Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which
applications will be submitted. Dr. Jim
Guikema, Associate Vice President for
Research, is the internal coordinator for
limited submission programs. Please

date listed in the Funding Bulletin (FB
7-3) or by at least two months prior to

ACLS Public Fellows (ACLS)
ACLS invites applications for the fourth
competition of the Public Fellows program. This year, the program will place 20
recent PhDs from the humanities and
humanistic social sciences in two-year
staff positions at partnering organizations
in government and the nonprofit sector.
Fellows will participate in the substantive
work of these organizations and receive
professional mentoring. This initiative,
made possible by a grant from The
Andrew W. Mellon Foundation, aims to
expand the role of doctoral education in
the United States by demonstrating that the
capacities developed in the advanced study
of the humanities have wide application,
both within and beyond the academy.

Research Fellowships Program (ED)
The purpose of the Research Fellowships
Program is to build research capacity by
providing support to highly qualified
individuals, including those who are
individuals with disabilities, to conduct
research on the rehabilitation of individuals with disabilities. Fellows must conduct original research in an area
authorized by section 204 of the Rehabilitation Act of 1973, as amended. Section
204 authorizes research, demonstration
projects, training, and related activities,
the purposes of which are to develop
methods, procedures, and rehabilitation
technology that maximize the full inclusion and integration into society, employment, independent living, family support,
and economic and social self- sufficiency, of individuals with disabilities,
especially individuals with the most significant disabilities, and to improve the
effectiveness of services authorized

7-3 High Performance Computing
System Acquisition: Continuing the
Building of a More Inclusive
Computing Environment for Science
and Engineering (NSF)
The intent of this solicitation is to request
proposals from organizations willing to
serve as Resource Providers within the
NSF eXtreme Digital (XD) program. The
current solicitation is intended to complement previous NSF investments in
advanced computational infrastructure
by exploring new and creative
approaches to delivering innovative computational resources to an increasingly
diverse community and portfolio of scientific research and education. NSF’s
vision for Advanced Computing Infrastructure, which supports Cyberinfrastructure Framework for 21st Century
Science and Engineering (CIF21),
focuses specifically on ensuring that the
science and engineering community has
ready access to the advanced computational and data-driven capabilities
required to tackle the most complex
problems and issues facing today’s scientific and educational communities. An
organization may submit only one proposal but may be a sub-awardee on other
proposals responding to this solicitation.

7-4 Kansas DOE EPSCoR (KS/
DOE)
The State of Kansas has an opportunity to
submit a single proposal to the Department of Energy EPSCoR program. Letters
of Intent to be the Kansas submission are
due to the interim DoE EPSCoR Director,
Dr. James Guikema, by March 10, 2014.
The LOI must address all aspects necessary for the LOI requested by the Department of Energy, and should be sent to:

7-5 AKC Canine Health Foundation
2014 Request for Proposals (AKCHF)
The mission of the AKC Canine Health
Foundation (CHF) is to advance the
health of all dogs and their owners by
funding sound scientific research and supporting the dissemination of health information to prevent, treat, and cure canine
disease. In an effort to continue to maintain a balanced research portfolio and
meet the needs of their donors, the AKC
Canine Health Foundation has streamlined their Request for Proposals. In 2014
they are releasing focused calls for Acorn
proposals that will fill gaps in their funding portfolio. In place of an open call for
Oak grants they will be funding Special
Emphasis grants in the areas of hypothyroidism and epilepsy. CHF expects that
other research areas will cycle back into
active calls for proposals as currently
funded grants close.

7-6 NIJ FY Data Resources Program
2014: Funding for Analysis of Existing
Data (DOJ)
The National Institute of Justice (NIJ), the
Bureau of Justice Statistics (BJS), and the
Office of Juvenile Justice and Delinquency Prevention (OJJDP) have entered
into a partnership to request applications
under this Data Resources Program
(DRP) solicitation for original research
using existing data available from the
National Archive of Criminal Justice Data
(NACJD) and other public sources. This

Science of Broadening Participation
(NSF)
7-9 Research on Gangs and Gang
Violence (DOJ)
Building on previous investments, the
Directorate for Social, Behavioral & Economic Sciences (SBE) and the Directorate
for Education & Human Resources
(EHR) announce their interest in stimulating research related to the Science of
Broadening Participation (SBP). The Science of Broadening Participation will
employ the theories, methods, and analytic techniques of the social, behavioral,
economic, and learning sciences to better
understand the barriers that hinder and
factors that enhance our ability to broaden
participation in science, technology, engineering, and mathematics (STEM). In FY
2014, SBE and EHR will partner to support SBP research proposals that will contribute to the overall understanding of the
positive and negative factors impacting
the participation of underrepresented individuals in STEM education and careers.
SBP research proposals may focus on factors such as the following: Institutional
and organizational factors (e.g., studies of
organizational, structural, cultural or climate factors that impact STEM participation); Cultural and social factors (e.g.,
studies of psychological or behavioral
factors that affect STEM participation and
achievement rates); and Economic and
policy-related factors (e.g., studies of economic factors that impact STEM participation and the relationship between

7-8 Fellowships for Advanced Social
Science Research on Japan (NEH)
The Fellowship Program for Advanced
Social Science Research on Japan is a
joint activity of the Japan-U.S. Friendship
Commission (JUSFC) and the National
Endowment for the Humanities. Awards
support research on modern Japanese
society and political economy, Japan’s
international relations, and U.S.-Japan
relations. The program encourages innovative research that puts these subjects in
wider regional and global contexts and is
comparative and contemporary in nature.
Research should contribute to scholarly
knowledge or to the general public’s
understanding of issues of concern to
Japan and the United States. Appropriate
disciplines for the research include
anthropology, economics, geography, his-
The National Institute of Justice (NIJ) is
interested in funding multiple criminal
justice research projects involving
research and/or evaluations of programs
to improve our understanding and/or
reduce gang membership and violence
within the United States. Results from
these projects should lead to better criminal justice policy, practice, and research,
particularly at the local or state level, on
issues surrounding gangs. NIJ has a long
history of funding research on domestic
criminal gangs issues. Despite these
advancements and insights into the relationship between crime and gangs, there
remains a need for more research in the
area of gangs in the U.S. An NIJ Topical
Working Group on gangs strongly argued
that NIJ should continue to fund gangrelated research on a variety of topics,
ranging from smaller secondary data
research projects, to larger more complex
longitudinal studies. In addition, the
meeting participants identified a widerange of issues that require greater consideration and attention in future research.

Violence Against Women: Teen Dating
Violence, Sexual Violence, and Intimate
Partner Violence FY 2014 (DOJ)
and evaluation on safety in schools
nationwide. This program furthers the
Department’s mission by sponsoring
research to provide objective, independent knowledge and tools to meet the
challenges of crime and justice, particularly at the State and local levels. This
wide-ranging initiative will bring together
the nation’s best minds to research the
root causes of school violence, develop
technologies and strategies for increasing
school safety, and provide pilot grants to
test innovative approaches to enhance
school safety across the nation. The
research methodology may include, for
example, natural experiments, randomized controlled trials, demonstration field
experiments, longitudinal studies, and
