Background and Purpose The Education Centers at Cabrillo College serve to increase access to higher education for underserved communities within the College’s service in the southern and northern regions of Santa Cruz County. The Watsonville Center was opened in the fall semester of 1987 as an outreach center and was designated by the Community Colleges Board of Governors as an official Education Center in 1994, enabling the college to offer a more robust selection of programs, services and classes in Watsonville. The Scotts Valley Center was opened in the spring semester of 2007 and is currently an outreach center with a limited selection of classes and no in-person support services, although online services support students in many areas. Enrollment at the Centers for spring 2012 was 1,997 for Watsonville and 181 for Scotts Valley, and additional demographic information for both Centers can be found in the annual reports under Appendix A. The mission of both Centers is to support the Cabrillo College mission of being a “dynamic, diverse and responsive educational community dedicated to helping all students achieve their academic, career, and personal development goals.” In addition, each Center has the following core values: i. The Watsonville Center promotes access to Cabrillo classes and services for the communities in the Pajaro Valley, and seeks to close the achievement gap for students who are traditionally underrepresented in higher education. ii. The Scotts Valley Center promotes access to Cabrillo classes for the communities of Scotts Valley, San Lorenzo Valley and Santa Cruz, and maintains the College’s presence in the Scotts Valley/San Lorenzo Valley area. Reductions in the state funding revenue stream over the last several years, and particularly since 2009, have changed the scope of program and services at both Centers. In Scotts Valley, no on-site student services are provided anymore, although students are able to access many services online via the college website. They are also able to make counseling appointments on site for the Aptos campus via a touchscreen display connected to the appointment scheduling system. Watsonville has lost staff in the Integrated Learning Center, science lab, Admissions and Records and Financial Aid, although both of the latter departments were restructured under Enrollment Services to provide integrated services to students with fewer staff. The Watsonville bookstore branch was closed, although arrangements have been made to sell textbooks to students during the first two weeks of the semester until this service can be re-evaluated to provide the best service to students. Both Centers lease space to educational partners, and while the Watsonville Center leases out all the space in one of its buildings, it also expanded with the new Solari Green Technology Center in fall 2012, adding Career Technical Education (CTE) classes in solar energy and sustainable building construction in the Construction and Energy Management program. The emphasis in planning at both Centers is to prioritize student needs for completing their educational goals. In Watsonville, students will find courses to fulfill all requirements for the Liberal Arts and Sciences Associate of Arts degree, and courses at both Centers when combined with online offerings will allow students to finish their general education requirements for transfer or AA/AS degrees. Many basic skills courses needed as prerequisites to the transfer level classes are offered in Watsonville, including a full ESL sequence of the four levels in the core and supplemental courses in vocabulary and writing. For students interested in CTE degrees or certificates, there are courses offered at both Centers towards this goal. ~2~ The learning community ACE (Academy for College Excellence) provides additional guidance in college readiness skills for at-risk and high-risk students. Now a national model, this program started at the Watsonville Center, where one cohort is still offered each fall semester. 1B. Populations Served – Watsonville and Scotts Valley Areas Watsonville: The student population at the Watsonville Center was 83% Latino in spring 2012 (see Appendix IA, Watsonville Center Annual Report). The Watsonville area provides 25% of the College’s student population and 54% of the College’s Latino population1, a region which includes Freedom, Pájaro/Royal Oaks, Las Lomas and Aromas. Many of these students seek out student and instructional services (e.g. admissions, financial aid, counseling, tutorials, computer lab, study space) at the Watsonville Center, even if they are taking classes in Aptos. Watsonville is similar to a “port of entry” city in being the first destination point for many new immigrants, and the Watsonville Center is also a port of entry into higher education for many students who are first in their families to attend college or re-entering the formal education system after many years. Many are more comfortable in Spanish, and over half of the student service interactions are conducted in Spanish. New students comprise almost 21% of the Watsonville Center enrollment, as compared to 15% in Aptos and College-wide2. As students acclimate to college, many also take courses in Aptos and online – 60% of Watsonville Center students are taking classes at both campuses. Financial Aid recipients: Of the overall population of students receiving Financial Aid at Cabrillo, 28% live in the Watsonville area. Of those students living in the Watsonville area, 55% are receiving Financial Aid and 77% of those students are Latino3. Assessment into Basic Skills: Students graduating from high schools in the Watsonville area assess below transfer level in math at a rate of 82%. Those who test at the basic skills level in math (254 and 154) number 45%, and an additional 37% assess at the math 152 level, which fulfills the math requirement for the AA/AS degree but is one level below transfer. In English, 63% assess below transfer level (255 and 100). Students assess into the lowest levels in math and English (two levels below transfer) at rates of 34% and 38% respectively.4 Scotts Valley: The Scotts Valley Center serves two distinct populations, Scotts Valley (SV) and San Lorenzo Valley (SLV). The greatest need for General Education classes is at the 100-level and transfer level: 52% of the students graduating from Scotts Valley and San Lorenzo Valley high schools place at one level below transfer in math and 28% place at transfer level, while 46% place at both of these levels in English.5 SV/SLV residents have the lowest Cabrillo enrollment rate in the College’s service area, and the greatest need served by the Scotts Valley Center is access to classes due to distance. The trip via public transportation to the Aptos campus for many SLV residents can take 3 - 5 hours, and the traffic congestion in the late afternoon makes it extremely difficult for SV/SLV residents to attend evening classes. 1 Numbers refer to fall 2011 enrollment. Total College enrollment 14,842, Watsonville Area residents 3,639. Total Latino enrollment 4,783, Watsonville Area residents 2,569. (PRO Report, “Financial Aid Recipients and Watsonville Area Residence”.) 