First Meeting of the Council Working Group on Child Online Protection (CWGCP) Geneva, 17-18 March 2010 Document WG-CP/1/8 Original: English only For information SOURCE Chairman of the ITU Council Working Group on Child Online Protection TITLE Suggested Terms of Reference Suggested Terms of Reference1 According to The Resolution 1306 adopted at the ninth plenary meeting concerning ITU’s role with regard to International Public Policy Issues concerning Creating a Safer Internet Environment for Children The council resolves 1 to establish a Council working group on Child Online Protection (WG-CP) open to all Member States and Sector Members, with the following terms of reference: 1.1 to exchange views and promote and work on the subject matter, 1.2. to report to the Council annually on the activities of the working group on child online protection (WG-CP); 2. to report to the 2010 Plenipotentiary Conference on the activities undertaken and achievement on these subjects, including proposals for further consideration as appropriate. The following is an elaboration of the three main tasks of the group and its deliverables, subject to the discussion and approval of the WG- CP: 1 The detailed TOR is proposed by the Chairman of the group and will be presented as an elaboration to the succinct explanation provided by the resolution as to the role of the group in order to clarify its mandate. 1. The working group will discuss key issues concerning the relationship between ICTs and children, as well as the main risks and vulnerabilities facing children and youth in cyberspace. 2. The working group will review ITU efforts and plans regarding the Child on line Protection (CP) and most notably the COP Initiative launched by the ITU in 2007 by Dr. Hamadoun Toure, under the umbrella of the Global Cybersecurity Agenda., 3. The working group will discuss the possibility of liaising with the COP Initiative and build on existing efforts to provide member states with informative resources as requested. 4. The working group will discuss the following activities as a valid representation for the undertakings of the ITU to assume its role as facilitator and moderator of the WSIS action line C5 "building confidence and security in the use of ICTs": A. Collecting and disseminating approaches and programs regarding legal/ technical/ educational/ policy and strategic frameworks adopted by member states, in light of their relevant country backgrounds. B. Encouraging the exchange of information concerning challenges facing different countries in dealing with the issue at hand, to facilitate the formulation of national CP strategies. 5. The working group will facilitate inputs from membership on the ITU's efforts in CP through its regular meetings and circular letters, questionnaires or other appropriate methods of query. 6. The working group will monitor and evaluate on a yearly basis the actions taken by ITU with respect to CP issues. 7. The working group will seek to propose mechanisms to synergize existing international efforts in the field to avoid duplication. 8. The working group will report to the Council annually on the activities on its activities; and to the Plenipotentiary Conference on the activities undertaken and achievement on these subjects, including proposals for further consideration as appropriate.
