent of the crashes occurred during daylight conditions. Page 5 Road Safety Audit—High and Maple Streets – Holyoke, MA Maple Street at Resnic Boulevard Maple Street at Resnic Boulevard is also split into two intersections, one at Resnic Boulevard northbound and one at Resnic Boulevard southbound. Both are four-leg intersections. The two Maple Street approaches are striped with three lanes. Maple Street and Resnic Boulevard are Urban Principal Arterials. A lane use sign is present on Maple Street upstream of Resnic Boulevard northbound. Maple Street downstream of the intersection with Resnic Boulevard southbound has a short merge section for two of the three lanes. Resnic Boulevard northbound has a two-lane approach at Maple Street. Resnic Boulevard has a three-lane approach at Maple Street, with the rightmost lane designated as a rightMaple Street at Resnic Boulevard – turn-only lane to Maple Street. Land use is view looking southbound commercial in the direct vicinity of these two intersections and includes the Fitzpatrick Ice Skating Rink at the northwest corner. On-street parking is prohibited adjacent to these intersections. Crash data was provided by the Holyoke Police Department for the 3-year period from 2012 through 2014. Forty-eight traffic crashes occurred at these two intersections from 2012 through 2014, and 16 of the crashes resulted in injuries. The most frequent collision type classified was angle collisions, which comprised 46% of all the crashes at Maple Street at the Resnic Boulevards. The second most frequent collision type was rear-end collisions (35%) followed by same-direction sideswipe crashes (10%). Two crashes involved bicyclists and a right-turning motor vehicle, one at Resnic Boulevard northbound and one at Resnic Boulevard southbound. Both of these crashes occurred during daylight and dry conditions. A slight majority of the crashes at Maple Street and the Resnic Boulevards (23%) occurred during the early evening between 6:00 p.m. to 8:00 p.m. Eighty-one percent of the crashes occurred during daylight conditions. A single controller at the northeast corner of Resnic Boulevard and the I-391 on ramps at High Street manages all four signals mentioned in the previous paragraphs. Sidewalks are provided along all four intersection legs and include crosswalks for all four legs as well. The intersection is under traffic signal control. Several view looking west rear-end and sideswipe collisions also occurred at this location. One crash involved a pedestrian, and one crashed involved a bicyclist. Jackson Street at Maple Street Maple Street is a two-lane, one-way approach at Jackson Street in the southbound direction. The Jackson Street approaches are each striped as single-lane approaches. Maple Street is an Urban Principal Arterial. Land use adjacent to this intersection includes a mix of commercial and residential as well as a public park (Sheard Park). Parking stalls are provided along Jackson Street east of Maple Street on both sides. The northern leg of Maple Street also includes on-street parking. There are no parking stalls along the western leg of Jackson Street and the southern leg of Maple Jackson Street at Maple Street – Street, but there are not any "No Parking" signs in view looking toward Sheard Park the vicinity of the signal along these legs. Sidewalks are provided along all four intersection legs and include crosswalks for all four legs as well. The intersection is under traffic signal control. Pedestrians are allowed to cross concurrently with each phase. Crash data was provided by the Holyoke Police Department for the 3-year period from 2012 through 2014. The most frequent collision type at this location is classified as angle crashes (55%). Twenty percent of the crashes were single-vehicle crashes while 10% were rear-end type crashes. Three crashes involved pedestrians, and two crashes involved bicyclists. A majority of the crashes occurred during the daytime. Cabot Street at Maple Street Maple Street is a two-lane approach at Cabot Street, one way in the southbound direction. The Cabot Street approaches are striped as single-lane approaches. High Street and Cabot Street are both Urban Principal Arterials. Land use adjacent to this intersection includes a mix of commercial and residential as well as the HB Lawrence Elementary School. Parking is allowed on all four intersection legs although there are no stalls provided along the eastern leg of Cabot Street. Sidewalks are provided along all four intersection legs and include crosswalks for all four legs as well. The intersection is under traffic signal control. Pedestrians are allowed to cross concurrently with each phase. Crash data was provided by the Holyoke Police Department for the 3-year period from 2012 through 2014. Twenty-seven crashes occurred at this intersection. The most frequent collision type at this location is classified as angle crashes (70%). Fifteen percent of the crashes were Cabot Street at Maple Street – rear-end type crashes while the remaining crashes were sideswipeview looking eastbound same direction and head-on collisions. Two crashes involved pedestrians, and one crash involved a bicyclist. A majority of the crashes occurred during the daytime. Appleton Street at High Street High Street is a two-lane approach at Appleton