Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which
applications will be submitted. Dr. Jim
Guikema, Associate Vice President for
Research, is the internal coordinator for
limited submission programs. Please
notify him at 785-532-6195, email:
guikema@ksu.edu, by the Internal due

19-1 USDA Center for Behavioral and
Experimental Agri-Environmental
Policy Research (USDA)
The U.S. Department of Agriculture’s
Economic Research Service (ERS) invites
proposals for a competitive grant to establish and fund a USDA Center for Behavioral and Experimental AgriEnvironmental Policy Research. The
USDA Center will facilitate new and innovative research on the application of
behavioral and experimental economics
theory and practice to the provision of ecosystem services from the Nation’s agricultural lands. The USDA center will be
expected to 1) establish an innovative
behavioral and experimental economics
research program related to the design and
implementation of policies and programs
that provide ecosystem services; 2)
broaden the network of social scientists
participating in policy-relevant behavioral
and experimental economics research on
agricultural ecosystem services, policies,
and programs; and 3) disseminate informa-

19-2 Biodiesel Fuel Education
Program (USDA)
As a result of increased awareness and
consumption of biodiesel over the past
decade, the FY 2014 Biodiesel Education
program will focus on educational programs which will support advances in
infrastructure, technology transfer, fuel
quality, fuel safety and increasing feedstock production. Biodiesel Education
will address the need to balance the positive environmental, social, and human
health impacts of biodiesel utilization
with the increased per gallon cost to the
user. USDA-NIFA-OP-004529 (GG 5/6/

19-5 Crop Protection and Pest
Management (USDA)
The purpose of the Crop Protection and
Pest Management program is to address
high priority issues related to pests and
their management using IPM approaches
at the state, regional and national levels.
The CPPM program supports projects that
will increase food security and respond
effectively to other major societal challenges with comprehensive IPM
approaches that are economically viable,
environmentally sound and will help protect human health. The CPPM program
addresses IPM challenges for emerging
issues and existing priority pest concerns
that can be addressed more effectively
with new and emerging technologies.

aquaculture industry in the U.S. and generate new science-based information and
innovation to address industry constraints. The Aquaculture Research program for FY 2014 will fund projects that
directly address major constraints to the
U.S. aquaculture industry and focus on
one or more of the following program
priorities: 1) Genetics of commercial
aquaculture species; 2) Critical disease
issues impacting aquaculture species; 3)
Design of environmentally and economically sustainable aquaculture production
systems; and 4) Economic research for
increasing aquaculture profitability.

19-6 NIH Science Education
Partnership Award (SEPA) (R25)
(NIH)
The NIH Research Education Program
(R25) supports research education activities in the mission areas of the NIH. The
goal of the Science Education Partnership
Award (SEPA) program is to invest in
educational activities that enhance the
training of a workforce to meet the
nation’s biomedical, behavioral and clinical research needs. To this end, this funding opportunity announcement (FOA)
encourages the development of innovative educational activities for pre-kindergarten to grade 12 (P-12), teachers and
students from underserved communities
with a focus on Courses for Skill Development, Research Experiences, Mentoring Activities, Curriculum or Methods
Development or Informal Science Education (ISE) exhibits, and Outreach activities. Applicants are strongly encouraged
to consult with the SEPA Scientific/
Research Contact to be advised on the
appropriateness of the intended P-12
STEM or ISE project for the SEPA program objectives and Office of Science
Education/SEPA priorities. Only one
application per institution, normally identified by having a unique DUNS number
or EIN number, is allowed.

19-7 First In The World (DoE)
Research Program (DoD)
The First in the World (FITW) Program
will provide grants to institutions of
higher education to spur the development
of innovations that improve educational
outcomes and make college more affordable for students and families, and to
develop an evidence base of effective
practices. Institutions of higher education
or consortia of such institutions are eligible applicants for FITW grants. We
encourage applicants to partner with public and private institutions and agencies
that can assist the applicant to achieve the
goals of the project. FITW draws on the
approach of the Department’s Investment
in Education Fund (i3), in which higher
levels of evidence of success divide the
competition into several tiers of funding.
Evaluation will also be a key component
of the program. Successful applicants
must demonstrate not only an innovative
project design, but outline a rigorous plan
for how the project will be evaluated to
demonstrate its effectiveness. The FITW
competition aims to increase postsecondary access, affordability and completion
for underrepresented, underprepared or
low-income students at institutions across
the country. CFDA 84.116F (FR 5/16/14)

19-8 Lyle Spencer Research Awards:
Advancing Understanding of
Education Practice and Its
Improvement (Spencer)
The Spencer Foundation is pleased to
introduce an ambitious new grant program, The Lyle Spencer Research
Awards: Advancing Understanding of
Education Practice and Its Improvement.
This program is the successor to our longstanding field-initiated major grant program, which was phased out in early
2014. With this program, we aim to reinforce our commitment to intellectually
ambitious research, oriented ultimately to
improving the practice of education, and
independent of any particular reform
agendas or methodological strictures.
This is not at base a change of direction
for a foundation that has always aimed to
foster creative and open-minded scholarship; it is however an emphatic assertion
of our determination to search for and
support the most challenging, original,
and constructive scholarship and research
we can find. We intend through this
endeavor to press our colleagues in the
research community to raise their level of
intellectual ambition, to encourage work
that is more thoughtful, more critical of
prevailing assumptions, more self-critical
about their own work and its limitations,
and more relevant to the aim of building
knowledge for improved educational
practice.
