Universe of Projects Understand the composition of the universe of projects and develop strategies to address the project backlog. Asset Management Driven Projects Develop a narrative that describes the process used to select projects that are prioritized utilizing an Asset Management System Project Types - Refinements Based on feedback at the Fiscal Management and Control Board (FMCB) meetings, the MBTA will have 5 categories to distinguish projects: • • SGR: Returning assets to their intended purpose and use. Safety and Security: Includes new assets needed for safety and security needs. • • Accessibility: Involves upgrading stations and other assets for the purposes or making them accessible • • Example: Positive Train Control, Security cameras Example: Key Stations, Hynes station improvement Capacity: Improvements on the existing system that add capacity for additional riders. • Expansion: New assets or services that expand the existing network. Project Types - Refinements • Legally required accessibility or safety projects will not be scored. • Non-Legally required accessibility or safety projects that go beyond SGR will be scored under Modernization. • Capacity and Expansion projects will be scored under the original Capacity system. Project Universe Staff have identified the following methods for projects to enter the universe for scoring: Roads and Paths Projects with a design submittal in the last eight (8) years (October 1, 2007 or later). Projects without a submittal in the past 8 years, but with extenuating circumstances identified by District staff, or if listed on the MPO’s Long Range Plan/Regional Transportation Plan. All projects approved after October 1, 2005. MBTA Submitted funding requests for the current CIP solicitation Regional Transit Submitted funding requests for the current CIP solicitation above $500,000 All modes - New project ideas from Capital Conversations - Bond bill projects - Currently funded projects - Projects in the out years or projects dropped from earlier CIPs Scoring Systems Thread Objective: Develop a set of project selection criteria and scoring guidance for the MBTA, Highway, RTAs and Aeronautics divisions that align with the recommendations outlined in the PSAC report.