2 See fall 2012 Census reports on the Planning and Research webpage, Watsonville Fall 2012 Census, Aptos Fall 2012 Census and All College Fall 2012 Census. 3 Numbers refer to Fall 2011 enrollment. Total Financial Aid recipients: 7,112. Watsonville Area residents receiving Financial Aid: 2,004. Latino residents living in the Watsonville Area and receiving Financial Aid: 1,549. Activities and services related to College Mission, Core 4, and Accreditation Standards In addition to supporting the college mission, the Education Centers play a key role in assisting students to develop the comprehensive core competencies (Core 4) identified by the Faculty Senate as essential for the education and success of all students: Communication (reading, writing, speaking and listening) Critical Thinking and Information Competency (analyze, compute, research, and solve problems) Global Awareness (scientific processes, global systems and civics, artistic variety Personal Responsibility and Professional Development (self-awareness, social and physical wellness, workplace skills) The resources and services provided at the Watsonville Center (and via remote access for Scotts Valley Center students) also support the Association of California Community and Junior Colleges (ACCJC) accreditation standards.6 Its instructional support and student services programs are designed to increase the participation and success rates of underserved populations, which is why student services in admissions, financial aid and counseling are provided in Spanish as well as English. Productive collaborations with local governmental, educational and community organizations are supported through both Centers. As stated previously, both Centers offer courses that transfer and fulfill General Education requirements, as well as a selection of Career Technical Education (CTE) courses. In Watsonville, CTE courses are taught in Accounting, Computer Applications and Business Technology (CABT), Business, Construction and Energy Management (CEM), Criminal Justice (CJ), Early Childhood Education (ECE), Fire Technology (FT), and Medical Assistant (MA). CTE courses are taught at the Scotts Valley Center in CJ and MA. The Watsonville Center also offers a strong selection of English as a Second Language (ESL) and other basic skills courses in math, reading, English, CABT and CTE. Academy for College Excellence (ACE) cohorts are offered in Watsonville to serve students who are particularly at risk for not completing a college education, preparing them for college-level coursework and expectations with a theme-based, integrated curriculum designed to increase student efficacy as well as academic skills. The table below shows how services and staff at the Watsonville Center support the college mission, Core 4, and accreditation standards. Enrollment services, counseling, tutoring and textbook sales are available online to Scotts Valley Center students. Relationships with other college components Both Centers work under the supervision of the Dean of Education Centers, who reports to the Vice President of Instruction and works closely with all Division Deans and many Program Chairs to plan course offerings, as well as with Counseling and Educational Support Services for courses in that area. In addition, collaboration with the Library Director ensures the provision of library services at Watsonville’s Integrated Learning Center, as well as a consistent librarian to teach the Information Research classes linked to the English composition courses. As the organization chart in Appendix C shows, many services are provided on site at the Watsonville Center through active collaboration with several departments. Ongoing communication with Student Service component leaders ensure smooth delivery of support services to students through Enrollment Services (Admissions & Records and Financial Aid), Student Health Services, academic and personal counseling, and access to services from Disabled Student Program and Services, Extended Opportunity Program and Services, outreach programs from 4-year universities and the Transfer Center. These relationships also ensure that there is a presence of Student Government and Student Affairs on campus to engage students more fully with the college. Relationships with Administrative Services component leaders ensure that the functions of maintenance, security, facilities planning, mail ~7~ delivery, technical support & infrastructure, risk management and textbook sales are coordinated effectively. Finally, relationships with Career Education & Economic Development ensure that facility leasing and arrangements for Cabrillo Extension classes are managed efficiently, that CTE community collaborative efforts are facilitated as needed in Watsonville, and that students have access to the Cooperative Work Experience program. At the Scotts Valley Center, students are able to make counseling appointments for the main campus through the Student Appointment and Reporting System (SARS) via a touch-screen monitor, which also displays informational slides regarding services, deadlines, events, and other general student information. In addition, posted information directs students to online resources and phone information for admissions/registration, financial aid, and textbook purchases. An information kiosk where students could gain information via a touchscreen monitor, similar to the kiosk at the Watsonville and Aptos sites, could benefit the student community and increase student engagement with the College. 1D. Community Relationships The College has long had a positive relationship with the City of Watsonville and local education and nonprofit agencies, and Center staff and management work effectively with component leaders in these areas to facilitate building use, collaborative initiatives and strategic planning on an as-needed basis. For example, SOS (Second Opportunity for Students) has leased space at the Watsonville Center for ten years for its program, starting with the Adult Education program under the Pajaro Valley Unified School District and currently under the Alternative Education program under the County Office of Education. The Dean of Education Centers serves on several community boards to represent the College, and a collaborative role is maintained with several not-for-profit and community organizations to facilitate the Watsonville Center’s role as a higher education resource to the community at large. The Watsonville Center Community Advisory Committee (WCCAC) has representation from many of these collaborative partners and has given important input at critical times of expansion for the Center. The Scotts Valley/San Lorenzo Valley Community Advisory Committee (SVSLVAC) has representation from both communities and has given valuable input as the outreach center was opened, grew, and recently contracted. The goal of the SVSLVAC is to ensure that students are able to complete their educational goals through increased access to Cabrillo offerings. The College is maximizing utilization of the space at the Scotts Valley Center by leasing to organizations that have compatible educational missions and can build collaborative relationships to better serve the Scotts Valley and San Lorenzo Valley communities, such as Palo Alto University and the Agape Dance school. Partnerships