Street one way in the northbound direction. The Appleton Street approaches are each striped as single-lane approaches. Land use adjacent to this intersection includes mainly commercial facilities with the United Congressional Church on the southwest corner. Parking is allowed Aon all four intersection legs. Pedestrians are allowed to cross concurrently with each phase. Crash data was provided by the Holyoke Police Department for the 3-year period from 2012 through 2014. Twenty-eight crashes occurred at High Street and Appleton Street; 46% were angle collisions. Other notable collision types that occurred at this intersection were rear-end collisions and single-vehicle crashes. Most of the crashes occurred during the daytime. A fatal accident occurred on Appleton Street between Maple Street and High Street in October 2013 when a motorist struck three parked cars. Another fatal accident occurred in November 2015 involving a pedestrian crossing the street at the intersection of Appleton Street and High Street. Appleton Street at High Street – view looking westbound Appleton Street at Maple Street Maple Street is a two-lane approach at Appleton Street one way in the southbound direction. The Appleton Street approaches are each striped as single-lane approaches. High Street is an Urban Principal Arterial while Appleton Street is an Urban Minor Arterial. Land use adjacent to this intersection includes mainly commercial facilities with some residential properties. The Holyoke War Memorial Building is on the southwest corner while McDonald’s is located on the northwest corner. Parking is allowed on all four intersection legs. Sidewalks are provided along all four intersection legs and include crosswalks for all four legs as well. The intersection is under traffic signal control. Appleton Street at Maple Street – Pedestrians are allowed to cross concurrently view looking southbound with each phase. Crash data was provided by the Holyoke Police Department for the 3-year period from 2012 through 2014. Twenty-three crashes occurred at Maple Street and Appleton Street; 57% were angle collisions. Other notable collision types that occurred at this intersection were rear-end collisions and single-vehicle crashes, 22% and 13%, respectively. Most of the crashes occurred during the daytime (61%). The Suffolk Street approaches are each striped as single-lane approaches. Land use adjacent to this intersection includes a mix of commercial and residential. Parking is allowed on all four intersection legs. Sidewalks are provided along all four intersection legs and include crosswalks for all four legs as well. The intersection is under traffic signal control. Pedestrians are allowed to cross concurrently with each phase. Crash data was provided by the Holyoke Police Department for the 3-year period from 2012 through 2014. Fourteen crashes occurred at the intersection of High Street and Suffolk Street – 36% were angle Suffolk Street at High Street – collisions, 29% were sideswipes, 21% were rearview looking northbound along High Street end collisions, and 7% were single-vehicle crashes. Most of the crashes occurred during the daytime. Suffolk Street at Maple Street Maple Street is a two-lane approach at Suffolk Street, one way in the southbound direction. The Suffolk Street approaches are each striped as single-lane approaches. Land use adjacent to this intersection includes a mix of commercial and residential. Parking is allowed on all four intersection legs. Sidewalks are provided along all four intersection legs and include crosswalks for all four legs as well. The intersection is under traffic signal control. Pedestrians are allowed to cross concurrently with each phase. Crash data was provided by the Holyoke Police Department for the 3-year period from 2012 through 2014. Ten crashes occurred at Maple Street and Suffolk Suffolk Street at Maple Street – Street – 40% were rear-end collisions, 30% were view looking northbound on Maple Street angle collisions, 20% were sideswipes, and 10% were head-on collisions. Most of the crashes occurred during the daytime. Page 11 Road Safety Audit—High and Maple Streets – Holyoke, MA Maple Street at Lyman Street The Maple Street and Lyman Street approaches at this intersection are each striped as single-lane approaches. The southern leg of Maple Street is one-way southbound and consists of two lanes. Maple Street is an Urban Principal Arterial. Land use adjacent to this intersection includes a mix of commercial and residential including elderly housing as well as a park (Kosciusko Park). Sidewalks are provided on all legs on both sides of the streets. Painted crosswalks are provided at all four legs, and the intersection includes signal control with an exclusive pedestrian phase. Nine crashes occurred at this intersection – 44% were angle collisions, and 44% were rear-end collisions. All of the crashes occurred during the daytime. Lyman Street at Maple Street – view looking southeasterly from the northwest corner Audit Observations and Potential Safety Enhancements Field observations at each intersection in this RSA were made by the audit team following a group review of the crash history and safety concerns/issues. Existing geometric and traffic control conditions as well as midday traffic operations were observed. A number