Background
The purpose of a Roadway Safety Audit (RSA) is to identify potential safety issues and possible
opportunities for safety improvements considering all roadway users. The Federal Highway
Administration defines a RSA as the formal safety examination of an existing or future road or
intersection by an independent, multidisciplinary team. The three intersections included in this RSA were
previously identified as hazardous location in Franklin County by the Franklin Regional Council of
Governments (FRCOG). For this RSA the audit team includes representatives from FRCOG, the
Massachusetts Department of Transportation (MassDOT), the Town of Greenfield Police, Fire, and
Public Works Departments and the Federal Highway Administration ( FHWA). Stantec’s role is to
facilitate the meetings and compile the team’s observations and ideas to improve safety.
Project Data
The three locations in Greenfield audited on October 4, 2011 are:

The RSA was initiated through FRCOG, the Town of Greenfield and MassDOT. MassDOT engaged
Stantec as facilitator and FRCOG scheduled the audit. The Invitation and Agenda are included in
Appendix A. The participating team members and their affiliations are listed in Table 1. The team’s
contact information is provided in Appendix B. MassDOT collected crash data from their records and
requested detailed crash reports from the Greenfield Police Department. This information was compiled
by MassDOT and furnished to the team in advance of the audit. This detailed crash data is provided in
Appendix C. The RSA includes a field visit to each location “sandwiched” between audit team
meetings. One meeting starts the day to note all safety related observations of the team and a second
meeting follows immediately after the site visit to record the team’s thoughts on safety enhancements to
mitigate the safety issues. Aerial photos of the intersections were useful in showing the surrounding area
but also in focusing the team’s attention to individual’s observations at each intersection.

Project Location and Description
This RSA focuses on three Greenfield locations. These locations are the intersections shown on the locus
map provided as Figure 1. Their operation is subsequently described in detail with the observations of the
audit team. More generally, these roadways and intersections are described in the following paragraphs:
1. Route 5 /10 at Cheapside Street
Route 5/10 and Cheapside Street both operate as two lane roadways and are classified as Urban Minor
Arterials. Both roadways are under the jurisdiction of MassDOT. Movements to and from the north and
south are physically split with a north and south leg of Cheapside Street (the south leg is referenced as a
connector road). Effectively they form three unsignalized intersections within the study area location.
The speed limit on Cheapside Street is 30 MPH on the approach to the project location. The speed limit
on Route 5/10 is 35 MPH on both the north and south approaches.
2. Route 2A at River Street and Shelburne Road
Route 2A operates as an Urban Principal Arterial; River Street as a Minor Arterial; and Shelburne Road
as a local roadway. Route 2A is under MassDOT jurisdiction. These roadways form a signalized
intersection. The Westbound Route 2A approach operates as two lanes with an exclusive left turn lane.
The speed limit on this approach is 35 MPH. The eastbound Route 2A approach operates as two lanes
including an exclusive right turn lane. The speed limit on this eastbound approach is 25 MPH. The
northbound River Street approach operates as two lanes including an exclusive right turn lane and the
posted speed limit is 30 MPH. The southbound Shelburne Road approach operates as one lane without a
posted speed limit.
3. Colrain Road at College Drive and Colrain Street.
Colrain Road and Colrain Street (in the immediate area of the intersection) are classified as Urban
Collectors and are under local jurisdiction. Both are two lane roadways. The speed limit on Colrain
Street westbound approach and the Colrain Road northbound and southbound approaches is posted at 30
MPH. The two lane College Drive roadway is a private roadway without a posted speed limit. These
roadways form a two-way STOP controlled intersection with the northbound and southbound Colrain
Road approaches operating without control.