with the Second Opportunity for Students (SOS) program and Watsonville/Aptos Adult Education (WAAE) are consistent with the College mission and provide benefit to SOS and WAAE students by being located on a college campus, and provide needed revenue to the college. Student engagement at the Watsonville Center is enhanced by the bilingual (Spanish and English) presentation of information and materials, and the presence of art: visual art in the display cases, poetry and literary readings, film festival showings (Watsonville Film Festival and Pacific Rim Film Festival), dance performances, and occasional theatrical presentations. In fact, appreciation and respect for linguistic diversity and the arts were core values identified by students when the Center was expanded. Student engagement was also enhanced by the presence of a snack bar operated through a collaborative arrangement with the El Pajaro Community Development Corporation business incubator across the street. The snack bar ~8~ space was included in the lease to partner agencies beginning in 2011-12 and is no longer available to provide food for students. Snack machines now provide this service. SECTION TWO: Planning and Outcomes The quality of program and services at the Education Centers are measured in a variety of ways, from ongoing informal feedback from staff, faculty and students to more formal means of gathering feedback such as surveys (Appendix D). Student and staff surveys are generally administered every other spring, and the last two surveys (spring 2010 and 2012) have been administered online. In addition, the fill rates of the classes are monitored by the Dean of Education Centers and the various Division Deans through the Enrollment Tracker online tool. 2A. Administrative Unit Outcomes The Administrative Unit Outcomes (AUOs) for the Education Centers and the objectives for each are as follows: I. Students, community members and organizations utilize the facilities and resources at the Education Centers to further their educational/organizational goals. Objective A: Students make satisfactory progress toward their educational goals by completing courses and using resources provided at each Center. Objective B: Residents of the local communities enroll at higher rates than non-residents in courses offered at each Education Center. Objective C: Community organizations use the facilities at the Education Centers to offer services and information, or for meeting space. II. Faculty facilitate the instructional process and improve student success by using the structure and resources provided at the Centers. Objective A: Faculty use the multimedia resources in the classrooms to provide quality instruction that addresses course SLOs. Objective B: Faculty use the services provided through the Centers to support student learning outside of the classroom. The assessment process includes surveys and an analysis of historical data referencing enrollment trends, student success rates and usage of resources and facilities. The table on the next page summarizes the assessment results for the AUO objectives. ~9~ Table Two: Education Centers Assessment Process Metrics (for both Centers AUO Objectives IA: Students make satisfactory progress toward their educational goals by completing courses and using resources provided at each Center. Hours are not tracked for students who work on individualized 10-key calculator classes, or bring their own laptops, or simply use the quiet space to study at tables. 8 The greatest demand for tutoring is in math, which in general accounts for more than 70% of the hours. ~ 10 ~ AUO Outcomes assessment analysis and next steps: 1. Course success rate at Watsonville Center is low: analyze and recommend measures that will improve student success. 2. Percentage of computer use at Watsonville Center is low: analyze and adjust hours of operation if appropriate. 3. Enrollment rate for local residents at Scotts Valley Center is low: analyze and explore options to increase local enrollment. 4. Textbook sales is a needed service still needed in Watsonville: continue to provide. 5. Demand for counseling appointments in Watsonville is high: explore ways to address the need for information within the limited staffing constraints. 6. Tutoring is in high demand: analyze final grades for students to see if there is a link to improved success after a certain number of hours of tutoring. 2B. Student/Staff Survey Results As evidenced in the survey instruments in Appendix C, students provide feedback in a number of areas related to planning for the Centers. The two student populations are very different, so the surveys have always been structured differently: for example in Watsonville, students are asked to evaluate services that are not provided in Scotts Valley, so SV students do not have that question. Two other questions on the Watsonville survey that are not on the Scotts Valley instrument are a personal history question and a campus climate assessment, intended to address the effectiveness of the Education Center with a student population that is traditionally underrepresented in higher education, and the issues of safety and student parking that have not been issues at the Scotts Valley Center. Both surveys would benefit from standardization so that there is more cohesion between the elements and an easier process to evaluate them as education centers. The surveys administered to staff at both Centers are more similar than the student surveys, although feedback on staff and services is more extensive on the Watsonville survey because of the services provided, while Scotts Valley instructors provide feedback on the site coordinators. Results from both surveys indicate a general satisfaction with the support and resources provided to instructors and staff. The most consistent criticism found in student surveys in Watsonville is that there is not enough parking. It is an ongoing challenge to encourage students to use the city parking garage three blocks away, which functions as the extended parking facility for the Center. Following are other highlights from students returning responses: Health careers is the largest career interest group among survey respondents at both Centers (30% Watsonville, 54% Scotts Valley). More survey respondents plan to get an AA/AS degree, CTE certificate or update job skills than those planning to transfer. (49% plan to transfer in Watsonville; 37% in Scotts Valley). 95% of Watsonville survey respondents received a Pell Grant and/or a BOG waiver. 39% of Watsonville survey respondents speak another language better than English, and 49% are the first in their family to attend college. 21% of Scotts Valley survey respondents are taking classes at another college. 68% of Scotts Valley survey respondents have used the touch screen in the lobby to make counseling appointments or get college information. ~ 11 ~ Some of the answers on the student survey indicate differences between students at the two Centers in terms of technology access and proficiency, a critical issue in accessing services such as admissions, registration and applications for financial aid: 57% of Watsonville respondents and 89% of Scotts Valley respondents have a computer with high speed internet access at home. 77% of Watsonville respondents and 100% of Scotts Valley respondents can register for classes through WebAdvisor without assistance. 