of potential safety enhancements were then identified and discussed during the audit. Below is a summary of observed safety concerns/issues and potential safety enhancements. There are a number of corridor-wide safety issues and potential enhancements as well as those specific to individual intersections. Corridor-Wide Concerns/Issues and Potential Enhancements: Traffic Signals 1. Clearance Intervals • Concern/Issue: Traffic signal clearance intervals (yellow and all-red timings) at many of the intersections appear to be too short. The all-red interval does not exist at some intersections due to the vintage of the controller equipment. Red light running and certain collision types (angle and rear-end collisions) may be occurring at least in part to this issue. Potential Enhancement: Upgrade outdated signal controller equipment and calculate/program the clearance intervals based on latest standards. In the short term, the City of Holyoke needs to update the clearance intervals. Page 12 Road Safety Audit—High and Maple Streets – Holyoke, MA 2. Coordination • Concern/Issue: Some of the intersections along the High Street and/or Maple Street corridors are reportedly not currently operating as part of the interconnected signal system such as the locations operating on flash, Cabot Street at High Street, and Suffolk Street at Maple Street. Potential Enhancement: Upgrade outdated signal equipment to provide signal artery coordination. • Concern/Issue: Pretimed traffic signals are a concern because they can lead to red light running by some motorists if there is a perception that the signal is operating inefficiently. A pretimed signal will give the side street a green light every cycle regardless if there is traffic on the side street approach. Some motorists on the artery may decide to run their red light rather than wait through the entire side street green phase. Pretimed traffic signals can also cause unnecessary traffic delays. Potential Enhancement: Install vehicle detection and upgrade the controller equipment as necessary in order to operate the signals as fully actuated. Fully actuated operation requires detectors on all approaches, and the right-of-way does not automatically go to a designated phase unless a particular phase is recalled by the controller. 3. Signal Heads • Concern/Issue: Many of the intersections have signal heads with 8-inch lenses or a mix of 8inch and 12-inch lenses. Current MassDOT standards require 12-inch lenses on all new traffic signal installations, which increases the visibility of the signal indication. Potential Enhancement: Upgrade to all 12-inch LED signal heads as part of Project No. 606450 • Concern/Issue: A number of the intersections have signal heads that do not have or are missing visors. Motorists can have difficulty telling if a signal is green, yellow, or red at signal heads that do not have visors, especially when there is sun glare. Potential Enhancement: Upgrade to all signal heads with visors as part of Project No. 606450 • Concern/Issue: None of the intersections have signal heads with Existing signal heads backplates. Add backplates to signal heads to improve visibility of the signal indication. Signal heads can also be made more conspicuous be framing the backplate with a retroreflective border. Potential Enhancement: Install backplates with retroreflective borders on all signal heads as part of Project No. 606450. This enhancement can help reduce unintentional red light running. Consider the necessity of programmable heads where intersections are in close proximity of one another. Page 13 Road Safety Audit—High and Maple Streets – Holyoke, MA • • Concern/Issue: Secondary signal heads for side streets are mounted on the mast pole and are not over a vehicle lane. At least two overhead signal heads for an approach should be provided for increased visibility. Potential Enhancement: Install two far-side heads for each approach on new mast arms. Consideration should be made for supplemental post-mounted signals. Signal heads with back plates and retroreflective border Concern/Issue: Traffic signal preemption equipment, which can allow approaching emergency vehicles as well as transit buses to preempt the normal programmed signal timing and phasing and pass through the intersection without delay, was noticed to be limited to only a handful of the intersections. Potential Enhancement: Install signal preemption throughout the RSA study area. 4. Signal Operation • Concern/Issue: The signals operate on flashing during overnight hours. There are times when locations are malfunctioning and remain in flash such as: o o o o o Appleton Street at High Street Cabot Street at High Street Cabot Street at Maple Street Suffolk Street at Maple Street Jackson Street at Maple Street While flashing operation due to a signal malfunction is standard, numerous crashes occurred when signals were on flashing, and several of the crashes were specifically attributed to the flashing operations in the crash reports. It was noted by a team member that crashes still occur while the signals operate on flash at the intersection of Cabot and High Streets. Potential Enhancement: Eliminate overnight flashing operation. Additionally, long periods of signal malfunction should be avoided since the longer a signal operates on flashing operation the more there will be an increased likelihood of crashes in connection with the flashing (as shown in the crash data). A large part of the reason why the signals operate on flashing for extended periods of time when they are malfunctioning is reportedly due to the vintage of the signal equipment and difficulty associated with acquiring replacement parts that must be custom made. The locations should not be left to remain in flashing operation for extended periods of time. This problem is expected to be lessened with the signal equipment upgrade project. 