Profile
Houlin Zhao was elected ITU Deputy Secretary-General at the Plenipotentiary
Conference in Antalya, Turkey, in November 2006. He was re-elected for a
second four-year term in Guadalajara, Mexico, in October 2010.
Born in 1950 in Jiangsu, China, Mr Zhao graduated from Nanjing University of
Posts and Telecommunications, and holds an MSc in Telematics from the
University of Essex in the UK.

From 1999 to 2006, he served as Director of ITU’s Telecommunication
Standardization Bureau (TSB). During his term of office he spearheaded the
introduction of new efficiency measures to improve ITU's standards-making
environment and strengthen its promotion. He also enhanced the strategic
partnership between Member States and Sector Members, while initiating and
maintaining good relationships with industry members.
From 1986 to 1992, Mr Zhao was a senior staff member in the then CCITT, and
from 1993-1998 in TSB. Among his responsibilities as Counsellor for ITU-T Study
Groups, he was Coordinator for cooperation with other international technical
bodies, including ISO and IEC.
Prior to joining ITU, Mr Zhao served as an engineer in the Designing Institute of
the Ministry of Posts and Telecommunications of China, taking an active role in
his country's expert meetings on telecommunication standards and national
plans.
Mr Aaron Boyd, Chief
Strategy Officer, ABI
Research
As VP of Strategic Development, Aaron Boyd provides direction in developing
ABI's worldwide operations and product offerings, including recognizing and
pursuing new business relationships and areas of growth opportunity. An
important part of Aaron's responsibilities involves spearheading the ABI Forums
initiative. Aaron brings significant experience in international markets and
brand development, based on over 15 years of management with some of the
world's most recognized technology companies. Prior to joining ABI Research,
Aaron worked for several notable corporations such as Novell, Quarterdeck Intl
and GoDaddy Inc., as well as for global branding and communications agencies
Brodeur Worldwide, Euro RSCG and Cramer-Krasselt. At the time, Aaron's client
portfolio includes Intel, Baan, Filemaker, Gartner Group, Toyota, Cold Stone
Creamery, Macerich, MGM Grand and others. Aaron's work has been
recognized by the Public Relations Society of America and the American
Advertising Federation, as well as by marketing and tech industry publications.
Aaron earned a B.A in Public Relations from Brigham Young University and a
MBA from Thunderbird Graduate School of International Management. Aaron
is largely responsible for pursuing new business relationships and growth
opportunities for ABI, with an initial focus on ABI Forums.
Leslie Martinkovics is Director of International Public Policy and Regulatory
Affairs for Verizon Communications, one of the largest global broadband
services providers. He is the company’s primary point of contact to multilateral
organizations such as the International Telecommunications Union (ITU), where
he is the Vice Chairman of a study group dealing with charging and tariffing
issues. He also participates in regional organizations in the Americas (CITEL)
and the Asia-Pacific region (APEC TEL), where he works on a wide range of
Internet, spectrum, and technology policy issues. He is a Vice Chair of the
United States Council for International Business (USCIB), and a member of the
U.S. ITU Association board of directors.

Prior to joining Verizon in 1999, he was the Managing Director of LJM
International, a transatlantic consulting firm specializing in opening new
markets for major telecommunications and information technology companies
in Central and Eastern Europe, and in Eurasia. His company provided strategic
and business planning, contract negotiations, licensing, joint venture
formation/registration and in-country management, and representation in
more than twenty countries.
Leslie Martinkovics has a Bachelors degree from the School of International
Service at the American University, and graduate degrees from the Center of
Mass Communication Research (University of Leicester, England) and St.
Edmund’s House and Trinity Hall (Cambridge University, England).
Lloyd Fikiasi is the Chief Legal Officer of the Office of the Telecommunications
and Radiocommunications Regulator of Vanuatu, a position he has held since
June 2010.
A lawyer by trade, Mr Fikiasi read an LLB at the University of the South Pacific
from 2004 - 2007, and later was seconded to the New Zealand Commerce
Commission.