56% of Watsonville respondents and 61% of Scotts Valley respondents can apply for FAFSA (financial aid) online without assistance. 2C. Ongoing Staffing Needs Staffing needs exist in various areas, although adjustments have been made to address them on a short term basis. All of them impact student success in different ways. 1. Several comments from the Watsonville student surveys indicate the need for a bookstore, or at least the ability to buy books on site. Timely access to course materials plays a critical role in student success. Short term temporary employees provide text book ordering service to students in Watsonville during the first two weeks of class. Scotts Valley students order books online. 2. Math is the subject of highest student need in tutoring as measured by the numbers of students seeking assistance. Basic Skills funding supplements the tutoring budget in Watsonville as long as it is forthcoming from the State, and at one time supported a math tutoring program in Scotts Valley. In addition, Supplemental Instruction (SI) in math in Watsonville was a grant-funded initiative that has proven to be beneficial to students. This approach requires SI leaders to attend class sessions in addition to SI sessions in order to use class materials and pacing in planning for sessions, and to build the culture and expectation of study groups outside of class among students. 3. One English instructional assistant has been transferred from Watsonville to the Aptos campus, so drop-in hours to provide tutoring in writing have been reduced. Many instructors give their students assignments to work with a tutor in English or math, and there are not enough staff or student assistants at this time to accommodate these assignments on an individual basis. Group tutoring options are being explored. Online tutoring is available to students in Scotts Valley. 4. The laboratory tech position that supported the Watsonville science lab is currently vacant. The organization/ stocking/cleaning and general maintenance in the multipurpose science lab (physics, chemistry, biology and medical assistant classes) must now be performed by instructors. 5. Counselors in Watsonville had only 18 unscheduled appointments for the entire academic year of 2011-12 in Watsonville, and 934 “turnaways” were recorded (students who were not able to find an open appointment that fit their schedules). Both Watsonville counselor positions are reassigned 50% to other duties at the Aptos campus. The concept of group presentations for basic counseling information is being explored. Counseling is available online and by phone appointments to Scotts Valley students. 6. Financial Aid information in Watsonville is provided through the Enrollment Services pilot, which currently has two staff positions. A large number of financial aid students are served in Watsonville (28% of fall 2011 financial aid recipients had zip codes in south Santa Cruz County, or 2,004 out of 7,112 students) and there is an expected increase in demand due to AB 540 students now being able to apply for financial assistance. 7. There is a high level of concern regarding security on site, expressed by both staff and faculty. A contract with the Watsonville Police Department (WPD) provides call response ~ 12 ~ and is expected to provide an on-site officer for 4 hours during the day. There are requests for an on-site security presence in the evening, particularly after 9 pm which is when the majority of classes end. 8. In Scotts Valley, students access services online or go to a physical location. In spring of 2007 when the Scotts Valley Center was opened, the budget permitted staffing services and counseling and enrollment services were well-utilized. At this point, site coordinators provide information and assistance from 5-7 pm on the evenings when classes are offered, but in-person enrollment services during the first two weeks of class would provide great benefit to students. Advisory committee members have indicated that as additional options for online counseling services are developed, graduation petitions would be a particularly useful option for students. SECTION THREE: Goals and Recommendations 3A. Future Directions Educational Master Plan: The 2013 Educational Master Plan (EMP) anticipates a rate of growth for the Watsonville service area of 102 for 2015 in unduplicated enrollment and 1,205 in WSCH from the 2010 baseline. For 2020, this growth is projected at 374 in unduplicated enrollment and 4,092 in WSCH. Growth for the Scotts Valley Center is combined with Aptos and other off-site courses with a 2015 growth projected at 506 in unduplicated enrollment and 8,354 in WSCH. 2020 growth in these areas is projected at 1,144 in unduplicated enrollment and 17,177 in WSCH. The EMP also notes that although growth for the college overall will be minimal to flat, faster growth is projected for the Latino population than any other ethnic group, and the largest percentage of this population is in the Watsonville service area. Solari Green Technology Center (SGTC): Focus groups with the local agricultural community prior to 2009 revealed the need for training in the principles of mechanics and engineering that would provide students with fundamental skills to learn the specifics of a variety of higher level jobs in agriculture. Enrollment in the Construction and Energy Management solar technology classes is low because its student base has traditionally come more from Aptos and northern Santa Cruz County, and there is a need for outreach and recruitment to raise awareness of this program in southern Santa Cruz County. Grant funds may be available to support the development of programs and generate contract training with industry in the area. Changing regulations that impact student access and success: Many new regulations such as limits on repetition of courses, requirements of the Student Success Act of 2012 (such as mandatory education plans and enrollment priorities), and changing federal Financial Aid guidelines (no longer will financial aid be an option for students who do not have a high school diploma or GED, for example) will impact the options that students formerly had for enrollment, financial assistance and academic progress through the community college system. In addition, there are unknown developments on the horizon, such as the Governor’s proposal to integrate Adult Education into the Community College system, which would directly impact the Watsonville Center. Basic Skills, Learning Communities and the Achievement Gap: Special funding for basic skills and learning communities initiatives are year-to-year and often limited to a specific time (such as 2009-2014), many of which are ending soon. The College is in the process of evaluating which initiatives have the most impact on student success (such as the Supplemental Instruction pilot at the Watsonville Center) with a particular focus on closing the achievement gap that underscores success rates of underrepresented and non-traditional students. This is ~ 13 ~ the majority population at the Watsonville Center, where there is also a higher need for a “high touch” than a “high tech” approach to services, and students would benefit from the College exploring how the Watsonville Center could be instrumental in closing the achievement gap. Partial restoration funded for Community Colleges: Although the level of state funding for Community Colleges is cyclical, there may be some restoration of the deep cuts from recent years that could allow for increased course offerings at both Centers. 