Anders Mattsonwas the program manager for M&S in the Swedish Defence Procurement Organisation FMV between 1990 and 1997. Since 1997 AM has been acting as a contractor and is a key player concerning the establishment of Modelling and Simulation, M&S, in major Military and Search-And-Rescue organisations in Sweden and other Partnership for Peace countries. He has participated in the International Project Team for all PFP-SIMNET VIKING-exercises. His real and formal knowledge, network and experiences are well documented. Anders is a member of the Royal Swedish Academy of War Sciences, Secretary of the Simulation Interoperability Standards Organization (SISO) Executive Committee, Chairman of the International Simulation Advisory Group (ISAG), Chairman of the Modelling and Simulation Society in Sweden (MoSiS). Crisis Management Training in The Virtual Arena Crisis Management is shifting its focus from military to Public, or Civilian, Security. A lot of efforts have been done to enhance military operations and military decision making with support of Modelling and Simulation (M&S) Tools. Air Crew Training and Key Hole surgery are other areas where M&S have made a lot of difference. In Public Security a lot of organizations, governmental and non-governmental, national and international, will meet at the scene of a tragic event, man made or natural. There is no common set of rules adopted to this situation today. In order to prepare crisis management, to develop management skills and co-operation, to evaluate effectiveness and to make the right preparations a Virtual Arena has to be established.