Audit Observations and Potential Safety Enhancements
Route 5/10 at Cheapside Street
The project team reviewed the crash records for the 2008 to 2011 four year period. As illustrated below
13 crashes were recorded. Of these all but two involved personal injury. This RSA location includes
three intersections. Where Cheapside Street splits to the north and south was the scene of 7 of the 13
crashes. Left turns from Cheapside Street to the connector road (to Route 5/10 south) were involved in 6
of the 13 crashes. One crash involving a bicycle was recorded at the connector road intersection with
Route 5/10. The other five recorded crashes occurred in the vicinity of the Cheapside Street and Route
5/10 intersection.

Audit Observations
The Cheapside Street “split” intersection is in close proximity to the railroad bridge abutment which
limits a driver’s view of conditions downstream. This may impact a driver’s ability to perceive and react
to the upcoming intersection. The location of the guide signing may be in a location that makes it
difficult for a driver to read and react prior to arrival at the intersection. The views from and toward the
intersection are shown in Photos A1 and A2 respectively. These two issues may contribute to the six
crashes that involved a westbound left turning vehicle on Cheapside Street.

The crashes occurring on the westbound Cheapside Street
approach may be due to the directional signing exhibited in
Photo A3. The simplicity of the message indicating that Route
5/10 operates in both directions at an upcoming intersection
does not sufficiently inform the driver that there are two
intersections ahead and to turn left onto Route 5/10 will require
turning left through an intersection before arriving at Route
5/10.
At the Cheapside Street connector road and Route 5/10
intersection, the sight distance looking south toward the bridge
over the Deerfield River (Photo A4) appears adequate;
however, the vegetation on the southeast corner has the
potential for reducing the sight distance. This photo also
shows the “dotted” white bicycle lane pavement markings
along the east side of Route 5/10. Despite these markings and
adequate sight distance a crash involving a bicycle occurred at
this intersection. Details indicate the bicyclist was at fault.

Along Route 5 /10 between the connector road intersection and
the Cheapside Street intersection, the east edge of the roadway
is cluttered with signs. The clutter as exhibited by Photo A5
reduces the ability of drivers to process / understand any one of
the signs and potentially distracts the driver due to information
overload. The backside of the Greenfield welcome sign is also Photo A4 Looking south onto Route 5/10
intended to convey a message; however, the vegetation around from Cheapside Street connector road
the sign has overgrown the Come Back Again message on the
back side.
At the Cheapside Street and Route 5/10 intersection, the crash
record includes rear end crashes. Those drivers turning left
onto Cheapside Street may have had difficulty identifying an
optimum location to begin that left turn. The small angle of
this intersection elongates the intersection and the curvature of
Route 5/10 also complicates the left turn movement from Route
5/10. Drivers on Cheapside Street have a similar dilemma
entering Route 5/10 on this shallow angle. There is a stopline
on the Cheapside Street but it is located conservatively back
from the Route 5 /10 travelway. From this stopline, the
driver’s view can be partially blocked by signs on the east side Photo A5 Sign clutter on east side of

Although not represented in the crash record, the lack of driveway definition along Cheapside Street
results in an open condition where driveway movements occur randomly.

Safety Enhancements
1. Review the advance guide sign placement east of the bridge abutment on the Cheapside Street
westbound approach with respect to the Guide sign policy for secondary roads and consider adding a
warning sign showing a left side T or Y- intersection in advance of the Cheapside Street split.
2. Study reconfiguration / consolidation of the Cheapside
Street intersection with Route 5/10 that essentially creates
one T- intersection with a left turn lane on Route 5/10.
This would effectively eliminate the split and discontinue
the “long” side of the triangle (Cheapside Street) as a
through way. As commented on the draft report, this
study might also include consideration of a roundabout in
order to reduce the overall number of conflicting
movements.
3. Consider STOP in place of YIELD or All-Way STOP
control at the Cheapside Street / connector road
intersection.

