It assumes that fees will remain at $20 per unit (an increase in fees will create downward pressure on enrollment) and it also
assumes that the Santa Cruz county unemployment rate will remain high for the next three years and then begin to decline.
A "what if" scenario has been added to assess the impact of an increase in enrollment fees to $30 as suggested by the LAO.