3B. Recommendations and Goals 1. Planning for future directions listed in 3A: Staff time, no additional cost. 2. Course offerings: The EMP recommends that intensive/shorter term course offerings be considered to meet the needs of the population in the Watsonville service area, which would likely be in CTE or certificate programs. Students in Watsonville have expressed an interest in more science and higher math classes. Day and evening classes serve different populations, and certain classes are traditionally offered in one or the other time period very successfully and could expand into a new time slot. Labor market analyses indicate a growing demand for solar technology and other construction techniques using sustainable energy and renewable resources. The course selection in Scotts Valley should be expanded to provide a broader selection of courses offered in the traditional (in-person) mode to fulfill general education requirements. Health Science, Communication Studies, Geography, Anthropology, Sociology and Political Science are currently available online. Cost: $5,310 per additional 3-unit course ($1,770 per unit), plus materials costs 3. Staffing: Address ongoing staffing needs as outlined in section 2C through additional resources or reorganization as appropriate, through College integrated planning processes that consider needs at both the Watsonville and Scotts Valley Centers as part of the overall staffing considerations. Cost: TBD 3C. Program Planning Recommendations Summary Grid 1 Planning No additional cost 2 Course offerings $5,100 per 3-unit course 3 Staffing TBD ~ 14 ~ AGENDA ITEM BACKGROUND TO: GOVERNING BOARD FROM: PRESIDENT DATE: Sept. 17, 2012 SUBJECT: Watsonville Center Annual Report REASON FOR BOARD CONSIDERATION ITEM NUMBER INFORMATION ENCLOSURE(S) Page 1 of 2 BACKGROUND The Watsonville Center makes higher education available in a community that is highly diverse and economically depressed, where 31% of the population between 18-24 years old has less than a high school education and the average unemployment rate is 25%, more than double the county-wide level. The Latino population in the City of Watsonville is over 81% and over 94% in the adjacent community of Pajaro. The Solari Green Technology Center (SGTC) will open this month and provide expanded options to students in career technical education, with a focus on new sustainable technologies. Just over 2,000 students enrolled at the Center in spring 2012, with over 40% taking classes exclusively on site and 77% coming from the local community. The Center also serves as a resource for other educational options for the community by housing Watsonville/Aptos Adult Education (WAAE) and SOS (Second Opportunity for Students), an alternative education program with the County Office of Education. These two programs align with the college mission by preparing students to succeed in college and education beyond high school, and both enroll students from the Watsonville community who are traditionally underserved in higher education. The leased space also provides valuable revenue to the college. Instruction and educational support services Of the 135 courses offered at the Watsonville Center in spring 2012, 59 (43.7%) fulfilled general education requirements for transfer, 47 (34.8%) were one level below transfer and 29 (21.4%) were two levels below transfer. 21 courses (15.5%) fulfilled requirements for certificates in Career Technical Education fields (Accounting, Computer Applications & Business Technology, Criminal Justice, Culinary Arts & Hospitality Management, Early Childhood Education, Fire Technology and Medical Assistant). In addition, students may fulfill all requirements for the Liberal Arts and Sciences Associate of Arts degrees with courses in Watsonville. An open-access computer lab provides online resources, and all classrooms are equipped with multimedia equipment and Internet access. The Learning Communities Center has a Watsonville office where students can find out about the various learning communities available at the college, and the ACE (Academy for College Excellence) learning community offers cohort options each year at the Watsonville Center. The Integrated Learning Center (ILC) provides tutoring and instructional support in many subject areas, including dedicated Supplemental Instruction sessions for math students and individualized courses in reading. ILC students also have access to library services and resources, proctored exams, quiet study areas and computers. ~ 15 ~ Student Services Watsonville Center students have access to admissions/registration services, counseling, financial aid, health services, and student activities such as clubs, student senate events and student activity cards. Admissions and Records and Financial Aid are now under the umbrella of Enrollment Services, so students now go to one place for both of these departments. Counseling and Health Services are on the same floor as Enrollment Services in Building A, so it is essentially a one-stop location for student services. While the information provided is the same at both the Center and the Aptos campus, there are some differences in delivery to accommodate differences in the student population. For example, the hours of operation extend to 6:00 p.m. in Watsonville to better serve the larger evening population, and all support is provided in Spanish as well as English. Extra support is also available for the online processes for application, registration and applying for financial aid. Overview of enrollment patterns The following table shows that although the Watsonville Center enrollment is shrinking along with the general college population, some percentages of particular groups are growing. For example, a higher percentage of students is enrolling full-time college-wide, although the overall number of full-time students is lower as compared to last spring. The leased facility has five classrooms, two faculty offices and a multi-purpose front office on the first floor of a commercial building. There is a touch screen in the lobby where students can make counseling appointments at the Aptos campus and see basic information on upcoming college events and deadlines. Site coordinators provide support to faculty and students when classes are in session. Enrollment and course offerings Enrollment grew steadily the first four semesters that the Scotts Valley Center was open, but in spring 2009 course sections were reduced by 28% as a result of the state budget cuts that impacted community colleges. Since then, course offerings have declined due to the ongoing budget crisis and enrollment has fallen accordingly, as shown in the table below. Currently, Scotts Valley Center offerings have been reduced by 74% from the initial number of classes and 82% from the highest number offered, and