5. Signal Policy • Concern/Issue: It was noted that during the group discussions that the city policy on traffic control maintenance and management could be improved. In particular, the maintenance of traffic signals is done by the Fire Department while maintenance of streets and signage is done by the Department of Public Works. Page 14 Road Safety Audit—High and Maple Streets – Holyoke, MA Potential Enhancement: All traffic-related maintenance and management should be done by the same department, and coordination is required between departments if no changes are implemented. Speed • Concern/Issue: Speeding by some motorists was noticed during the field observations. Potential Enhancement: While speeding is often a function of a number of things, one possible way to address speeding along a corridor of coordinated signals is to inform motorists that they will be able to pass through several signals in succession if they maintain a certain travel speed usually set at or just above the regulatory speed limit. If motorists are aware that they will be able to get multiple green lights in a row as part of the preset "green wave," they may be less likely to speed, and traffic as a result would flow more uniformly. Install signs along High Street and Maple Street stating that the signals are set for a certain cruising travel speed. Additional law enforcement would also help as well as regulatory speed signage. Cruising travel speed A reduction on lane width along the arteries would be a traffic calming sign measure. Pedestrian 1. Pedestrian Signals • Concern/Issue: Pedestrian walk/don’t walk signals at many of the RSA intersections were either not working, only partially working, or were missing. Furthermore, the pedestrian signals are not the current standard countdown pedestrian signals. In some instances where pedestrian heads were damaged, they have not been replaced. Potential Enhancement: In the short term, the existing pedestrian signals that are not working should be fixed or reinstalled where missing. New LED countdown pedestrian signal heads should ultimately be installed at all corners of signalized intersections where there are or will be Existing pedestrian crosswalks. Pedestrian walk/don’t walk signal timings should also be signal head recalculated based on current standards. • Concern/Issue: Crashes between pedestrians and vehicles occurred at several of the RSA intersections during the 2012-2014 period. Some of these crashes may have been due to motorists making a turn and not seeing the pedestrian that was crossing the street during the concurrent pedestrian signal phase until it was too late. All of the RSA intersections have concurrent pedestrian signal phasing except for Lyman Street at Maple Street. Proposed pedestrian signal head Page 15 Road Safety Audit—High and Maple Streets – Holyoke, MA Potential Enhancement: A Leading Pedestrian Interval (LPI) should be incorporated to the signal phasing at the RSA intersections with concurrent pedestrian phasing. Outdated signal controller equipment should be replaced with new controllers in order to do so. An LPI is a short pedestrian-only signal phase that allows a pedestrian to enter the crosswalk at least a few seconds in advance of concurrent vehicle signal phase. This gives the pedestrian a head start so that he or she is already within the crossing by the time a motorist starts moving/turning and is more visible to motorists as a result. • Concern/Issue: There is a possible need for pedestrian push buttons at the RSA intersections with concurrent pedestrian phasing. Currently, at the intersections with working pedestrian signals, the concurrent pedestrian signal comes on every cycle regardless if there is a pedestrian call or not. As a result, some pedestrians may not be fully engaged in the crossing since they have not had to push the pedestrian button. It is possible that the addition of pedestrian push buttons may result in some modification to pedestrian behavior to make them more engaged by requiring them to push the button in order to cross. Potential Enhancement: Install accessible pedestrian push buttons on each corner of the signalized intersections. • Concern/Issue: The pedestrian signals do not include an audible component to the walk indication. Audible pedestrian signals assist people with vision impairment at the onset of the walk phase. Potential Enhancement: Audible Pedestrian Signals (APS), in accordance with the Manual on Uniform Traffic Control (MUTCD) standards, should be installed. 