Forty participants reviewed fortyfour contributions. The FG AVA chairman, Mr Peter Olaf Looms (European Broadcasting Union and Denmark) chaired the meeting assisted by Vice-chairmen Messrs Clyde A. Smith (Turner Broadcasting System, USA), Masahito Kawamori (NTT, Japan). Vice-chair Mr Axel Leblois (G3ict) joined the meeting remotely in the afternoon session. The FG AVA web site is: http://itu.int/en/ITU-T/focusgroups/ava. After the TSB Director Mr Malcolm Johnson welcomed the participants both onsite and remotely,. the FG AVA chair started the meeting with a presentation on the mandate of the FG AVA and the recent achievements of the Focus Group. The agenda (input document ava-i-0012rev2) which is shown in Annex A, together with the document allocation and the report of the first meeting (output document ava-i-0001) were approved by the participants. 2 Agenda and documentation The agreed agenda for the meeting is found in Annex A. The input documents to the meeting (contributions, meeting agenda, and list of participants) are available at http://ifa.itu.int/t/fg/ava/docs/1109-gva/in/. Access to documentation is restricted to TIES, or registered Guest users (http://itu.int/ITU-T/edh/faqs-guest.html). The documentation is organized in two categories, input (AVA-I-nnnn) and Output (AVA-O-nnnn) documents. Meeting documentation is shown in Annex B. 3 Accessible working methods and remote participation The presence of remote participants was a key element for the second meeting. Approximately 15 participants from USA, Japan, Sweden, Spain, Ireland, Namibia, Greece and Belgium joined the meeting remotely and contributed actively to the discussions. Those participating at a distance were very active, raising questions and contributing with comments, both in writing and via audio. The ITU offered different tools (namely GoToWebinar, real-time captioning, audiocast and telephone call-back ) with the goal of facilitating the remote participation. Persons with disabilities participated actively via remote participations: via GoToWebinar chat box (this was made possible via the online real time captioning for deaf and hard of hearing participants) and via telefone callback. Remote participants were asked to reply to the second online survey on this matter. This survey will help the secretariat to improve the access of remote participation. Results will be dispatched. Unedited transcripts of the captioning and audiocast archives have been posted and are available on the FG AVA website. Participants were further reminded of the need to join the mailing list reflector in order to follow up the subsequent discussions, new documents, meeting announcements, etc. Subscription instructions are found in the FG AVA web site (http://itu.int/en/ITU-T/focusgroups/ava). Those who need assistance should contact the FG AVA secretariat at tsbfgava@itu.int. 4 FG AVA structure Two changes in the FG AVA structure were approved at the meeting. A new co-coordinator was appointed for Working Group D - Emerging access services, Mr Takebumi Itagaki, Brunel University, UK. -4AVA-O-0002 An additional Working Group (WG K) on Access of Working Procedures was approved. WG K will work on meeting logistics to ensure the accessibility of the FG AVA collaborative working tools and their deliverables (i.e. not only or just at FG meetings but also work on drafting documents in Working Groups between the FG meetings themselves). The coordinators are Ms Mia Ahlgrem, Swedish Disability Organization, Sweden and Mark Magennis, National Council for the Blind - NCBI, Ireland. The purpose is to explain what the FG AVA has done since then, what the it is proposing to achieve by the end of 2011 and how it intends to reach its objectives in 2012. During the first meeting the FG AVA reached consensus on the following: 1. The interpretation of the Terms of Reference for FG AVA 2. A vision for the outcomes of the FG AVA 3. Five values that are to underpin FG AVA work 4. The scope of the terms “audiovisual media” and “accessibility” 5. Seven deliverables for FG AVA between May 2011 and November 2012 6. The creation of ten Working Groups, each with a coordinator/co-coordinators to provide inputs to these deliverables. Between the first and the second meeting, the FG AVA management group has focused on three points: a) Planning the activities of the ten Working Groups (WGs) b) Making the working processes of FG AVA more accessible to persons with disabilities c) Raising awareness about the work of FG AVA 5a) Planning the activities of the ten Working Groups (WGs) In order to prepare for the 2nd FG AVA meeting, the following steps were followed. Each coordinator was given a common matrix with four questions: 1. What is the current situation? 2. What visions do we have of media accessibility in 2015 and 2020? 3. What is currently stopping us from turning these visions into reality? 