enrollment has fallen by 71% and 80% respectively. In January 2012, Palo Alto University began leasing two classrooms and office space at the Center for its Bachelor of Science program in Business Psychology. Instructional Program Classes in math, English, world languages and social sciences at the Scotts Valley Center allow students to make progress towards AA/AS degree requirements and transfer to the CSU or UC system, and students may take classes online to complete GE transfer requirements. Medical Terminology and Criminal Justice classes are also offered. Demographic Information ~17~ The following table presents demographic data for Scotts Valley Center students enrolled in spring 2012. The largest group of students attending the Scotts Valley Center this semester lives in Santa Cruz (61), the second largest group lives in Scotts Valley (55), and the third largest in the San Lorenzo Valley (51). In previous semesters, the largest group has come from the San Lorenzo Valley, and the change may be due to all classes being offered in the evening this year. Most students are enrolled in one class (3 – 5.9 units) and the majority continues to be 25 years old or younger, although some interesting shifts in demographics have occurred with the shift to evening for the math and English classes. The most notable changes are highlighted in bold type. Many indicate that they would not be able to take Cabrillo classes if it were not for the Scotts Valley Center. ~18~ WATS CTR Cabrillo AA 1-written GE Area A 1-critical think Oral Communication (COMM 1 for Crit Thinking) Written Communication ENGL 1A + LIBR 10 Critical Thinking ENGL 1B or 2 Cabrillo AS CSU GE AA IGETC AA 1-written 1-critical think (COMM 1 for Crit Thinking) 3-courses 2-UC 3-CSU courses COMM 1 ENGL 1A + LIBR 10 ENGL 2 ENGL 1A + LIBR 10 ENGL 1B or 2 COMM 1 ENGL 1A + LIBR 10 ENGL 2 2-science-1math METEO 1, 1L+ Physics 10, 10L+ ANTHR 1, 1L+ Bio 5, 5L+, 11A, 11AL+ Chem 30A+ one course must contain a lab--"+" MATH 152 1-science-1-math METEO 1, 1L+ Physics 10, 10L+ ANTHR 1, 1L+ Bio 5, 5L+, 11A, 11AL+ Chem 30A+ one course with or without a lab MATH 152 2-courses METEO 1, 1L+ Physics 10, 10L+ ANTHR 1, 1L+ Bio 5, 5L+, 11A, 11AL+ Chem 30A+ one course must contain a lab--"+" MATH 12 2-courses METEO 1, 1L+ Physics 10, 10L+ ANTHR 1, 1L+ Bio 5, 5L+, 11A, 11AL+ 2-courses-each from a different department AH 19#, AH 52# SPAN 1, 16, 17 ENGL 1B (if not used in A) 1-course AH 19#, AH 52# SPAN 1, 16, 17 ENGL 1B (if not used in A) 1-Arts-1 Humanities 3rd from either AH 19#, AH 52# SPAN 1, 16, 17 ENGL 1B 1-Arts-1 Humanities 3rd from either AH 19#, AH 52# SPAN 1, 16, 17 ENGL 1B 3-courses-including 1 US Hist and 1 US PS ANTHRO 3 PS 1* HIST 14*, 16C#, 17B*, 21B* SOC 1, 8# PSYCH 1 WS5# 2-courses-including 1 US Hist or 1 US Pol Sci ANTHRO 3 PS 1* HIST 14*, 16C#, 17B*, 21B* SOC 1, 8# PSYCH 1 WS5# 3-courses-may include 1 US Hist and 1 US PS ANTHRO 3 PS 1* HIST 14*, 16C#, 17B*, 21B* SOC 1, 8# PSYCH 1 WS5# 3 courses-at least two different depts. I need scholarship to my classes because I am AB540. I don't apply for FAFSA, if there other resource to help me in my materials. I work 40 hours a week. My wife and me are attending college, and she has completed her A.S. degree in Human Services. I am currently a full‐time student. I am taking a full load of classes to gain new skills for employment. The Watsonville Campus is a very important part of my re‐education. Disability ‐ Hard of hearing Problems. I have a minor learning disability. Learning disability. One of the First in Family to Attend ‐ At 58 years old, I will be the first to get a degree in my family. I am the first attending college and I want to be a model to my kids. I have 5 older siblings and 1 younger sister and I am the 2nd one to attend and almost graduate from college. I'm the 2nd to attend college. Transportation ‐ We need more parking. (5 responses) For parking, I have a parking permit but could it be possible to designate some of the staff parking spaces (4 or 6) to students? Most of the time staff parking spaces are available and students don't have as many. I think that we as students can benefit more from empty spaces. I am a full time student working at a part‐time job and have to find parking space wherever there is available during the afternoon. Parking for students at the Watsonville Center is extremely unfair, especially with those who have busy schedules like myself. The parking area is too small, we need more parking spaces for students like me that pay for the parking permit in Watsonville. The bus helps me out. Or I get a ride. Other – I been attending Cabrillo for 5‐1/2 years. I don't have any disability. I speak Spanish. I have an A.A. in Design Technology from American River College Sacramento, CA. No comment. None apply. 52 Student Profile, survey Page 1, Personal History, comments continued Personal History comments on Spanish version of survey: 6 of 45 (13.3%) Historia personal, comentarios: Hablo espanol como mi primer idioma. Q2. Technology, comments: 9 of 299 (3.0 %) responded Limited access to technology ‐ I only have internet access on my cell phone. I borrow my sister laptop because I don't have enough money. Suggestions for improvement – We need high speed internet access at Cabrillo! The computers from the ILC are really old and slow. Where is our funds going? I see that the Santa Cruz center has all the technology, and we should have the same opportunities: we are part of Cabrillo College too. Cabrillo College should offer internet for students at home and on the go for an economic price. Hawk Talk was way easier. Other ‐ I keep in touch. I've been using my laptop at the Watsonville Center, but I haven't used the WiFi access. Technology comments on Spanish version of survey: 4 of 45 (8.9%) Tecnología, comentarios: Este es mi primer semestre en el cual tengo un email address ahora puedo recibir email. Gracias a mi clase de computadoras. Necesito asistencia para registrarme en cuaquier clase. Para regitrarme siempre me ayuda mi amiga. Q3. Financial Aid, comments: 27 of 299 (9.0%) responded I did not apply for financial aid this semester. (5 responses) I did not apply because I don’t qualify for financial aid. (5 responses) I don't receive any financial aid. (2 responses) Need assistance with application process ‐ Although I can do most of my FAFSA online by myself, I still need to have access to someone in person to help with any questions. 