2. Pedestrian Geometry • Concern/Issue: Pedestrian sidewalk to crosswalk ramps at the RSA intersections do not meet current Americans with Disabilities Act (ADA) design standards. Potential Enhancement: Install pedestrian ramps that meet ADA standards, including detectable warning strips at approaches to crosswalks. Detectable warning strips allow people with an impairment to detect the boundary between the sidewalk and street. • Concern/Issue: Sidewalk bumpouts (also known as curb extensions) are located at many of the corners of the RSA study intersections, specifically at the approaches along High and Maple Streets at each of the signalized intersections. The side street approaches at these intersections typically do not have bumpouts. Bumpouts have several benefits including that they lessen the pedestrian crossing distance and can increase visibility of and for pedestrians that are about to cross. Potential Enhancement: As a medium-term or long-term measure, a bumpout would be ideal for the westbound approach of Cabot Street at the intersection with High Street. Page 16 Road Safety Audit—High and Maple Streets – Holyoke, MA Signing • Concern/Issue: "No Turn On Red" signs should be considered at the RSA intersections. In locations with visibility concerns, on-street parking, and high numbers of pedestrians, the prohibition of vehicle turns on red should be considered. This especially is the case if an intersection operates sufficiently from a motorist delay and level of service standpoint without allowing vehicles to turn on red. Potential Enhancement: Install "No Turn On Red" signs on mast arms near the appropriate signal head. In the short term, existing "No Turn On Red" signs that are faded should be replaced with new signs. • Concern/Issue: As mentioned above, the conflict between a vehicle making a turn and pedestrians who are crossing the intersecting street during the concurrent pedestrian signal phase is a concern. More awareness should be directed to a motorist making a turn about the possible presence of pedestrians. Potential Enhancement: In addition to the addition of a LPI to the signal operations, "Turning Vehicles Yield to Pedestrian" signs should be installed at the RSA intersections to remind drivers who are making a turn Sign – Vehicles to yield to yield to pedestrians. to pedestrians • Concern/Issue: Signs are located on mast poles at several intersections that have concurrent pedestrian signal phasing that direct pedestrians to "watch for turning vehicles on walk signal." However, a number of these signs are placed too high. Potential Enhancement: These signs should be placed in accordance with the MUTCD and should be placed consistently on each corner of the RSA intersections. • Concern/Issue: "One Way," "No Left Turn," "No Right Turn," and "Do Not Enter" signs are not placed consistently at each RSA intersection. Potential Enhancement: These signs should be placed consistently across the RSA intersections. Diagrammatic "No Left Turn" or "No Right Turn" signs should be mounted on mast arms near appropriate signal heads. • Concern/Issue: On-street parking spaces at multiple side street locations are arguably too close to intersections, crosswalks, and stop bars. Potential Enhancements: Eliminate parking spaces within the vicinity of intersecting streets that may cause issues and install new "No Parking" signs. Locations that would benefit from this are: o o o o o o o Cabot Street at Maple Street Jackson Street at High Street Sargeant Street at High Street Sargeant Street at Maple Street Suffolk Street at Maple Street Appleton Street at Maple Street Cabot Street at Maple Street Page 17 Road Safety Audit—High and Maple Streets – Holyoke, MA • Concern/Issue: Some of the existing signs at the RSA intersections and along the Maple Street and High Street corridors are old and faded. Potential Enhancement: Replace old and faded signs with new retroreflective signs. Old traffic signs that are effectively replaced by new signage installed per this RSA or are outdated based on the current MUTCD should be removed. • Concern/Issue: Street name signs at the RSA intersections are generally small and not located where they can be most clearly seen from all approaches, and some are missing. Potential Enhancement: Larger street name signs should be installed in accordance to the MUTCD standards and placed at consistent locations at each intersection such as on the mast arms.. Signs that are missing should be replaced. Bicycles • Concern/Issue: There is a lack of accommodations for bicycle travel along the Maple Street and High Street corridors. Potential Enhancement: Bicycle lane(s) and/or shared lane markings (SLMs) should be installed as feasible. The two vehicle travel lanes along High Street are currently both approximately 14 feet wide. The width of urban street vehicle travel lanes can be as low as 11 feet or 10 feet with little ill effect Sharro symbol in pavement to vehicle flow rates. Space that would be gained by reducing the vehicle lane widths could be used for a new dedicated bicycle lane. One-way bicycle lanes are typically 5 feet in width. Additional available width of 1 to 3 feet could be striped as buffer space. On Maple Street, the two vehicle travel lanes are already both 12 feet wide. SLMs would be feasible for Maple Street. Signage denoting bicycle routes and wayfinding would also be appropriate additions. Bicycle-friendly catch basin grates should be installed where necessary such as at catch basins where there are sidewalk