4. What actions are needed to sustain the moment to make these visions a reality? -6AVA-O-0002 Each coordinator was asked to produce an input document explaining how they will address these four questions. – The first WGs (WG A to WG E) have addressed specific access services and the accessibility of on-screen information services including Electronic Programming Guides (EPGs). – WG F addresses participation and media as the FG was unsure about the accessibility of digital media such as electronic games, and the way in which we interact with programs and services using peripherals such as remote control devices, and touch- and speech-driven interfaces. – WGs G, H and I address platform issues (i.e. broadcast TV, IPTV and mobile and wireless Internet to mobile and handheld devices). We are open to adding platforms such as electronic games subject to inputs from WG F and getting the approval at a forthcoming FG meeting. – WG J addresses the metrics against which regulation of media accessibility could be conducted. There are several approaches here, so the aim is to explain the implications of the various approaches. 5b) Making the working processes of FG AVA more accessible to persons with disabilities ITU-T Focus Groups follows the Recommendation ITU-T A.7, which states the each Focus Group is a self-funded activity. Wherever possible, FG AVA uses existing facilities and logistics and infrastructure from the ITU headquarters in Geneva. If FG AVA is to comply with our agreed values including the “nothing for us without us” paradigm for persons with disabilities, it follows that FG AVA meetings (both physical and virtual) and the tools FG AVA use to communicate between meetings should be accessible to persons with disabilities. FG AVA asked representatives from disability organizations (Mia Ahlgren and Mark Magennis, the two soon to be appointed Working Group K co-coordinators), to help improve FG AVA working processes by: 1. Analyzing what FG AVA used at Meeting 1 using an online questionnaire 2. Identifying issues with the existing procedures 3. Suggesting changes and replacement tools to improve the accessibility of the meetings for persons with disabilities 4. Assuring ongoing improvements by administering an online questionnaire immediately after each of the FG meetings to get feedback. The FG AVA management and secretariat have identified potential sponsors who could help fund live captioning and visual signing (where required) for Focus Group meetings where meeting hosts are not able to deal with this cost. 5c) Raising awareness about the work of FG AVA FG AVA has committed to awareness activities and continuous dialog with a wide range of accessibility stakeholders. The case for action of media accessibility is a complex one, influenced by national and regional circumstances. By starting a dialogue early, FG AVA is planning to make the learning curve less steep for those who have yet to make media accessible. FG AVA currently has a number of Focus Group members from Europe, Japan and others from North America and Africa. There is a strong need to broaden the geographical coverage. In order to -7AVA-O-0002 implement this, the plan for FG AVA members is to: – Take part in international forums to explain what FG AVA is, what it does and how it plans to liaise with other related bodies within the economic constraints of a self-funded Focus Group. – Make the ITU report “Making Television Accessible” available to FG AVA members and to other stakeholders as soon as possible – Publish preliminary findings on the public part of the website as soon as the Focus Group has produced stable drafts (from November 2011 onwards) – Hold Focus Groups meetings in all the regions – Encourage recognized specialists to participate (virtually) in the various working groups, even if they do not have availability in time or budget to join the FG meetings The international forums FG AVA experts have been invited to take part in, or plan to take part in, so far include: – ITU Asia-Pacific Regional Forum on Digital Inclusion for All 21 - 23 June 2011, Singapore – ITU-T events, FG AVA Presentation 25 July 2011, Gaborone, Botswana – Joint ITU and Arab Information Communication Technologies Organization (AICTO) workshop on "Interoperability of IPTV in the Arab region", Dubai, United Arab Emirates, 20 - 21 September 2011 – Joint ITU/EBU workshop “How Can We Reach the Media Have-Nots of the Developed and Developing Worlds?” at 6th Meeting of Internet Governance Forum, 29 September 2011, Nairobi, Kenya – National Seminar on Accessibility and TV, Gabinete para os Meios de Comunicação Social, 28 September 2011, Lisbon, Portugal – Conference “Innovation for Digital Inclusion” organized under the Polish Presidency of the European Union Council, 5 - 7 October 2011, Gdansk, Poland – Meeting of joint ITU-T and JTC 1 leadership meeting, 6 November 2011, San Diego, USA – The M-Enabling Summit, 5 - 6 December 2011, Washington DC, USA The FG AVA website contains links to those events and future ones as a resources of interest, on the bottom right-hand side of the page (http://itu.int/en/ITU-T/focusgroups/ava). 