4. With pavement markings, extend the gore of the triangle
island where Cheapside Street intersects Route 5/10
(Photo A6) to reduce the distance between the point of the
southbound left turn and the perceived entry to Cheapside
Street.
5. Consider moving the stopline on Cheapside Street closer
to Route 5/10 in conjunction with the extended gore.
Evaluate the sight distance from the Cheapside Street
stopline with respect to the Welcome sign on the island
(Photo A7) which reduces the sight distance looking
south from the existing stopline location.

6. Add bicycle symbols to the marked bicycle lane to clarify the meaning of the dotted white lines.
7. Replace speed limit signs that have reduced reflectivity.
8. Trim overgrown vegetation blocking the Greenfield Come Back Again sign.
9. Reduce the clutter of signs within the Right of Way along the eastside of Route 5/10 that are
unrelated to highway operation.
10. Consolidate the driveways along Cheapside Street to better manage the access and reduce the number
of conflict points.

11. Trim the vegetation along Cheapside Street, within study area to improve sight distance.
Route 2A at River Street and Shelburne Road
Crash occurrence at the Route 2A (Mohawk Trail) intersection with River Street and Shelburne Road
appear to be rear end type at the stoplines and at the driveways to Dunkin Donuts (6) and Enterprise
Rent–a- Car (2) businesses near the intersection. The four crashes involving vehicles from Shelburne
Road traveling across to River Street occurred within
the
intersecti
on.

Audit Observations
The roadway safety audit team noted from the crash records that drivers turning into the Dunkin Donut
driveway on Route 2A may not see oncoming vehicles in the right turn lane as they pass across a queue in
the through lane. Photos B1and B2 show the Route 2A southbound approach and the right turn during a
very light traffic period. A similar right turn lane exists on the River Street northbound approach where
the Enterprise Rent-a-Car driveway is located.
The audit team also noted that snow piled from the Dunkin Donuts lot onto the corner restricts the
sidewalk and reduces the ability to see vehicles as they turn right onto River Street. These right turns
onto River Street move freely (sometimes without stopping) during the RED signal.

accessed via a driveway that is also frequently blocked by
queues in the through lane driveway movements are
susceptible to the separate flow of right turn vehicles. As
shown in Photo B3 the Enterprise parking lot may be marked
beyond the property line to the curb within the Town Right
of Way.

During the audit teams’ site visit, the queue on the River
Street approach never cleared. The traffic signal controller
limited the green time on this approach to 10 seconds. (On
the following day, MassDOT District 2 personnel came out to the site and revised the maximum timing to
30 seconds.) The audit team further noted that the Route 2A
eastbound approach regularly queues back to the Solon Street
intersection on the other side of the bridge. This eastbound
approach is served by two lanes of which one is an exclusive
left turn lane and the other a shared through/right lane.
There are two lanes on all approaches except the southbound
Shelburne Road approach which is served by a single lane.

Vehicles arrive at the intersection on an uphill grade and at a
skewed angle on Shelburne Road. For this reason as shown
in Photo B4 there is a supplemental signal head to enable
advance visibility of the overhead signals. Vehicles on this southbound approach are out of view of
drivers turning left from the River Street approach. Two recent crashes were recorded involving these
movements.
An elementary school generates congestion on Shelburne Road on a daily basis as pick-up vehicles line
both sides of the roadway near the school before afternoon dismissal. Police department participants
noted that this decreases the width to one lane, at times.
As illustrated in Photo B5 Shelburne Road is part of a bicycle route. Pedestrians are accommodated with
four crosswalks, pedestrian signal heads and pushbuttons and