bumpouts. Bike boxes would be an additional feature to add to the High Street leg at each of the signalized intersections. Bike lane in roadway Pavement Markings • Concern/Issue: Some of the pavement markings at the RSA intersections and along the Maple Street and High Street corridors are faded or becoming faded. This includes some crosswalks, lane line markings, turn lane arrow markings, stop bars, on-street parking spaces, bus zone markings, and loading/no parking zone markings. Potential Enhancement: Reapply pavement markings where necessary. • Concern/Issue: At the RSA intersections to the northeast of Resnic Boulevard, the stop bar placement at the side street approaches could be moved back slightly to improve the turning Page 18 Road Safety Audit—High and Maple Streets – Holyoke, MA radius of large vehicles and trucks making a turn from Maple Street or High Street. Some large vehicles and trucks have difficulty making a turn from High Street or Maple Street onto the twoway side streets without tracking over the stop bar on the intersecting street approach and/or onstreet parking spaces. Crashes at different locations have involved this issue. Potential Enhancement: An evaluation should be made to identify where stop bars should be placed on the side street approaches at the RSA intersections northeast of Resnic Boulevard, taking into account vehicle tracking needs but also the visibility of motorists from the stopped position at the side street approaches to Maple Street and High Street. Stop bar placement should be modified as found necessary. Stop bars are typically placed 5' behind crosswalks. Transit • Concern/Issue: Many of the bus stops in the study area are located near side at the intersections. Near-side bus stops are located at an approach to an intersection. In general, bus stops should instead be located immediately after an intersection, otherwise known as a far-side bus stop. Reasons for this include that buses pulling out of a far-side stop will not be blocked by vehicles queued at the light, and pedestrians leaving the bus and crossing the street are more likely to cross behind the bus rather than in front of the bus and thus be more visible to oncoming traffic. Potential Enhancement: Where feasible, near-side bus stops should be moved to far side. This may require some on-street parking spaces to thus be moved from far side to near side. Far-side bus stops can provide more room for parking. Intersection-Specific Concerns/Issues and Potential Enhancements: The following are concerns/issues and potential enhancements that are specific to individual intersections. These are in addition to the corridor-wide issues and enhancements that apply throughout the RSA study area. High Street at Resnic Boulevard and I-391 Southbound On Ramp • Concern/Issue: Secondary signal heads at this intersection are pole mounted and are not over a vehicle lane. Potential Enhancement: Install two far-side heads for each approach on new mast arms. Consider the installation for supplemental post-mounted signals. • Concern/Issue: Inappropriate lane designation Potential Enhancement: Install right-turn arrow pavement markings on the southernmost lane of High Street for motorists turning onto the I-391 on ramp. • Concern/Issue: There is a lack of lane use signage at the approaches to this intersection. Two crashes at this location were wrong way incidents. Potential Enhancement: Install lane use signage at both approaches to inform motorists which lane to position themselves as well as "One Way" and "Do Not Enter" signs, etc. Page 19 Road Safety Audit—High and Maple Streets – Holyoke, MA • Concern/Issue: There is a gap in the sidewalk on the north side of High Street on the west leg of the intersection. Potential Enhancement: Construct new sidewalk to fill the missing gap. High Street at Resnic Boulevard and I-391 Northbound Off Ramp • Concern/Issue: Secondary signal heads at this intersection are pole mounted or pedestal mounted and not over a vehicle lane. The low-mounted signal heads could be the cause of numerous run-on-red crashes. Potential Enhancement: Install far-side overhead signal heads on new mast arms, providing two signal heads for the approaching lanes. Consider the installation for supplemental post-mounted signals. • Concern/Issue: The High Street approach to this intersection has four lanes, yet the section of High Street just downstream of this intersection only has two vehicles lanes. Potential Enhancement: Restripe the southernmost lane on High Street at the approach to be a wide shoulder instead of a vehicle travel lane. This enhancement is possible because the southernmost lane approach at the I-391 off ramp is converted to a right-turn only lane. Restripe the northernmost lane on High Street at this approach to be a left-turn only lane with arrow pavement markings for motorists turning left to Resnic Boulevard. This configuration should be studied to determine if the change is appropriate. • Concern/Issue: The I-391 off ramp approach to this intersection has a dedicated right-turn lane. However, the right-turn arrow pavement markings are faded. Potential Enhancement: Reapply right-turn arrow pavement markings. • Concern/Issue: There is a lack of diagrammatic lane use signage at the approaches to this intersection. There is