53 Student Profile, survey Page 1, Q3. Financial Aid, comments continued I had some issues with my FAFSA in the past years because of my grades... now that I’m working on my grades. I don’t know if to apply for Financial Aid or if I still qualify for it? Somebody help me in the office. None apply to be since I'm a AB540 and the way groups try to help us do a poor job on comm.... I have never applied for financial help, because I only take one course and think maybe I will be denied because I work full time…. Maybe I need more information on this. There needs to be more information about scholarships because not a lot of people know about them. Need Financial Aid, But Don’t Qualify ‐ I'm not eligible for FAFSA or BOG it’s not fair because I'm a full time student and I have other bills so I need help with school money. No califico para FAFSA. Me gustaria que hubiera otras ayudas financiers para mi materiales. Sadly, I do not qualify for any financial aid or for BOG even though I don't make a lot of money and this had stopped me from taking more units than I'd like and it also means it's going to take me double the time to transfer. School should offer scholarships to international and AB540 students. This year I received financial aid for last semester, however I haven't received any help this year 2012. Other ‐ FAFSA helps. I can’t apply for financial aid.... I have a Financial Aid (FAFSA) but in this moment am not sure what I am getting, Pell or Cal grant. No he aplicado. Ya complete la solicitud. Yo solo resivo ayuda de BOG. Q4. Goals, comments: 16 of 299 (5.4%) responded Pacific Oaks (2) Degree/Certificate ‐ Actually 1 year accelerated RN program. I am going to school to become a Building inspector. I am working to achieve a certificate at this point, but I plan on continuing my education to earn an AA/AS degree. The Watsonville campus is extremely important to my continuing education. My goal is to graduate for CET. Transfer ‐ Am taking prerequisite classes so I can apply to a professional program in a new career field. I would like to transfer to a University but I am who support my family, unless very soon I change of my labor position. I would like to transfer to Stanford University. I'm hoping to get an AA/AS degree and be able to transfer to a different college to get my BA. I'm thinking about transferring to a four year college after receiving my AA here. 54 Student Profile, survey Page 1, Q4. Goals, comments continued Other ‐ Have BSN. I'm not sure yet. I think I need to talk with a counselor. I already have my BA from UCSC. I'm attending Cabrillo to finish my nursing prereq's. I like to take classes for improve my skills. Para mi es dificil ir a Santa Cruz o San Jose. Gracias por escucharme. Q6. Progress, comments: 24 of 299 (8.0%) responded I have a degree/certificate – AA fire science Education/Teaching goal Had attended before 5 semesters 1997‐2000 & got AA. I did all of my general ed at Cabrillo about 5 years ago before transferring to UCSC to get my BA. I got a AA/SS degree. I take classes at both campuses – Half of my classes are in Aptos and half are in Watsonville. (2 responses) Other – Education/Teaching goal I attended Cabrillo a few years ago for ESL classes and then I stopped coming for a while. I came back after more than 6 yrs. not attending school. Para mi el parkin es un problema. Planning to double major. RN Social and behavior science. Took classes years ago ‐ now 1 class Aptos, 1 Watsonville. I use resources I Watsonville, closer to home – Although all of my classes are in the Aptos campus, it is easier for me to use the computers here in the ILC because I live in Watsonville. 55 Student Profile, survey Page 1, Q6. Progress, comments continued Most of my classes were at the Watsonville Center last Fall 2011. This semester most of my classes are on the Aptos campus, but I use the Watsonville CTC lab for almost all of my lab hours. I have attended over a long period – I have been attending Cabrillo for a long time. I started taking classes at Cabrillo College at the Watsonville Center on Spring 2005, and I already had many years because I began with ESL Classes and only I used to take few units at each semester. Classes cut, can’t enroll in what I need to progress ‐ I am still in High school graduating this year. It has been extremely hard for me to get classes even though I have been attending Cabrillo for 2 years which is upsetting because I really would have liked to take more since I attend an alternative educational school. I was unable to get the Culinary classes I needed this semester due to small classes filling quickly. Suggestions ‐ The Watsonville Center is nice, though I wish there was a quiet space to eat and sit down and study and lightly socialize during the lunch break time of day. We need a library back! There will be more classes at Watsonville, so it would be not hard for me to go to Aptos. Ya tengo mi AS. Me gustaria continuar estudiando. Q7. Integrated Learning Center, other (please specify): 5 of 299 (1.7%) responded Accolades – I prefer the ILC more than MESA, PLC, or the MLC. The ILC is more comfortable, cleaner, quieter, and overall a more efficient staff. The ILC is very useful and necessary. I don't know how I would have passed my English class without their help. The private Quiet Study rooms where a very valuable asset for my study group. This Center ILC have marked and make to remember the first couple semester I attended Cabrillo College. People who works there helped a lot and still I am receiving help on my homework when I need. I didn’t know about it – I did not know about this center either. Suggestions for improvement ‐ We need better computers and resources. The library is really important for the students and me. Open Access Computer Lab – 3rd floor, other (please specify): 10 of 299 (3.3%) responded I didn’t know about it/Don’t use it/Use infrequently – I did not know about the third floor computer lab. I don't use computers on campus. I've only used the computer lab once. The what?? Accolades/Increase hours ‐ Good place for over all computer uses, should be opened longer and library too. The Open Access Computer Lab is EXTREMELY important for my education. It needs to be open later Mon. thru Thursday; at least until 9pm. I use the Open Access Computer Lab resources – Just use to print. (2) I use the computers in the third floor at the Watsonville Center and also at the 1400 Aptos Campus Center. I use the lab to access Blackboard. Open Access Computer Lab comments on Spanish version of survey: 6 of 45 (13.3%) Centro de computación (laboratorio de computadoras en el 3er piso), comentarios: Entre una sola vez en una clase de ECE. The Test book Loans has help me get though my semesters due to my income. Until this survey, I did not know these services existed. None Additional services used, comments on Spanish version of survey: 1 of 45 (2/2%) ¿Cuáles de los servicios adicionales ha utilizado en el Centro de Watsonville?, otros servicios/comentarios: Transcrips y ayuda o preguntas sobre ciertos tramites Q5. Evaluation of services, other (please specify): 13 of 299 (4.3%) responded Increase Hours/Resources – Library should be open longer, tutors should help better. Poor for study space. The integrated learning center is really small for the amount of students who use it, and I have noticed that every time it is harder to get help from tutors, usually you have to wait because there are so many students waiting for tutoring Wish Library in Aptos open later. Textbooks – I really miss not being able to purchase my text books at the Watsonville campus. Books are too expensive and poor quality. Textbook sales refer to the Watsonville campus. Textbook sales (I mean prices). Accolades ‐ Cabrillo has a tremendous amount of free tutoring in virtually every subject, and it's free. This helps me out so much personally as well as many other students, I'm sure! Especially when money is an issue, extra help in rigorous courses may be hard to come by, but not at Cabrillo. All resources are helpful and everyone is extremely kind, patient, and definitely