an exclusive crossing phase. An obstacle was noted on the southwest corner as exhibited in Photo B2
which shows the pedestrian pole located in the middle of the sidewalk may be leaving inadequate
clearance. The traffic signal operates isolated from other signalized locations. Emergency vehicle
preemption capability is provided; however, as noted by the audit team the eastbound approach does not
operate as expected at all times. The signal head illumination is a mix of LED and incandescence.
Safety Enhancements
1. Consider restricting left turn access and egress to/from Dunkin Donuts driveway by installing
raised island on Route 2A along driveway opening. Evaluate the resultant loading on the
intersection with respect to both movements being added as left turn demands on the traffic signal
operation.
2. Alternatively, consider a painted pavement area upstream of the right turn lane and install
necessary signing and provide enforcement to prohibit driving in the breakdown lane/ shoulder, to
restrict the Route 2A (Mohawk Trail) travelway to one lane upstream of the right turn lane and in
turn reduce the speed of vehicles in the right turn lane. Evaluate effect on eastbound traffic flow.
3. Similarly, on River Road consider a painted pavement area upstream of the right turn lane to
restrict access to the right turn lane and reduce the speed of vehicles in that lane.
4. Trim vegetation south of the Enterprise Rent-A-Car driveway to improve sight distance toward
and from the driveway.
5. Monitor snow removed from Dunkin Donuts parking lot and piled on southwest corner onto
sidewalk. Require removal when pile interferes with pedestrian movement and /or reduces view
from driveway of right turn vehicles from Route 2A.
6. Require Enterprise Rent-A-Car to park outside the right of way in order to maintain sight distance
to the south and pedestrian accessibility toward the Route 2A intersection.
7. Verify that River Street vehicle detection is operational and that the programmed traffic signal
timing for that approach is appropriate. (Note MassDOT District 2 traffic engineering personnel
visited the site on October 5, 2011, the day after the RSA, and confirmed that the detection is
operating and increased the maximum green time from 15 and 25 seconds for MAX I and MAX
II to 30 seconds for both settings.)
8. Conduct and review turning movement counts at the intersection and revise the signal timing
accordingly for overall operation efficiency and reduce the westbound queues.
9. Consider coordination of the traffic signal with traffic signal locations 1000 feet or closer.

10. Evaluate the benefits of modifying the signal operation to serve River Street and Shelburne Road
traffic during separate (“split”) phases.
11. Evaluate the operation of the River Street approach with a dedicated left turn lane and a shared
through/ right turn lane.
12. Test the operation of the emergency vehicle preemption to determine if eastbound receivers are
operational.
13. School Traffic Congestion: The elementary school on Shelburne Road generates on street
parking and traffic demands during dismissal. Monitor if this curbside parking creeps to the
intersection and influences the two way operation there. If so, establishing a “No Parking” zone
within the intersection influence area may be appropriate while working with the school to
identify the limits of parking with respect to the intersection.
14. Review the signal timing plan to determine if dismissal period traffic demands are accommodated
considering the overall intersection demands at that time.
15. Review the sidewalk clearance with respect to ADA/AAB standards in the southwest corner due
to pole if necessary, eliminate the ADA obstacle.
16. Replace the existing incandescent traffic signals
with LED type signals. (All yellow, some green
River Street (1) and Shelburne Road. ( 2)).
17. Install durable pavement markings on Route 2A
bridge east of intersection. ( Photo B6)
18. If the short/ mid term improvements do not
decrease the number of crashes, for long term
consider a roundabout redesign and construction
of this intersection.

All of the eleven recorded crashes at this
intersection from 2008 to June 2011 involve
northbound vehicles. More than half also involve vehicles traveling across Colrain Road, a few turning
left from Colrain Street, and one turning left into College Drive. Intersection traffic volume tends to have
brief periods of heavy concentrations. Although detailed volume data was not available to determine the
appropriateness of a roundabout, it was noted that a roundabout was being designed. The majority of the
RSA team commented that the roundabout would prevent many of the crashes.