also a nonstandard pedestrian crossing sign on the off ramp that should be removed. Potential Enhancement: Lane use signage should be installed at both approaches to inform motorists which lane to position themselves. • Concern/Issue: Nonstandard pedestrian crossing sign along the north side off the I-391 off ramp Potential Enhancement: Remove the sign. • Concern/Issue: Numerous run-on-red crashes at this location Potential Enhancement: Remove the pedestal-mounted signal heads and replace with mast arms that will provide signal heads over the lane. Page 20 Road Safety Audit—High and Maple Streets – Holyoke, MA Maple Street at Resnic Boulevard Eastbound • Concern/Issue: Secondary signal heads at the Maple Street approach are pole mounted, and all of the signal heads on the Resnic Boulevard southbound approach are pedestal mounted. All of the signal heads should be mounted overhead for increased visibility. On multilane approaches to an intersection, there should typically be one signal head per lane. Potential Enhancement: Far-side overhead signal heads, one for each approaching lane, should be installed. New mast arms or span wire should be installed in order to do so. • Concern/Issue: There is a merge from two through lanes to one lane on Maple Street just after this intersection that is abrupt due to a painted shoulder area, which may be contributing to rearend crashes and possibly sideswipes at this location. Potential Enhancement: Further study should be given to investigate if this short merge condition could be improved. One possible solution would be to continue the northernmost lane of Maple Street directly into the dedicated right-turn lane downstream at the approach to Parenteau Drive. At the very least, this would provide a longer distance for motorists in the northernmost lane of Maple Street to merge into the center through lane. If the merge is left as is, the "Right Lane Ends Merge Left" sign should be replaced with the diagrammatic merge sign. • Concern/Issue: There is a lack of diagrammatic lane use signage at the approaches to this intersection. Potential Enhancement: Install lane use signage at both approaches to inform motorists which lane to position themselves. The southernmost lane shall be a shared left-through and the remaining lanes shall be through lanes, which may help eliminate some of the crashes at this intersection. • Concern/Issue: The Resnic Boulevard southbound approach to this intersection has a dedicated right-turn lane. However, the right-turn arrow pavement markings are faded, which is causing sideswipes due to confusion on which lane to be in. Potential Enhancement: Reapply right-turn arrow pavement markings. • Concern/Issue: There is a worn pedestrian/bicycle path located at the northwest corner of the intersection that approaches right to the intersection from a decline. People using the path are not visible until they are at the corner. During the group field walk, participants indicated that children on bicycles sometimes ride dangerously down the path directly into the intersection. Potential Enhancement: A fence could be installed on this corner behind the sidewalk to preclude bicyclists from riding down the path directly into the intersection. Maple Street at Resnic Boulevard Westbound • Concern/Issue: Secondary signal heads at this intersection are pole mounted and/or pedestal mounted and are not over a vehicle lane. All of the signal heads should be mounted overhead for increased visibility. On multilane approaches to an intersection, there should typically be one signal head per lane. Page 21 Road Safety Audit—High and Maple Streets – Holyoke, MA Potential Enhancement: Far-side overhead signal heads, one for each approaching lane, should be installed. New mast arms or span wire should be installed in order to do so. • Concern/Issue: The diagrammatic lane use sign at the Maple Street approach is somewhat misleading. The sign shows the southernmost lane of Maple Street as a left-turn lane. While a left turn can be made from this lane to Norfolk Street, which is essentially a parking lot, a left turn cannot be made at the signalized intersection to Resnic Boulevard northbound that is just after Norfolk Street. Potential Enhancement: The lane use sign should be revised to show the lane designations at the signalized intersection of Maple Street at Resnic Boulevard northbound. • Concern/Issue: Vehicles in the right lane heading westbound on Resnic Boulevard are turning left into vehicles in the left lane going straight. Potential Enhancement: Add pavement markings along with the diagrammatic signs. • Concern/Issue: Tree limbs on the Maple Street approach obstruct some visibility of the traffic signal. Potential Enhancement: Implement selective tree trimming. High Street at Jackson Street • Concern/Issue: Tree limbs on the Jackson Street eastbound approach to High Street block visibility of the traffic signal and of signage. Potential Enhancement: Implement selective tree trimming. Maple Street at Jackson Street • Concern/Issue: Tree limbs on the Jackson Street eastbound approach to Maple Street block visibility of the traffic signal and of signage. Potential Enhancement: Implement selective tree trimming. • Concern/Issue: The angle of the southerly signal head for Maple Street is incorrect where