International Telecommunication Union Online training on Public Procurement of accessible ICT products and services (where applicable) 12 October – 27 November 2015 TRAINING OUTLINE COURSE DESCRIPTION Title Public Procurement of accessible ICT products and services Method of delivery Online Objectives To provide learners with the knowledge, understanding and skills required to specify accessibility for persons with disabilities in the public procurement of mainstream information and communication technology (ICT) products and services. To enable learners to address accessibility during all stages of the public procurement process, from requirements gathering and market analysis, though specifying and evaluating accessibility as a criterion in procurement documents, to the management of contracts. To give learners a solid understanding of the relevant international standards for accessible ICT and how these can be used to clearly specify accessibility as a criterion in the procurement process, and to request appropriate forms of evidence of conformity from suppliers. Understand international policy and law related to public procurement and the rights of persons with disabilities to access and use ICTs Identify all stages of the procurement process during which accessibility may be addressed Understand international standards suitable for use in public procurement of accessible ICTs Use international standards to clearly specify accessibility as a measurable quality in the public procurement of ICT Incorporate accessibility requirements during the drafting of procurement documentation Understand and use different types of evidence of conformity assessments and attestation most suited for the public procurement of accessible ICTs Evaluate accessibility within suppliers’ responses to Request for Tenders The training features a number of advanced topics that will enable students to learn more in-depth techniques and strategies for including and evaluating accessibility in more complex ICT procurements, such as those involving software development or those addressing complex business needs. TARGET POPULATION This training is targeted at managers, ICT staff and employees from government organisations including central procurement agencies, ICT companies, civil society bodies representing persons with disabilities and academia, who are interested in understanding the implementation and regulation of public procurement of accessible ICTs including international standards. Each week’s materials will be introduced by a brief video presentation by the module instructor, Dónal Rice. 3 Students will be given weekly multiple choice quizzes on that week’s learning. Discussion forums will provide students the opportunity to discuss and provide reactions to the learning materials, to ask questions and communicate with the module instructor. Quiz tests will be assigned weekly, one per module, at the end of a given training week; An assignment in week 7 will require students to develop a mock ‘Request for Tender’ using the tools and standards learned in previous weeks instruction.