The intersection geometry or layout maybe one of the contributing factors to the reported crashes at this
2-Way STOP controlled intersection. As illustrated in the top right aerial view, the College Drive
approach and the Colrain Street approach do not line up adequately and centerline pavement markings on
the minor approaches converge to somewhat mitigate the lack of their alignment. The entry into College
Drive is thereby widened, but the entry to Colrain Street is
narrow. Northbound and southbound left turn vehicles
cannot move at the same time resulting in delay. To shorten
the delay, drivers bypass left turn vehicles on all but the
College Drive approach. On the northbound approach it is
possible that northbound bypassing vehicles resulted in the
2 crashes with vehicles entering the intersection from
Colrain Street and 3 crashes with vehicles entering from
College Drive during the peak hours. As illustrated in Photo
C1, a driver turns left from Colrain Street while a bypassing
northbound driver gets very close.
From the crash records, it is noted (not surprisingly given
the proximity to the college) that eight of the eleven crashes
at this intersection involved drivers 24 years or younger.

Delays on the Colrain Street approach result in queues
formed behind the vehicles turning left or traveling across
Colrain Road to College Drive. Right turning traffic on
Colrain Street squeezes through the limited shoulder at the
front of the queue as exhibited by Photo C2.
When less congested there are other issues. The Colrain

Street approach has compromised view of vehicles farther
away due to the vegetation on the southeast corner as
somewhat depicted in Photo C3 (Driver view is actually
farther back from stop line). Vehicles traveling northbound
too often will exceed the 35mph speed limit, despite frequent
speed enforcement, along an open stretch of roadway south
of the intersection as exhibited in Photo C4.
When approaching the intersection the warning signs for the
four-way intersection and pedestrian crossing as shown in
Photo C5 may be too closely spaced to be effective and the
speed limit sign is lost among the warning signs. Location of
speed limit signs may not be consistent with the regulations.

Similar warning signs are also provided on the southbound approach which also has a mix of old and new
pedestrian crossing warning sign colors and a community sign placed with the warning signs may reduce

are partially obstructed by vegetation on the northbound approach. Colrain Street is a bicycle route
connection to the bike path facilities east of I-91.
Pavement markings have been revised on the Colrain Road and Colrain Street approaches whereby the
relocated edgeline reduces the width of the travelway. The old edgeline is visible.

Enhancements
1. For a long term safety solution to the speed, bypassing, and alignment
issues and large proportion of turning and or crossing movements
continue with the design and construction of a roundabout.
2. Consider a 4-Way STOP control if crash rate increases during short
term.

3. On Colrain Road, consider scored or painted pavement on shoulders which might discourage drivers
bypassing left turn vehicles. (Scored pavement would not be good for bikes and generates noise to
residential neighbors.)

advance warning signs for better recognition and influence on drivers on the northbound and
southbound approaches to the intersection. Maintain speed enforcement.
5. Evaluate STOP control enhancement measures including increased sign size, left and right side signs,
and STOP AHEAD warning signs.
6. On southeast corner evaluate the position of the pedestrian crossing sign (Photo C6) and trim back
vegetation if necessary.
7. On Colrain Street, move stopline closer to Colrain Road
travelway. Confirm that relocation of stopline does not
overly restrict left turns into Colrain Street.
8. Maintain the existing bicycle and pedestrian connections via
Colrain St. to the bicycle facilities on the east side of I-91.
9. Evaluate the spacing of intersection ahead and pedestrian
crossing warning signs (Photo C7); replace signs with new
signs and add supplemental tab with cross street names.
10. Replace the street name signs that have undersized lettering.

Summary of Road Safety Audit
Each safety issue and potential safety enhancement discussed during the October 4, 2011 audit has been
listed on the following Table 2. For each safety issue, the potential safety enhancement is described; its
potential safety payoff is estimated based on groupings shown below, as are the estimated time frame for
completion, and the estimated construction cost. The responsible agency is also listed with MassDOT as
the default entry given its jurisdiction but responsibility is subject to any existing or future maintenance
agreements with the Town of Greenfield. Close to and slightly overlapping the Cheapside Street and
Route 5/10 intersection location MassDOT District 2 is currently designing improvements on Cheapside
Street. Conceptual design plans for a roundabout are in progress at the Colrain Road, Colrain Street, and
College Drive intersection location.
Safety payoff estimates are subjective. They are based on the relative percent of crashes that may be
reduced by the enhancement. In general, estimated crash reduction is as follows: low (<30%), medium
(31% to 70%), and high (>71%)]. The time frame is categorized as short-term (<1 year), mid-term (1 to 3
years), or long-term (>3 years). The costs are categorized as low (<$10,000), medium ($10,001 to
$50,000), or high (>$50,001).