the face of the signal head is not aimed directly at oncoming traffic. Potential Enhancement: Adjust signal head accordingly. High Street at Sargeant Street • Concern/Issue: On-street parking spaces are arguably too close to the intersection, crosswalks, and stop bars at this location. There was a total of six crashes at this location with parked vehicles. Potential Enhancements: Eliminate parking spaces within vicinity intersecting streets that may cause issues and install new "No Parking" signs. Page 22 Road Safety Audit—High and Maple Streets – Holyoke, MA Maple Street at Sargeant Street • Concern/Issue: The on-street parking space on Sargeant Street nearest the westbound approach to Maple Street is too close to a fire hydrant. Per city ordinance, on-street parking should not be allowed within 10 feet of a fire hydrant. Potential Enhancement: Remove this on-street parking space or adjust the parking lines to provide the required distance. High Street at Cabot Street • Concern/Issue: The westbound approach of Cabot Street to High Street often functions as a twolane approach as it is wide enough, and while on-street parking is not prohibited at this approach, vehicles are infrequently parked there, and on-street pavement markings do not exist on this approach that might preclude motorists from using it as a multilane approach. This intersection was operating on flashing mode during the RSA field observations due to signal malfunction, and several near collisions where observed due to motorists in the makeshift right-turn lane having their visibility of oncoming High Street traffic blocked by vehicles abreast of them. Several crashes have occurred since the signal has been on flash, 24 in total. Potential Enhancements: Formalize the westbound approach of Cabot Street at High Street as a single-lane approach by painting on-street parking spaces or install a sidewalk bumpout. Consider a "No Turn On Red" sign at this location. Repair the signal so that it is not operating in "flash mode." • Concern/Issue: There is an oversized "One Way" sign that is mounted on the mast arm facing the eastbound approach of High Street at Cabot Street. Potential Enhancement: While mast arm-mounted signs near appropriate signal heads are preferred, this sign is oversized and should likely be replaced with a diagrammatic "No Right Turn" sign. Maple Street at Cabot Street • • Concern/Issue: It was mentioned during the field observations that drop-off and pickup at HB Lawrence Elementary School previously occurred along Cabot Street west of Maple Street. Signs were recently installed prohibiting parking in this area during school arrival and dismissal periods. It is not known the extent to which these new signs are being obeyed. Potential Enhancement: One of the biggest concerns with on-street student drop-off and pickup has to do with students/parents/guardians crossing the street in between parked vehicles to get to the school. At this location, on-street parking on the north side of Cabot Street west of Maple Street in front of the school should be fully prohibited by use of "No Parking" signs and perhaps a striped shoulder to preclude anyone who would park there from crossing Cabot Street mid-block to get to the school. The effectiveness of the new signage should be monitored. Page 23 Road Safety Audit—High and Maple Streets – Holyoke, MA High Street at Appleton Street • Concern/Issue: The brick and granite crosswalk across High Street north of Appleton Street at this intersection has low visibility at night compared to standard pavement marking crosswalks. Potential Enhancement: Standard retroreflective crosswalk striping could be applied as a border just outside of the brick and granite crosswalk to improve visibility of this crossing. Maple Street at Appleton Street There were no concerns/issues that were identified to be individually specific to this intersection. Corridor-wide concerns/issues and potential enhancements mentioned above do apply to this intersection. High Street at Suffolk Street • Concern/Issue: The brick and granite crosswalks across each leg of the High Street at Suffolk Street intersection have low visibility at night compared to standard pavement marking crosswalks. Potential Enhancement: Standard retroreflective crosswalk striping could be applied as a border just outside of the brick and granite crosswalks to improve visibility of these crossings. Maple Street at Suffolk Street There were no concerns/issues that were identified to be individually specific to this intersection. Corridor-wide concerns/issues and potential enhancements mentioned above do apply to this intersection. Maple Street at Lyman Street • Concern/Issue: There was observed to be a notable amount of ponding at the northeast corner of this intersection during the field observations. Potential Enhancement: Study should be made to investigate drainage improvement needs at this location. • Concern/Issue: The elderly population in the area utilizes this signal to cross Lyman and Maple Streets. Potential Enhancement: Consider providing a longer exclusive pedestrian phase. Summary of Road Safety Audit The potential safety enhancements are summarized below in Table 3. The estimated order of magnitude time frame and cost to implement each potential enhancement are included.