6 Progress and achievements of the FG AVA Meeting 2 The Focus Group made substantial progress on the following areas: – Participation and digital media – Visual signing and sign language – Captioning – Emerging Access Services – Audio/Video description and spoken captions – Digital broadcast television During the second FG AVA meeting, the following achievements were reached: – Approved work plans for each of the original ten Working Groups – Set up one new Working Group – WG K Access to Working Procedures -8AVA-O-0002 – Discussed the need for sponsorship of the access services at FG meetings – Drafted new liaison documents with other bodies of relevance to our Terms of Reference. – Defined the dates and venues for FG meetings 3, 4, 5 and preliminary dates for the remaining meetings NOTE – Subsequent to the meeting, the date of the 3rd FG AVA meeting was changed. 6a) Work plans for each of the 11 Working Groups The input documents for these work plans are all available at the FG AVA FTP area (http://ifa.itu.int/t/fg/ava/docs/ ). 6b) Accessible logistics between meetings Each of the Working Group will be working autonomously in accordance with the work plans approved on 15 September 2011. Each Working Group is expected to produce a preliminary draft document for discussion on FG AVA meeting 3 (likely to be in January 2012) covering the first 3 of the four questions: 1. What is the current situation [applicable for the topic covered by the WG]? 2. What visions do we have of media accessibility for the topic covered by the WG in 2015/2020? 3. What is currently stopping us from turning these visions into reality? 4. What actions are needed to sustain the moment to make these visions a reality? The agreed structure will be uploaded to a simple collaborative working tool such as Microsoft SharePoint1. Those wishing to take part are expected to: – Contact the FG AVA secretariat (tsbfgava@itu.int) to gain access to the SharePoint or Wiki forum of the WG or WGs to which they want to contribute – Obtain a user name and password from the FG AVA secretariat – Contribute to answering the first three questions by fleshing out the points already included – Discuss differences of opinion either asynchronously (e-mail) or synchronously (phone, Skype or a tool like Adobe Connect for which ITU has a license) – Agree to “freeze” parts of a preliminary draft for inclusion on the FG AVA website. These snapshots of the work can be used to discuss the findings with a broader range of stakeholders 7 Liaison statements The meeting agreed to produce four new liaison statements, addressed to IEC TC 100, W3C, ITU-T Focus Group on Cloud Computing as listed below. For three of them, LS no. 4 and 5 and 6, a comment period of 14 days was agreed at the meeting before dispatch by the secretariat. Ms Kate Grant (Ninetiles, UK) was appointed at the meeting as Liaison officer to JTC 1, SWG-A and a LS was addressed to ISO/IEC JTC 1 and SWG-A for this purpose. 1 FG AVA needs to choose tools that also allow persons with disabilities to take part. Preliminary dates have been set for the remaining meetings. Meeting 3 will be hosted by the Universitat Autonoma de Barcelona, Spain, January 2012 (exact date to be defined)2. Meeting 4 will be hosted by Centre for Internet Society in Delhi, India, during the first week of March 20122. Meeting 5 will be hosted by Turner Broadcasting in Atlanta, USA. The tentative date is on or just after 20 April 2012 (after NAB, the world’s biggest trade show for the broadcasting industry). An invitation to host the FG AVA meeting has come from NHK, Japan and one another invitation – to be formalized – has been presented to host a meeting in Canada. The FG AVA chair will be providing an overview of these meetings and deliverables on FG AVA meeting 3 (likely to be January 2012). The FG AVA agreed to have a tutorial on audiovisual media accessibility back-to-back to the New Delhi meeting. Tutorial sessions may take place to other locations as well in the course of 2012. NOTE - 10 AVA-O-0002 9 Final remarks 9a) Vision December 2012: FG AVA has successfully completed its work. The FG AVA roadmap with accessibility actions provides a solid basis for future work by the ITU and other key constituents. The roadmap gives concrete examples of good practise. It shows how the UN Convention on the Rights of Persons with Disabilities (UN CRPD) can be applied to the delivery, use and enjoyment of digital AV media. Persons with disabilities and their organizations feel that the ITU-T Focus Group has made a difference. 9b) Values The Focus Group on Audiovisual Media Accessibility is based on these core values: – Inclusive (working with and for persons with disabilities using the principles of Universal Design) – Consensus-seeking (identifying areas where there is agreement, and also those where there is none) – Evidence-based (the rationale for our work should be explicit and supported by empirical studies) – Open (actions recommended by the Focus Group should promote interoperability and be based on open standards) – Transparent (the rationale for actions recommended by the Focus Group should be transparent) 10 Closing Good progress was made during this second meeting of the FG AVA concerning the expected deliverables. Each Working Group is progressing towards completion by the end of 2012 period. The FG AVA chairman expressed his sincere thanks to the FG AVA vice-chairmen, the FG AVA secretariat, the remote participants and the participants in the rooms who contributed to the success of this meeting.