With respect to the roadway alignment and crosssection please consider the appropriateness of the
following elements:
• Functional class (Urban Principal Arterial)
• Delineation of alignment;
• Widths (lanes, shoulders, medians);
• Sight distance for access points;
• Cross-slopes
• Curbs and gutters
• Drainage features
C. Intersections
For intersections along the corridor please consider all
potential safety issues. Some specific considerations
should include the following:
• Intersections fit alignment (i.e. curvature)
• Traffic control devices alert motorists as
necessary
• Sight distance and sight lines seem appropriate
• Vehicles can safely slow/stop for turns
• Conflict point management
• Adequate spacing for various vehicle types
• Capacity problems that result in safety problems
D. Auxiliary lanes
• Do auxiliary lanes appear to be adequate?
• Could the taper locations and alignments be
causing safety deficiencies?
• Are shoulder widths at merges causing safety
deficiencies?
E. Clear zones and crash barriers
For the roadside the major considerations are clear
zone issues and crash barriers. Consider the following:
• Do there appear to be clear zones issues?
⎯ Are hazards located too close the road?
⎯ Are side slopes acceptable?
• Are suitable crash barriers (i.e, guard rails,
curbs, etc.) appropriate for minimizing crash
severity?
• Barrier features: end treatments, visibility, etc.
F. Bridges and culverts – (if necessary)
Are there specific issues related to bridges and culverts
that may result in safety concerns?
G. Pavement – (Defects, Skid Resistance, and Flooding)
• Is the pavement free of defects including
excessive roughness or rutting, potholes, loose
material, edge drop-offs, etc.) that could result
in safety problems (for example, loss of
steering control)?
• Does the pavement appear to have adequate
skid resistance, particularly on curves, steep
grades and approaches to intersections?
• Is the pavement free of areas where flooding or
sheet flow of water could contribute to safety
problems?
• In general, is the pavement quality sufficient
for safe travel of heavy and oversized vehicles?
H. Lighting (Lighting and Glare)
It is important to consider to the impacts of lighting.
Some specifics include the following:

I. Signs
Signage is a critical element in providing a safe
roadway environment. Please consider the following:
• Are all current signs visible (consider both
night and day)? Are they conspicuous and
clear? Are the correct signs used for each
situation?
• Does the retroreflectivity or illumination appear
satisfactory?
• Are there any concerns regarding sign
supports?
J. Traffic signals
• If present, do the traffic signals appear to be
designed, installed, and operating correctly?
• Is the signal processing the traffic efficiently?
• Is the controller located in a safe position?
(where it is unlikely to be hit, but maintenance
access is safe)
• Is there adequate sight distance to the ends of
possible vehicle queues?
K. Marking and delineation
• Is the line marking and delineation:
⎯ appropriate for the function of the road?
⎯ consistent along the route?
⎯ likely to be effective under all expected
conditions? (day, night, wet, dry, fog, rising
and setting sun, oncoming headlights, etc.)
• Are centerlines, edgelines, and lane lines
provided? If not, do drivers have adequate
guidance?

From an environmental perspective it is important to
consider any potential impacts. Most notably is likely
to be the impacts of weather or animals, including:
• Possible effects of rain, fog, snow, ice, wind on
design features.
• Has snow fall accumulation been considered in
the design (storage, sight distance around
snowbanks, etc.)?
• Are there any known animal travel/migration
routes in surrounding areas which could affect
design?
