● READ-255 failed to meet the standard because instructors felt that a significant proportion of students (whose placement was higher than READ-255) were "overqualified" for the course.

● READ-100/106 failed to meet the standard because instructors felt that a significant proportion of students were either "under qualified" or "over qualified" for the course.

● If Datatel enforced Reading placements (via enrollment blocking), it is possible that the READ-100/106 qualification mismatches could have been attenuated somewhat.
