BACKGROUND:
Following the successful passage of Measure D in the March 2004 election, the Governing Board established and
appointed members to an independent Citizens’ Oversight Committee, COC, as required by the Education Code.

The District took several steps to inform the community that applications for open seats were available, and that the
President would recommend the appointment of new representatives at the September Board meeting. The District
issued a press release in June 2011 and posted an announcement on the Cabrillo College website with a link to the
application. Press coverage ran in the Santa Cruz Sentinel on June 30, 2011. According to the Committee Bylaws,
representatives may serve up to two consecutive terms. The term for three representatives to the Citizens’ Oversight
Committee expired at the end of August. After careful review of the prospective candidates’ qualifications, we
recommend the following candidates for appointment to the Measure D Citizens’ Bond Oversight Committee:
