Dear Chairman,
It is Germany’s opinion that the Preparatory Committees (PrepComs) will have to play a
most important role in the preparation of the summit. But as much as the success of the
summit depends on the elaboration of a declaration of principles and an action plan which
were harmonized between the participants of the summit to the most possible extent prior
to the conference, it is important for the PrepComs to have input documents which are
harmonized between the participants of the PrepComs to the most possible extent prior to
the PrepComs. Germany is of the view that the Council Liaison Committee can play an
important role in that process of harmonization. We therefore propose that all input
documents of the PrepComs shall be disseminated to the members of the Council Liaison
Committee as early as possible requesting them for their comments.