helpful! The services available at the Watsonville Center let it be ILC, Financial Aid or Admission and Records have been EXCELLENT!!! Tutoring In the ILC has been GREAT because of the tutoring I have passed all my English classes and Math Classes. THANKS a Million time over. I think all the staff in this Cabrillo College, at the Aptos Main Campus or at the Watsonville Center they are very good doing their tasks. I want to say that for all I've met they are very helpful people. Thanks to them I am planning to get my AS Degree on Fall 2013. Vending machines – Poor area machines work half the time, and food machine has nothing healthy in it. ILC there are so many students talking using the computer area to check email and brows facebook, can’t even study....... Prices on food vending machines are expensive than other vending machines. Not aware of services ‐ Until today, I did not know about any of this stuff. Comments: 11 of 299 (3.7%) responded Accolades ‐ I believe that coming to the Watsonville Center or Aptos Main Campus is the best decision I could make because it is the right place to get any tool or any help. Cabrillo College has the resources to study. I feel the staff on the Watsonville campus are more invested in seeing me succeed in my studies than the Aptos staff. I have preferred my academic experience at the Watsonville campus to my experience at the Aptos campus. The facilities are in better condition and are more appropriate for modern learning, the professors are as good, and the students seem more engaged and committed, which makes for a better experience overall. They are a great resource for people who live in Monterey County or surrounding areas who can’t make it to Aptos, and for people who work full time. More class options would be great. Thank you. Watsonville has better instructors in my opinion. Parking ‐ For Gods sake... Get more parking!!!!!!!!!!!!!!!!!!!!!!!!!! Safety concerns – Having night classes in Watsonville makes me very uncomfortable. I'm feel insecurity when I walk to my car on nights. There are too many non students hanging around the campus which i don't find safe seeing as how they're is a high school next door and it's just weird passing by the campus and having old men just staring at you. Suggestions for improvement ‐ Some newer texts are not available in the Watsonville campus. The lady in the computer lab is very rude to me I think it is because I am white and she is not so I frustrate her she is not helpful at all. I come on Mondays around 130 pm there is a class going on next door and the teacher is very loud it is hard to concentrate. Why don't we have keyboards that have all the letters on them? The problem I have encountered is with the third floor computer lab staff. The past two Fridays when I have arrived at 8am. The lab is still closed. When the staff finally shows up and lets us in the computers and resources are not available for another fifteen to twenty min. Watsonville has less resources. ECE classes, sciences, etc. Need Calculus and engineering classes in Watsonville. There are barely any classes available in Watsonville and in the science classes with labs, part of the labs are not performed for whatever reason but it's unfair that the Watsonville center that has mostly hispanic students is the one that is underqualified and with less resources. I think that there should be a major change in this area. There business classes needed to be teach at the Watsonville Campus. This is another reason why I sometimes end up not taking a class that I need. I work in the evening, so it’s sometimes difficult to find the English class I need, available day time (Eng 1A). This is a good campus. Increase class offerings ‐ As an evening student, I would like to find more evening classes because those are the ones that fit my schedule. Offer more classes in Watsonville than Aptos and also provide more services that Aptos have in Watsonville! I feel the services on the Watsonville campus are vital. I live here in Watsonville and it is difficult to get to the Aptos campus for the services. I would like to see more offered on the Watsonville Campus. The Open Access Lab and the ILC should be open until 9 pm Monday thru Friday and Saturday until 3pm. It is difficult to make it the Aptos campus when you don't have a car available and taking the bus is becoming harder due to bus routes being cut. Please try to offer more classes at the Watsonville Center. Yes, I wish we had more instructors teaching English. Other suggestions for improvements – How come the Santa Cruz Library is getting remodels with the students funds and Watsonville center has poor resources. Instead of trying to make the Santa Cruz Library pretty, they should be giving that money to Watsonville Center to make it a better study place for all students since we pay the same fees as Santa Cruz college. They are the same college but it doesn't look that way. At times the women's restrooms are scattered with paper in the stalls. Is there enough money in the budget to upgrade the prehistoric elevator in Building A? Quietness in the ILC is important and would appreciate if it’s respectively enforced. The computer lab could be better like the Aptos one. Bookstore – Bring back the book store. :) A bookstore. Cafeteria and tables ‐ Need an area to sell and eat and drink. Watsonville Center has no cafeteria and area for students can have a rest area for themselves. We need more tables where to eat. Safety concerns ‐ I feel unsecure Friday afternoon when there are people on the building that are not students because there is a market on Friday in the park. I have asthma and there are so many people who wear very strong perfume and cologne that I have attacks. 65 Additional comments about the services, classes or facilities at the Watsonville Center, continued I think that the Watsonville campus and around the campus is not always safe. I am a female and I have had several encounters with men (who do not attend Cabrillo and just hang out around here) who call me names or try to talk to me. It is very uncomfortable to have to go through that and think that there should not be people just hanging out around Cabrillo. Hopefully there will be more courses available for me at this location for future semesters. • I love having this facility because it is close to my home and work allowing me time for night classes that I otherwise would not have wanted to take. • It is so convenient for parking at the Scotts Valley Center. It was easy for me to take this course here as it is very close to my home, rather than driving over to Aptos. • Perfect location, very clean and neat facilities, the teachers are very helpful. • Scotts Valley is close to home, and I have 2 children. This is a very big plus for me. • So convenient for those of us who live up here. Evening classes are impossible to get to at the Aptos Campus from here and the parking is horrible on the Aptos Campus. The Scotts Valley Campus is one of the main reasons I enrolled in Cabrillo this semester. I hope to next semester too. • This is my first class in years. My instructor makes the class enjoyable and is very helpful. SV center is very convenient for me. Since I work full time I appreciate having evening classes available. Q6.
